This can be shown by the number of stop work orders issued by both Penang Municipal Council(MPPP) and the Seberang Perai Municipal Council(MPSP) over the four years before and after 2008. <\/p>\n<p>Under PR, MPPP issued 259 stop work orders from 2008 till 2012, which is nearly 7 times more than the 38 stop work orders issued for the same period between 2004-7 under BN. MPSP issued 11 stop work orders from March 2008 until 2012 May whereas not a single stop work order was issued from 2003 till March 2008.<\/p>\n<p><!--more-->If given a choice, some developers would prefer the BN government which rarely issued stop work orders, especially in MPSP where not a single stop work order was issued. The huge increase in the number of stop work orders issued proves that the PR Penang state government is more stringent in  upholding the rule of law, demanding strict compliance with technical requirements and more unforgiving than BN.  <\/p>\n<p>However I would like to stress that the PR state government is business-friendly. Penang welcomes all investors and businessmen provided they comply and obey the rules. There is no culture of corruption in Penang, open competitive tenders are practiced and technical know-how is preferred over technical know-who. There is no point in trying to claim a close relationship with the EXCO or even the Chief Minister as rules are more important than any \u201dfriendship\u201d with state leaders.<\/p>\n<p>Further, BN\u2019s claims that the prices of property in Penang has risen because the state government has increased land premiums is false as the Penang Land Office has maintained the land conversion rates at the same percentage rates as the previous BN state government. Property prices are determined by market forces of supply and demand and public confidence in the state government. No governments in the world, including China and US, can force the property market to rise or fall in value.<\/p>\n<p>The Penang state government has acknowledged the rise in property prices due to rising public confidence in the CAT administration of competency, accountability and transparency, which has resulted in record budget surpluses yearly and also a record debt reduction of 95%. To ensure that there are sufficient affordable housing, the state government has allocated a minimum RM500 million. This is the largest amount for affordable housing allocated by any state government in Malaysia. Under Phase 1 of the affordable housing programme, 12,000 units will be built in Batu Kawan, Seberang Perai Selatan. Phase 2 in the remaining four districts around Penang will see another 6,000 units of affordable housing being built.<\/p>\n<p>Apart from the total 18,000 affordable housing proposed by the state government through state agency Penang Development Corporation(PDC), the private sector is expected to contribute another 20,000 units in affordable housing. Like the Federal government through Syarikat Perumahan Negara Berhad (SPNB) , the state government does not build any low-cost and low-medium cost houses, but leaves it to PDC. Since 2008, PDC had built 3,806 units whilst the private sector had built 7,790 units for a total of 11,596 units.<\/p>\n<p>There is an element of double-standards from BN which does not highlight that a bungalow unit in Johor Iskandar costs RM 3 million and is bought by foreigners, including Singaporeans. Unlike in Johor, Penang has boldly taken the lead by imposing a limit of all property purchases by foreigners in Penang to above RM1 million and landed properties in Penang island to aboe RM2 million beginning on 1 July 2012.<\/p>\n<p>&#8212;&#8211;BM Version&#8212;<\/p>\n<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang Lim Guan Eng di Komtar, George Town pada 29.5.2012<\/p>\n<p>Bilangan Arahan Henti-Kerja Membuktikan Kerajaan Negeri PR Pulau Pinang Lebih Ketat Dan Tidak Mudah Memaafkan Terhadap Pemaju Berbanding Dengan BN.<\/p>\n<p>Fakta-fakta telah membuktikan salah dakwaan BN bahawa kerajaan negeri PR Pulau Pinang lebih mengutamakan pemaju daripada orang awam, terutamanya mereka yang memerlukan perumahan awam. Ini jelas daripada bilangan arahan henti-kerja yang dikeluarkan oleh Majlis Perbandaran Pulau Pinang dan Majlis Perbandaran Seberang Perai selama empat tahun sebelum dan selepas 2008.<\/p>\n<p>Di bawah PR, MPPP telah mengeluarkan 259 arahan henti-kerja dari 2008 hingga 2012, iaitu 7 kali ganda lebih daripada 38 arahan henti-kerja yang dikeluarkan dalam tempoh masa yang sama dari 2004-7 di bawah BN. MPSP pula telah mengeluarkan 11 arahan henti-kerja dari Mac 2008 hingga 2012 Mei, di mana satu arahan henti-kerja pun tidak dikeluarkan dari 2003 hingga Mac 2008.<\/p>\n<p>Jika diberi pilihan, ada beberapa pemaju yang lebih gemar dengan kerajaan BN yang jarang mengeluarkan arahan henti-kerja, khususnya MPSP yang tidak mengeluarkan satu pun arahan henti-kerja. Peningkatan mendadak dalam bilangan arahan henti-kerja membuktikan bahawa kerajaan negeri PR Pulau Pinang adalah lebih ketat dalam menguatkuasakan undang-undang, menuntut pematuhan teknikal serta tidak mudah memaafkan berbanding BN.<\/p>\n<p>Namun demikian, saya ingin menegaskan bahawa kerajaan negeri PR merupakan kerajaan mesra perniagaan. Pulau Pinang mengalu-alukan semua pelabur dan peniaga dengan syarat mereka mematuhi undang-undang. Tidak ada budaya rasuah di Pulau Pinang, dasar tender terbuka dilaksanakan dan pengetahuan teknikal lebih diutamakan berbanding kenalan teknikal. Tidak ada gunanya untuk membanggakan perhubungan rapat dengan ahli EXCO atau Ketua Menteri kerana undang-undang adalah lebih penting berbanding \u201cperhubungan\u201d dengan pemimpin-pemimpin negeri.<\/p>\n<p>Tambahan, dakwaan BN bahawa harga hartanah di Pulau Pinang telah meningkat kerana kerajaan negeri menaikkan premium tanah adalah palsu kerana Pejabat Tanah Pulau Pinang telah mengekalkan kadar bayaran tukar syarat tanah pada kadar peratusan yang sama dengan kerajaan negeri BN terdahulu. Harga hartanah ditentukan oleh kuasa bekalan dan permintaan dalam pasaran serta keyakinan awam dalam kerajaan negeri. Tidak satu pun kerajaan dalam dunia, termasuk China dan AS, yang boleh memaksa pasaran hartanah untuk meningkat atau menurun.<\/p>\n<p>Kerajaan negeri Pulau Pinang mengakui peningkatan harga hartanah akibat keyakinan awam yang kian meningkat terhadap pentadbiran CAT (cekap, akauntabel, telus), yang telah menghasilkan lebihan bajet setiap tahun dan juga mengurangkan hutang sebanyak 95%. Untuk memastikan perumahan mampu milik adalah mencukupi, kerajaan negeri telah memperuntukkan sekurang-kurangnya RM500 juta. Ini merupakah dana perumahan mampu milik yang paling besar pernah diperuntukkan oleh mana-mana kerajaan negeri di Malaysia. Di bawah fasa 1 program perumahan mampu milik, 12,000 unit akan dibina di Batu Kawan, Seberang Perai Selatan. Fasa 2 pula membabitkan empat daerah yang lain dengan pembinaan 6,000 unit.<\/p>\n<p>Selain 18,000 unit perumahan mampu milik yang dicadangkan oleh kerajaan negeri melalui agensi kerajaan Perbadanan Pembangunan Pulau Pinang (PDC), sektor swasta dijangkakan akan menyumbang 20,000 unit rumah mampu milik tambahan. Seperti kerajaan persekutuan melalui Syarikat Perumahan Negara Berhad (SPNB), kerajaan negeri tidak membina perumahan kos rendah dan sederhana-rendah kerana peranan itu dimain oleh PDC. Sejak 2008, PDC telah membina 3,806 unit manakala 7,790 unit telah dibina oleh sektor swasta.<\/p>\n<p>Terdapat elemen dwi-standard daripada BN yang tidak memaklumkan bahawa sebuah unit banglo di Iskandar Johor berharga RM3 juta dan dibeli oleh warga asing termasuk rakyat Singapura. Tidak seperti Johor, Pulau Pinang telah mengambil tindakan berani dengan mengenakan had minima pembelian rumah oleh warga asing iaitu RM1 juta dan RM2 juta untuk hartanah di kawasan pulau mulai 1 Julai 2012.<\/p>\n<p>&#8212;&#8211;Mandarin Version&#8211;<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2012\u5e745\u670829\u65e5\u5728\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p>\u69df\u5dde\u6c11\u8054\u653f\u5e9c\u53d1\u51fa\u7684\u505c\u5de5\u4ee4\u6570\u91cf\u663e\u793a\u6211\u4eec\u5bf9\u53d1\u5c55\u5546\u7684\u8981\u6c42\u6bd4\u56fd\u9635\u66f4\u52a0\u82db\u523b\u4e0e\u4e25\u5389\u3002<\/p>\n<p>\u4e8b\u5b9e\u8bc1\u660e\u56fd\u9635\u7684\u6307\u63a7\u662f\u4e0d\u786e\u5b9e\u7684\uff0c\u4ed6\u4eec\u6307\u69df\u5dde\u6c11\u8054\u653f\u5e9c\u662f\u53d1\u5c55\u5546\u7684\u5ba0\u513f\uff0c\u751a\u81f3\u727a\u7272\u516c\u4f17\u5229\u76ca\uff0c\u7279\u522b\u662f\u5ffd\u89c6\u4e86\u9700\u8981\u4f4f\u623f\u7684\u4eba\u58eb\u3002\u8fd9\u53ef\u4ee5\u4ece\u69df\u5c9b\u5e02\u653f\u5c40\u53ca\u5a01\u7701\u5e02\u653f\u5c40\u5728\u8fc7\u53bb\u56db\u5e74\uff082008\u5e74\u4e4b\u540e\uff09\u6240\u53d1\u51fa\u7684\u505c\u5de5\u4ee4\u6570\u91cf\u53ef\u4ee5\u770b\u51fa\u3002<\/p>\n<p>\u5728\u6c11\u8054\u6267\u653f\u671f\u95f4\uff0c\u69df\u5c9b\u5e02\u653f\u5c40\u57282008 &#8211; 2012\u5e74\u671f\u95f4\u5171\u53d1\u51fa259\u9879\u505c\u5de5\u4ee4\uff0c\u662f\u56fd\u9635\u6267\u653f\u671f\u95f42004 -2007\u5e7438\u9879\u505c\u5de5\u4ee4\u76847\u500d\u3002\u800c\u5a01\u7701\u5e02\u653f\u5c40\u57282008\u5e74\u81f32012\u5e74\u671f\u95f4\u5171\u53d1\u51fa11\u9879\u505c\u5de5\u4ee4\uff0c\u800c\u56fd\u9635\u57282003-2008\u5e743\u6708\u6267\u653f\u671f\u95f4\u4ece\u6ca1\u53d1\u51fa\u505c\u5de5\u4ee4\u3002<\/p>\n<p>\u5982\u679c\u53ef\u4ee5\u9009\u62e9\uff0c\u4e00\u4e9b\u53d1\u5c55\u5546\u4f1a\u559c\u6b22\u5f88\u5c11\u53d1\u51fa\u505c\u5de5\u4ee4\u7684\u56fd\u9635\u653f\u5e9c\uff0c\u7279\u522b\u662f\u5a01\u7701\u5e02\u653f\u5c40\uff0c\u4ee5\u5f80\u4ece\u672a\u53d1\u51fa\u505c\u5de5\u4ee4\u3002\u6c11\u8054\u653f\u5e9c\u6240\u53d1\u51fa\u7684\u505c\u5de5\u4ee4\u6bd4\u4ee5\u524d\u591a\u3002\u8bc1\u660e\u6211\u4eec\u5728\u6267\u6cd5\u65b9\u9762\u6bd4\u56fd\u9635\u66f4\u52a0\u82db\u523b\u53ca\u4e25\u5389\uff0c\u8981\u6c42\u53d1\u5c55\u5546\u606a\u5b88\u6280\u672f\u8981\u6c42\u3002<\/p>\n<p>\u4e0d\u8fc7\uff0c\u6211\u8981\u5f3a\u8c03\u6c11\u8054\u5dde\u653f\u5e9c\u662f\u5bf9\u5546\u53cb\u5584\u7684\u3002\u69df\u5dde\u6b22\u8fce\u6240\u6709\u7684\u6295\u8d44\u8005\u53ca\u5546\u4eba\uff0c\u53ea\u8981\u4ed6\u4eec\u9075\u5b88\u6cd5\u7eaa\u3002\u69df\u5dde\u6ca1\u6709\u8d2a\u6c61\u7684\u6587\u5316\uff0c\u6211\u4eec\u5b9e\u884c\u516c\u5f00\u62db\u6807\u3001\u91cd\u89c6\u6280\u80fd\u77e5\u8bc6\u800c\u4e0d\u662f\u4f60\u8ba4\u8bc6\u8c01\u3002\u4efb\u4f55\u4eba\u90fd\u4e0d\u5fc5\u5f3a\u8c03\u4ed6\u8ba4\u8bc6\u54ea\u4e00\u4f4d\u884c\u653f\u8bae\u5458\u6216\u9996\u957f\uff0c\u56e0\u4e3a\u6240\u6709\u4eba\u90fd\u5fc5\u987b\u91cd\u89c6\u89c4\u5219\uff0c\u800c\u4e0d\u662f\u548c\u54ea\u4e00\u4f4d\u5dde\u9886\u8896\u7684\u4ea4\u60c5\u6bd4\u8f83\u6df1\u3002<\/p>\n<p>\u6b64\u5916\uff0c\u56fd\u9635\u6307\u8bf4\u69df\u5dde\u7684\u623f\u4ea7\u4ef7\u683c\u9ad8\u6da8\u662f\u56e0\u4e3a\u5dde\u653f\u5e9c\u62ac\u9ad8\u5730\u4ef7\uff0c\u8fd9\u662f\u9519\u8bef\u7684\u3002\u69df\u5dde\u571f\u5730\u5c40\u7684\u571f\u5730\u8f6c\u6362\u8d39\u8fd8\u662f\u4e0e\u524d\u671d\u56fd\u9635\u653f\u5e9c\u4e00\u6837\u3002\u623f\u5730\u4ea7\u4ef7\u683c\u4e0a\u5347\u662f\u4f9b\u5e94\u53ca\u9700\u6c42\u7684\u5e02\u573a\u529b\u91cf\u51b3\u5b9a\u7684\u3002\u4e16\u754c\u4e0a\u6ca1\u6709\u4efb\u4f55\u653f\u5e9c\uff0c\u5305\u62ec\u4e2d\u56fd\u548c\u7f8e\u56fd\uff0c\u53ef\u4ee5\u5f3a\u5236\u623f\u5730\u4ea7\u4ef7\u503c\u7684\u5347\u6216\u964d\u3002<\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u5df2\u7ecf\u610f\u8bc6\u5230\uff0c\u623f\u5730\u4ea7\u7684\u4ef7\u683c\u4e0a\u6da8\u662f\u56e0\u4e3a\u516c\u4f17\u5bf9\u80fd\u5e72\u3001\u516c\u4fe1\u53ca\u900f\u660e\uff08CAT\uff09\u65bd\u653f\u7684\u4fe1\u5fc3\uff0c\u6211\u4eec\u7684\u8d22\u653f\u9884\u7b97\u5e74\u5e74\u6709\u4f59\uff0c\u503a\u52a1\u4e5f\u51cf\u5c11\u4e8695%\u3002\u4e3a\u4e86\u786e\u4fdd\u8db3\u591f\u7684\u53ef\u8d1f\u62c5\u623f\u5c4b\uff0c\u5dde\u653f\u5e9c\u4e5f\u62e8\u51fa\u4e00\u7b145\u4ebf\u4ee4\u5409\u7684\u57fa\u91d1\u3002\u8fd9\u662f\u56fd\u5185\u6700\u5927\u7b14\u7684\u53ef\u8d1f\u62c5\u623f\u5c4b\u62e8\u6b3e\u3002\u5728\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u7b2c\u4e00\u9636\u6bb5\u5de5\u7a0b\uff0c\u6211\u4eec\u5c06\u5728\u5a01\u5357\u5cc7\u90fd\u52a0\u6e7e\u5174\u5efa1\u4e072000\u4e2a\u5355\u4f4d\u3002\u7b2c\u4e8c\u9636\u6bb5\u5de5\u7a0b\u5c06\u5728\u5176\u5b83\u56db\u4e2a\u53bf\u5c5e\u5174\u5efa6000\u4e2a\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u5355\u4f4d\u3002<\/p>\n<p>\u9664\u4e86\u5dde\u653f\u5e9c\u901a\u8fc7\u69df\u5dde\u53d1\u5c55\u673a\u6784\u5174\u5efa1\u4e078000\u4e2a\u53ef\u8d1f\u62c5\u623f\u5c4b\uff0c\u79c1\u4eba\u754c\u4e5f\u5c06\u8d21\u732e\u53e6\u59162\u4e07\u4e2a\u53ef\u8d1f\u62c5\u623f\u5c4b\u3002\u6b63\u5982\u8054\u90a6\u653f\u5e9c\u901a\u8fc7\u56fd\u5bb6\u623f\u5c4b\u516c\u53f8\uff0c\u5dde\u653f\u5e9c\u4e0d\u5174\u5efa\u4efb\u4f55\u5ec9\u4ef7\u6216\u4e2d\u4ef7\u5c4b\uff0c\u800c\u662f\u4ea4\u7531\u69df\u5dde\u53d1\u5c55\u673a\u6784\u3002\u81ea2008\u5e74\uff0c\u69df\u5dde\u53d1\u5c55\u673a\u6784\u5df2\u7ecf\u5174\u5efa\u4e863806\u4e2a\u5355\u4f4d\uff0c\u800c\u79c1\u4eba\u754c\u627f\u5efa\u4e867790\u4e2a\u5355\u4f4d\uff0c\u603b\u5171\u662f1\u4e071596\u4e2a\u5355\u4f4d\u3002<\/p>\n<p>\u56fd\u9635\u6301\u53cc\u91cd\u6807\u51c6\uff0c\u53ea\u5b57\u4e0d\u63d0\u5173\u4e8e\u67d4\u4f5b\u5dde\u4f9d\u65af\u5e72\u8fbe\u7279\u533a\u7684\u72ec\u7acb\u5f0f\u6d0b\u623f\u53eb\u4ef7300\u4e07\u4ee4\u5409\uff0c\u800c\u4e14\u7531\u5916\u56fd\u4eba\u5305\u62ec\u65b0\u52a0\u5761\u4eba\u8d2d\u4e70\u3002\u4e0d\u50cf\u67d4\u4f5b\u5dde\uff0c\u69df\u5dde\u5c06\u57282012\u5e747\u67081\u65e5\u5f00\u59cb\uff0c\u9650\u5236\u5916\u56fd\u4eba\u6765\u69df\u8d2d\u7f6e\u4ea7\u4e1a\u7684\u4ef7\u683c\u5fc5\u987b\u5728100\u4e07\u4ee4\u5409\u4ee5\u4e0a\uff0c\u800c\u69df\u5c9b\u7684\u6709\u5730\u4ea7\u4e1a\u7684\u8d2d\u4e70\u4ef7\u4e3a200\u4e07\u4ee4\u5409\u4ee5\u4e0a\u3002
