This is a marvellous and incredible achievement for the second smallest state in Malaysia without any natural resources.<\/p>\n<p><!--more-->Minister of International Trade and Industry Datuk Seri Mustapa Mohamad announced that Penang topped manufacturing investment for the second year running with RM9.1 billion surpassing the targeted RM6.1 billion. In 2010, Penang became top in manufacturing investment in Malaysia for the first time in history with RM12.2 billion.<\/p>\n<p>Penang\u2019s achievement in being No. 1 for the second consecutive year is unexpected. The state government has focused on consolidating our human resources and building up capacity to attract critical sectors that are knowledge-intensive, high-tech and high-value added in electronics, LED lighting, renewable energy such as solar energy, avionics and aerospace, medical devices and biotechnology. <\/p>\n<p>The PR Penang state government is proud to be part of this historic success and would continue CAT governance based on Competency, Accountability and Transparency. Open competitive tenders and public declaration of assets by Penang government leaders have inspired confidence amongst investors of our political commitment towards good and clean governance as well as personal obligation to integrity in leadership. <\/p>\n<p>The PR Penang state government wishes to thank Minister of International Trade and Industry Datuk Seri Mustapa Mohamad and MIDA for their co-operation with InvestPenang. The late Tun Dr Lim Chong Eu should not be forgotten for his legacy in laying the foundation of an industrial state that has enabled the present government to build on this singular success. <\/p>\n<p>The PR Penang state government will continue to build human talent by focusing on training, retraining, retaining and attracting new talent. Further upgrading of logistics and infrastructure both physical and digital is also needed. At the same time, the development of the SME sector will only intensify with the expected completion of the Penang SME Center in June this year that offers cheap rentals to technological start-up companies.<\/p>\n<p>For the first time ever, MIDA introduced a new measurement indicator of \u201ctotal investment\u201d which included manufacturing, services and primary sectors. In this new category of \u201ctotal investment\u201d, Penang lost out narrowly to Sarawak which received a huge boost from oil and gas investments. Sarawak attracted some RM14.35 billion in total investment last year, to Penang\u2019s RM14.038 billion. Petronas alone invested RM6.7 billion in Sarawak as compared to minimal investments for Penang.<\/p>\n<p>Despite not having such primary sectors investments, Penang only lost out by RM300 million to Sarawak due to the surprising strength of Penang\u2019s services sector. The services sectorhas been identified by the state government as one of the twin engines of economic growth together with manufacturing. Penang hopes to see the services grow to more than 50% of GDP by 2020.<\/p>\n<p>US newswire Bloomberg had in October 2011 described Penang\u2019s growth into Malaysia\u2019s \u201cbiggest economic success\u201d despite the federal government\u2019s focus on Johor and Sarawak. Ini merupakan satu pencapaian yang menakjubkan dan luar biasa bagi negeri kedua terkecil di Malysia yang tidak mempunyai mana- mana sumber asli. <\/p>\n<p>Menteri Perdagangan Antarabangsa dan Industri, Datuk Seri Mustapa Mohamad mengumumkan bahawa Pulau Pinang mengungguli pelaburan sektor pembuatan untuk tahun kedua berturut- turut dengan RM9.1 bilion melepasi sasaran RM6.1 bilion. Pada tahun 2010, Pulau Pinang unggul dalam pelaburan sektor pembuatan di Malaysia buat pertama kalinya dalam sejarah dengan jumlah sebanyak RM12.2 bilion. <\/p>\n<p>Pencapaian Pulau Pinang menjadi nombor 1 bagi tahun kedua berturut- turut merupakan sesuatu yang tidak diduga. Kerajaan Negeri telah memberi tumpuan kepada pengukuhan sumber manusia dan membina kapasiti untuk menarik sektor- sektor kritikal yang berpengetahuan intensif, berteknologi tinggi dan bernilai tinggi dalam elektronik, lampu LED, tenaga yang boleh diperbaharui seperti tenaga solar, avionik dan aeroangkasa, peranti perubatan dan bioteknologi. <\/p>\n<p>Kerajaan Pakatan Rakyat Pulau Pinang bangga menjadi sebahagian daripada kejayaan bersejarah ini dan akan meneruskan pentadbiran CAT yang berasaskan Cekap, Akauntabiliti dan Telus. Tambahan pula, penaiktarafan logistik dan infrastruktur fizikal dan digital juga diperlukan. Pada masa yang sama, pembangunan sektor PKS akan lebih hebat dengan siapnya pusat PKS Pulau Pinang pada bulan Jun tahun ini yang akan menawarkan sewaan murah untuk permulaan syarikat yang berteknologi. <\/p>\n<p>Untuk pertama kalinya, MIDA telah memperkenalkan penunjuk pengukuran baru iaitu \u201cjumlah pelaburan\u201d yang merangkumi sektor pembuatan, perkhidmatan dan sektor utama. Dalam kategori baru \u201cjumlah pelaburan\u201d ini, Pulau Pinang tewas tipis kepada Sarawak di mana Sarawak menerima rangsangan yang besar daripada pelaburan minyak dan gas. Sarawak menarik kira- kira RM14.35 bilion dalam keseluruhan pelaburan tahun lepas manakala Pulau Pinang sebanyak RM14.038 bilion. Petronas sahaja melabur sebanyak RM6.7 bilion di Sarawak berbanding pelaburan yang minimum untuk Pulau Pinang. <\/p>\n<p>Walaupun tidak mempunyai pelaburan dalam sektor utama, Pulau Pinang hanya kehilangan sebanyak RM300 juta kepada Sarawak disebabkan kekuatan yang mengagumkan dalam sektor perkhidmatan Pulau Pinang. Perkhidmatan sektor telah dikenal pasti oleh Kerajaan Negeri sebagai salah satu enjin berkembar dalam pertumbuhan ekonomi bersama- sama dengan sektor pembuatan. Pulau Pinang berharap dapat melihat perkembangan perkhidmatan lebih 50% daripada KDNK menjelang tahun 2020. <\/p>\n<p>Agensi berita US Bloomberg pada Oktober 2011 telah menyifatkan pertumbuhan Pulau Pinang ke dalam \u201ckejayaan terbesar ekonomi\u201d Malaysia walaupun Kerajaan Persekutuan memberi fokus kepada Johor dan Sarawak. Kerajaan Negeri Pulau Pinang bersedia untuk berkongsi kejayaan ini dengan Kerajaan Persekutuan demi manfaat bukan sahaja kepada 1.6 rakyat Pulau Pinang tetapi juga untuk semua rakyat Malaysia yang akan mendapat manfaat daripada peningkatan resit cukai ini. <\/p>\n<p>&#8212;- Mandarin
