Najib\u2019s stubborn silence and failure to act over this RM 871 billion scandal demonstrates not only his failure to uphold pubic accountability but that the BN government condones the practice of outflow of illict or dirty money.<\/p>\n<p>Washington-based financial watchdog Global Financial Integrity (GFI), in its latest report which tracks capital flight, says the level of illicit flows from Malaysia in 2010 was the highest in 10 years. RM 197 billion of dirty money was siphoned out of Malaysia in 2010 compared to RM 93 billion in 2009, an increase of 112 %. Malaysia has the shameful record of being the No.2 country in the world after China, of illicit outflow of dirty money.<\/p>\n<p><!--more-->The GFI report, \u2018Illicit Financial Flows From Developing Countries: 2001-2010&#8242;, is co-authored by GFI economists Sarah Freitas and Dev Kar, who is a former senior economist at the International Monetary Fund. GFI has warned that capital flight in Malaysia is &#8220;at a scale seen in few Asian countries&#8221;.<\/p>\n<p>GFI described its estimates of global dirty money as &#8220;extremely conservative&#8221;. Whilst Malaysia was ranked No. 2 globally in 2010, Malaysia is ranked No. 3 globally over 10 years from 2001-2010. The total 10-year estimate for Malaysia is US$285 billion (RM871.4 billion), while China is US$2,740 billion, and Mexico, US$476 billion.<\/p>\n<p>GFI said that trade mispricing &#8211; the practice of shifting profits overseas by over- or under-invoicing intra-company transactions &#8211; accounts for an average of 80.1 percent of illicit financial flows from developing countries. The rest of the dirty money involves proceeds of corruption, bribery, theft, and kickbacks.<\/p>\n<p>Despite Najib\u2019s promises last year that a probe would be conducted by Bank Negara, Bank Negara has yet to announce the result of its investigations or explain the massive illicit capital flight, despite offers of help from top GFI economists. Is this another case of BN\u2019s \u201cJanji Tak Ditepati\u201d of unfulfilled promnises?<\/p>\n<p>The GFI report merely confirms the findings by the 2012 Transparency International report that Malaysia topped the Bribe Payer\u2019s Survey in terms of lost business due to bribery. In this area, Malaysia ranked worst out of the 31 countries, worse than even Indonesia (47%), Pakistan (42%) and Russia (39%).Najib should come clean about this RM 871 billion scandal and wash away the shame it has brought to Malaysia by inviting top GFI economists who drafted the report to get to the root of this scandal.<\/p>\n<p>Lim Guan Eng <\/p>\n<p>&#8212;-BM Version &#8212;<br \/>\nKenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng pada 18.12.2012 di Kuala Lumpur.<\/p>\n<p><strong>Najib Tun Razak Harus Menjelaskan Kerugian RM200 Bilion Wang Haram Yang Telah Dialirkan Keluar Dari Malaysia Pada Tahun 2010 Serta Skandal Kerugian RM871 Bilion Sepanjang 10 Tahun Yang Terakhir Atau Mengakui Kegagalan Program Transformasi Ekonomi (ETP).<\/strong><\/p>\n<p>Menteri Kewangan Dato\u2019 Sri Najib Tun Razak harus memberi penjelasan kepada 28 juta rakyat Malaysia tentang kerugian RM200 bilion wang haram yang telah dialirkan keluar dari Malaysia pada tahun 2010 serta skandal kerugian RM871 bilion sepanjang 10 tahun yang terakhir atau mengakui kegagalan ETP. Jika Najib berdiam diri dan gagal mengambil tindakan dalam skandal RM871 bilion ini, ia akan menonjolkan kegagalan beliau untuk menegakkan kebertanggungjawaban awam serta membuktikan bahawa kerajaan BN membiarkan pengaliran keluar wang haram.<\/p>\n<p>Laporan terbaru badan pemerhati kewangan Global Financial Integrity (GFI) yang berpusat di Washington, telah menunjukkan bahawa pengaliran keluar wang haram dari Malaysia pada tahun 2010 adalah paling tinggi dalam tempoh 10 tahun. RM197 bilion wang haram telah dialirkan keluar dari Malaysia pada tahun 2010 berbanding RM93 bilion pada tahun 2009, iaitu peningkatan 112%. Malaysia kini memegang rekod memalukan kerana menjadi negara kedua di dunia selepas China bagi aliran keluar wang haram.<\/p>\n<p>Laporan GFI yang bertajuk \u201cAliran Kewangan Dari Negara Membangun: 2001\u20132010\u201d telah disediakan oleh ahli ekonomi Sarah Freitas dan Dev Kar, yang pernah menjadi ahli ekonomi kanan di Tabung Kewangan Antarabangsa (IMF). GFI telah memberi amaran bahawa pengaliran keluar modal di Malaysia kini berada \u201cdi skala yang jarang dilihat di kalangan negara-negara Asia\u201d.<\/p>\n<p>GFI telah menyatakan bahawa anggaran wang haram mereka adalah \u201csangat konservatif\u201d. Sementara Malaysia menduduki tangga No.2 di dunia pada tahun 2010, Malaysia merupakan No.3 di dunia sepanjang 10 tahun dari 2011\u20132010. Jumlah 10 tahun untuk Malaysia dianggarkan pada USD285 bilion (RM871.4 bilion), sementara China adalah USD2,740 bilion dan Mexico USD476 bilion.<\/p>\n<p>GFI juga kata bahawa penyalahtentuan perdagangan \u2013 iaitu keuntungan yang dipindahkan melalui invois yang terlebihan atau terkurang \u2013 membentuk secara purata 80.1 peratus aliran keluar wang haram dari negara-negara membangun. Wang haram yang lain bersumber daripada rasuah, korupsi, pencurian dan sogokan.<\/p>\n<p>Najib telah berjanji tahun lepas bahawa siasatan akan dijalankan oleh Bank Negara, namun keputusan siasatan tersebut belum diumumkan oleh Bank Negara untuk menjelaskan pengaliran wang haram yang besar ini, walaupun ahli-ahli ekonomi GFI telah menawarkan bantuan. Adakah ini satu lagi kes \u201cJanji Tak Ditepati\u201d oleh BN?<\/p>\n<p>Laporan GFI hanya membuktikan hasil kajian laporan Transparency International 2012 yang menunjukkan bahawa Malaysia mendapat tempat paling teruk dalam Kajian Pemberi Rasuah dalam kategori perniagaan yang hilang akibat rasuah. Dalam kategori ini, Malaysia mendapat tempat paling teruk, lebih teruk berbanding Indonesia (47%), Pakistan (42%) dan Rusia (39%). Najib harus menjelaskan skandal RM871 bilion ini untuk menyangkal label yang memalukan negara kita ini.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;&#8211;Mandarin Version &#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2012\u5e7412\u670818\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u9996\u76f8\u7eb3\u5409\u5fc5\u987b\u8d1f\u8d77\u5168\u8d23\uff0c\u4ea4\u4ee3\u6211\u56fd\u57282010\u5e74\u6d41\u5931\u76842000\u4ebf\u4ee4\u5409\u9ed1\u94b1\uff0c\u4ee5\u53ca\u8fc7\u53bb10\u5e74\u6d41\u59318710\u4ebf\u4ee4\u5409\u7684\u4e11\u95fb\uff0c\u5426\u5219\uff0c\u4ed6\u5fc5\u987b\u627f\u8ba4\u7ecf\u6d4e\u8f6c\u578b\u8ba1\u5212\uff08ETP\uff09\u5df2\u7ecf\u5931\u8d25\u3002<\/strong><\/p>\n<p>\u9996\u76f8\u517c\u8d22\u653f\u90e8\u957f\u62ff\u7763\u65af\u91cc\u7eb3\u5409\u5fc5\u987b\u5bf92800\u4e07\u540d\u9a6c\u6765\u897f\u4e9a\u4eba\u4ea4\u4ee3\uff0c2010\u5e74\u6211\u56fd\u6d41\u5931\u76842000\u4ebf\u4ee4\u5409\u9ed1\u94b1\uff0c\u4ee5\u53ca\u8fc7\u53bb10\u5e74\u6d41\u59318710\u4ebf\u4ee4\u5409\u7684\u4e11\u95fb\uff0c\u5426\u5219\uff0c\u4ed6\u5fc5\u987b\u627f\u8ba4\u7ecf\u6d4e\u8f6c\u578b\u8ba1\u5212\u5df2\u7ecf\u5931\u8d25\u3002\u7eb3\u5409\u575a\u6301\u6c89\u9ed8\u53ca\u4e0d\u91c7\u53d6\u884c\u52a8\u5bf9\u4ed88710\u4ebf\u4ee4\u5409\u4e11\u95fb\uff0c\u663e\u793a\u4ed6\u4e0d\u53ea\u6ca1\u6709\u516c\u4fe1\u529b\uff0c\u4e5f\u663e\u793a\u56fd\u9635\u653f\u5e9c\u7eb5\u5bb9\u975e\u6cd5\u8d44\u91d1\u6216\u9ed1\u94b1\u5916\u6d41\u7684\u884c\u5f84\u3002<\/p>\n<p>\u7f8e\u56fd\u5168\u7403\u91d1\u878d\u5ec9\u6b63\u673a\u6784\u62a5\u544a\u6307\u51fa\uff0c\u9a6c\u6765\u897f\u4e9a\u57282010\u5e74\u6d41\u51fa\u53bb\u7684\u9ed1\u94b1\u521b\u4e0b10\u5e74\u6700\u9ad8\u8bb0\u5f55\u30022010\u5e74\u9a6c\u6765\u897f\u4e9a\u6d41\u591a\u8fbe1970\u4ebf\u4ee4\u5409\u9ed1\u94b1\uff0c\u6bd42009\u5e74930\u4ebf\u4ee4\u5409\u589e\u52a0112%\u3002\u9a6c\u6765\u897f\u4e9a\u662f\u5168\u4e16\u754c\u9ed1\u94b1\u6d41\u51fa\u7b2c\u4e8c\u9ad8\u7684\u56fd\u5bb6\uff0c\u540d\u5217\u4e2d\u56fd\u4e4b\u540e\uff0c\u5b9e\u5728\u53ef\u803b\u3002<\/p>\n<p>\u4e0a\u8ff0\u62a5\u544a\u300a2001\u5e74\u81f32010\u5e74\u4e4b\u95f4\uff0c\u53d1\u5c55\u4e2d\u56fd\u5bb6\u975e\u6cd5\u6d41\u51fa\u7684\u8d44\u91d1\u300b\uff0c\u4f5c\u8005\u662f\u4e0a\u8ff0\u673a\u6784\u7684\u7ecf\u6d4e\u5b66\u5bb6\u838e\u62c9\u83f2\u8fbe\u65af\u53ca\u8fea\u592b\u5361\u5c14\uff08\u56fd\u9645\u8d27\u5e01\u57fa\u91d1\u524d\u9ad8\u7ea7\u7ecf\u6d4e\u5b66\u5bb6\uff09\u3002\u62a5\u544a\u8b66\u544a\uff0c\u9a6c\u6765\u897f\u4e9a\u7684\u9ed1\u94b1\u6d41\u52a8\uff0c\u5728\u4e9a\u6d32\u51e0\u4e2a\u56fd\u5bb6\u662f\u5177\u4e00\u5b9a\u89c4\u6a21\u7684\u3002<\/p>\n<p>\u5168\u7403\u91d1\u878d\u5ec9\u6b63\u673a\u6784\u4e5f\u5f62\u5bb9\uff0c\u4ed6\u4eec\u6240\u4f30\u8ba1\u7684\u5168\u7403\u9ed1\u94b1\u6d41\u52a8\u662f\u201c\u6781\u4e3a\u4fdd\u5b88\u201d\u7684\u3002
