{"id":2251,"date":"2012-04-24T14:32:28","date_gmt":"2012-04-24T06:32:28","guid":{"rendered":"http:\/\/limguaneng.com\/?p=2251"},"modified":"2012-04-24T14:32:28","modified_gmt":"2012-04-24T06:32:28","slug":"tan-sri-muhyiddins-insistence-that-our-education-system-is-better-than-that-of-developed-nations-not-only-shows-that-he-suffers-from-denial-syndrome-but-is-also-stuck-in-fantasy-land-and-raises-ques","status":"publish","type":"post","link":"https:\/\/limguaneng.com\/index.php\/2012\/04\/24\/tan-sri-muhyiddins-insistence-that-our-education-system-is-better-than-that-of-developed-nations-not-only-shows-that-he-suffers-from-denial-syndrome-but-is-also-stuck-in-fantasy-land-and-raises-ques\/","title":{"rendered":"Tan Sri Muhyiddin&#8217;s Insistence That Our Education System Is Better Than That Of Developed Nations Not Only Shows That He Suffers From Denial Syndrome But Is Also Stuck In Fantasy Land And Raises Questions About His Competency (en\/cn\/bm)"},"content":{"rendered":"<p>Press Statement by DAP Secretary-General and MP for Bagan Lim Guan Eng in Kuala Lumpur on 24.4.2012.<\/p>\n<p>Malaysians are baffled once again by Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin\u2019s wild fantasy that Malaysians have high regards for our local education system. <\/p>\n<p>Muhyiddin is said to have made this statement in light of a recent survey by Introspek Asia, which apparently revealed that 55 per cent of Malaysian adults believe that our education system is comparable to other countries, while 35 per cent said it is \u201cbetter than that of developed countries\u201d.<\/p>\n<p>Previously, Muhyiddin had selectively quoted part of the World Economic Forum\u2019s Global Competitiveness Index Report 2011-2012, and used it as basis to prove that the quality of education in Malaysia is better than that in the United States, Germany and the United Kingdom. If this is the case, then he should answer why there is not a single Malaysian Nobel Prize winner and why is there not a single Malaysian university ranked amongst the Top 200 Universities in the world? Or when given the choice, why do more Malaysian students choose to study in the US, UK and Germany rather than in Malaysian universities? <\/p>\n<p><!--more-->Once again, Muhyiddin is cherry-picking favourable statistics to prove his point. For example, in the WEF report, he chose an indicator that reflects a survey of 87 \u201cleading business executives\u201d, a sample of people who are more likely to be wealthy urban dwellers who send their children to better government schools if not private schools. It is therefore unsurprising that they would think highly of the education system. <\/p>\n<p>The truth is that the reality of our education is far from the rosy picture that Muhyiddin is painting. From the same WEF report that he quoted earlier, our Secondary Education Enrolment ranking lies at 101, which points to a significant number of students dropping out after primary school and thus deprived of a chance to pursue higher education. Our ranking of 101 puts us below Thailand (94), Indonesia (91) Brunei (35) and Singapore (17) in the ASEAN region. <\/p>\n<p>This worrying trend is also reflected in the Legatum Prosperity Index which shows that Malaysia has a mere 68% Secondary Education Enrolment rate, ranking us 81st in the world, while our Tertiary Education Enrolment rate of 36% ranks us at 59th, far behind most OECD countries which see enrolment rates of higher than 50% on average.<\/p>\n<p>Malaysia\u2019s relatively low performance on objective or non-subjective measures such as primary, secondary and tertiary enrolment rates should be highlighted over and above that of survey opinion indicators such as on Quality of Education. Hence, to highlight this subjective indicator and to ignore the other more objective indicators is highly irresponsible and diverts attention from the problems in our education system, including that of high dropout rates leading to low enrolment rates especially at the secondary and tertiary levels. <\/p>\n<p>Other international indicators rank our education system in Malaysia poorly as well. For example, in the 2009 Program for International Student Assessment (PISA) involving 75 countries, Malaysia was ranked 55th in reading ability, 57th in Mathematics ability and 52nd in Science. Our performance in the Trends in International Mathematics and Science Study (TIMSS) has also seen a steady decrease from 1999 to 2007. <\/p>\n<p>Data and statistics from world renowned international reports have shown time and time again that there is a crisis in Malaysian education. In fact, Malaysians do not even require a report to tell them that there is a dire problem with our education system that produces unemployable graduates who are unable to think critically. And what about the other two thirds who do not even make it to university? <\/p>\n<p>Unfortunately, instead of admitting our weaknesses and searching for solutions, the Education Minister prefers to be in denial and attempts to bamboozle Malaysians with selective and subjective data in order to whitewash the true state of Malaysian education.<\/p>\n<p>By continually insisting that our education system is better than that of developed nations, Tan Sri Muhyiddin not only reveals that he suffers from denial syndrome but that he is also stuck in fantasy and also raises quetions about his competency.<\/p>\n<p>&#8212;- BM Version&#8212;<\/p>\n<p>Kenyaan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng di Kuala Lumpur pada 24.4.2012<\/p>\n<p><strong>Kenyataan Tan Sri Muhyiddin Yang Berkeras Menegaskan Bahawa Sistem Pendidikan Kita Adalah Lebih Baik Berbanding Negara-Negara Maju Bukan Sahaja Menunjukkan Sindrom Penafiannya Tetapi Juga Terperangkap Dalam Alam Fantasi Serta Menimbulkan Keraguan Tentang Kecekapannya.<\/strong><\/p>\n<p>Rakyat Malaysia berasa bingung sekali lagi dengan kenyataan fantasi Timbalan Perdana Menteri dan Menteri Pelajaran Tan Sri Muhyiddin Yassin bahawa rakyat Malaysia memandang tinggi sistem pendidikan di negara kita.<\/p>\n<p>Muhyiddin telah dilaporkan berkata demikian selepas keputusan kaji selidik baru-baru ini oleh Introspek Asia, yang kononnya menunjukkan bahawa 55 peratus rakyat Malaysia dewasa percaya bahawa sistem pendidikan di negara kita setanding negara-negara lain, manakala 35 peratus mengatakan bahawa ia adalah \u201clebih baik berbanding negara-negara maju\u201d.<\/p>\n<p>Sebelum ini, Muhyiddin telah memilih untuk memetik sebahagian daripada Laporan 2011-2012 Global Competitiveness Index oleh World Economic Forum, dan  menggunakannya untuk membuktikan bahawa kualiti pendidikan di Malaysia adalah lebih baik berbanding Amerika Syarikat, German dan United Kingdom. Jika ini benar, beliau harus menjawab kenapa tidak pernah ada seorang pun pemenang Anugerah Nobel dari Malaysia dan kenapa tiada satu pun universiti Malaysia yang termasuk dalam kedudukan 200 universiti yang terbaik di dunia? Atau kenapa, jika diberi pilihan, lebih banyak pelajar Malaysia memilih untuk belajar di Amerika Syarikat, UK dan German dan bukan di universiti tempatan?<\/p>\n<p>Sekali lagi, Muhyiddin sekadar selektif dalam memilih statistik yang menyokong pandangannya. Sebagai contoh, dalam laporan WEF, beliau telah memilih penunjuk yang mencerminkan kaji selidik ke atas 87 \u201ceksekutif perniagaan utama\u201d iaitu satu sampel golongan yang lebih besar kemungkinannya merupakan golongan kaya yang duduk di bandar dan menghantar anak-anak mereka ke sekolah-sekolah awam yang terbaik jika tidak ke sekolah-sekolah swasta. Oleh itu, adalah tidak mengejutkan sekiranya mereka memandang tinggi sistem pendidikan tempatan.<\/p>\n<p>Hakikat sebenarnya, realiti sistem pendidikan kita adalah jauh daripada gambaran cantik Muhyiddin. Daripada laporan WEF yang sama, kedudukan Kemasukan Pendidikan Menengah kita berada di tangga ke-101, lantas menunjukkan bahawa terdapat ramai pelajar yang tercicir selepas sekolah rendah dan oleh itu tidak dapat memperolehi pengajian tinggi. Kedudukan kita di tangga ke-101 ini meletakkan negara kita di bawah Thailand (94), Indonesia (91), Brunei (35) dan Singapura (17) di rantau ASEAN.<\/p>\n<p>Perkembangan yang membimbangkan ini juga dicerminkan dalam Legatum Prosperity Index yang menunjukkan bahawa kadar kemasukan pendidikan menengah hanya 68%, dan meletakkan negara kita di tangga ke-81 di dunia. Sementara itu, kadar kemasukan pendidikan tinggi pula adalah 36% ataupun tangga ke-59 di dunia, jauh ketinggalan jika dibandingkan dengan negara-negara OECD yang mempunyai kadar purata melebihi 50%.<\/p>\n<p>Prestasi Malaysia dalam kriteria objektif seperti kadar kemasukan pendidikan rendah, menengah dan tinggi seharusnya lebih ditekankan berbanding dengan penunjuk pendapat seperti Kualiti Pendidikan. Oleh itu, tindakan untuk menguar-uarkan penunjuk-penunjuk subjektif dan mengabaikan penunjuk-penunjuk objektif adalah tidak bertanggungjawab dan mengalihkan perhatian daripada masalah-masalah dalam sistem pendidikan, termasuk kadar perciciran yang tinggi dan kadar kemasukan yang rendah di peringkat pendidikan menengah dan tinggi.<\/p>\n<p>Statistik-statistik antarabangsa yang lain juga meletakkan sistem pendidikan di Malaysia di tahap yang rendah. Sebagai contoh, dalam Program for International Student Assessment (PISA) bagi tahun 2009 yang melibatkan 75 negara, Malaysia menduduki tangga ke-55 dalam keupayaan membaca, 57 dalam keupayaan Matematik dan 52 dalam Sains. Prestasi kita dalam Trends in International Mathematics and Science Study (TIMSS) juga telah menunjukkan kemerosotan secara berterusan sejak 1999 hingga 2007.<\/p>\n<p>Data dan statistik daripada laporan-laporan antarabangsa yang berprestij telah menunjukkan bahawa terdapat krisis dalam sistem pendidikan Malaysia. Malah, rakyat Malaysia sebenarnya tidak memerlukan laporan untuk mengetahui bahawa terdapat masalah yang ketara dalam sistem pendidikan kita yang menghasilkan graduan-graduan yang tidak layak untuk mendapat kerja dan tidak mampu untuk berfikir secara kritikal. Bagaimana pula dengan mereka yang tidak mendapat pendidikan tinggi?<\/p>\n<p>Malangnya, daripada mengakui kelemahan dan mencari penyelesaian, Menteri Pelajaran kita lebih suka menafikan dan mencuba untuk memperdayakan rakyat Malaysia dengan data selektif dan subjektif untuk mengaburkan kebenaran keadaan pendidikan Malaysia.<\/p>\n<p>Dengan berkeras menegaskan secara berterusan bahawa sistem pendidikan kita adalah lebih baik berbanding negara-negara maju, Tan Sri Muhyiddin bukan sahaja menunjukkan sindrom penafiannya tetapi juga terperangkap dalam alam fantasi serta menimbulkan keraguan tentang kecekapannya.<\/p>\n<p>&#8212;-Mandarin Version&#8212;<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2012\u5e744\u670824\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u575a\u6301\u8bf4\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u6bd4\u5176\u4ed6\u53d1\u8fbe\u56fd\u5bb6\u66f4\u597d\uff0c \u8fd9\u4e0d\u53ea\u53cd\u6620\u4ed6\u7684\u9e35\u9e1f\u5fc3\u6001\uff0c\u4e5f\u663e\u793a\u4ed6\u5750\u56f0\u5728\u9519\u89c9\u91cc\uff0c\u4e0d\u7981\u8ba9\u4eba\u6000\u7591\u4ed6\u7684\u80fd\u529b\u3002<br \/>\n<\/strong><br \/>\n\u9a6c\u6765\u897f\u4e9a\u4eba\u6c11\u90fd\u611f\u89c9\u975e\u5e38\u5403\u60ca\uff0c\u526f\u9996\u76f8\u517c\u6559\u80b2\u90e8\u957f\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u7adf\u7136\u53d1\u8868\u9519\u89c9\u8a00\u8bba\uff0c\u4ed6\u8bf4\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u975e\u5e38\u597d\u3002<\/p>\n<p>\u62a5\u9053\u6307\u51fa\uff0c\u6155\u5c24\u4e01\u9488\u5bf9\u6700\u8fd1Introspek Asia\u7684\u8c03\u67e5\u62a5\u544a\u53d1\u8868\u8c08\u8bdd\uff0c\u6709\u5173\u62a5\u544a\u663e\u793a\u6211\u56fd55\u5df4\u4ed9\u6210\u4eba\u76f8\u4fe1\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u4e0e\u5176\u5b83\u56fd\u5bb6\u76f8\u4e00\u81f4\u3002\u800c35\u5df4\u4ed9\u7684\u6210\u4eba\u8ba4\u4e3a\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u6bd4\u53d1\u8fbe\u56fd\u5bb6\u8fd8\u597d\u3002<\/p>\n<p>\u4e4b\u524d\uff0c\u6155\u5c24\u4e01\u5df2\u7ecf\u9009\u62e9\u6027\u91c7\u7528\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u300a2011-2012\u5e74\u5168\u7403\u7ade\u4e89\u529b\u6307\u6570\u62a5\u544a\u300b\uff0c\u5e76\u7528\u5b83\u505a\u4e3a\u4e00\u4e2a\u57fa\u7840\u6765\u8bc1\u660e\u9a6c\u6765\u897f\u4e9a\u7684\u6559\u80b2\u7d20\u8d28\u597d\u8fc7\u7f8e\u56fd\u3001\u5fb7\u56fd\u53ca\u82f1\u56fd\u3002\u5982\u679c\u4e8b\u5b9e\u5982\u6b64\uff0c\u4ed6\u5e94\u8be5\u56de\u7b54\uff0c\u4e3a\u4f55\u6211\u56fd\u8fd8\u6ca1\u6709\u4eba\u83b7\u5f97\u8bfa\u8d1d\u5c14\u5956\uff1f\u4e3a\u4f55\u6211\u56fd\u6ca1\u6709\u4e00\u6240\u5927\u5b66\u540d\u5217\u4e16\u754c\u9876\u5c16200\u540d\u5927\u5b66\uff1f\u5982\u679c\u6709\u673a\u4f1a\uff0c\u4e3a\u4ec0\u4e48\u9a6c\u6765\u897f\u4e9a\u5b66\u751f\u5b81\u53ef\u9009\u62e9\u5728\u7f8e\u3001\u82f1\u5fb7\uff0c\u800c\u4e0d\u662f\u672c\u5730\u5927\u5b66\u8bfb\u4e66\uff1f<\/p>\n<p>\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u518d\u4e00\u6b21\u53ea\u9009\u62e9\u62a5\u544a\u4e2d\u5bf9\u672c\u8eab\u6709\u5229\u7684\u6570\u636e\u3002\u4f8b\u5982\uff1a\u5728\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u4e2d\uff0c\u4ed6\u9009\u62e9\u4e86\u4e00\u4e2a\u6307\u6807\uff0c\u53cd\u6620\u51fa87\u540d\u5546\u573a\u6267\u884c\u5458\u7684\u89c2\u70b9\uff0c\u8fd9\u7fa4\u4eba\u90fd\u662f\u57ce\u533a\u5bcc\u88d5\u8005\uff0c\u4ed6\u4eec\u5927\u591a\u628a\u5b69\u5b50\u9001\u5230\u6bd4\u8f83\u597d\u7684\u653f\u5e9c\u5b66\u6821\u6216\u79c1\u7acb\u5b66\u6821\u3002\u5f88\u81ea\u7136\u5730\uff0c\u4ed6\u4eec\u4f1a\u89c9\u5f97\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u4e0d\u9519\u3002<\/p>\n<p>\u4e8b\u5b9e\u4e0a\uff0c\u6211\u56fd\u7684\u6559\u80b2\u6c34\u5e73\u8fdc\u8fdc\u4e0d\u662f\u6155\u5c24\u4e01\u6240\u60f3\u50cf\u7684\u90a3\u6837\u7f8e\u597d\u3002\u4ed6\u6240\u5f15\u8ff0\u7684\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u6307\u51fa\uff0c\u6211\u56fd\u7684\u4e2d\u5b66\u6559\u80b2\u5c31\u5b66\u7387\u6392\u540d101\uff0c\u8fd9\u79cd\u60c5\u51b5\u4ee4\u4eba\u62c5\u5fe7\uff0c\u5b83\u663e\u793a\u4e86\u4e00\u5c0f\u90e8\u5206\u5b66\u751f\u5728\u5c0f\u5b66\u6559\u80b2\u540e\u8f8d\u5b66\uff0c\u800c\u56e0\u6b64\u88ab\u5265\u593a\u4e86\u8ffd\u6c42\u9ad8\u7b49\u6559\u80b2\u7684\u673a\u4f1a\u3002\u5728\u4e1c\u5357\u4e9a\u56fd\u5bb6\u4e2d\uff0c\u6211\u4eec\u7684\u6392\u540d\u6bd4\u5176\u5b83\u56fd\u5bb6\u7b97\u843d\u540e\uff0c\u6cf0\u56fd\uff0894\uff09\u3001\u5370\u5c3c\uff0891\uff09\u3001\u6c76\u83b1\uff0835\uff09\u53ca\u65b0\u52a0\u5761\uff0817\uff09\u3002<\/p>\n<p>\u6700\u4ee4\u4eba\u62c5\u5fe7\u7684\u662f\uff0c\u7e41\u8363\u6307\u6570\u4e5f\u663e\u793a\uff0c\u9a6c\u6765\u897f\u4e9a\u7684\u4e2d\u5b66\u5c31\u5b66\u7387\u53ea\u670968%\uff0c\u4e16\u754c\u6392\u4e16\u7b2c81\uff0c\u800c\u6211\u56fd\u7684\u5927\u4e13\u6559\u80b2\u5c31\u4e1a\u7387\u4e3a36%\uff0c\u6392\u884c\u7b2c59\u540d\uff0c\u8fdc\u8fdc\u4f4e\u4e8e\u5176\u5b83\u7ecf\u6d4e\u5408\u4f5c\u4e0e\u53d1\u5c55\u7ec4\u7ec7\uff08OECD\uff09\u56fd\u5bb6\u7684\u5c31\u5b66\u7387\uff0850%\u6216\u66f4\u9ad8\uff09\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u5728\u5ba2\u89c2\u6216\u975e\u4e3b\u89c2\u8c03\u67e5\u65b9\u9762\uff0c\u5e94\u66f4\u7740\u91cd\u5c0f\u5b66\u3001\u4e2d\u5b66\u548c\u9ad8\u7b49\u6559\u80b2\u5c31\u5b66\u7387\uff0c\u800c\u4e0d\u662f\u884c\u653f\u8c03\u67e5\u6307\u6570\uff0c\u5982\u6559\u80b2\u6392\u540d\u3002\u4e3a\u4e86\u7a81\u51fa\u8fd9\u4e3b\u89c2\u6307\u6807\uff0c\u800c\u5ffd\u7565\u5176\u4ed6\u66f4\u5ba2\u89c2\u7684\u6307\u6807\u6781\u4e0d\u8d1f\u8d23\u4efb\uff0c\u4e5f\u662f\u8f6c\u79fb\u6559\u80b2\u5236\u5ea6\u6709\u95ee\u9898\u7684\u89c6\u7ebf\uff0c\u5305\u62ec\u4e2d\u5b66\u53ca\u9ad8\u7b49\u6559\u80b2\u65b9\u9762\uff0c\u56e0\u9ad8\u8f8d\u5b66\u7387\u800c\u5bfc\u81f4\u5c31\u5b66\u7387\u3002<\/p>\n<p>\u5728\u5176\u5b83\u56fd\u9645\u6307\u6807\u4e2d\uff0c\u9a6c\u6765\u897f\u4e9a\u7684\u6559\u80b2\u5236\u5e2d\u8868\u73b0\u4ee4\u4eba\u5fe7\u5fc3\u3002\u4f8b\u59822009\u5e74\u56fd\u9645\u5b66\u751f\u8bc4\u4ef7\u9879\u76ee\uff08PISA\uff09\u8ba1\u5212\uff0c\u9a6c\u6765\u897f\u4e9a\u572875\u4e2a\u56fd\u5bb6\u4e2d\uff0c\u9605\u8bfb\u80fd\u529b\u6392\u540d\u7b2c55\u3001\u6570\u5b66\u80fd \u529b\u6392\u540d\u7b2c57\uff0c\u79d1\u5b66\u80fd\u529b\u6392\u540d\u7b2c52\uff0c\u6211\u56fd\u5728\u56fd\u9645\u6570\u5b66\u4e0e\u79d1\u5b66\u7814\u7a76\uff08TIMSS\uff09\u7684\u8868\u73b0\u4e5f\u4ece1999\u5e74\u81f32007\u5e74\u7a33\u6b65\u4e0b\u964d\u3002<\/p>\n<p>\u4e16\u754c\u77e5\u540d\u7684\u56fd\u9645\u62a5\u544a\u6570\u636e\u4e00\u6b21\u53c8\u4e00\u6b21\u7684\u663e\u793a\u9a6c\u6765\u897f\u4e9a\u6559\u80b2\u7cfb\u7edf\u6709\u95ee\u9898\u3002\u4e8b\u5b9e\u4e0a\uff0c\u9a6c\u6765\u897f\u4e9a\u4eba\u6839\u672c\u4e0d\u9700\u8981\u4ec0\u4e48\u62a5\u544a\u6765\u544a\u8bc9\u6211\u4eec\uff0c\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u6709\u53ef\u6015\u7684\u95ee\u9898\uff0c\u4ea7\u751f\u4e86\u4e00\u6279\u6ca1\u6709\u6279\u5224\u601d\u8003\u80fd\u529b\u7684\u5931\u4e1a\u5927\u5b66\u751f\u3002\u90a3\u4e48\uff0c\u53e6\u5916\u4e09\u5206\u4e4b\u4e8c\u8fdb\u4e0d\u4e86\u5927\u5b66\u7684\u5b66\u751f\u5462\uff1f<\/p>\n<p>\u4e0d\u5e78\u5730\uff0c\u6559\u80b2\u90e8\u957f\u4e0d\u4f46\u4e0d\u613f\u610f\u627f\u8ba4\u6211\u4eec\u7684\u5f31\u70b9\uff0c\u5bfb\u6c42\u89e3\u51b3\u65b9\u6848\uff0c \u4ed6\u8fd8\u62b1\u6301\u9e35\u9e1f\u5fc3\u6001\uff0c\u4f01\u56fe\u54c4\u9a97\u9a6c\u6765\u897f\u4e9a\u4eba\uff0c\u9009\u62e9\u4e3b\u89c2\u7684\u6570\u636e\u6765\u201c\u6f02\u767d\u201d\u6211\u56fd\u6559\u80b2\u5236\u5ea6\u7684\u771f\u76f8\u3002<\/p>\n<p>\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u4e0d\u65ad\u5730\u575a\u6301\u8bf4\u6211\u56fd\u7684\u6559\u80b2\u5236\u5ea6\u6bd4\u5176\u4ed6\u53d1\u8fbe\u56fd\u5bb6\u66f4\u597d\uff0c
