Clearly the entire internal control mechansim within the Defence Ministry comprising the monitoring, analyzing and auditing of projects has failed. <\/p>\n<p>Should not the Ministry act instead of delegating it to the CIDB, when CIDB have lesser powers than the Defence Ministry to punish the contractor concerned? Zahid should list out the steps taken by the Defence Ministry to ensure that such abuses can be detected, immediate steps taken to rectify the defects and stern action to punish the contractors and officials who failed to monitor properly. <\/p>\n<p><!--more-->Zahid said that the ministry would not compromise on excessive profiteering by constractors who built not according to specifications. Then he should explain why despite such poor and defective performance, the Federal government still waived penalties worth RM 87.12 million for failure to meet contractual obligations. Clearly military personnel have been shortchanged as this is another crony project of BN benefiting contractors at the expense of the public. <\/p>\n<p>I am not surprised that there was no mention by MCA leaders at the MCA General Assembly of mismanagement, abuses and and waste listed in the 2011 Auditor-General\u2019s Report. After all MCA President Datuk Seri Dr Chua Soi Lek had dismissed the negative Auditor-General\u2019s Report as having no impact on BN\u2019s support in the next general election. <\/p>\n<p>To ensure that the public is not shortchanged and that the BN government is serious about addressing the problems mentioned in the Auditor-General\u2019s Report, 3 issues must be addressed.The first issue revealed by the Auditor-General\u2019s Report relates to several massive government contracts and projects that were directly negotiated instead of open competitive tenders, affecting public trust. <\/p>\n<p>The most glaring example was the directly-negotiated RM 12.49 billion Ipoh-Padang Besar double-tracking project that was delayed twice and has incurred an additional RM3.6 billion in costs. The majority of the military quarters projects were also awarded by direct negotiation. Military family quarters built by the Defence Ministry saw costs nearly double to RM3.2 billion with defects such as collapsed ceilings and leaking sewer pipes. <\/p>\n<p>Other examples include 1,000 brochure racks worth RM1.95 million for Visit Malaysia Year 2007 bought through direct negotiation by the Malaysian Tourism Promotion Board without the Finance Ministry\u2019s approval, and the five billboards worth RM 3.64 million that it put up in Indonesia via direct negotiation that are being investigated by the Malaysian Anti-Corruption Commission (MACC). <\/p>\n<p>The latest revelation by the Auditor-General\u2019s Report is in Sarawak where a state-owned company, Sarawak Coal Resources Sdn Bhd awarded contracts for the extraction and transportation of coal ore in Mukah for RM923.03 million to four firms through direct negotiations. No wonder Sarawak Coal Resources Sdn Bhd is recording losses.<\/p>\n<p>The second issue relates to the massive write-off of government loans given to Perwaja Terengganu Sdn Bhd that were unpaid over the last 14-17 years amounting RM 1,626 million. The 2011 Auditor-General\u2019s Report had highlighted that 42 loans given out by the Federal government to companies had loan arrears between 1 to 17 years amounting to a huge sum of RM 3,328 million, an increase of 18.7% compared to RM 2,805 million in 2010. <\/p>\n<p>No action was taken by the Federal government to recover these loan arrears apart from writing off Perwaja\u2019s RM 1,626 million loans over a period of 16 years from 2011 to 2027. What is the rationale for such a huge write-off of loans when Perwaja is now listed on Bursa Malaysia and is making profits? <\/p>\n<p>Writing off huge loans for one company like Perwaja gives a negative impression that cronies get special treatment at the expense of 28 million Malaysians. Again why should cronies have their loans written off but not ordinary Malaysians who have to pay the last cent or else be sued by banks? <\/p>\n<p>The third issue relates to the exemption of fees for license to contravene given to Indah Water Konsortium Sdn Bhd(IWK) amounting to RM 1,371 million. IWK had applied to the Department of Environment for 3,290 licenses to contravene from 2008-2011 to violate environmental standards in disposal of toxic wastes. <\/p>\n<p>Upon approval the license fees required to be paid by IWK amounted to RM1,554 million as at end 2011. However Cabinet gave an exemption of RM 1,371 millon on 21.5.2010, resulting in IWK only needing to pay the remainder RM183 million. Why did Cabinet give IWK this huge exemption at the expense of the environment and without any benefit to Malaysians? <\/p>\n<p>BN has to be changed if they continue to dismiss the Auditor-General\u2019s Report by refusing to explain the mismanagement, waste and abuses costing Malaysian tens of billions of ringgit annually.<\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;-BM Version&#8212;-<br \/>\nKenyataan Akhbar oleh Ketua Menteri Pulau Pinang dan Setiausaha Agung DAP Lim Guan Eng di Pulau Pinang pada 21.10.2012<\/p>\n<p>BN Harus Diubah Jika Mereka Terus Tidak Menghiraukan Laporan Ketua Audit Negara Dengan Keengganan Untuk Menjelaskan Salah Urus, Ketirisan Dan Penyalahgunaan Kuasa Yang Membawa Kerugian Berpuluh-puluh Bilion Ringgit.<\/p>\n<p>Menteri Pertahanan Datuk Seri Ahmad Zahid Hamidi harus menjelaskan kenapa beliau hanya membuat laporan dengan Construction Industry Development Board (CIDB) selepas pendedahan Laporan Ketua Audit Negara 2011 tentang kerja yang tidak memuaskan dalam projek pembinaan rumah-rumah kediaman tentera. Jelas sistem kawalan pemantauan, analisis dan audit dalaman Kementerian Pertahanan sudah gagal.<\/p>\n<p>Tidakkah patut Kementerian mengambil tindakan daripada mewakilkan tugas tersebut kepada CIDB yang tidak mempunyai kuasa seperti Kementerian Pertahanan untuk mengambil tindakan ke atas kontraktor tersebut? Zahid harus menyenaraikan langkah-langkah Kementerian Pertahanan untuk memastikan masalah-masalah ini boleh dikenal pasti, dibetulkan dengan segera dan tindakan diambil ke atas kontraktor-kontraktor serta pegawai-pegawai yang gagal memantau dengan betul.<\/p>\n<p>Zahid kata bahawa Kementerian tidak akan berkompromi dengan pencatutan kontraktor-kontraktor yang tidak membina mengikut spesifikasi. Jika begitu beliau harus menjelaskan kenapa kerajaan Persekutuan mengetepikan penalti RM87.12 juta kerana kegagalan untuk memenuhi obligasi kontrak walaupun kerja jelas tidak memuaskan dan cacat. Jelas anggota-anggota tentera telah ditipu kerana projek ini merupakan lagi satu kontrak kroni BN yang merugikan rakyat.<\/p>\n<p>Saya tidak terkejut bahawa tiada satu pun pemimpin MCA yang menyuarakan penyalahgunaan kuasa, salah urus dan ketirisan yang terdapat dalam Laporan Ketua Audit Negara 2011 semasa Perhimpunan Agung MCA. Malah, Presiden MCA Datuk Seri Dr Chua Soi Lek sendiri telah menunjukkan sikap tindak endah dengan mengatakan bahawa laporan-laporan negatif dalam Laporan Ketua Audit Negara tidak akan membawa impak kepada BN dalam pilihan raya umum yang akan datang.<\/p>\n<p>Untuk memastikan bahawa rakyat tidak ditipu dan kerajaan BN serius dalam menangani masalah-masalah dalam Laporan Ketua Audit Negara, 3 isu harus ditangani. Pertama adalah pendedahan Laporan Ketua Audit Negara tentang kontrak-kontrak kerajaan dan projek yang dirunding terus dan tidak dibuat dengan tender terbuka, lantas menjejaskan amanah awam.<\/p>\n<p>Contoh projek rundingan terus yang paling jelas adalah projek landasan berkembar Ipoh-Padang Besar yang bernilai RM12.49 bilion yang telah mengalami kelewatan dua kali dan terpaksa menanggung kos lebihan RM3.6 bilion. Kebanyakan projek kediaman tentera juga dirunding terus. Rumah-rumah kediaman tentera yang dibina oleh Kementerian Pertahanan menampakkan penggandaan kos kepada RM3.2 bilion dengan kecacatan seperti siling yang runtuh dan paip pembetungan yang bocor.<\/p>\n<p>Contoh-contoh lain seperti 1,000 buah rak risalah yang bernilai RM1.95 juta untuk Tahun Melawat Malaysia 2007 yang dibeli melalui rundingan terus oleh Malaysian Tourism Promotion Board tanpa kelulusan Kementerian Kewangan, dan 5 papan iklan yang bernilai RM3.64 juta yang diletakkan di Indonesia melalui rundingan terus dan  sedang disiasat oleh Suruhanjaya Pencegah Rasuah Malaysia (SPRM).<\/p>\n<p>Pendedahan terkini oleh Laporan Ketua Audit Negara adalah di Sarawak di mana syarikat-milik-kerajaan Sarawak Coal Resources Sdn Bhd telah menganugerahkan kontrak untuk pengekstrakan dan pengangkutan bijih arang batu di Mukah untuk RM923.03 juta kepada 4 firma melalui rundingan terus. Tidak hairanlah Sarawak Coal Resources Sdn Bhd mencatat kerugian.<\/p>\n<p>Isu kedua adalah pelupusan besar RM1,626 juta pinjaman kerajaan kepada Perwaja Terengganu Sdn Bhd yang tidak dibayar selama 14-17 tahun. Laporan Ketua Audit Negara 2011 telah menunjukkan bahawa sebanyak 42 pinjaman yang diberi oleh kerajaan Persekutuan kepada syarikat-syarikat telah mengumpulkan tunggakan sehingga RM3,328 juta selama 1-17 tahun ini, iaitu peningkatan 18.7% berbanding RM2,805 juta pada tahun 2010.<\/p>\n<p>Tidak ada tindakan yang diambil oleh kerajaan Persekutuan untuk mendapatkan balik tunggakan tersebut selain daripada pelupusan pinjaman 16 tahun Perwaja yang berjumlah RM1,626 juta. Apakah logiknya untuk melupuskan pinjaman yang begitu besar apabila Perwaja kini disenaraikan dalam Bursa Malaysia dan sedang mencatatkan keuntungan?<\/p>\n<p>Pelupusan pinjaman yang begitu besar untuk sebuah syarikat seperti Perwaja memberi gambaran yang negatif bahawa kroni mendapat layanan istimewa sementara 28 juta rakyat yang rugi. Mengapakah pinjaman kroni boleh dilupuskan tetapi tidak pinjaman rakyat biasa yang harus membayar sehingga sen terakhir dan sekiranya gagal akan disaman oleh bank?<\/p>\n<p>Isu ketiga adalah pengecualian yuran lesen pelanggaran yang diberi kepada Indah Water Konsortium sdn bhd yang berjumlah RM1,371 juta. IWK telah memohon 3,290 lesen pelanggaran dari 2008-2011 untuk melanggari standard alam sekitar dalam pembuangan sisa toksik.<\/p>\n<p>Apabila diluluskan, yuran lesen yang harus dibayar oleh IWK berjumlah RM1,554 juta pada akhir 2011. Alangkah tetapi, Kabinet telah memberi pengecualian sebanyak RM1,371 juta pada 21.5.2010 yang bermaksud IWK hanya perlu membayar baki RM183 juta. Kenapa Kabinet memberi pengecualian yang begitu besar ini yang merugikan bukan sahaja rakyat Malaysia tetapi memudaratkan alam sekitar juga?<\/p>\n<p>BN harus diubah jika mereka terus tidak menghiraukan Laporan Ketua Audit Negara dengan keengganan untuk menjelaskan salah urus, ketirisan dan penyalahgunaan kuasa yang membawa kerugian sebanyak berpuluh-puluh bilion ringgit setiap \u4e8e2012\u5e7410\u670821\u65e5\uff0c\u5728\u69df\u5dde\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u5982\u679c\u56fd\u9635\u7ee7\u7eed\u8f7b\u89c6\u603b\u7a3d\u67e5\u62a5\u544a\uff0c\u62d2\u7edd\u89e3\u91ca\u4e3a\u4f55\u51fa\u73b0\u90a3\u4e48\u591a\u7ba1\u7406\u4e0d\u5f53\u3001\u6d6a\u8d39\u3001\u6ee5\u7528\u7684\u95ee\u9898\uff0c\u5bfc\u81f4\u9a6c\u6765\u897f\u4e9a\u4eba\u6c11\u6bcf\u5e74\u635f\u5931\u4e0a\u5343\u4ebf\u4ee4\u5409\uff0c\u90a3\u4e48\u6211\u4eec\u5fc5\u987b\u5c06\u56fd\u9635\u6362\u6389\u3002<br \/>\n<\/strong><br \/>\n\u56fd\u9635\u90e8\u957f\u62ff\u7763\u65af\u91cc\u963f\u672b\u67e5\u5e0c\u54c8\u7c73\u8fea\u5fc5\u987b\u89e3\u91ca\uff0c\u4e3a\u4ec0\u4e48\u4ed6\u5fc5\u987b\u7b49\u52302011\u5e74\u603b\u7a3d\u67e5\u62a5\u544a\u63ed\u9732\u519b\u4eba\u5bb6\u5c5e\u5bbf\u820d\u5de5\u7a0b\u4f4e\u52a3\u53ca\u7f3a\u9677\u5904\u5904\u65f6\uff0c\u624d\u5411\u5efa\u7b51\u5de5\u4e1a\u53d1\u5c55\u5c40\uff08CIDB\uff09\u6295\u8bc9\uff1f\u5f88\u660e\u663e\u5730\uff0c\u56fd\u9632\u90e8\u5185\u90e8\u7684\u6574\u4e2a\u63a7\u5236\u673a\u5236\u5305\u62ec\uff1a\u76d1\u63a7\u3001\u5206\u6790\u53ca\u7a3d\u67e5\u5df2\u7ecf\u5931\u8d25\u3002<\/p>\n<p>\u90e8\u957f\u662f\u4e0d\u662f\u5e94\u8be5\u91c7\u53d6\u884c\u52a8\uff1f\u800c\u4e0d\u662f\u628a\u5de5\u4f5c\u4ea4\u7531\u5efa\u7b51\u5de5\u4e1a\u53d1\u5c55\u5c40\uff0c\u6709\u5173\u5355\u4f4d\u5728\u60e9\u6212\u627f\u5305\u5546\u65b9\u9762\uff0c\u6743\u529b\u6bd4\u90e8\u957f\u8fd8\u5c0f\u3002 \u67e5\u5e0c\u5e94\u8be5\u5217\u51fa\u56fd\u9632\u90e8\u957f\u5df2\u7ecf\u91c7\u53d6\u7684\u884c\u52a8\uff0c\u4ee5\u786e\u8ba4\u6ee5\u6743\u7684\u539f\u56e0\u3001\u9a6c\u4e0a\u91c7\u53d6\u884c\u52a8\u77eb\u6b63\u9519\u8bef\u3001\u4e25\u60e9\u90a3\u4e9b\u65e0\u6cd5\u6709\u6548\u76d1\u63a7\u7684\u627f\u5305\u5546\u53ca\u5b98\u5458\u3002<\/p>\n<p>\u67e5\u5e0c\u8bf4\uff0c\u56fd\u9632\u90e8\u4e0d\u4f1a\u5411\u90a3\u4e9b\u4f01\u56fe\u8fc7\u4efd\u635e\u53d6\u5229\u76ca\u3001\u6ca1\u6709\u4f9d\u89c4\u683c\u8fdb\u884c\u5de5\u7a0b\u7684\u627f\u5305\u5546\u59a5\u534f\u3002\u90a3\u4e48\u4ed6\u5fc5\u987b\u89e3\u91ca\uff0c\u4e3a\u4f55\u5c3d\u7ba1\u8fd9\u4e9b\u627f\u5305\u5546\u7684\u8868\u73b0\u5982\u6b64\u4f4e\u52a3\u53ca\u7f3a\u9677\u5904\u5904\uff0c\u8054\u90a6\u653f\u5e9c\u8fd8\u8c41\u514d\u4ed6\u4eec\u7684\u65e0\u6cd5\u4f9d\u7ea6\u5c65\u884c\u5b8c\u5de5\u4e49\u52a1\u7684\u7f5a\u6b3e\u8fbe8712\u4e07\u4ee4\u5409\u3002\u5f88\u660e\u663e\u5730\uff0c\u519b\u4eba\u4eec\u88ab\u4e8f\u5f85\uff0c\u8fd9\u53c8\u662f\u53e6\u4e00\u4e2a\u56fd\u9635\u8ba9\u670b\u515a\u627f\u5305\u5546\u53d7\u60e0\u3001\u727a\u7272\u4eba\u6c11\u5229\u76ca\u7684\u4f8b\u5b50\u3002<\/p>\n<p>\u6211\u4e0d\u4f1a\u60ca\u8bb6\uff0c\u9a6c\u534e\u9886\u8896\u5728\u9a6c\u534e\u5927\u4f1a\u4e0a\u6ca1\u6709\u63d0\u8d772011\u5e74\u603b\u7a3d\u67e5\u62a5\u544a\u6240\u6307\u51fa\u7684\u7ba1\u7406\u4e0d\u5f53\u3001 \u6ee5\u6743\u53ca\u6d6a\u8d39\u7684\u95ee\u9898\u3002\u518d\u8bf4\uff0c\u9a6c\u534e\u603b\u4f1a\u957f\u62ff\u7763\u65af\u91cc\u8521\u7ec6\u5386\u5df2\u8f7b\u8511\u6709\u5173\u7a3d\u67e5\u62a5\u544a\uff0c\u4ed6\u8bf4\u8fd9\u4efd\u8d1f\u9762\u7684\u62a5\u544a\u4e0d\u4f1a\u5f71\u54cd\u4eba\u6c11\u5bf9\u56fd\u9635\u7684\u652f\u6301\u3002<\/p>\n<p>\u4e3a\u4e86\u786e\u4fdd\u4eba\u6c11\u4e0d\u4f1a\u88ab\u4e8f\u5f85\uff0c\u800c\u56fd\u9635\u653f\u5e9c\u4f1a\u8ba4\u771f\u770b\u5f85\u7a3d\u67e5\u62a5\u544a\u6240\u63d0\u51fa\u7684\u95ee\u9898\uff0c\u5f53\u5c40\u5fc5\u987b\u56de\u5e94\u4e09\u4e2a\u8bfe\u9898\u3002\u7b2c\u4e00\u9879\u8bfe\u9898\u5c31\u662f\u603b\u7a3d\u67e5\u62a5\u544a\u6240\u63ed\u53d1\u7684\u6570\u9879\u5927\u578b\u653f\u5e9c\u5de5\u7a0b\u53ca\u5408\u7ea6\u662f\u901a\u8fc7\u76f4\u63a5\u6d3d\u8c08\uff0c\u800c\u4e0d\u662f\u516c\u5f00\u62db\u6807\u9881\u53d1\u7684\uff0c\u8fd9\u5f71\u54cd\u516c\u4fe1\u529b\u3002 <\/p>\n<p>\u6700\u660e\u663e\u7684\u4f8b\u5b50\u5c31\u662f\u6021\u4fdd\uff0d\u5df4\u5f53\u5df4\u897f\u5c14124\u4ebf9000\u4e07\u4ee4\u5409\u53cc\u8f68\u8ba1\u5212\uff0c\u653f\u5e9c\u5728\u76f4\u63a5\u6d3d\u5546\u540e\u9881\u53d1\u5408\u7ea6\uff0c\u7ed3\u679c\u5ef6\u671f\u4e24\u6b21\u3001\u9020\u6210\u635f\u593136\u4ebf\u4ee4\u5409\u3002\u5927\u90e8\u4efd\u519b\u4eba\u5bbf\u820d\u5408\u7ea6\u4e5f\u662f\u901a\u8fc7\u76f4\u63a5\u8c08\u5224\u9881\u5e03\u7684\uff0c\u7531\u56fd\u9632\u90e8\u5174\u5efa\u7684\u519b\u4eba\u5bb6\u5ead\u5bbf\u820d\u6210\u672c\u589e\u52a0\u4e24\u500d\u8fd132\u4ebf\u4ee4\u5409\uff0c\u5374\u53d1\u751f\u5929\u82b1\u677f\u574d\u584c\u53ca\u6392\u6c61\u7ba1\u6ea2\u6f0f\u7684\u7f3a\u9677\u3002
