Transport Minister Datuk Seri Kong Cho Ha must remember that the AES is not a question of politics but a question of economic integrity that he must explain why there was no open competitive tender but only a closed invited tender in installing 831 1Malaysia cameras throughout Malaysia. I am given to understand only 9 companies were invited for the open competitive tender but only 7 submitted bids. <\/p>\n
DAP has no problems if the Federal Government is sincere in its initiative to ensure public safety and that motorists adhere to traffic regulations. However the government has allowed the 2 concessionaires of the AES were collect commission based on the number of summonses issued. Clearly this will benefit the two concessionaires at the expense of 28 millon Malaysians. <\/p>\n
That means the concessionaires \u2013 ATES Sdn Bhd and Beta Tegap Sdn Bhd \u2013 are able to recoup their investment through a three-tiered system paid out from a pool of settled summons:
\n\u2022 Tier 1: RM16 for each of the first five million summonses issued (RM80 million).
\n\u2022 Tier 2: 50% of the balance of the revenue collected for the next RM540 million, up to RM270 million. The government gets an equal amount.
\n\u2022 Tier 3: 7.5% of the remaining revenue after that. The government will get to keep the rest.
\nAssuming more than RM5 billion collection per year, the two concessionaires will gain RM80 million under the first tier, RM270 million under the second tier and RM350 million under the third tier \u2013 a handsome total of RM700 million for one year\u2019s work. <\/p>\n
Apart from reaping the revenue of RM700 million a year, there is skepticism of the huge cost claimed by both concessionaires in installing the 831 cameras. Does it cost RM 600-800 million as claimed by both company to install the 831 cameras which would cost RM722,000-RM962,000 per camera? <\/p>\n
Such failure is not new as was proven by the RM365 million Integrated Transport Information System (ITIS) scandal, an eight-year-old traffic monitoring system in Kuala Lumpur of traffic, accidents and roadworks that the Auditor-General\u2019s Report 2011 has highlighted for wastages and described as \u201cunsatisfactory\u201d.
\nUnfortunately, despite the RM365 million spent, there has been no full accountability. <\/p>\n
The Transport Ministry must fully account to the public these questions about AES and whether there was an open competitive tender. Unless such issues are fully addressed, Malaysian motorists have a right to be angry that cronies of BN has once again benefited fully at the expense of ordinary Malaysians.<\/p>\n
Penang will not allow the installation of 1Malaysia cameras until a full briefing is obtained. Kong should stick to his earlier instruction that local councils will decide whether to install or not, when even Kong\u2019s officers had sought co-peration and approval of the state and local government to install them. <\/p>\n
Summons should be issued to penalize traffic offenders in the hope that they will comply and not break the law again. For this reason, DAP calls for an immediate suspension of the AES until there is a full accounting of these issues of public interest. Motorists should not be compelled to spend most of their salary to pay up these traffic summonses. Remember BRIM\u2019S RM 500 can not help you if you are issued 2 summonses of RM600 \u2013 you still end up losing RM100.<\/p>\n

Bukan Soal Politik Tetapi Integriti Ekonomi \u2013 Menteri Pengangkutan Harus Memberi Penjelasan Kenapa Tiada Tender Terbuka Tetapi Tender Terpilih Untuk Pemasangan 831 Kamera 1Malaysia Sistem Penguatkuasaan Automatik (AES) Di Seluruh Malaysia.<\/strong><\/p>\n Menteri Pengangkutan Datuk Seri Kong Cho Ha harus ingat bahawa AES bukanlah soal politik tetapi soal integriti ekonomi dan beliau harus memberi penjelasan kenapa tiada tender terbuka tetapi tender terpilih untuk pemasangan 831 kamera 1Malaysia di seluruh Malaysia. Saya difahamkan bahawa hanya 9 syarikat yang dipilih untuk menyertai tender tetapi 7 sahaja yang mengemukakan tawaran.<\/p>\n DAP tidak mempunyai masalah jika kerajaan Persekutuan terus terang dengan inisiatif untuk memastikan keselamatan awam dan menggalakkan pematuhan undang-undang jalan raya. Namun begitu, kerajaan telah membenarkan 2 pemegang konsesi AES untuk mengutip komisyen berdasarkan jumlah saman yang dikeluarkan. Jelas ini akan memanfaatkan 2 pemegang konsesi tersebut sementara 28 juta rakyat Malaysia akan rugi.<\/p>\n Ini bermakna bahawa pemegang konsesinya \u2013 ATES Sdn Bhd dan Betap Tega Sdn Bhd \u2013 mampu mendapatkan balik modal mereka melalui pengagihan keuntungan daripada saman yang dibayar melalui tiga peringkat: Sekiranya RM5 bilion dikutip setiap tahun, kedua-dua pemegang konsesi akan untung RM80 juta di bawah peringkat pertama, RM270 juta di bawah peringkat kedua dan RM350 juta di bawah peringkat ketiga \u2013 jumlah lumayan sebanyak RM700 juta untuk kerja setahun.<\/p>\n Selain daripada keuntungan RM700 setahun, terdapat juga tanda tanya tentang kos besar yang didakwa oleh kedua-dua pemegang konsesi untuk pemasangan 831 kamera. Adakah ia bernilai RM600-800 juta seperti yang didakwa oleh kedua-dua syarikat tersebut untuk pemasangan 831 kamera yang bersamaan dengan RM722,000-RM962,000 setiap kamera?<\/p>\n Kegagalan sebegini bukan perkara baru seperti yang dibuktikan dengan skandal RM365 juta Integrated Transport Information System (ITIS), di mana sistem pemantauan trafik Kuala Lumpur telah dikenal pasti oleh Laporan Ketua Audit Negara 2011 sebagai \u201ctidak memuaskan\u201d kerana berlaku ketirisan. Walaupun RM365 juta telah dibelanja, tidak ada kebertanggungjawaban yang ditunjukkan.<\/p>\n Kementerian Pengangkutan harus bertanggungjawab penuh kepada pihak awam atas soalan-soalan mengenai AES dan sama ada tender terbuka telah dijalankan. Sekiranya isu-isu ini tidak ditangani, para pemandu Malaysia berhak marah kerana sekali lagi kroni-kroni BN mendapat manfaat sementara rakyat rugi.<\/p>\n Pulau Pinang tidak akan membenarkan pemasangan kamera 1Malaysia ini sehingga penjelasan penuh diberi. Kong harus berpegang kepada arahannya bahawa kerajaan tempatan akan membuat keputusan tentang pemasangannya, di mana pegawai-pegawai Kong telah mendapatkan kerjasama dan kelulusan kerajaan negeri dan tempatan untuk membuat pemasangan.<\/p>\n Saman harus menghukum pesalah trafik supaya mereka akan mematuhi dan tidak menyalahi undang-undang lagi. Untuk sebab ini, DAP menyeru agar AES digantung dengan serta merta sehingga kebertanggungjawaban penuh ditunjuk. Pemandu-pemandu tidak harus dipaksa untuk membelanjakan kebanyakan daripada gaji mereka hanya untuk membayar saman trafik.
