This was an open competitive tender that was advertised  in the newspapers. If the market price of land at Bayan Mutiara is RM420 per square feet, the Penang state government would like to challenge UMNO or its cronies to buy the 102.6 acres of Bayan Mutiara land at RM420 per square feet.<\/p>\n<p><!--more-->In other words instead of presently receiving RM1.07 billion at RM240 per square feet, the state government can receive RM1.873 billion if Abdul Rahman or UMNO\u2019s cronies can pay at RM420 per square feet.  If UMNO or its cronies dare not take up the challenge and buy the land at RM420 per square feet then they will be exposed as liars.<\/p>\n<p>Other UMNO leaders had also lied that Ivory Properties Group Berhad, the developer who won the open tender, was exempted from building low medium cost housing in Penang but allowed to build them in Batu Kawan. Also UMNO claimed that there was no provision for schools or surau\/places of worship.<\/p>\n<p>This is another lie. The developer was not given any exemption and is required to build low medium cost housing in Penang as well as make provision for schools and places of worship as required by the conditions set out by the Penang Municipal Council(MPPP). The nearly 12,000 units of affordable housing in Batu Kawan is a new initiative from the Penang state government additional to the low medium cost housing that must be built by Ivory.<\/p>\n<p><strong>Penang State Government Has Appointed HDB Singapore In Planning And Designing The Best Quality Affordable Housing In Malaysia Not In Building And Constructing Which Will Be Appointed By Open Tender To Local Contractors.<\/strong><\/p>\n<p>The state government has used RM500 million profits from the sale of the land in Bayan Mutiara to build affordable housing on both the island and in Batu Kawan. This is the largest one-off amount allocated by any state government for affordable housing in Malaysia.  <\/p>\n<p>The Batu Kawan project consists of 12,000 units of affordable housing and promises to be the best quality affordable housing in Malaysia. The Penang state government passionately believes that poor in Penang deserves a home not a \u201cbox\u201d for their children to grow up healthily and safely. Instead of imitating the best, the Penang state government has decided to choose the best planner for affordable housing in the world \u2013 Housing Development Board(HDB) of Singapore.<\/p>\n<p>Penang state government has appointed HDB Singapore only in planning and designing the best quality affordable housing in Malaysia, not in building and constructing which will be appointed by open tender to local contractors. For UMNO to claim that the Penang state government has more faith in Singapore contractors than local contractors in building the affordable is not true as the work has not been tendered out yet.<\/p>\n<p>However the Penang state government makes no apologies for appointing the HDB Singapore as the consultant planners they build the best quality affordable housing in the world. Why is it that when Singapore firms come to Iskandar Johor, they are welcomed and praised but when Singapore firms come to Penang, they are attacked and criticised?<\/p>\n<p>This double-standards by UMNO is clearly politically motivated to provoke racial sentiments in Penang. The Penang state government will not bow to such racial attacks but will remain steadfast in our objective of providing all Penangites, regardless of race or religion, the best quality affordable housing in Malaysia by choosing the best in the world to help us complete the job.<\/p>\n<p>All Penangites deserves to own their dream home where their children can live, learn, work, play safely and healthily. We want all Penangites, whether rich or poor, to share in this dream home.<\/p>\n<p>LIM GUAN ENG  <\/p>\n<p>&#8212; BM Version&#8211;<\/p>\n<p>Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng di Komtar, George Town pada 14.2.2012<\/p>\n<p><strong>Mencabar UMNO Atau Kroni-Kroninya Untuk Membeli Tanah 102.6 Ekar Di Bayan Mutiara Pada Harga RM420 Sekaki Persegi Yang UMNO Mendakwa Adalah Harga Pasaran Sebenar<\/strong>. <\/p>\n<p>UMNO masih belum belajar daripada pesanan Abraham Lincoln yang berbunyi: \u201cAnda boleh menipu sesetengah orang pada setiap masa, malah semua orang pada sesetengah masa, tetapi tidak semua orang pada setiap masa.\u201d Ahli Parlimen UMNO Kota Belud Abdul Rahman Dahlan begitu terdesak ingin mengaitkan Kerajaan Negeri PR dengan skandal sampai beliau mendakwa bahawa Kerajaan Negeri tidak menjualkan 102.6 ekar tanah secara tender terbuka tetapi dengan cara rundingan dan telah menjualkannya pada harga yang rendah iaitu RM240 sekaki persegi dan bukan harga pasaran RM420 sekaki persegi. <\/p>\n<p>Abdul Rahman harus menunjukkan bukti bahawa tanah itu telah dijual secara rundingan. Projek ini telah melalui tender terbuka yang diiklankan dalam suratkhabar. Jika harga pasaran tanah di Bayan Mutiara adalah RM420 sekaki persegi, Kerajaan Negeri Pulau Pinang ingin mencabar UMNO atau kroni-kroninya untuk membeli 102.6 ekar tanah di Bayan Mutiara pada harga RM420 sekaki persegi. <\/p>\n<p>Dalam kata lain, Kerajaan Negeri boleh menerima RM1.873 bilion berbanding dengan RM1.07 bilion yang diterima pada harga RM240 sekaki persegi jika Abdul Rahman atau kroni-kroni UMNO boleh membayar RM420 sekaki persegi. Jika UMNO atau kroni-kroninya tidak berani menyahut cabaran dan membeli tanah ini pada harga RM420 sekaki persegi, maka mereka dibuktikan sebagai penipu. <\/p>\n<p>Pemimpin-pemimpin UMNO yang lain juga telah menipu bahawa Ivory Properties Group Bhd, pemaju yang telah memenangi tender terbuka, telah dikecualikan daripada pembinaan perumahan kos sederhana rendah di kawasan pulau dan dibenarkan untuk membina perumahan tersebut di Batu Kawan. UMNO juga telah mendakwa bahawa tidak ada kawasan yang diperuntukkan untuk sekolah atau surau\/tempat beribadat. <\/p>\n<p>Itu semua fitnah belaka. Pihak pemaju tidak diberi apa-apa pengecualian dan dikehendaki untuk membina perumahan kos sederhana rendah di kawasan Pulau serta memperuntukkan tanah untuk sekolah-sekolah dan tempat-tempat beribadat seperti yang disyaratkan oleh Majlis Perbandaran Pulau Pinang (MPPP). Projek perumahan yang melibatkan hampir 12,000 unit rumah mampu milik di Batu Kawan adalah inisiatif Kerajaan Negeri Pulau Pinang sebagai tambahan kepada perumahan kos sederhana rendah yang mesti dibina oleh Ivory.<\/p>\n<p>Kerajaan Negeri Pulau Pinang Telah Melantik HDB Singapura Untuk Merancang Dan Mereka Bentuk Perumahan Mampu Milik Berkualiti Yang Terunggul Di Malaysia Dan Bukan Untuk Kerja Pembinaan Yang Akan Diberi Secara Tender Terbuka Kepada Kontraktor-Kontraktor Tempatan. <\/p>\n<p>Kerajaan Negeri telah menggunakan keuntungan RM500 juta daripada penjualan tanah di Bayan Mutiara untuk membina perumahan mampu milik di kawasan pulau dan juga di Batu Kawan. Ini adalah jumlah \u201cone-off\u201d yang terbesar pernah diperuntukkan oleh mana-mana kerajaan negeri untuk perumahan mampu milik di Malaysia. <\/p>\n<p>Projek Batu Kawan merangkumi 12,000 unit rumah mampu milik dan akan menjadi perumahan mampu milik berkualiti yang terunggul di Malaysia. Kerajaan Negeri Pulau Pinang percaya bahawa golongan berpendapatan rendah di Pulau Pinang layak hidup dalam rumah dan bukan \u201ckotak\u201d supaya anak-anak mereka boleh membesar dengan sihat dan selamat. Daripada meniru yang terbaik, Kerajaan Negeri Pulau Pinang telah melantik perancang perumahan mampu milik yang paling terbilang di dunia \u2013 Housing Development Board (HDB) Singapura. <\/p>\n<p>Kerajaan Negeri Pulau Pinang telah melantik HDB Singapura hanya untuk merancang dan mereka bentuk perumahan mampu milik berkualiti yang terunggul di Malaysia, dan bukan untuk kerja-kerja pembinaan yang akan diberikan melalui tender terbuka kepada kontraktor-kontraktor tempatan. Dakwaan UMNO bahawa Kerajaan Negeri Pulau Pinang lebih mempercayai kontraktor Singapura berbanding dengan kontraktor tempatan dalam pembinaan rumah mampu milik adalah tidak benar sama sekali kerana kerja-kerja pembinaan belum lagi ditawarkan lagi. <\/p>\n<p>Sungguhpun begitu, Kerajaan Negeri Pulau Pinang tidak akan memohon maaf kerana melantik HDB Singapura sebagai perunding perancang kerana mereka merupakan pereka bentuk perumahan mampu milik berkualiti yang terunggul di dunia. Kenapakah apabila firma Singapura datang ke Iskandar Johor, mereka dialu-alukan dan disanjung tetapi apabila firma Singapura datang ke Pulau Pinang mereka diserang dan dikritik? <\/p>\n<p>Dwistandard oleh UMNO ini jelas bermotif politik untuk mengapi-apikan sentimen perkauman di Pulau Pinang. Kerajaan Negeri Pulau Pinang tidak akan menunduk kepada serangan perkauman dan akan berdiri teguh dalam objektif untuk menyediakan  perumahan mampu milik yang terbaik di Malaysia untuk semua rakyat Pulau Pinang, tidak kira kaum atau agama, dengan melantik pihak yang terbaik di dunia untuk membantu kita. <\/p>\n<p>Semua rakyat Pulau Pinang layak untuk hidup dalam rumah idaman mereka di mana anak-anak boleh hidup, belajar, bekerja dan bermain dalam keadaan sihat dan selamat. Kita mahu supaya semua rakyat Pulau Pinang, sama ada kaya atau miskin, boleh berkongsi rumah idaman ini. <\/p>\n<p>Lim Guan Eng<\/p>\n<p>&#8212;- Mandarin Version&#8211;<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2012\u5e742\u670814\u65e5\u5728\u4e54\u6cbb\u5e02\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u6311\u6218\u5deb\u7edf\u6216\u5176\u670b\u515a\u4ee5\u4ed6\u4eec\u6240\u8bf4\u7684\u771f\u6b63\u5e02\u4ef7\uff0c\u5373\u6bcf\u5e73\u65b9\u5c3a420\u4ee4\u5409\u8d2d\u4e70\u5cc7\u592e\u73cd\u73e0102.6\u82f1\u4ea9\u7684\u5730\u6bb5\u3002 <\/strong><\/p>\n<p>\u5deb\u7edf\u8fd8\u662f\u6ca1\u6709\u5b66\u4f1a\u6797\u80af\u6240\u8bf4\u7684\u201c\u6797\u80af\u66fe\u7ecf\u8bf4\u8fc7\uff1a\u201c\u4f60\u53ef\u4ee5\u4e00\u65f6\u6b3a\u9a97\u6240\u6709\u4eba\uff0c\u4e5f\u53ef\u4ee5\u6c38\u8fdc\u6b3a\u9a97\u67d0\u4e9b\u4eba\uff0c\u4f46\u4e0d\u53ef\u80fd\u6c38\u8fdc\u6b3a\u9a97\u6240\u6709\u4eba\u3002\u201d\u5deb\u7edf\u54e5\u6253\u6bdb\u5f8b\u533a\u56fd\u4f1a\u8bae\u5458\u62c9\u66fc\u8fbe\u5170\u662f\u5982\u6b64\u8feb\u5207\u5730\u8981\u627e\u51fa\u6c11\u8054\u5dde\u653f\u5e9c\u7684\u4e11\u95fb\uff0c\u4ed6\u4eec\u8c0e\u79f0\u5dde\u653f\u5e9c\u6ca1\u6709\u901a\u8fc7\u516c\u5f00\u62db\u6807\u3001\u800c\u662f\u76f4\u63a5\u6d3d\u8c08\u8131\u552e102.6\u82f1\u4ea9\uff0c\u800c\u4e14\u628a\u5e02\u4ef7\u6bcf\u5e73\u516c\u5c3a420\u4ee4\u5409\u7684\u5730\u6bb5\u4ee5\u6bcf\u5e73\u65b9\u5c3a240\u4ee4\u5409\u7684\u4ef7\u683c\u8131\u552e\u3002<\/p>\n<p>\u963f\u90fd\u62c9\u66fc\u5df2\u7ecf\u62ff\u51fa\u8bc1\u636e\uff0c\u8bc1\u660e\u4e0a\u8ff0\u5730\u6bb5\u662f\u76f4\u63a5\u6d3d\u8c08\u3002\u4e8b\u5b9e\u4e0a\uff0c\u6211\u4eec\u5df2\u7ecf\u5728\u62a5\u7ae0\u4e0a\u520a\u767b\u516c\u5f00\u62db\u6807\u7684\u542f\u793a\u3002\u5982\u679c\u5cc7\u592e\u73cd\u73e0\u7684\u5e02\u4ef7\u771f\u7684\u662f\u6bcf\u5e73\u65b9\u5c3a420\u4ee4\u5409\uff0c\u6211\u6311\u6218\u5deb\u7edf\u6216\u5176\u670b\u515a\u4ee5\u4ed6\u4eec\u6240\u8bf4\u7684\u771f\u6b63\u5e02\u4ef7\u8d2d\u4e70\u5cc7\u592e\u73cd\u73e0102.6\u82f1\u4ea9\u7684\u5730\u6bb5\u3002<\/p>\n<p>\u6362\u53e5\u8bdd\u8bf4\uff0c\u5982\u679c\u963f\u90fd\u62c9\u66fc\u6216\u5deb\u7edf\u670b\u515a\u80fd\u4ee5\u6bcf\u5e73\u65b9\u5c3a420\u4ee4\u5409\u7684\u4ef7\u683c\u4e70\u5730\uff0c\u5dde\u653f\u5e9c\u4e0d\u53ea\u53ef\u4ee5\u76ee\u524d\u7684\u552e\u4ef7\u6bcf\u5e73\u65b9\u5c3a240\u4ee4\u5409\u6536\u53d610\u4ebf7000\u4e07\u4ee4\u5409\uff0c\u800c\u662f18\u4ebf7300\u4e07\u4ee4\u5409\u3002\u5982\u679c\u5deb\u7edf\u6216\u5b83\u7684\u670b\u515a\u4e0d\u6562\u63a5\u53d7\u6311\u6218\uff0c\u4ee5\u6bcf\u5e73\u65b9\u5c3a420\u4ee4\u5409\u6765\u4e70\u5730\uff0c\u53ea\u80fd\u8bc1\u660e\u4ed6\u4eec\u662f\u9a97\u5b50\u3002<\/p>\n<p>\u5176\u4ed6\u7684\u5deb\u7edf\u9886\u8896\u4e5f\u6492\u8c0e\u8bf4\u73ae\u529b\u96c6\u56e2\uff0c\u4e5f\u5c31\u662f\u8d62\u5f97\u7ade\u6807\u7684\u53d1\u5c55\u5546\uff0c\u8c41\u514d\u5728\u69df\u5c9b\u5174\u5efa\u4e2d\u5ec9\u4ef7\u5c4b\uff0c\u800c\u662f\u5728\u5cc7\u90fd\u52a0\u6e7e\u5174\u5efa\u3002\u5deb\u7edf\u4e5f\u8bf4\u6709\u5173\u53d1\u5c55\u5546\u4e0d\u5fc5\u5efa\u5b66\u6821\u3001\u7948\u7977\u5802\u6216\u5b97\u6559\u573a\u6240\u3002<\/p>\n<p>\u8fd9\u4e5f\u662f\u53e6\u4e00\u4e2a\u8c0e\u8a00\u3002\u653f\u5e9c\u5e76\u6ca1\u6709\u514d\u9664\u53d1\u5c55\u5546\u7684\u4e49\u52a1\uff0c\u4ed6\u4eec\u5fc5\u987b\u4f9d\u636e\u69df\u5c9b\u5e02\u653f\u5c40\u7684\u6761\u4f8b\u5728\u69df\u5c9b\u5174\u5efa\u4e2d\u5ec9\u4ef7\u5c4b\u3001\u5b66\u6821\u3001\u7948\u7977\u5802\u3002\u9664\u4e86\u73ae\u529b\u96c6\u56e2\u5fc5\u987b\u627f\u5efa\u7684\u4e2d\u5ec9\u4ef7\u5c4b\uff0c\u5cc7\u90fd\u52a0\u6e7e1\u4e072000\u4e2a\u53ef\u8d1f\u62c5\u623f\u5c4b\u7684\u5174\u5efa\u8ba1\u5212\u662f\u69df\u5dde\u653f\u5e9c\u7684\u53e6\u4e00\u9879\u65b0\u8ba1\u5212\u3002<\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u662f\u59d4\u6258\u65b0\u52a0\u5761\u623f\u5c4b\u53d1\u5c55\u7f72\u8d1f\u8d23\u53ef\u8d1f\u62c5\u5e73\u6c11\u5c4b\u7684\u89c4\u5212\u53ca\u8bbe\u8ba1\uff0c\u800c\u4e0d\u662f\u8d1f\u8d23\u5efa\u7b51\u53ca\u5efa\u8bbe\u5de5\u7a0b\uff0c\u5efa\u7b51\u53ca\u5efa\u8bbe\u5de5\u7a0b\u5c06\u900f\u8fc7\u516c\u5f00\u62db\u6807\u9009\u51fa\u672c\u571f\u7684\u627f\u5305\u5546\u3002<\/p>\n<p>\u5dde\u653f\u5e9c\u5df2\u7ecf\u900f\u8fc7\u51fa\u552e\u73cd\u73e0\u6e7e\u571f\u5730\u6240\u83b7\u5f97\u76845\u4ebf\u4ee4\u5409\u4f5c\u4e3a\u5728\u69df\u5c9b\u53ca\u5df4\u90fd\u4ea4\u6e7e\u5efa\u9020\u53ef\u8d1f\u62c5\u5e73\u6c11\u5c4b\u7684\u57fa\u91d1\u3002\u8fd9\u662f\u76ee\u524d\u5168\u9a6c\u5404\u4e2a\u5dde\u653f\u5e9c\u4e2d\uff0c\u6700\u5927\u8017\u8d44\u7684\u53ef\u8d1f\u62c5\u5e73\u6c11\u5c4b\u8ba1\u5212\u3002<\/p>\n<p>\u5df4\u90fd\u4ea4\u6e7e\u8ba1\u5212\u5c06\u5efa\u67091\u4e072000\u5355\u4f4d\u7684\u5e73\u6c11\u5c4b\uff0c\u5e76\u4e14\u627f\u8bfa\u5c06\u4f1a\u662f\u5168\u9a6c\u54c1\u8d28\u6700\u68d2\u7684\u5e73\u6c11\u5c4b\u3002\u69df\u5dde\u653f\u5e9c\u76f8\u4fe1\u69df\u57ce\u7684\u7a77\u82e6\u5927\u4f17\u5e94\u8be5\u4eab\u6709\u4e00\u4e2a\u771f\u6b63\u7684\u5bb6\u56ed\uff0c\u800c\u4e0d\u662f\u8ba9\u4ed6\u4eec\u7684\u5b50\u5973\u5728\u201c\u9e1f\u7b3c\u201d\u822c\u7684\u73af\u5883\u957f\u5927\u3002\u4e0e\u5176\u6284\u88ad\u6700\u597d\u7684\u623f\u5c4b\u8ba1\u5212\uff0c\u69df\u5dde\u653f\u5e9c\u5e72\u8106\u76f4\u63a5\u9009\u62e9\u4e16\u754c\u6700\u68d2\u7684\u53ef\u8d1f\u62c5\u5e73\u6c11\u5c4b\u89c4\u5212\u8005\uff0c\u4e5f\u5c31\u662f\u8457\u540d\u7684\u65b0\u52a0\u5761\u623f\u5c4b\u53d1\u5c55\u7f72(HDB)\u3002<\/p>\n<p>\u69df\u5dde\u653f\u5e9c\u662f\u59d4\u6258\u65b0\u52a0\u5761\u623f\u5c4b\u53d1\u5c55\u7f72\u8d1f\u8d23\u53ef\u8d1f\u62c5\u5e73\u6c11\u5c4b\u7684\u89c4\u5212\u53ca\u
