Communications infrastructure such as ports, airports public transportation are public goods similar to water services, electricity supply, health and education.<\/p>\n<p>Such public goods must have strong government oversight to ensure that public interest is given priority over private profits. Failure to do so would see the private companies earning exorbitant profits at the expense  of an efficient, reliable and affordable service given to the public.<\/p>\n<p>Without strong government oversight of such public goods, privatisation invariably leads to piratisation where only the profits are privatisated and any losses incurred socialised to be borne by the public. There is grave concern that the privatisation of the Penang Port without consultation with the state government, local stakeholders and the people of Penang generally is another piratisation exercise.<\/p>\n<p><!--more-->Worse there are doubts whether the tender is open and competitive as only those invited by the Federal government to bid were entertained. Even the Penang state government\u2019s proposed bid was not even entertained despite many letters sent to the Prime Minister Datuk Seri Najib Tun Razak. Until now no details have emerged from the award  of Penang Port to Seaport, whose terms for the takeover remained shrouded in secrecy and even mystery.<\/p>\n<p>Seaport\u2019s recent public declaration that they do not intend to relegate Penang Port to a feeder port nor have plans to transfer Penang Port\u2019s cranes to Pelabuhan Tanjung Pelepas (PTP) in Johor as alleged will not allay concerns without any full disclosure of facts and figures of their future plans and amounts to be invested to develop Penang Port. Further Tan Sri Syed Mokhtar Al-Bukhary who owns Seaport and operates two ports in Johor \u2015 the Port of Tanjung Pelepas (PTP) and Pasir Gudang port, has not responded to criticisms that the takeover of Penang Port is creating a monopoly that is against the Anti-Competition Act 2010 and an anti-trust violation.<\/p>\n<p>Seaport\u2019s assurances contradict MCA President and Penang Port Commission Chair Datuk Seri Dr Chua Soi Lek\u2019s previous puiblic assertions that Penang Port has to accept the reality of being relegated to a feeder port. He even said that Penang Port earned only RM180,000 in profit last year with huge debts of RM1.3 billion as compared to Seaport Terminal\u2019s Johor Port which made RM185 million.<\/p>\n<p>What assurances will the public have that Seaport will not relegate Penang Port to a feeder port given that Port of Tanjung Pelepas and Pasir Gudang is performing so much better than Penang Port? Tanjung Pelepas Port which started operations in 1999 handles more than six million TEUs a year,  five times more than Penang Port! Penang also saw cargo volumes growing only 5.8 per cent a year between 1995 and 2009 compared with Port Klang which grew 14.2 per cent annually.<\/p>\n<p>Failure to deepen the navigation channel will torpedo any efforts to revive Penang Port to its former status of being a regional commercial port. For that reason the refusal by either the Federal government or Seaport to state when the RM353 million project to dredge the navigation channel near the Penang Port will be implemented or whether only a smaller token sum be spent for dredging purposes will certainly deepen suspicion that Penang Port will  indeed be reduced to a mere feeder port.<br \/>\nLim Guan Eng <\/p>\n<p>&#8212;&#8211;BM Version &#8212;&#8211;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang di Komtar, George Town pada 29.7.2012<br \/>\n<strong><br \/>\nAdakah Seaport Terminal (Johor) Sdn Bhd Akan Berhenti Berahsia Dan Membuat Kenyataan Umum Tentang Terma Penswastaan Pelabuhan Pulau Pinang Untuk Meyakinkan Rakyat Bahawa Tindakan Ini akan Memanfaatkan Masa Depan Pulau Pinang Dan Bukan Satu \u201cPenlanunan\u201d Demi Keuntungan Sebuah Kroni BN?<br \/>\n <\/strong><br \/>\nAdakah Seaport Terminal (Johor) Sdn Bhd ataupun Seaport akan berhenti berahsia dan membuat kenyataan umum tentang terma penswastaan Pelabuhan Pulau Pinang untuk meyakinkan rakyat bahawa tindakan ini akan memanfaatkan masa depan Pulau Pinang dan bukan satu \u201cpenlanunan\u201d demi keuntungan sebuah kroni BN? Infrastruktur komunikasi seperti pelabuhan, lapangan terbang dan pengangkutan awam adalah barang awam yang serupa dengan perkhidmatan air, pembekalan tenaga elektrik, kesihatan dan pendidikan.<\/p>\n<p>Barang awam ini harus dipantau dengan tegas oleh kerajaan untuk memastikan kepentingan awam diberi keutamaan ke atas keuntungan swasta. Kegagalan untuk membuat demikian akan membenarkan syarikat-syarikat swasta untuk mengaut keuntungan yang tinggi sementara mengurangkan kecekapan, kebolehpercayaan dan kemampu milikan perkhidmatan awam.<\/p>\n<p>Tanpa pemantauan kerajaan yang tegas ke atas barang awam, penswastaan akan membawa kepada penlanunan di mana hanya keuntungan yang akan diswastakan dan segala kerugian akan ditanggung pihak awam. Terdapat kebimbangan bahawa sekiranya penswastaan Pelabuhan Pulau Pinang dijalankan tanpa rundingan dengan kerajaan negeri, pihak-pihak berkepentingan setempat serta rakyat Pulau Pinang, maka ia akan menjadi lagi satu program penlanunan.<\/p>\n<p>Lebih teruknya adalah keraguan sama ada tender ini terbuka dan berdaya saing kerana hanya mereka yang dijemput oleh Kerajaan Persekutuan telah diterima. Bidaan Kerajaan Negeri Pulau Pinang pun tidak dilayan walaupun surat-surat telah dihantar kepada Perdana Menteri Dato\u2019 Sri Najib Tun Razak. Sehingga sekarang tidak ada butiran mengenai penganugerahan Pelabuhan Pulau Pinang kepada Seaport, dan terma penswastaan atau pengambil alihan ini masih lagi diselubungi rahsia dan misteri.<\/p>\n<p>Pengisytiharan umum Seaport baru-baru ini bahawa mereka tidak berancang untuk menjadikan Pelabuhan Pulau Pinang sebagai pelabuhan penghantar (feeder port) serta tidak berancang untuk memindah kren-kren Pelabuhan Pulau Pinang kepada Pelabuhan Tanjung Pelepas (PTP) di Johor seperti yang didakwa tidak akan memadamkan kebimbangan tanpa pendedahan penuh tentang fakta dan perangkaan rancangan mereka. Tambahan, Tan Sri Syed Mokhtar Al-Bukhary selaku pemilik Seaport dan pengendali dua pelabuhan di Johor \u2013 PTP dan Pasir Gudang, belum lagi menjawab kritikan bahawa pengambil alihan Pelabuhan Pulau Pinang akan mewujudkan monopoli yang bertentangan dengan Akta Persaingan 2010 dan merupakan pelanggaran undang-undang anti-trust.<\/p>\n<p>Jaminan Seaport juga bercanggah dengan Presiden MCA dan Pengerusi Penang Port Commission Datuk Seri Dr Chua Soi Lek yang terdahulu telah membuat kenyataan umum bahawa Pelabuhan Pulau Pinang harus menerima hakikat bahawa ia akan menjadi pelabuhan penghantar. Malah, beliau berkata bahawa Pelabuhan Pulau Pinang hanya mendapat keuntungan RM180,000 pada tahun lepas dengan hutang RM1.3 bilion berbanding Johor Port kepunyaan Seaport yang mengaut keuntungan RM185 juta.<\/p>\n<p>Apakah jaminan kepada rakyat bahawa Seaport tidak akan menjadikan Pelabuhan Pulau Pinang sebagai pelabuhan penghantar memandangkan PTP dan Pasir Gudang mencatat prestasi yang lebih baik? PTP yang mula beroperasi pada tahun 1999 mengendalikan lebih 6 juta TEU setahun, 5 kali ganda Pelabuhan Pulau Pinang! Pulau Pinang juga melihat pertumbuhan kargo 5.8% setahun antara 1995 hingga 2009 berbanding 14.2% untuk Pelabuhan Klang.<\/p>\n<p>Kegagalan untuk mendalamkan saluran navigasi hanya akan menggagalkan usaha untuk memulihkan Pelabuhan Pulau Pinang kepada status dahulu sebagai pelabuhan komersial serantau. Untuk sebab itu, keengganan Kerajaan Persekutuan dan Seaport untuk menyatakan sama ada projek RM353 juta untuk mengorek saluran navigasi di Pelabuhan Pulau Pinang akan dilaksanakan ataupun hanya jumlah yang kecil akan digunakan untuk tujuan tersebut akan menyebabkan kecurigaan bahawa Pelabuhan Pulau Pinang akan dijadikan pelabuhan penghantar.<\/p>\n<p>Lim Guan &#8212;&#8211;<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2012\u5e747\u670829\u65e5\u5728\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>Seaport Terminal (Johor) Sdn Bhd\u662f\u5426\u53ef\u4ee5\u4e0d\u518d\u795e\u795e\u79d8\u79d8\uff0c\u516c\u5f00\u79c1\u8425\u5316\u69df\u57ce\u6e2f\u53e3\u7684\u6761\u4ef6\uff0c\u89e3\u9664\u516c\u4f17\u7684\u7591\u8651\uff0c\u89e3\u91ca\u8fd9\u5c06\u4e3a\u69df\u57ce\u7684\u672a\u6765\u5e26\u6765\u4ec0\u4e48\u597d\u5904\uff1f\u540c\u65f6\u8bf4\u670d\u4eba\u6c11\uff0c\u8fd9\u4e0d\u662f\u53e6\u4e00\u5b97\u56fd\u9635\u670b\u515a\u4e3a\u4e86\u79c1\u5229\uff0c\u5c06\u516c\u5171\u7269\u54c1\u7684\u201c\u5f3a\u76d7\u5316\u201d\u7684\u4ea4\u6613\u3002<br \/>\n<\/strong><br \/>\nSeaport Terminal (Johor) Sdn Bhd\u662f\u5426\u53ef\u4ee5\u4e0d\u518d\u795e\u795e\u79d8\u79d8\uff0c\u516c\u5f00\u79c1\u8425\u5316\u69df\u57ce\u6e2f\u53e3\u7684\u6761\u4ef6\uff0c\u89e3\u9664\u516c\u4f17\u7684\u7591\u8651\uff0c\u89e3\u91ca\u8fd9\u5c06\u4e3a\u69df\u57ce\u7684\u672a\u6765\u5e26\u6765\u4ec0\u4e48\u597d\u5904\uff1f\u540c\u65f6\u8bf4\u670d\u4eba\u6c11\uff0c\u8fd9\u4e0d\u662f\u53e6\u4e00\u5b97\u56fd\u9635\u670b\u515a\u4e3a\u4e86\u79c1\u5229\uff0c\u5c06\u516c\u5171\u7269\u54c1\u7684\u201c\u5f3a\u76d7\u5316\u201d\u7684\u4ea4\u6613\u3002\u7269\u6d41\u8bbe\u65bd\u5982\u6e2f\u53e3\u3001\u673a\u573a\u3001\u516c\u5171\u4ea4\u901a\u4e0e\u6c34\u4f9b\u3001\u7535\u4f9b\u3001\u5065\u4fdd\u53ca\u6559\u80b2\u4e00\u6837\uff0c\u90fd\u662f\u516c\u5171\u7269\u54c1\u3002<\/p>\n<p>\u5982\u6b64\u7684\u516c\u5171\u7269\u54c1\u5fc5\u987b\u7531\u5f3a\u7a33\u7684\u653f\u5e9c\u6765\u770b\u7ba1\uff0c\u4ee5\u786e\u4fdd\u516c\u5171\u5229\u76ca\u4f18\u5148\u4e8e\u79c1\u4eba\u5229\u76ca\u3002\u5982\u679c\u653f\u5e9c\u505a\u4e0d\u5230\uff0c\u79c1\u4eba\u516c\u53f8\u5c31\u4f1a\u85c9\u6b64\u8c0b\u53d6\u66b4\u5229\uff0c\u727a\u7272\u6709\u6548\u7387\u7684\u3001\u53ef\u9760\u7684\u3001\u53ef\u8d1f\u62c5\u7684\u516c\u5171\u670d\u52a1\u3002<\/p>\n<p>\u5982\u679c\u6ca1\u6709\u5f3a\u7a33\u653f\u5e9c\u6765\u770b\u7ba1\u516c\u5171\u7269\u54c1\uff0c\u201c\u79c1\u8425\u5316\u201d\u603b\u662f\u4f1a\u53d8\u6210\u201c\u5f3a\u76d7\u5316\u201d\uff0c\u5229\u6da6\u88ab\u201c\u79c1\u6709\u5316\u201d\uff0c\u800c\u4e8f\u635f\u5219\u201c\u793e\u4f1a\u5316\u201d\u7531\u516c\u4f17\u6765\u627f\u62c5\u3002\u5927\u5bb6\u5173\u6ce8\u7684\u95ee\u9898\u8fd8\u5305\u62ec\u540c\uff0c\u69df\u57ce\u6e2f\u53e3\u7684\u79c1\u8425\u5316\u5b8c\u5168\u6ca1\u6709\u5f81\u8be2\u8fc7\u5dde\u653f\u5e9c\u3001\u76f8\u5173\u7ec4\u7ec7\u53ca\u69df\u5dde\u4eba\u6c11\uff0c\u8fd9\u5f88\u660e\u663e\u5730\u7684\u662f\u53e6\u4e00\u79cd\u201c\u5f3a\u76d7\u5316\u201d\u7684\u4f5c\u98ce\u3002<\/p>\n<p>\u66f4\u7cdf\u7684\u662f\uff0c\u6211\u4eec\u6000\u7591\u7ade\u6807\u8fc7\u7a0b\u662f\u5426\u516c\u5f00\u53ca\u516c\u5e73\u7ade\u4e89\uff1f\u662f\u4e0d\u662f\u53ea\u6709\u8054\u90a6\u653f\u5e9c\u9080\u8bf7\u7684\u516c\u53f8\u624d\u53d7\u8003\u8651 \uff1f\u5c31\u8fde\u69df\u5dde\u653f\u5e9c\u591a\u6b21\u81f4\u51fd\u9996\u76f8\u62ff\u7763\u65af\u91cc\u7eb3\u5409\u8868\u8fbe\u672c\u8eab\u8981\u7ade\u6807\u7684\u610f\u613f\uff0c\u4e5f\u4e0d\u53d7\u8003\u8651\u3002\u76f4\u5230\u73b0\u5728\uff0c\u6211\u4eec\u90fd\u8fd8\u4e0d\u77e5\u9053\u5c06\u69df\u57ce\u6e2f\u53e3\u4ea4\u7ed9Seaport\u7684\u5408\u7ea6\u5185\u5bb9\uff0c\u63a5\u7ba1\u7684\u6761\u4ef6\u662f\u4e0d\u662f\u79d8\u5bc6\uff0c\u751a\u81f3\u795e\u79d8\uff1f<\/p>\n<p>Seaport\u6700\u8fd1\u5ba3\u5e03\u4ed6\u4eec\u6ca1\u6709\u610f\u613f\u8981\u5c06\u69df\u5dde\u6e2f\u53e3\u8f6c\u4e3a\u96c6\u6563\u6e2f\uff0c\u4e5f\u6ca1\u6709\u8ba1\u5212\u5c06\u69df\u5dde\u6e2f\u53e3\u7684\u8d77\u91cd\u673a\u8fd0\u5230\u4e39\u7ed2\u67cf\u52d2\u5df4\u65af\u6e2f\u53e3\uff0c\u8fd9\u65e0\u6cd5\u7f13\u548c\u516c\u4f17\u7684\u5173\u6ce8\uff0c\u9664\u975e\u4ed6\u4eec\u5168\u9762\u516c\u5e03\u4e8b\u5b9e\u3001\u672a\u6765\u8ba1\u5212\u4ee5\u53ca\u4ed6\u4eec\u5c06\u5728\u69df\u57ce\u6e2f\u53e3\u6295\u8d44\u7684\u6570\u636e\u3002\u4e39\u65af\u91cc\u8d5b\u83ab\u8fbe\u62e5\u6709\u67d4\u4f5b\u5dde\u4e24\u4e2a\u6e2f\u53e3\uff08\u4e39\u7ed2\u67cf\u52d2\u5df4\u65af\u6e2f\u53ca\u5df4\u897f\u53e4\u5f53\u6e2f\uff09\uff0c\u81f4\u4eca\u90fd\u8fd8\u6ca1\u6709\u56de\u5e94\u6709\u5173\u63a5\u7ba1\u69df\u57ce\u6e2f\u53e3\u5c5e\u4e8e\u201c\u5784\u65ad\u6e2f\u53e3\u201d\uff0c\u8fdd\u53cd2010\u53cd\u7ade\u4e89\u6cd5\u4ee4\u53ca\u53cd\u4fe1\u4efb\u3002<\/p>\n<p>Seaport\u6240\u505a\u7684\u4fdd\u8bc1\u4e5f\u4e0e\u9a6c\u534e\u603b\u4f1a\u957f\u53ca\u69df\u5dde\u6e2f\u52a1\u5c40\u4e3b\u5e2d\u62ff\u7763\u65af\u91cc\u8521\u7ec6\u5386\u76f8\u53cd\uff0c\u4ed6\u4e4b\u524d\u516c\u5f00\u8bf4\u69df\u5dde\u6e2f\u53e3\u8981\u63a5\u53d7\u8f6c\u4e3a\u96c6\u6563\u6e2f\u7684\u4e8b\u5b9e\uff0c\u4ed6\u8fd8\u8bf4\uff0c\u69df\u57ce\u6e2f\u53e3\u53bb\u5e74\u53ea\u8d5a18\u4e07\u4ee4\u5409\uff0c\u6b20\u503a13\u4ebf\u4ee4\u5409\uff0c\u800cSeaport Terminal\u7684\u67d4\u4f5b\u6e2f\u53e3\u5219\u8d5a\u4e861\u4ebf8500\u4e07\u4ee4\u5409\u3002<\/p>\n<p>\u65e2\u7136\u67d4\u4f5b\u5dde\u4e24\u4e2a\u6e2f\u53e3\u8868\u73b0\u6bd4\u69df\u57ce\u6e2f\u53e3\u51fa\u8272\uff0c\u4ed6\u4eec\u8981\u5982\u4f55\u4fdd\u8bc1Seaport\u4e0d\u4f1a\u5c06\u69df\u57ce\u6e2f\u53e3\u8f6c\u4e3a\u96c6\u6563\u6e2f\uff1f\u4e39\u7ed2\u67cf\u52d2\u5df4\u65af\u81ea1999\u5e74\u8d77\u5f00\u59cb\u8fd0\u4f5c\uff0c\u6bcf\u5e74\u5904\u7406\u8d85\u8fc7600\u4e07TEU,\u662f\u69df\u57ce\u6e2f\u53e3\u76845\u500d\uff01\u69df\u5dde\u6e2f\u53e3\u57281995\u5e74\u81f32009\u5e74\u671f\u95f4\uff0c\u6bcf\u5e74\u7684\u541e\u5410\u91cf\u589e\u957f5.8%\uff0c\u800c\u5df4\u751f\u6e2f\u53e3\u6bcf\u5e74\u589e\u957f14.2%\u3002 <\/p>\n<p>\u5f53\u5c40\u65e0\u6cd5\u52a0\u6df1\u822a\u9053\uff0c\u5c06\u7834\u574f\u4efb\u4f55\u6062\u590d\u69df\u5dde\u6e2f\u53e3\u6210\u4e3a\u533a\u57df\u5546\u4e1a\u6e2f\u53e3\u7684\u52aa\u529b\u3002\u56e0\u6b64\uff0c\u4e0d\u8bba\u662f\u8054\u90a6\u653f\u5e9c\u6216Seaport\u62d2\u7edd\u8bf4\u660e\u662f\u5426\u4f1a\u52a8\u75283\u4ebf5300\u4e07\u4ee4\u5409\u5728\u6e2f\u53e3\u9644\u8fd1\u8fdb\u884c\u822a\u9053\u52a0\u6df1\u5de5\u7a0b\uff0c\u6216\u8005\u53ea\u4f1a\u82b1\u8d39\u4e00\u5c0f\u7b14\u7ecf\u8d39\u6765\u52a0\u6df1\u822a\u9053\uff0c\u90fd\u4f1a\u8ba9\u4eba\u6000\u7591\u69df\u57ce\u6e2f\u53e3\u53ef\u80fd\u4f1a\u88ab\u964d\u7ea7\u4e3a\u96c6\u6563\u6e2f\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Will
