This fulfils the personal obligation and political commitment of the Penang PR State government. I had proposed 6 integrity measures to ensure a cleaner leadership with integrity in line with the CAT (Competency, Accountability, Transparency) principles.<\/p>\n<p>The 6 integrity measures are as follows:<br \/>\n<!--more--><br \/>\nOne, there must be a ban on political parties\u2019 involvement in business which can only lead to conflict of interest. How can politics mix with business as the former seeks to uphold public interests whereas the latter is to pursue private benefit and profit? How wealthy political parties that are involved in business have become can be seen by MCA giving money to its members every year.<\/p>\n<p>Two, the ban on mixing politics with business must be followed by establishing an open tender system to check crony capitalism. An open tender system will avoid unjust contracts such as the Independent Power Producers and the toll concession operators allowing the few to earn tens of billions of ringgit in extraordinary profits at the expense of the 27 million ordinary citizens.<\/p>\n<p>Malaysians mourn the \u201cthe lost decade of corruption\u201d, where the Washington-based financial watchdog Global Financial Integrity (GFI) estimated RM 1,077 billon of illicit money (including corruption money) had been illegally siphoned out of our country from 2000 to 2009. The recent RM250 million \u201ccows and condos\u201d scandal where money was released 2 years before any agreement was signed to a family company of Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil, and used to purchase condos instead of cows shows that the BN refuses to change.<\/p>\n<p>No wonder in the latest Transparency International (TI) Corruption Perception Index, Malaysia dropped to 60th place in 2011 as compared to 37th in 2003 when Tun Abdullah Ahmad first took over as Prime Minister.  In contrast Penang was praised by TI for implementing open tenders.<\/p>\n<p>Third, Freedom of Information Act to ensure transparency and also public disclosure of government contracts.<\/p>\n<p>Fourthly, there must be a declaration of personal assets by public officials holding positions of public trust.<\/p>\n<p>Fifth, there must be full and unconditional implementation of the 125 recommendations proposed by the 2005 Royal Commission on the Enhancement of the Management and Operation of PDRM, especially the formation of the Independent Police Complaints and Misconduct Commission (IPCMC). The IPCMC was intended to cut down abuses of police powers and police corruption. Failure to set up the IPCMC only shows the unwillingness of the BN government to deal with the negative public perception about the police.<\/p>\n<p>Finally, the Elections Commission (EC) must be punished for failure to act or even failure to press for action by the relevant authorities on election bribery, especially failure to comply with the Election Offences Act 1954 imposing election spending limits of RM200,000 for every Parliamentary constituency and RM100,000 for every state constituency.<\/p>\n<p>The Penang State Government has now proven that it is not only cleaner physically, but also cleaner and more transparent in administration. We have shown that we are serious about national integrity by publicly declaring the personal assets of our topmost officials, the State Executive Council (EXCO). This follows the Freedom of Information Act passed by the Penang state assembly introduced last year as well as the famed Open Tender system that has won Penang praise from Transparency International and the Auditor-General.<\/p>\n<p>&#8212;- BM Translation &#8212;<\/p>\n<p>Kenyataan Akhbar Ketua Menteri Pulau Pinang Lim Guan Eng Di Komtar, George Town Pada 12.1.2011. <\/p>\n<p>Hari ini, Ahli-ahli Majlis Mesyuarat Kerajaan Negeri Pulau Pinang (termasuk juga ex-officio seperti Setiausaha Kerajaan Negeri, Pegawai Kewangan Negeri dan Pegawai Undang-undang Negeri) telah mengisytiharkan harta mereka secara terbuka. Ini memenuhi amanah peribadi dan juga komitmen politik Kerajaan PR Pulau Pinang. Saya telah mencadangkan 6 langkah integriti untuk memastikan kepimpinan yang lebih bersih berdasarkan prinsip CAT (Cekap, Akauntabel, Telus). <\/p>\n<p>6 langkah integriti adalah seperti berikut:<\/p>\n<p>Pertama, parti-parti politik harus diharamkan daripada melibatkan diri dalam perniagaan, yang lazimnya membawa kepada konflik kepentingan. Bagaimana politik boleh bercampur dengan perniagaan, apabila politik itu bertujuan untuk menjaga kepentingan awam manakala tujuan perniagaan adalah untuk keuntungan peribadi? Contoh parti politik yang telah menjadi kaya melalui perniagaan boleh dilihat dalam kes MCA yang sekarang berupaya untuk memberi wang kepada ahli-ahlinya setiap tahun.<\/p>\n<p>Kedua, pengharaman percampuran politik dengan perniagaan harus diikuti dengan kewujudan sistem tender terbuka untuk menghentikan kapitalisme kroni. Sistem tender terbuka akan memastikan kontrak yang tidak adil di mana Penjana Elektrik Bebas (IPP) dan syarikat-syarikat pengendali tol tidak akan mendapat keuntungan luarbiasa sebanyak berpuluhan ribu bilion ringgit sementara 27 juta rakyat dibebankan. <\/p>\n<p>Rakyat Malaysia sudah pun kehilangan \u201csatu dekad yang telah hancur dek korupsi\u201d, di mana wang haram (termasuk wang rasuah) sebanyak RM1,077 bilion telah dibawa keluar dari negara kita dalam tempoh 10 tahun dari 2000 hingga 2009, mengikut unjuran laporan badan pemerhati kewangan Washington Global Financial Integrity (GFI). Skandal RM250 juta \u201clembu dan kondo\u201d baru-baru ini di mana wang pinjaman untuk projek penternakan lembu yang telah diberikan kepada syarikat kepunyaan keluarga Menteri Pembangunan Wanita, Keluarga dan Masyarakat Datuk Seri Shahrizat Abdul Jalil dua tahun sebelum perjanjian ditandatangani, telah digunakan untuk pembelian kondominium mewah, menjadi bukti bahawa BN tidak akan berubah. <\/p>\n<p>Tidak hairanlah mengapa laporan terbaru Indeks Persepsi Rasuah (CPI) 2011 badan pemerhati rasuah Transparency International (TI) telah menunjukkan bahawa Malaysia telah jatuh kepada tangga ke-60 daripada 183 negara, berbanding tangga ke-37 pada tahun 2003 apabila Tun Abdullah Ahmad Badawi mengambil alih pucuk pimpinan negara sebagai Perdana Menteri. Sebaliknya di Pulau Pinang, kita telah dipuji oleh TI kerana mengamalkan sistem tender terbuka. <\/p>\n<p>Ketiga, Akta Maklumat Bebas untuk memastikan ketelusan dan juga pendedahan umum kontrak-kontrak kerajaan. <\/p>\n<p>Keempat, semua penjawat awam yang memegang amanah awam hendaklah mengisytiharkan harta mereka. <\/p>\n<p>Kelima, 125 cadangan oleh Suruhanjaya DiRaja Penambahbaikan Perjalanan dan Pengurusan PDRM 2005 hendaklah dilaksanakan tanpa apa-apa syarat, terutama sekali penubuhan Suruhanjaya Bebas Aduan dan Salah Laku Polis (IPCMC). IPCMC ini bertujuan untuk mengurangkan rasuah dan penyalahgunaan kuasa polis. Kegagalan untuk menubuhkan IPCMC hanya menunjukkan ketidak sanggupan Kerajaan BN untuk menangani persepsi negatif awam tentang polis. <\/p>\n<p>Terakhir, Suruhanjaya Pilihan Raya (SPR) hendaklah dihukum untuk kegagalannya untuk bertindak atau menuntut tindakan daripada pihak berkuasa ke atas rasuah pilihan raya, terutama sekali kegagalannya untuk mematuhi Akta Kesalahan Pilihan Raya 1954 yang mengenakan had perbelanjaan pilihan raya sebanyak RM200,000 untuk kawasan parlimen dan RM100,000 untuk kawasan dewan undangan negeri. <\/p>\n<p>Sudah jelas terbukti bahawa Kerajaan Negeri Pulau Pinang bukan sahaja bersih dari segi fizikal, tetapi juga bersih dan telus dalam pentadbiran. Kita telah menunjukkan kesungguhan terhadap integriti nasional dengan pengisytiharan harta penjawat-penjawat awam tertinggi, iaitu Ahli-ahli Majlis Mesyuarat Kerajaan Negeri (EXCO). Ini adalah ekoran daripada Akta Maklumat Bebas yang diperkenalkan dalam Dewan Undangan Negeri Pulau Pinang tahun lepas serta sistem Tender Terbuka yang telah mendapat pujian daripada Transparency International dan juga Ketua Audit Negara.<\/p>\n<p>&#8212;&#8212; Mandarin Translation &#8212;-<\/p>\n<p>\u69df\u5dde\u9996\u5e2d\u90e8\u957f\u6797\u51a0\u82f1\u4e8e2011\u5e741\u670812\u65e5\u5728\u4e54\u6cbb\u5e02\u5149\u5927\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p>\u69df\u5dde\u884c\u653f\u8bae\u5458\uff08\u9664\u4e86\u5dde\u79d8\u4e66\u3001\u5dde\u8d22\u653f\u548c\u5dde\u6cd5\u5f8b\u987e\u95ee\u7b49\u5f53\u7136\u59d4\u5458\uff09\u4eca\u65e5\u516c\u5f00\u8d22\u4ea7\uff0c\u5c65\u884c\u69df\u5dde\u653f\u5e9c\u7684\u653f\u6cbb\u627f\u8bfa\u548c\u4e2a\u4eba\u8d23\u4efb\uff0c\u6211\u66fe\u5efa\u8bae6\u9879\u5b8c\u6574\u63aa\u65bd\u4ee5\u786e\u4fdd\u9886\u8896\u7684\u6e05\u5ec9\uff0c\u5373\u7b26\u5408 CAT\uff08\u80fd\u529b\u3001\u95ee\u8d23\u3001\u900f\u660e\uff09\u7684\u539f\u5219\u3002<\/p>\n<p>6\u9879\u5b8c\u6574\u63aa\u65bd\u5982\u4e0b\uff1a<\/p>\n<p>\u4e00\uff0c\u5fc5\u987b\u7981\u6b62\u653f\u515a\u6d89\u53ca\u53ea\u4f1a\u9020\u6210\u5229\u76ca\u51b2\u7a81\u7684\u5546\u4e1a\uff0c\u653f\u6cbb\u5982\u4f55\u4e0e\u5546\u4e1a\u6df7\u4e3a\u4e00\u8c08\uff1f\u524d\u8005\u65e8\u5728\u7ef4\u62a4\u516c\u5171\u5229\u76ca\uff0c\u540e\u8005\u5219\u662f\u4e3a\u4e86\u8ffd\u6c42\u79c1\u4eba\u5229\u76ca\u548c\u5229\u6da6\u3002\u6d89\u53ca\u5546\u4e1a\u7684\u9a6c\u534e\u5df2\u662f\u5bcc\u88d5\u7684\u653f\u515a\uff0c\u8fd9\u53ef\u4ece\u9a6c\u534e\u6bcf\u5e74\u6d3e\u94b1\u7ed9\u6210\u5458\u770b\u51fa\u3002<\/p>\n<p>\u4e8c\uff0c\u7981\u6b62\u653f\u6cbb\u4e0e\u5546\u4e1a\u6302\u94a9\uff0c\u575a\u6301\u516c\u5f00\u62db\u6807\u5236\u4ee5\u675c\u7edd\u88d9\u5e26\u8d44\u672c\u4e3b\u4e49\uff0c\u516c\u5f00\u62db\u6807\u5236\u5ea6\u5c06\u80fd\u907f\u514d\u5141\u8bb8\u5c11\u6570\u4eba\u8d5a\u53d6\u60ca\u4eba\u5229\u6da6\u7684\u4e0d\u516c\u5e73\u5408\u7ea6\uff0c\u5982\u727a\u72722700\u4e07\u8001\u767e\u59d3\u5229\u76ca\u7684\u72ec\u7acb\u53d1\u7535\u5382\u548c\u5927\u9053\u7279\u8bb8\u7ecf\u8425\u8005\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u4eba\u60bc\u5ff5\u201c\u56e0\u8d2a\u6c61\u5931\u53bb\u7684\u5341\u5e74\u201d\uff0c\u8bbe\u5728\u534e\u76db\u987f\u7684\u91d1\u878d\u89c2\u5bdf\u673a\u6784\u5168\u7403\u91d1\u878d\u5ec9\u6b63\u673a\u6784\uff08GFI\uff09 \u4f30\u8ba1\uff0c\u6211\u56fd\u7684\u975e\u6cd5\u5916\u6d41\u8d44\u91d1\u57282000\u81f32009\u5e74\u671f\u95f4\u9ad8\u8fbe1\u51467\u5343700\u4ebf\u4ee4\u5409\u7684\u9ed1\u94b1\u5916\u6d41\uff08\u5305\u62ec\u8d2a\u6c61\u94b1\uff09\u3002\u5bb6\u5ead\u53ca\u793e\u4f1a\u53d1\u5c55\u90e8\u957f\u838e\u4e3d\u624e\u5bb6\u4eba\u6d89\u53ca\u7684\u9ad8\u8fbe2\u4ebf5\u5343\u4e07\u4ee4\u5409\u201c\u516c\u5bd3\u517b\u725b\u201d\u4e11\u95fb\uff0c\u88ab\u63ed\u53d1\u5728\u5408\u7ea6\u7b7e\u7f72\u524d\u5c31\u83b7\u5f97\u8d44\u91d1\u53d1\u653e\uff0c\u8fd9\u4e00\u5207\u8bc1\u660e\u56fd\u9635\u62d2\u7edd\u6539\u53d8\u3002<\/p>\n<p>\u96be\u602a\u5728\u6700\u65b0\u7684\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\uff08TI)\u63d0\u5448\u7684\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u53ca\u56fd\u9645\u7ade\u4e89\u6307\u6570\uff0c\u9a6c\u6765\u897f\u4e9a\u4ece\u524d\u9996\u76f8\u6566\u963f\u90fd\u62c9\u521a\u6267\u653f\u76842003\u5e74\u6392\u540d\u7b2c37\uff0c\u81f3\u964d\u81f32011\u5e74\u7684\u7b2c60\u540d\u3002\u53cd\u4e4b\uff0c\u69df\u5dde\u7684\u5b9e\u65bd\u516c\u5f00\u62db\u6807\u5c31\u83b7\u5f97\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u7684\u8d5e\u626c\u3002<\/p>\n<p>\u7b2c\u4e09\uff0c\u69df\u57ce\u81ea\u7531\u8d44\u8baf\u6cd5\u6848\u786e\u4fdd\u900f\u660e\u5ea6\uff0c\u5e76\u5141\u8bb8\u516c\u4f17\u68c0\u67e5\u653f\u5e9c\u5de5\u7a0b\u5408\u7ea6\u3002<\/p>\n<p>\u7b2c\u56db\uff0c\u516c\u804c\u5b98\u5458\u5fc5\u987b\u7533\u62a5\u7684\u4e2a\u4eba\u8d44\u4ea7\uff0c\u4ee5\u83b7\u5f97\u516c\u4f17\u4fe1\u4efb\u3002<\/p>\n<p>\u7b2c\u4e94\uff0c\u5fc5\u987b\u6beb\u65e0\u6761\u4ef6\u7684\u63a5\u53d7\u548c\u5b9e\u65bd\u7687\u5bb6\u59d4\u5458\u4f1a\u4e8e2005\u5e74\u7684\u5efa\u8bae\uff0c\u6267\u884c125\u9879\u5efa\u8bae\uff0c\u5c24\u5176\u662f\u6210\u7acb\u6295\u8bc9\u8b66\u65b9\u72ec\u7acb\u76d1\u5bdf\u548c\u6e0e\u804c\u59d4\u5458\u4f1a\uff08 IPCMC \uff09\u3002IPCMC\u65e8\u5728\u9632\u6b62\u8b66\u65b9\u6ee5\u7528\u6743\u529b\u548c\u8150\u8d25\uff0c\u65e0\u6cd5\u6210\u7acbIPCMC\u663e\u9732\u56fd\u9635\u653f\u5e9c\u4e0d\u613f\u5904\u7406\u516c\u4f17\u5bf9\u8b66\u5bdf\u7684\u8d1f\u9762\u770b\u6cd5\u3002<\/p>\n<p>\u6700\u540e\uff0c\u9009\u4e3e\u59d4\u5458\u4f1a\u5fc5\u987b\u53d7\u5230\u60e9\u7f5a\uff0c\u56e0\u4e3a\u65e0\u6cd5\u5bf9\u4ed8\u5728\u9009\u4e3e\u884c\u8d3f\u8005\uff0c\u5c24\u5176\u65e0\u6cd5\u9075\u5b88\u300a1954\u5e74\u9009\u4e3e\u72af\u7f6a\u6cd5\u4ee4\u300b\u7684\u89c4\u5b9a\uff0c\u5373\u9650\u5236\u6bcf\u4e2a\u56fd\u4f1a\u9009\u533a\u7ade\u9009\u5f00\u9500\u6700\u9ad820\u4e07\u4ee4\u5409\u548c\u6bcf\u4e2a\u5dde\u8bae\u5e2d10\u4e07\u4ee4\u5409\u3002<\/p>\n<p>\u73b0\u5728\uff0c\u69df\u5dde\u653f\u5e9c\u8bc1\u660e\u6211\u4eec\u4e0d\u53ea\u662f\u8eab\u4f53\u5e72\u51c0\uff0c\u884c\u653f\u7ba1\u7406\u66f4\u52a0\u5e72\u51c0\u548c\u900f\u660e\u3002\u901a\u8fc7\u516c\u5f00\u884c\u653f\u8bae\u5458\u7684\u4e2a\u4eba\u8d22\u4ea7\uff0c\u6211\u4eec\u4ee5\u884c\u52a8\u8bc1\u660e\u5ec9\u653f\u3002<\/p>\n<p>\u548c\u7ba1\u7406\u66f4\u52a0\u900f\u660e\u3002\u6211\u4eec\u5df2\u7ecf\u8868\u660e\uff0c\u6211\u4eec\u5173\u4e8e\u6c11\u65cf\u6c14\u8282\u7684\u4e25\u91cd\u7684\u516c\u5f00\u58f0\u660e\u6211\u4eec\u7684\u6700\u9876\u5c42\u7684\u5b98\u5458\uff0c\u56fd\u5bb6\u884c\u653f\u7406\u4e8b\u4f1a\u4f1a\u8bae\u7684\u4e2a\u4eba\u8d44\u4ea7\uff0c\u53bb\u5e74\uff0c\u69df\u57ce\u5dde\u8bae\u4f1a\u5df2\u901a\u8fc7\u69df\u57ce\u81ea\u7531\u8d44\u8baf\u6cd5\u6848\uff0c\u800c\u69df\u5dde\u5b9e\u65bd\u7684\u516c\u5f00\u62db\u6807\u5236\u5ea6\u4e5f\u8d62\u5f97\u4e86\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u548c\u603b\u7a3d\u67e5\u53f8\u7684\u79f0\u8d5e\u3002<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press
