This is the second time that Penang has come out as No. 1 in manufacturing investment as in 2010 Penang emerged as top for the first time in history drawing RM12.2 billion in investments.<\/p>\n<p><!--more-->For 2011, three out of the top 5 manufacturing investment sites came from the PR  states of Penang(1), Selangor(2) and Kedah\u2019s RM 6.1 billion at No. 5. Sarawak came in at No. 3 with RM8.5 billion and Johor at No.4 with RM6.6 billion. Good governance based on Competency, Accountability and Transparency as well as open competitive tenders and public declaration of assets by Penang government leaders have inspired confidence amongst investors that they need not worry about any \u201chidden costs\u201d.<\/p>\n<p>PR believes that this commitment of zero tolerance of corruption and integrity in leadership are amongst the critical success factors of Penang continuing to be the top investors\u2019 choice for the second year running. The PR states have not only attracted investors but have also displayed impressive financial management skills with yearly budget surpluses that has won accolades from the Auditor-General\u2019s Report.<\/p>\n<p>Penang\u2019s Debt Reduction Of  RM600 Million Or 95% From RM630 Million To RM30 Million Is The Highest In Malaysian History. Debt reduction in Penang by RM600 million or 95% from RM630 million to RM30 million has been dismissed by BN as debt restructuring. Again BN tries to deny PR Penang\u2019s achievement in the highest debt reduction in Malaysian history by saying that the Penang\u2019s debts were restructured by being transferred to the Federal government. Debt restructuring is different from debt reduction.<\/p>\n<p>Under standard financial literature, debt restructuring is a process that allows a private or public company or a government facing cash flow problems and financial distress, to reduce and renegotiate its delinquent debts in order to improve or restore liquidity and rehabilitate so that it can continue its operations. <\/p>\n<p>Replacement of old debt by new debt when not under financial distress is referred to as refinancing.<br \/>\nThere is no debt restructuring in Penang\u2019s case as Penang has no delinquent debts that are in arrears, suffers no cash flow problems and is not under financial distress.  Neither is there refinancing as Penang is not replacing the old RM630 million debt with new ones. This lis simply just a case of debt reduction from RM630 million to RM 30 million, where the state government now no longer needs to pay RM600 million.<\/p>\n<p>BN claims that the same transfer of debts is done in other states ruled by BN. Then why is it that the debts of BN states are not reduced by 95% like Penang after the debt transfers are completed? <\/p>\n<p>Malaysia has lost hundreds of billions in US dollars from corruption. In the latest Global Financial Integrity Report, a shocking RM 1,077 billion of illicit(mainly corruption money) was estimated to have been secretly taken out of Malaysia from 2000-9. The trillion ringgit losses made the first 10 years of the 21st century the lost decade of corruption. No action has been taken on the RM 52 billion bumi share scandal that was supposed to be distributed to poor bumis but just disappeared nor the Perwaja scandal and the Bank Negara forex losses amounting to nearly RM20 billion.<\/p>\n<p>No wonder Malaysia\u2019s ranking in the Transparency International Corruption Perception Index plummeted to its worst ever in history of No. 60. The refusal of the BN Federal Government to follow Penang state government\u2019s historical initiative of publicly disclosing the assets of the Chief Minister and EXCOS, does not lend confidence to BN\u2019s commitment to integrity in leadership and public accountability. <\/p>\n<p>BN has also failed to implement an open tender system resulting in crony capitalism. For instance the recent RM7.07 billion West Coast Highway for the longest concession period of 60 years and the refusal to abolish toll for North-South Highway and Penang Bridge even though the toll operators have earned more than 100% profits over their capital investment, shows how crony capitalism benefits the few at the expense of 28 million Malaysians. <\/p>\n<p>&#8212;BM Version&#8212;<\/p>\n<p>Ucapan Ketua Menteri Pulau Pinang dan Setiausaha Agung DAP Lim Guan Eng sempena Majlis Makan Malam Dan Pungutan Derma DAP Petaling Jaya Utara pada 22.2.2012 disiarkan pada 23.2.2012. <\/p>\n<p><strong>Kemunculan Pulau Pinang Dan Selangor Sebagai Dua Destinasi Pelaburan Sektor Pembuatan Yang Terunggul Di Malaysia Bagi Tahun 2011 Dengan RM9.1 Bilion Dan RM8.7 Bilion Masing-Masing Membuktikan Bahawa PR Mampu Mentadbir Dengan Bersih Dan Cekap Dan Menimbulkan Keyakinan Para Pelabur.<\/strong><\/p>\n<p>Kemunculan Pulau Pinang dan Selangor sebagai dua destinasi pelaburan sektor pembuatan yang terunggul  di Malaysia bagi tahun 2011 dengan RM9.1 bilion dan RM8.7 bilion masing-masing membuktikan bahawa PR mampu mentadbir dengan bersih dan cekap dan menimbulkan keyakinan para pelabur. Inilah kali kedua di mana Pulau Pinang menduduki tempat pertama dalam pelaburan sektor pembuatan, susulan kejayaan menjadi nombor satu buat julung kali dengan jumlah pelaburan RM12.2 bilion pada tahun 2010.<\/p>\n<p>Untuk 2011, tiga daripada lima negeri yang menerima pelaburan tertinggi merupakan negeri-negeri PR iaitu Pulau Pinang(1), Selangor(2) dan Kedah(5) dengan RM6.1 bilion. Sarawak mendapat No.3 dengan RM8.5 bilion dan Johor No.4 dengan RM6.6 bilion. Pentadbiran cekap berdasarkan prinsip Cekap, Akauntabel dan Telus serta tender terbuka dan pengisytiharan aset secara umum oleh barisan pimpinan Kerajaan Pulau Pinang telah menimbulkan keyakinan para pelabur yang tidak perlu risau tentang \u201ckos tersembunyi\u201d.<\/p>\n<p>PR percaya bahawa komitmen toleransi sifar terhadap korupsi dan integriti pemimpin merupakan antara faktor utama kejayaan Pulau Pinang menjadi lokasi terpilih para pelabur untuk dua tahun berturut-turut. Kerajaan-kerajaan PR bukan sahaja telah menarik pelabur tetapi juga telah menonjolkan kemahiran pengurusan kewangan dengan lebihan bajet yang telah mendapat pujian daripada Laporan Ketua Audit Negara.<\/p>\n<p>Pengurangan Hutang Pulau Pinang Sebanyak RM600 Juta Atau 95% Dari RM630 Juta Kepada RM30 Juta Adalah Yang Paling Tinggi Dalam Sejarah Malaysia.<\/p>\n<p>Pengurangan hutang Pulau Pinang sebanyak RM600 juta atau 95% daripada RM630 juta kepada RM30 juta telah dipertikaikan oleh BN sebagai penstrukturan semula hutang. Sekali lagi BN ingin menafikan kejayaan PR Pulau Pinang dalam pengurangan hutang yang paling tinggi dalam sejarah Malaysia dengan mengatakan bahawa hutang Pulau Pinang telah distruktur semula dan dipindahkan kepada Kerajaan Persekutuan. Penstrukturan semula hutang adalah berbeza daripada pengurangan hutang.<\/p>\n<p>Secara lazim, penstrukturan semula hutang merupakan proses yang membolehkan syarikat swasta, syarikat umum atau kerajaan yang menghadapi masalah aliran tunai dan masalah kewangan untuk mengurangkan atau merunding semula hutang tertunggak untuk meningkatkan atau memulihkan likuiditi supaya ia boleh terus beroperasi. Penggantian hutang lama dengan hutang baru di bawah keadaan biasa dirujuk sebagai pembiayaan semula. <\/p>\n<p>Tidak berlaku penstrukturan semula hutang dalam kes ini kerana Pulau Pinang tidak mempunyai hutang tertunggak, tidak mempunyai masalah aliran tunai dan tiada masalah kewangan. Juga tidak berlaku pembiayaan semula kerana Pulau Pinang tidak menggantikan hutang lama RM630 juta dengan hutang baru. Yang berlaku hanya pengurangan hutang daripada RM630 juta kepada RM30 juta, di mana Kerajaan Negeri sekarang tidak perlu membayar RM600 juta.<\/p>\n<p>BN mendakwa bahawa pindahan hutang yang sama telah dilakukan di negeri-negeri BN. Jika begitu, kenapa hutang negeri-negeri BN tidak dikurangkan sebanyak RM95% seperti di Pulau Pinang?<\/p>\n<p>Malaysia telah kehilangan berbilion-bilion dolar Amerika melalui rasuah. Dalam laporan terkini Global Financial Integrity, unjuran sebanyak RM1,077 bilion wang haram (kebanyakannya wang rasuah) telah dialirkan keluar dari Malaysia dari tahun 2000-9. Kerugian satu trilion ringgit ini telah menjadikan 10 tahun pertama abad ke-21 sebagai dekad yang telah hilang dek korupsi. Tidak ada tindakan diambil ke atas skandal saham bumi RM52 bilion yang sepatutnya diagihkan kepada bumiputra miskin tetapi telah lenyap begitu sahaja ataupun skandal Perwaja dan kerugian pertukaran matawang asing Bank Negara yang berjumlah RM20 bilion. <\/p>\n<p>Tidak hairanlah kenapa kedudukan Malaysia dalam Indeks Persepsi Rasuah Transparency International telah menjunam ke tangga ke-60, iaitu kedudukan yang paling teruk dalam sejarah. Keengganan Kerajaan Persekutuan BN untuk mengikuti langkah bersejarah Kerajaan Negeri Pulau Pinang untuk mengisytiharkan aset Ketua Menteri dan ahli-ahli Exco tidak memberi keyakinan terhadap komitmen BN dalam integriti kepimpinan dan kebertanggungjawaban awam.<\/p>\n<p>BN juga telah gagal untuk melaksanakan sistem tender terbuka, justeru mengakibatkan kapitalisme kroni. Ambil sebagai contoh Lebuhraya Pantai Barat RM7.07 bilion baru-baru ini dengan tempoh konsesi 60 tahun, dan keengganan untuk memansuhkan tol Lebuhraya Utara-Selatan dan Jambatan Pulau Pinang walaupun pengendali tol sudah mengaut keuntungan lebih 100% daripada pelaburan modal, yang menunjukkan bagaimana sistem kapitalisme kroni menguntungkan segelintir elit dan menyusahkan 28 juta rakyat Malaysia yang lain.<\/p>\n<p>&#8212; Mandarin Version&#8212;<br
