The recently released Transparency International  Corruption Perception Index (CPI) shows that Malaysia has improved its  ranking from 60th out of 183 in 2011 to 54 out of 176 countries in  2012.<\/p>\n<p>The improvement in the CPI does not appear to have stopped scandals such as the RM250 million  National Feedlot Corporation (NFC) scandal  from continuing. Only now do we see the extent of the abuse of power  in the previous Selangor government, for example, where land which is  now worth RM300 million were sold to BN component parties at RM1 per  square foot (psf) or how BN representatives in Penang sold prime land  next to Gurney Drive in Penang at RM 1 psf in Tanjung Tokong.<\/p>\n<p><!--more-->The overall improvement in the CPI scores mask other worrying findings in regards to corrupt practices in Malaysia as in indicated by the Bribe Payer\u2019s Survey. For example, when asked \u2018how common is it for  public officials in this country to demand or accept bribes\u2019,Malaysia\u2019s score was 4.1 out of 5 (5 being the worst), which is on par with Indonesia, a country which is placed at 118 in the CPI ranking. <\/p>\n<p>When asked \u2018how common is the misuse of public funds by high ranking public officials and politicians\u2019, Malaysia\u2019s score was 4.3 out of 5 which was actually worse than Indonesia\u2019s score of 4.2.<\/p>\n<p>Most worrying is the fact that 50% of respondents that believed they have lost business due to bribery making Malaysia the worst ranking country out of the 31 countries survey in the Bribe Payer\u2019s Survey, worse than even Indonesia (47%), Pakistan (42%) and Russia (39%).<\/p>\n<p>If the Fighting Corruption NKRA major thrusts &#8211; to strengthen the anti-corruption enforcement agencies and legislation, to tackle grand corruption and to reduce leakages from government procurement \u2013 were  properly implemented, Malaysia should have catapulted into the top 30 countries in the CPI rankings. The failure to act against \u201cbig fishes\u201d does not lend much confidence to the credibility of MACC nor the  political will of the government.<\/p>\n<p>At the same time, despite numerous policy reports, allegations and investigative pieces made against the Chief Ministers of Sarawak and Sabah, most notably by the Bruno Manser Fund (BMF), there is no action or full investigations by the MACC. The 2012 Transparency International report did not cover the resurfacing of the RM40 million  alleged \u2018political donation\u2019 to Sabah UMNO that continues to escape  the attention of the MACC and revelations made by high-flying businessman Deepak Jaikishan relating to shady land deals. Deepak was  indirectly linked to the murdered Mongolian model Altantuya Shaaribuu. <\/p>\n<p>The DAP agrees with Transparency International suggestion for the  following major structural reforms to fight corruption:<br \/>\n1. Reforms in the political arena to reduce monetisation of politics and eliminate opportunities for state capture which results in grand corruption<\/p>\n<p>2. Continue to strengthen law enforcement institutions especially the MACC, Judiciary and Police. Their complete independence must be established to secure the public\u2019s trust<\/p>\n<p>3. Uphold the rule of law without fear or favour so that abusers especially \u201cbig fish\u201d cases do not have impunity from prosecution <\/p>\n<p>4. Overhaul the Official Secrets Act (OSA) and introduce a federal Freedom of Information (FOI) Act  <\/p>\n<p>5. Firm and consistent actions in upholding transparency and accountability in government contracts and public procurement  <\/p>\n<p>6. Tackle systemic corruption by focusing on specific sectors through the involvement of all stakeholders in the public private, professional and civil society sector.<\/p>\n<p>7. Further improve whistleblower legislation to provide wider protection to whistle blowers and encourage more whistle-blowing <\/p>\n<p>Pakatan Rakyat and DAP promises to introduce these reforms recommended  by Transparency InternationaI to ensure that Malaysia will be ranked  among the top 30 countries at the end of its first term in office after the 13th General Elections.<br \/>\n                                                              LIM GUAN ENG<br \/>\n&#8212;&#8212;BM Version &#8212;-<\/p>\n<p>Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng di Kuala Lumpur pada 7.12.2012<\/p>\n<p><strong>Di Bawah Pakatan Rakyat, Malaysia Akan Menduduki Tangga Ke-30 Dan Ke Atas Dalam Indeks Persepsi Rasuah Transparency International Menjelang Akhir Penggal.<br \/>\n<\/strong><br \/>\nRakyat Malaysia harus berpuas hati dengan usaha untuk membanteras rasuah hanya apabila \u201cikan besar\u201d berjaya didakwa serta perubahan asas diperkenalkan untuk memerangi rasuah. Indeks Persepsi Rasuah (CPI) yang baru dikeluarkan Transparency International menunjukkan bahawa Malaysia telah meningkat dalam kedudukan daripada tangga ke-60 daripada 183 pada tahun 2011 kepada tangga ke-54 daripada 176 buah negara pada tahun 2012.<\/p>\n<p>Walaupun peningkatan dicapai dalam CPI, skandal-skandal seperti skandal RM250 juta National Feedlot Corporation (NFC) tetap berterusan. Baru sekarang kita dapat lihat penyalahgunaan kuasa yang berlaku dalam kerajaan Selangor terdahulu, di mana tanah yang kini bernilai RM300 juta telah dijual kepada parti-parti komponen BN dengan harga RM1 sekaki persegi (skp) atau bagaimana wakil-wakil BN di Pulau Pinang menjual tanah primer di Tanjung Tokong, bersebelahan dengan Gurney Drive pada harga RM1 skp.<\/p>\n<p>Peningkatan keseluruhan dalam CPI mengaburi penemuan-penemuan lain yang membimbangkan, seperti yang ditunjukkan dalam Kajian Pemberi Rasuah (Bribe Payer\u2019s Survey). Sebagai contoh, apabila ditanya \u201cAdakah ia satu kelaziman bagi penjawat-penjawat awam untuk meminta atau menerima rasuah?\u201d, Malaysia mencatat markah 4.1 daripada 5 (5 merupakan yang paling teruk), iaitu sebahu dengan Indonesia yang menduduki tangga ke-118 dalam CPI. Apabila ditanya \u201cAdakah ia satu kelaziman bagi penjawat awam, khususnya mereka yang berjawatan tinggi serta ahli politik, untuk menyalahguna wang awam?\u201d, Malaysia mencatat 4.3 daripada 5, markah yang lebih teruk berbanding Indonesia yang mendapat 4.2.<\/p>\n<p>Yang paling membimbangkan adalah hakikat bahawa 50% responden percaya bahawa mereka telah kehilangan peluang perniagaan akibat rasuah, lantas meletakkan Malaysia di kedudukan paling teruk daripada kesemua 31 negara yang dikaji dalam Kajian Pemberi Rasuah, lebih teruk daripada Indonesia (47%), Pakistan (42%) dan Rusia (39%).<\/p>\n<p>Jika salah satu teras utama NKRA Memerangi Rasuah \u2013 untuk mengukuhkan agensi-agensi penguatkuasaan, menangani rasuah besar serta mengurangkan ketirisan dalam pemerolehan kerajaan \u2013 dilaksanakan dengan betul, Malaysia sudah lama telah melonjak ke tangga ke-30 dan ke atas dalam CPI. Kegagalan untuk mengambil tindakan ke atas \u201cikan besar\u201d tidak meyakinkan rakyat tentang kredibiliti SPRM atau komitmen politik kerajaan.<\/p>\n<p>Pada masa yang sama, walaupun terdapat banyak laporan polis, dakwaan serta siasatan terhadap Ketua Menteri Sarawak dan Sabah, tiada tindakan yang diambil atau siasatan penuh dilakukan oleh SPRM. Laporan Transparency International 2012 juga tidak merangkumi \u201csumbangan politik\u201d 40 juta kepada UMNO Sabah serta pendedahan oleh ahli peniaga Deepak Jaikishan mengenai urusan-urusan tanah yang mencurigakan. Deepak juga berkait secara tidak langsung kepada pembunuhan model Mongola Altantuya Shaaribuu.<\/p>\n<p>DAP bersetuju dengan cadangan Transparency International untuk melakukan perubahan struktur berikut untuk memerangi rasuah:<br \/>\n1.       Reformasi politik untuk mengurangkan politik wang dan menyisihkan peluang yang mengakibatkan rasuah besar.<br \/>\n2.       Terus memperkuatkan institusi-institusi penguatkuasaan undang-undang seperti SPRM, badan kehakiman dan polis. Keyakinan awam hanya boleh diperolehi jika mereka benar-benar bebas.<br \/>\n3.       Meluhurkan undang-undang tanpa takut atau memihak supaya \u201cikan besar\u201d tidak imun daripada dakwaan.<br \/>\n4.       Membaik pulih Akta Rahsia Rasmi (OSA) dan memperkenalkan Akta Kebebasan Maklumat di peringkat persekutuan.<br \/>\n5.       Tindakan tegas dan konsisten dalam menegakkan ketelusan dan kebertanggungjawab dalam kontrak kerajaan dan pemerolehan awam.<br \/>\n6.       Menangani rasuah sistemik dengan bertumpu kepada sektor-sektor khusus melalui penglibatan semua pihak berkepentingan termasuk sektor swasta, awam dan masyarakat madani.<br \/>\n7.       Memperbaiki perundangan untuk melindungi peniup wisel dan menggalakkan pemberian maklumat yang lebih.<\/p>\n<p>Pakatan Rakyat dan DAP berjanji untuk memperkalkan reformasi-reformasi di atas yang dicadangkan oleh Transparency International untuk memastikan Malaysia akan memasuki tangga ke-30 dan ke atas menjelang akhir penggal pertama selepas Pilihan Raya Umum Ke-13.<\/p>\n<p>Lim Guan \/>\n\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2012\u5e7412\u67087\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u82e5\u6c11\u8054\u6267\u653f\uff0c\u9a6c\u6765\u897f\u4e9a\u56fd\u9645\u900f\u660e\u5370\u8c61\u6307\u6570\u5c06\u4f1a\u5728\u7b2c\u4e00\u5c4a\u4efb\u671f\u671f\u672b\uff0c\u8fdb\u5165\u524d30\u540d\u3002<\/strong><\/p>\n<p>\u53ea\u8981\u5728\u201c\u5927\u9c7c\u201d\u88ab\u63d0\u63a7\u3001\u653f\u5e9c\u63a8\u884c\u53cd\u8d2a\u7ed3\u6784\u6027\u6539\u53d8\uff0c\u4eba\u6c11\u624d\u80fd\u591f\u6ee1\u610f\u3002\u6700\u8fd1\u56fd\u9645\u900f\u660e\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u663e\u793a\u9a6c\u6765\u897f\u4e9a\u6392\u540d\u4e0a\u5347\uff0c\u4ece2011\u5e74183\u4e2a\u56fd\u5bb6\u4e2d\u6392\u540d60\uff0c\u81f32012\u5e74176\u4e2a\u56fd\u5bb6\u4e2d\u6392\u540d54\u3002<\/p>\n<p>\u56fd\u9645\u900f\u660e\u8d2a\u6c61\u5370\u8c61\u6392\u540d\u4e0a\u5347\uff0c\u4e0d\u4ee3\u8868\u50cf2\u4ebf5000\u4e07\u4ee4\u5409\u7684\u56fd\u5bb6\u517b\u725b\u4e2d\u5fc3\u4e11\u95fb\u5df2\u7ecf\u505c\u6b62\u3002\u73b0\u6709\u6211\u4eec\u624d\u770b\u5230\u524d\u96ea\u5dde\u653f\u5e9c\u662f\u5982\u4f55\u6ee5\u6743\uff0c\u4f8b\u5982\uff1a\u73b0\u5728\u503c3\u4ebf\u4ee4\u5409\u7684\u571f\u5730\u88ab\u56fd\u9635\u6210\u5458\u515a\u4ee5\u6bcf\u5e73\u65b9\u5c3a1\u4ee4\u5409\u51fa\u552e\uff0c\u4ee5\u53ca\u56fd\u9635\u69df\u5dde\u8bae\u5458\u5982\u4f55\u4ee5\u6bcf\u5e73\u65b9\u5c3a1\u4ee4\u5409\u51fa\u552e\u69df\u57ce\u5173\u4ed4\u89d2\u9644\u8fd1\u7684\u4e39\u7ed2\u9053\u5149\u571f\u5730\u3002<\/p>\n<p>\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u7684\u63d0\u5347\uff0c\u63a9\u76d6\u4e86\u6211\u56fd\u8d2a\u6c61\u4f5c\u4e1a\u4ee4\u4eba\u62c5\u5fe7\u7684\u5176\u5b83\u4e8b\u5b9e\uff0c\u5982\uff1a\u5168\u7403\u884c\u8d3f\u6307\u6570\uff08Bribe Payer\uff09\u7684\u8c03\u67e5\u4e2d\uff0c\u5f53\u4eba\u4eec\u95ee\u8d77\u201c\u6211\u56fd\u653f\u5e9c\u5b98\u5458\u9080\u8d3f\u53ca\u53d7\u8d3f\u7684\u60c5\u51b5\u6709\u591a\u666e\u904d\uff1f\u201d\uff0c\u6211\u4eec\u5f97\u52064.1\uff085\u5206\u4ee3\u8868\u6700\u7cdf\uff09\u4e0e\u5370\u5c3c\u4e00\u6837\uff0c\u5370\u5c3c\u5728\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u4e2d\u6392\u540d118\u3002<\/p>\n<p>\u5f53\u8c03\u67e5\u95ee\u5230\u201c\u9ad8\u5b98\u4e0e\u653f\u6cbb\u4eba\u7269\u6ee5\u7528\u516c\u6b3e\u7684\u60c5\u51b5\u6709\u591a\u4e25\u91cd\uff1f\u201d\uff0c\u9a6c\u6765\u897f\u4e9a\u5f97\u5206\u4e3a4.3\uff0c\u6bd4\u5370\u5c3c4.2\u8fd8\u7cdf\u3002<\/p>\n<p>\u6700\u4ee4\u4eba\u62c5\u5fe7\u7684\u4e8b\u5b9e\u662f\uff0c50%\u7684\u53d7\u8bbf\u8005\u76f8\u4fe1\u4ed6\u4eec\u56e0\u8d2a\u6c61\u800c\u5931\u53bb\u5f88\u591a\u5546\u673a\uff0c\u5bfc\u81f4\u6211\u4eec\u5728\u8fd931\u4e2a\u53d7\u8c03\u67e5\u56fd\u5bb6\u6392\u540d\u6700\u5dee\uff0c\u6bd4\u5370\u5c3c\uff0847%\uff09\u3001\u5df4\u57fa\u65af\u5766\uff0842%\uff09\u53ca\u4fc4\u7f57\u65af\uff0839%\uff09\u8fd8\u5dee\u3002<\/p>\n<p>\u5982\u679c\u653f\u5e9c\u80fd\u591f\u8ba4\u771f\u63a8\u884c\u56fd\u5bb6\u7684\u53cd\u8d2a\u5173\u952e\u6307\u6807\uff1a\u52a0\u5f3a\u53cd\u8d2a\u6267\u6cd5\u673a\u6784\u53ca\u6761\u89c4\uff0c\u5bf9\u4ed8\u5927\u5b97\u8d2a\u6c61\u53ca\u51cf\u5c11\u653f\u5e9c\u91c7\u8d2d\u758f\u6f0f\uff0c\u9a6c\u6765\u897f\u4e9a\u65e9\u5c31\u6392\u5230\u56fd\u9645\u900f\u660e\u8d2a\u6c61\u5370\u8c61\u524d30\u540d\u3002\u5f53\u5c40\u6ca1\u6709\u5bf9\u4ed8\u201c\u5927\u9c7c\u201d\uff0c\u65e0\u6cd5\u589e\u52a0\u4f17\u4eba\u5bf9\u53cd\u8d2a\u59d4\u5458\u4f1a\u7684\u4fe1\u5fc3\uff0c\u4e5f\u65e0\u6cd5\u8ba9\u4eba\u4eec\u5bf9\u653f\u5e9c\u7684\u653f\u6cbb\u610f\u5fd7\u6709\u4fe1\u5fc3\u3002<\/p>\n<p>\u540c\u65f6\uff0c\u5c3d\u7ba1\u65e0\u6570\u7684\u653f\u7b56\u62a5\u544a\u3001\u8c03\u67e5\u62a5\u544a\u90fd\u9488\u5bf9\u7802\u62c9\u8d8a\u53ca\u6c99\u5df4\u9996\u5e2d\u90e8\u957f\uff0c\u6700\u8457\u540d\u7684\u662f\u5e03\u8bfa\u66fc\u82cf\u57fa\u91d1\u7684\u62a5\u544a\uff0c\u4f46\u662f\uff0c\u9a6c\u6765\u897f\u4e9a\u53cd\u8d2a\u59d4\u5458\u4f1a\u5e76\u6ca1\u6709\u91c7\u53d6\u884c\u52a8\u30022012\u5e74\u56fd\u9645\u900f\u660e\u62a5\u544a\u6ca1\u6709\u6db5\u76d6\u6700\u8fd1\u6d6e\u51fa\u53f0\u9762\u76844000\u4e07\u4ee4\u5409\u6c99\u5df4\u5dde\u5deb\u7edf\u653f\u6cbb\u732e\u91d1\u3001\u4ee5\u53ca\u6709\u96c4\u5fc3\u7684\u5546\u4eba\u8fea\u67cf\u52a0\u57fa\u5c71\u6240\u63ed\u9732\u7684\u53ef\u7591\u571f\u5730\u4ea4\u6613\uff0c\u8fd9<br \/>\n\u4e9b\u6848\u4ef6\u90fd\u4e0d\u83b7\u9a6c\u6765\u897f\u4e9a\u53cd\u8d2a\u59d4\u4f1a\u7684\u5173\u6ce8\u3002\u8fea\u67cf\u662f\u95f4\u63a5\u4e0e\u88ab\u8c0b\u6740\u7684\u8499\u53e4\u5973\u90ce\u963f\u4e39\u675c\u4e9a\u6709\u5173\u7684\u5546\u4eba\u3002<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u540c\u610f\u56fd\u9645\u900f\u660e\u6240\u5efa\u8bae\u7684\u8083\u8d2a\u7ed3\u6784\u6539\u9769\u65b9\u6848\uff1a<br \/>\n1. \u653f\u6cbb\u673a\u6784\u7684\u6539\u9769\uff0c\u4ee5\u51cf\u5c11\u653f\u6cbb\u91d1\u94b1\u5316\u3001\u6d88\u9664\u4ece\u653f\u5e9c\u201c\u6253\u4e3b\u610f\u201d\u8fdb\u884c\u5927\u5b97\u8d2a\u6c61\u7684\u673a\u4f1a\u3002<br \/>\n2. \u7ee7\u7eed\u5f3a\u5316\u6267\u6cd5\u673a\u6784\u7279\u522b\u662f\u9a6c\u6765\u897f\u4e9a\u53cd\u8d2a\u59d4\u4f1a\u3001\u53f8\u6cd5\u53ca\u8b66\u961f\u3002\u4ed6\u4eec\u5fc5\u987b\u5b8c\u5168\u72ec\u7acb\uff0c\u624d\u80fd\u6062\u590d\u516c\u4f17\u7684\u4fe1\u4efb\u3002<br \u65e0\u754f\u65e0\u60e7\u3001\u4e0d\u504f\u4e0d\u501a\u5730\u634d\u536b\u53f8\u6cd5\uff0c\u597d\u8ba9\u6ee5\u6743\u8005\u7279\u522b\u662f\u201c\u5927\u9c7c\u201d\u4e0d\u4f1a\u5f00\u6e9c\u3002<br
