His claims have now been totally repudiated by the recently released TIMSS 2011 findings.<\/p>\n<p><!--more-->Malaysia\u2019s ranking in Math fell from 20th in 2007 to 26th in 2011 while its ranking in Science fell by an ever greater margin, from 21st in 2007 to 32nd in 2011. Our average Math score fell from 474 in 2007 to 440 and our average Science score fell by an even greater degree from 471 in 2007 to 426 in 2011. The results are summarized in Table 1 below.<\/p>\n<p><a href=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2012\/12\/edu-en.jpg\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2012\/12\/edu-en-300x84.jpg\" alt=\"\" title=\"edu en\" width=\"300\" height=\"84\" class=\"aligncenter size-medium wp-image-2750\" srcset=\"https:\/\/limguaneng.com\/wp-content\/uploads\/2012\/12\/edu-en-300x84.jpg 300w, https:\/\/limguaneng.com\/wp-content\/uploads\/2012\/12\/edu-en.jpg 475w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>In contrast, the US and the UK were ranked 9th and 10th with an average Math score of 509 and 507 respectively. The average Science scores of 533 for the UK and 525 for the US put them at 9th and 10th in the ranking respectively. Both scores and rankings are far above that achieved by Malaysia. (Germany did not participate in this study)<\/p>\n<p>Malaysia also shared the distinction of being only one out of 6 countries our of a sample of 42 countries participating in the Math study and 45 countries participating in the Science study to see falls in both our Math and Science scores and ranking! Most of the other countries either improved their scores and rankings or stayed at their previous levels.<\/p>\n<p>This fall in the standard of Math and English is reflected in how many middle class parents in urban areas are voting with their feet and wallet by leaving the national education system in droves in enrolling in private primary and secondary schools. Unfortunately, the parents who cannot afford the high fees of private schools will continue to have to send their children to the national schools and receive a less than desirable quality of education.<\/p>\n<p>I call on Muhyiddin to give a clear account of this serious and unacceptable fall in our TIMSS rankings and retract this previous statement that Malaysia\u2019s education system is better than the UK, US and Germany.<\/p>\n<p><strong>PREVENTING A CRISIS OF DETERIORATING EDUCATONAL STANDARDS<\/strong><\/p>\n<p>Everyone knows that educational standards in Malaysia have deteriorated alarmingly. In the 2009 Programme for International Student Assessment (PISA), which compares international standards of reading, mathematics and science of 15-year olds, 44% of Malaysian students failed to meet the minimum standards for reading, 60% failed to the meet minimum standards for Mathematics and 43% failed to meet the minimum standards for Science. Overall, the competency of 15-year olds in Malaysia was measured to be 3 years behind the international average.<\/p>\n<p>We as a nation must bridge the gaps and overcome any educational deficits together, so that not only do we avoid the pitfalls from any brain drain, but permit ourselves to scale new heights towards a high income economy.<\/p>\n<p>In the US, Americans worry about a fiscal cliff that could cause economic recession with global implications, Malaysians as a nation face a talent cliff that can hamper economic growth and cripple our efforts to transform ourselves into a high-income, knowledge-based developed country. Unless we grow and build human talent, retrain and retain them as well as attract new talent, we face the risk of not just falling behind from new developed economies like Singapore and South Korea but also being overtaken by neighbours like Indonesia and Thailand.<\/p>\n<p>We hope to have not only the best and brightest, but also to create a rising tide of supporting talents of high standards. Let us ensure our schools and universities produce the best and brightest so that our children are not 3 years behind the international average but is on par. Only when we have a culture of merit and excellence can we ensure a brighter future for our children.<\/p>\n<p>The latest 2011 TIMSS results only confirms the 2009 PISA study that our students are 3 years behind the international average and half of our students do not have an aptitude and command of knowledge of science and math. For Malaysia to succeed in transforming into a developed economy, a pre-requistie is a strong base in science and technolody. Accordingly Tan Sri Muhydin must draw up a crisis plan to address the deteriorating educational standards in science and maths or else jeorpardise Malaysia&#8217;s ambitions of becoming a high-income, high value-added and knowledge intensive economy.<\/p>\n<p>&#8212;&#8211;BM Version &#8212;-<\/p>\n<p>Kenyataan Akhbar Oleh Setiausaha Agung DAP Dan Ahli Parlimen Bagan Lim Guan Eng di Kuala Lumpur Pada 12.12.2012.<\/p>\n<p><strong>Adakah Muhyiddin masih akan mengatakan bahawa sistem pendidikan kita adalah lebih baik dari US, UK dan Jerman apabila kedudukan Malaysia jatuh dalam kenyataan terbaru  Trends in International Math and Science Study (TIMSS) 2011 dari kedudukan 20 kepada 26 dalam Matematik dan dari kedudukan 21 kepada 32 dalam Sains?<\/strong><\/p>\n<p>Menteri Pendidikan dan juga Timbalan Perdana Menteri kita, Tan Sri Muhyiddin Yassin, menyatakan pada Mac 2012 bahawa sistem pendidikan kita adalah lebih baik dari US, UK dan Jerman, dengan menggunakan keputusan selektif dari statistik World Economic Forum (WEF) Global Competitiveness Report\u2019s. Dakwaan beliau kini telah ditolak oleh kenyataan penemuan terbaru TIMSS 2011. <\/p>\n<p>Kedudukan Malaysia dalam Matematik jatuh dari kedudukan 20 pada 2007 kepada 26 pada 2011 manakala kedudukan dalam Sains jatuh pada margin lebih hebat, dari kedudukan 21 pada 2007 kepada 32 pada 2011. Skor purata Matematik kita jatuh dari 474 pada 2007 kepada 440 dan skor purata Sains jatuh pada darjah lebih hebat dari 471 pada 2007 kepada 426 pada 2011. Purata skor Sains sebanyak 533 bagi UK dan 525 bagi US telah meletakkan mereka masing-masing pada kedudukan 9 dan 10. Kedua-dua skor dan kedudukan adalah jauh yang dicapai oleh Malaysia. (Jerman tidak menyertai kajian tersebut). <\/p>\n<p>Malaysia juga berkongsi perbezaan dengan menjadi satu-satunya daripada 6 negara daripada sampel 42 negara yang menyertai kajian dalam Matematik dan 45 negara dalam kajian Sains yang memperlihatkan kejatuhan kedua-dua skor dan kedudukan dalam Matematik dan Sains! Kebanyakan negara lain sama ada menunjukkan peningkatan skor dan kedudukan atau kekal pada tahap sebelum ini.  <\/p>\n<p>Kejatuhan dalam piawaian Matematik dan Bahasa Inggeris mencerminkan bagaimana ibu bapa kelas menengah di kawasan bandar memilih melalui kaki dan dompet mereka dengan meninggalkan sistem pendidikan antarabangsa dalam kawanan dengan mendaftar di sekolah-sekolah rendah dan menengah persendirian. Malangnya, para ibu bapa yang tidak mampu menampung yuran tinggi sekolah-sekolah persendirian akan terus terpaksa menghantar anak-anak mereka ke sekolah-sekolah kebangsaan dan menerima kualiti pendidikan yang kurang elok. <\/p>\n<p>Saya menyeru Muhyiddin supaya memberi satu penjelasan jelas berhubung keseriusan dan kejatuhan dalam TIMSS kita yang tidak boleh diterima ini dan menarik balik kenyataan sebelum ini yang menyatakan bahawa sistem pendidikan Malaysia adalah lebih baik dari UK, US dan Jerman. <\/p>\n<p>MENCEGAH KRISIS KEMEROSOTAN TAHAP PENDIDIKAN<\/p>\n<p>Semua orang mengetahui bahawa tahap pendidikan di Malaysia telah merosot hingga pada tahap amaran. Di dalam Programme for International Student Assessment (PISA) pada 2009, yang membandingkan tahap pembacaan, matematik dan sains antarabangsa dalam kalangan pelajar Malaysia berusia 15 tahun, sebanyak 44% pelajar-pelajar Malaysia telah gagal mencapai tahap minimum untuk pembacaan, 60% gagal mencapai tahap minimum untuk Matematik dan 43% mencapai tahaap minimum untuk Sains. Secara keseluruhan, kecekapan pelajar Malaysia yang berusia 15 tahun adalah 3 tahun di belakang purata antarabangsa. <\/p>\n<p>Kita sebagai sebuah negara mesti merapatkan jurang dan mengatasi sebarang kekurangan dalam pendidikan secara bersama, agar bukan sahaja kita dapat mengelakkan kesulitan dari penghijrahan cerdik pandai, tetapi juga membenarkan diri kita untuk memacu ke arah ekonomi berpendapatan tinggi.<\/p>\n<p>Di Amerika Syarikat, rakyat Amerika bimbang tentang kecuraman fiskal yang boleh menyebabkan kemelesetan ekonomi dengan implikasi global, rakyat Malaysia sebagai tonggak negara menghadapi kecuraman bakat yang boleh menjejaskan pertumbuhan ekonomi dan melumpuhkan usaha kita untuk mengubah diri menjadi sebuah negara berpendapatan tinggi, berasaskan asas pengetahuan negara membangun. Melainkan kita mengembangkan dan membina bakat insan, melatih semula dan mengekalkan mereka serta menarik bakat-bakat baru, kita bukan sahaja menghadapi risiko ketinggalan dalam kalangan negara-negara maju baru seperti Singapura dan Korea Selatan, malah turut ditinggalkan oleh negara-negara jiran seperti Indonesia dan Thailand.<\/p>\n<p>Kita berharap untuk mempunyai bukan sahaja yang terbaik dan cemerlang tetapi juga untuk mewujudkan satu aras kenaikan yang berasaskan bakat serta tahap yang tinggi. Marilah kita memastikan sekolah-sekolah dan universiti-universiti kita menghasilkan yang terbaik dan cemerlang supaya anak-anak kita tidak berada 3 tahun kebelakang purata antarabangsa tetapi setanding dengan tahap antarabangsa. Hanya apabila kita mempunyai budaya merit dan kecemerlangan kita boleh memastikan masa hadapan yang lebih cerah untuk anak-anak kita.<\/p>\n<p>Keputusan terbaru TIMSS 2011 hanya mengesahkan bahawa kajian PISA 2009 bahawa pelajar kita ketinggalan 3 tahun dari purata antarabangsa dan separuh daripada pelajar-pelajar kita tidak mempunyai kebolehan dan penguasaan ilmu sains dan matematik. Bagi membolehkan Malaysia berjaya berubah menjadi sebuah negara ekonomi membangun, syarat asas adalah penguasaan kukuh penting dalam sains dan teknologi. Sehubungan itu, Tan Sri Muhyiddin mesti merangka pelan krisis bagi menangani kemerosotan tahap pendidikan dalam sains dan matematik atau memusnahkan harapan Malaysia untuk menjadi negara yang berpendapatan tinggi, mempunyai nilai tambah dan pengetahuan intensif ekonomi.<\/p>\n<p>&#8212;&#8211; Mandarin Version&#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2012\u5e7412\u670812\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p>\u5f53\u9a6c\u6765\u897f\u4e9a\u4f4d\u4e8e\u56fd\u9645\u6570\u5b66\u548c\u79d1\u5b66\u8bc4\u6d4b\u8d8b\u52bf\uff08TIMSS\uff09\u7684\u6392\u540d\uff0c\u6570\u5b66\u6c34\u5e73\u4ece20\u540d\u964d\u523026\u540d\uff0c\u79d1\u5b66\u6c34\u5e73\u4ece21\u540d\u964d\u523032\u540d\uff0c\u6155\u5c24\u4e01\u8fd8\u4f1a\u4e0d\u4f1a\u8bf4\u6211\u4eec\u7684\u6559\u80b2\u5236\u5ea6\u597d\u8fc7\u7f8e\u56fd\u3001\u82f1\u56fd\u53ca\u5fb7\u56fd\uff1f <\/p>\n<p>\u6211\u56fd\u526f\u9996\u76f8\u517c\u6559\u80b2\u90e8\u957f\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u57282012\u5e743\u6708\u8bf4\uff0c\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u597d\u8fc7\u7f8e\u56fd\u3001\u82f1\u56fd\u53ca\u5fb7\u56fd\uff0c\u5f53\u65f6\u4ed6\u9009\u62e9\u6027\u91c7\u7eb3\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u5168\u7403\u7ade\u4e89\u62a5\u544a\u7684\u7edf\u8ba1\u3002\u4ed6\u7684\u8bb2\u6cd5\u5b8c\u5168\u88ab2011\u5e74\u56fd\u9645\u6570\u5b66\u548c\u79d1\u5b66\u8bc4\u6d4b\u8d8b\u52bf\u7684\u62a5\u544a\u63a8\u7ffb\u3002<\/p>\n<p>\u4e0a\u8ff0\u62a5\u544a\uff0c\u9a6c\u6765\u897f\u4e9a\u7684\u6570\u5b66\u6392\u540d\u4ece2007\u5e74\u7b2c20\u540d\uff0c\u8dcc\u52302011\u5e74\u7b2c26\u540d\uff0c\u800c\u5b83\u7684\u79d1\u5b66\u4ece2007\u5e74\u7b2c21\u540d\uff0c\u8dcc\u81f32011\u5e74\u7b2c32\u540d\u3002\u6211\u4eec\u7684\u5e73\u5747\u6570\u5b66\u5206\u4ece2007\u5e74474\u5206\u964d\u81f3440\u5206\uff0c\u79d1\u5b66\u5e73\u5747\u5206\u4ece2007\u5e74471\u5206\u964d\u81f32011\u5e74426\u5206\u3002\u6210\u7ee9\u5982\u5217\u88681<\/p>\n<p><a \/><\/a><\/p>\n<p>\u76f8\u53cd\u5730\uff0c\u7f8e\u56fd\u548c\u82f1\u56fd\u5728\u6570\u5b66\u6c34\u5e73\u6392\u540d\u7b2c9\u548c\u7b2c10\uff0c\u5206\u522b\u5f97\u5206509\u53ca507\u3002\u82f1\u7f8e\u4e24\u56fd\u7684\u79d1\u5b66\u5e73\u5747\u5206\u522b\u4e3a533\u53ca525\uff0c\u6392\u540d\u7b2c9\u53ca\u7b2c10\u3002\u4e24\u56fd\u7684\u5f97\u5206\u53ca\u6392\u540d\u7686\u8fdc\u8fdc\u8d85\u8d8a\u9a6c\u6765\u897f\u4e9a\uff08\u5fb7\u56fd\u6ca1\u6709\u53c2\u4e0e\u8bc4\u6bd4\uff09<\/p>\n<p>\u572842\u4e2a\u53c2\u4e0e\u6570\u5b66\u8bc4\u6bd4\u53ca45\u4e2a\u53c2\u4e0e\u8bc4\u6bd4\u7684\u56fd\u5bb6\uff0c\u9a6c\u6765\u897f\u4e9a\u662f\u516d\u4e2a\u6570\u7406\u79d1\u7686\u9000\u6b65\u7684\u56fd\u5bb6\u4e4b\u4e00\uff01\u5927\u591a\u6570\u56fd\u5bb6\u7684\u5f97\u5206\u53ca\u6392\u540d\u90fd\u6709\u8fdb\u6b65\uff0c\u6216\u8005\u4ed6\u4eec\u4fdd\u6301\u4e4b\u524d\u7684\u6c34\u5e73\u3002<\/p>\n<p>\u6570\u7406\u79d1\u6210\u7ee9\u9000\u6b65\uff0c\u53cd\u6620\u4e86\u591a\u5c11\u57ce\u5e02\u5730\u533a\u4e2d\u4ea7\u9636\u7ea7\u7236\u6bcd\u201c\u7528\u811a\u53ca\u9676\u94b1\u6295\u7968\u201d\uff0c\u653e\u5f03\u56fd\u5bb6\u7684\u6559\u80b2\u5236\u5ea6\uff0c\u8f6c\u5411\u5c06\u5b69\u5b50\u9001\u5165\u79c1\u7acb\u5c0f\u5b66\u53ca\u4e2d\u5b66\u3002\u4e0d\u5e78\u7684\u662f\uff0c\u90a3\u4e9b\u4ed8\u4e0d\u8d77\u79c1\u7acb\u5b66\u6821\u9ad8\u6602\u5b66\u8d39\u7684\u5bb6\u957f\uff0c\u552f\u6709\u7ee7\u7eed\u628a\u5b69\u5b50\u9001\u5230\u56fd\u6c11\u5b66\u6821\uff0c\u63a5\u53d7\u7d20\u8d28\u8f83\u4e0d\u7406\u60f3\u7684\u6559\u80b2\u3002<\/p>\n<p>\u6211\u547c\u5401\u6155\u5c24\u4e01\u8ba4\u771f\u8003\u8651\u6211\u56fd\u5728\u6570\u7406\u79d1\u6392\u540d\u9000\u6b65\u7684\u4e25\u91cd\u6027\uff0c\u5e76\u4e14\u6536\u56de\u4ed6\u6307\u6211\u56fd\u6559\u80b2\u5236\u5ea6\u6bd4\u82f1\u56fd\u3001\u7f8e\u56fd\u53ca\u5fb7\u56fd\u8fd8\u8981\u597d\u7684\u8a00\u8bba\u3002<\/p>\n<p>\u904f\u6b62\u6559\u80b2\u6c34\u5e73\u7ee7\u7eed\u4e0b\u8dcc<\/p>\n<p>\u6bcf\u4e2a\u4eba\u90fd\u77e5\u9053\u6211\u56fd\u7684\u6559\u80b2\u6c34\u5e73\u7ee7\u7eed\u5728\u4e0b\u6ed1\uff0c2009\u5e74\u4e00\u9879\u9488\u5bf9\u56fd\u9645\u5b66\u751f\u7684\u9605\u8bfb\u3001\u6570\u7406\u80fd\u529b\u8fdb\u884c\u7684\u8bc4\u4f30\u663e\u793a\uff0c\u76f8\u6bd4\u8d77\u56fd\u5916\u540c\u9f84\u768415\u5c81\u5b66\u751f\uff0c\u6211\u56fd44%\u5b66\u751f\u65e0\u6cd5\u8fbe\u81f4\u57fa\u672c\u7684\u9605\u8bfb\u6c34\u5e73\uff0c60%\u4e0d\u80fd\u8fbe\u5230\u6570\u5b66\u57fa\u672c\u6c34\u5e73\uff0c43%\u65e0\u6cd5\u8fbe\u81f4\u79d1\u5b66\u57fa\u672c\u6c34\u5e73\uff0c\u603b\u4f53\u800c\u8a00\uff0c\u6211\u56fd15\u5c81\u5b66\u751f\u7684\u80fd\u529b\u6bd4\u56fd\u9645\u6c34\u5e73\u843d\u540e3\u5e74\u3002<br
