The time has come for the BN government to implement this extension of the retirement age for the private sector before the next general elections.<\/p>\n<p>Around the world, it is increasingly difficult to find countries that set the retirement age at less than 60. Most European countries have 65 as the retirement age, while in others like the United States and Germany it is set at 67. Even our neighbouring countries like Thailand have already set it at 60.<br \/>\n<!--more--><br \/>\nThere is now a global trend to extend the retirement age, the result of higher life expectancy brought about by the advances into health sciences and the increasing availability of medicine, better nutrition and generally a better lifestyle. This is also evident in Malaysia where the average life expectancy has increased to 75, from 61 in 1970.<\/p>\n<p>Due to the increase in life expectancy, people around the age of 55 to 60 are in fact in the prime of their working life, and their experience should be optimally utilised rather than wasted. Someone in their prime should be allowed to further contribute rather than be left to pasture.<\/p>\n<p>Lastly, a higher retirement age will also allow Malaysians to earn and save more, especially in the current economic climate of uncertainty. According to the EPF, 73% of contributors have less than RM 50,000 saved while only 17% have over RM100,000 at the point of their retirement. <\/p>\n<p>How are people expected to survive the next 20 years with only RM50,000 worth of savings? With the increase in retirement age, people will be able to save more since they will be working longer at a higher income bracket.  <\/p>\n<p>More worryingly, Bank Negara\u2019s Annual Report 2010 revealed that Malaysia\u2019s household debt at end of 2010 was RM 581 billion or 76 per cent of GDP. Malaysia has the second-highest level of household debt in Asia, after South Korea. <\/p>\n<p>The Malaysian household debt service ratio was   47.8 per cent in 2010 or almost half of a household\u2019s income goes to repaying debts. A debt service ratio of more than 33% would be considered unhealthy. As a rule banks would not lend money to those whose total servicing of interest exceed one third of their income. Clearly Malaysians are becoming an indebted nation with the Malaysian government leading the way by giving the people money from borrowed loans.<\/p>\n<p>The Federal government debt to GDP(Gross Domestic Product) ratio has increased yearly from 53.1% in 2010, 53.8% in 2011 and 54.8% in 2012. Federal government debt rose by 71%  in  the 4 years from RM456 billion at end 2011 from RM266  billion in end 2007.<\/p>\n<p>This is one essential difference between BN and PR state governments. PR does not give money to the people from borrowed money, which ultimately has still to be paid by the people. PR state governments give money from budget surpluses where the people or their children are not required to repay back in future.<\/p>\n<p>With such a high household debt amongst Malaysians and with no help expected from the highly indebted Federal government of BN that can not even help themselves, the people needs to work longer to support themselves and their families. Who would want to continue working if they can afford to retire? For this reason, DAP urges the extension of the retirement age in the private sector similar to that done in the public sector.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8211; BM Translation &#8212;&#8211;<\/p>\n<p>Kenyataan Akhbar Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng Di Kuala Lumpur Pada 23.12.2011 <\/p>\n<p><strong>Dengan Nisbah Bayaran Hutang Isi Rumah 47.8 Peratus Pada 2010, Rakyat Malaysia Tiada Pilihan Lain Selain Bekerja Lebih Lama Dan BN Patut Melanjutkan Umur Persaraan Pekerja Sektor Swasta Selaras Dengan Sektor Awam. <\/strong><\/p>\n<p>DAP mencadangkan sokongan dwipartisan untuk lanjutan umur persaraan pekerja sektor swasta selaras dengan sektor awam, iaitu kepada 58 tahun atau pun 60 tahun seperti yang dicadangkan. Masa sudah tiba bagi Kerajaan BN untuk melaksanakan lanjutan umur persaraan untuk sektor swasta sebelum pilihan raya umum yang akan datang.<br \/>\nDi seluruh dunia, makin sukar untuk menemui negara yang menetapkan umur persaraan di bawah 60 tahun. <\/p>\n<p>Kebanyakan negara Europah menetapkan 65 sebagai umur persaraan, manakala negara-negara seperti Amerika Syarikat dan Jerman menetapkannya sebagai 67 tahun. Negara jiran kita seperti Thailand pun sudah menetapkan 60 sebagai umur persaraan. <\/p>\n<p>Dunia sejagat sedang melihat lanjutan umur persaraan disebabkan jangka hayat yang kian meningkat ekoran daripada kemajuan dalam sains kesihatan, ketersediaan perubatan, pemakanan yang lebih berkhasiat dan gaya hidup yang lebih sihat secara am. Ini juga jelas dilihat di Malaysia di mana jangka hayat secara purata telah meningkat kepada 75, berbanding dengan 61 pada tahun 1970. <\/p>\n<p>Disebabkan peningkatan jangka hayat ini, orang yang berumur sekitar 55 hingga 60 tahun sebenarnya berada dalam zaman paling produktif, dan pengalaman mereka haruslah digunakan secara optimum dan tidak dibazir. Mereka harus diberi peluang untuk menyumbang dan bukan dibiar begitu sahaja. <\/p>\n<p>Umur persaraan yang lebih tinggi juga akan membenarkan rakyat Malaysia mengumpul lebih pendapatan, terutama sekali dalam iklim ekonomi yang tidak menentu ini. Mengikut KWSP, 73 peratus daripada pencarumnya mempunyai simpanan kurang daripada RM50,000 sewaktu bersara manakala hanya 17 peratus mempunyai simpanan melebihi RM100,000. <\/p>\n<p>Bagaimanakah seseorang itu diharapkan untuk menyara kehidupan selama 20 tahun dengan simpanan sebanyak RM50,000? Dengan lanjutan umur persaraan, orang akan diberi peluang untuk mengumpul lebih banyak kerana dapat bekerja lebih lama dalam lingkungan gaji yang lebih tinggi. <\/p>\n<p>Yang lebih membimbangkan, Laporan Tahunan Bank Negara 2010 telah mendedahkan bahawa jumlah hutang isi rumah setakat akhir tahun 2010 berada di tahap RM581 bilion atau pun 76 peratus daripada KDNK. Ini bermakna Malaysia mempunyai tahap hutang isi rumah yang kedua paling tinggi di Asia selepas Korea Selatan.  <\/p>\n<p>Nisbah bayaran hutang isi rumah Malaysia berada di tahap 47.8 peratus pada tahun 2010, atau dalam erti kata lain, setengah daripada pendapatan isi rumah digunakan untuk pembayaran hutang. Nisbah bayaran hutang lebih daripada 33 peratus dianggap kurang baik. Biasanya, institusi kewangan tidak akan memberi pinjaman jika jumlah bayaran faedah melebihi satu pertiga pendapatan. Amat jelas bahawa negara Malaysia sedang menjadi negara yang berhutang, apatah lagi dengan Kerajaan Persekutuan yang memimpin dengan pemberian wang pinjaman kepada rakyat. <\/p>\n<p>Nisbah hutang Kerajaan Persekutuan kepada KDNK kian meningkat dari tahun ke tahun, dari 53.1 peratus pada 2010, 53.8 peratus pada 2011 kepada 54.8 peratus pada 2012. Jumlah hutang Kerajaan Persekutuan pula telah melonjak 71 peratus dalam 4 tahun kepada RM456 bilion pada akhir 2011 daripada RM266 bilion pada akhir 2007. <\/p>\n<p>Inilah satu perbezaan yang ketara di antara kerajaan-kerajaan BN dan PR. PR tidak memberi wang pinjaman kepada rakyat kerana hutang piutang itu kelak akan dibayar oleh rakyat juga. Kerajaan Negeri PR memberi wang yang diperolehi daripada belanjawan lebihan, di mana rakyat atau anak-anak mereka tidak akan dibebani hutang. <\/p>\n<p>Dengan hutang isi rumah yang sangat tinggi di Malaysia, dan tanpa apa-apa pertolongan daripada Kerajaan Persekutuan BN yang sendiri berhutang piutang, rakyat terpaksa bekerja lebih lama untuk menampung diri dan keluarga mereka. Siapa yang mahu bekerja jika boleh bersara? <\/p>\n<p>Untuk sebab ini, DAP menggesa supaya umur persaraan dalam sektor swasta dilanjutkan selaras dengan lanjutan yang dibuat untuk sektor &#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5df4\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2011\u5e7412\u670823\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u4ece2010\u5e74\u9a6c\u6765\u897f\u4e9a\u6bcf\u4e00\u540d\u56fd\u6c11\u7684\u5bb6\u5ead\u503a\u52a1\u5360\u4e86\u503a\u52a1\u6bd4\u738747.8%\uff0c\u6211\u56fd\u4eba\u6c11\u522b\u65e0\u9009\u62e9\uff0c\u5fc5\u987b\u5de5\u4f5c\u66f4\u591a\u5e74\uff0c\u56fd\u9635\u5e94\u8be5\u5c06\u79c1\u4eba\u754c\u804c\u5458\u7684\u9000\u4f11\u5e74\u9f84\u5ef6\u957f\u81f3\u4e0e\u516c\u5171\u670d\u52a1\u754c\u4e00\u6837\u3002<\/strong><\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u5efa\u8bae\u4e0d\u5206\u515a\u6d3e\uff0c\u652f\u6301\u5c06\u79c1\u4eba\u754c\u804c\u5458\u7684\u9000\u4f11\u5e74\u9f84\u5ef6\u957f\u81f3\u516c\u5171\u670d\u52a1\u754c\u4e00\u6837\uff0c\u4ece58\u5c81\u5ef6\u957f\u523060\u5c81\u3002\u662f\u65f6\u5019\u4e86\uff0c\u56fd\u9635\u5e94\u8be5\u5728\u6765\u5c4a\u5927\u9009\u524d\uff0c\u5ef6\u957f\u79c1\u4eba\u754c\u7684\u9000\u4f11\u5e74\u9f84\u3002<\/p>\n<p>\u7eb5\u89c2\u5168\u4e16\u754c\uff0c\u5df2\u7ecf\u5f88\u96be\u627e\u5230\u628a\u9000\u4f11\u5e74\u9f84\u8bbe\u5b9a\u572860\u5c81\u4ee5\u524d\u7684\u56fd\u5bb6\u3002\u5927\u591a\u6570\u6b27\u6d32\u56fd\u5bb6\u7684\u9000\u4f11\u5e74\u9f84\u662f65\u5c81\uff0c\u800c\u5176\u5b83\u7684\u5982\u7f8e\u56fd\u548c\u5fb7\u56fd\u5219\u4e3a67\u5c81\u3002\u5c31\u8fde\u6cf0\u56fd\u7684\u9000\u4f53\u5e74\u9f84\u4e5f\u662f60\u5c81\u3002<\/p>\n<p>\u968f\u7740\u533b\u5b66\u7684\u8fdb\u6b65\uff0c\u4eba\u5747\u5bff\u547d\u56e0\u66f4\u597d\u7684\u533b\u7597\u3001\u8425\u517b\u548c\u751f\u6d3b\u65b9\u5f0f\u800c\u5ef6\u957f\uff0c\u5168\u7403\u90fd\u8d8b\u5411\u5ef6\u957f\u9000\u4f11\u5e74\u9f84\u3002\u5728\u9a6c\u6765\u897f\u4e9a\uff0c\u4eba\u5747\u5bff\u547d\u4ece1970\u5e74\u768461\u5c81\u589e\u52a0\u523075\u5c81\u3002<\/p>\n<p>\u968f\u7740\u4eba\u5747\u5bff\u547d\u7684\u5ef6\u957f\uff0c55\u5c81\u81f360\u5c81\u4e4b\u524d\u7684\u4eba\u5176\u5b9e\u6b63\u5904\u4e8e\u5de5\u4f5c\u9ec4\u91d1\u671f\uff0c\u4ed6\u4eec\u7684\u7ecf\u9a8c\u5e94\u8be5\u88ab\u5229\u7528\u800c\u4e0d\u662f\u6d6a\u8d39\u3002\u5728\u8fd9\u4e2a\u9ec4\u91d1\u5e74\u9f84\u7684\u4eba\u5e94\u8be5\u7ee7\u7eed\u8d21\u732e\uff0c\u800c\u4e0d\u662f\u88ab\u79bb\u5f00\u804c\u573a\u3002<\/p>\n<p>\u6700\u540e\uff0c\u5ef6\u957f\u9000\u4f11\u5e74\u9f84\u4e5f\u5c06\u8ba9\u9a6c\u6765\u897f\u4e9a\u4eba\u6c11\u8d5a\u66f4\u591a\u94b1\u53ca\u5b58\u66f4\u591a\u94b1\uff0c\u7279\u522b\u662f\u5728\u8fd9\u79cd\u4e0d\u786e\u5b9a\u7684\u7ecf\u6d4e\u6c14\u5019\u5e95\u4e0b\u3002\u6839\u636e\u516c\u79ef\u91d1\u5c40\u7684\u8bb0\u5f55\uff0c73%\u7684\u516c\u79ef\u91d1\u5c40\u4f1a\u5458\u5b58\u6b3e\u5230\u4e86\u9000\u4f11\u65f6\u5c11\u4e8e5\u4e07\u4ee4\u5409\uff0c\u53ea\u670917%\u4f1a\u5458\u5b58\u6b3e\u4f1a\u591a\u8fc710\u4e07\u4ee4\u5409\u3002<\/p>\n<p>\u5728\u5b58\u6b3e\u53ea\u67095\u4e07\u4ee4\u5409\u7684\u60c5\u51b5\u4e0b\uff0c\u8981\u4e00\u4e2a\u9000\u4f53\u4eba\u58eb\u5982\u4f55\u5ea6\u8fc7\u63a5\u4e0b\u6765\u768420\u5e74\uff1f\u968f\u7740\u9000\u4f11\u5e74\u9f84\u7684\u5ef6\u957f\uff0c\u4eba\u4eec\u80fd\u5728\u5de5\u4f5c\u591a\u51e0\u5e74\u7684\u60c5\u51b5\u4e0b\u83b7\u5f97\u66f4\u9ad8\u7684\u85aa\u6c34\u800c\u62e5\u6709\u66f4\u591a\u7684\u50a8\u84c4\u3002<\/p>\n<p>\u66f4\u4ee4\u4eba\u62c5\u5fe7\u7684\u662f\uff0c\u4e16\u754c\u94f6\u884c2010\u5e74\u5ea6\u62a5\u544a\u63ed\u9732\u9a6c\u6765\u897f\u4e9a\u7684\u5bb6\u5ead\u503a\u52a1\u5230\u4e862010\u5e74\u4e3a581\u4ebf\u4ee4\u5409\u6216\u56fd\u6c11\u751f\u4ea7\u603b\u503c\u768476%\u3002\u9a6c\u6765\u897f\u4e9a\u7684\u5bb6\u5ead\u503a\u52a1\u662f\u4e9a\u6d32\u7b2c\u4e8c\u9ad8\uff0c\u4ec5\u6b21\u4e8e\u97e9\u56fd\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u7684\u5bb6\u5ead\u503a\u52a1\u6bd4\u4f8b\u57282010\u5e74\u5360\u4e8647.8% \u6216\u51e0\u4e4e\u5360\u4e86\u6bcf\u4e2a\u5bb6\u5ead\u6536\u5165\u7684\u4e00\u534a\u3002\u4e00\u822c\u4e0a\u82e5\u5bb6\u5ead\u503a\u52a1\u6bd4\u4f8b\u8d85\u8fc733%\uff0c\u5c06\u4f1a\u88ab\u89c6\u4e3a\u4e0d\u5065\u5eb7\u72b6\u6001\u3002\u94f6\u884c\u7684\u5e38\u89c4\u662f\u4e0d\u4f1a\u8d37\u6b3e\u7ed9\u90a3\u4e9b\u503a\u52a1\u8d85\u8fc7\u6536\u5165\u4e09\u5206\u4e4b\u4e00\u7684\u5bb6\u5ead\u3002\u5f88\u660e\u663e\u5730\uff0c\u9a6c\u6765\u897f\u4e9a\u4eba\u6c11\u5c06\u548c\u9a6c\u6765\u897f\u4e9a\u653f\u5e9c\u4e00\u6837\u6210\u4e3a\u8d1f\u503a\u7d2f\u7d2f\u7684\u56fd\u6c11\uff0c\u56e0\u4e3a\u540e\u8005\u7adf\u7136\u7528\u501f\u94b1\u6765\u6d3e\u94b1\u7ed9\u4eba\u6c11\u3002<\/p>\n<p>\u8054\u90a6\u653f\u5e9c\u7684\u503a\u52a1\u4e0e\u56fd\u6c11\u751f\u4ea7\u603b\u503c\u7684\u6bd4\u7387\uff08GDP\uff09\u9010\u5e74\u589e\u52a0\uff0c\u4ece2010\u5e7453.1%\uff0c\u589e\u52a0\u81f32011\u5e7453.8% \u53ca2012\u5e7454.8%\u3002\u8054\u90a6\u653f\u5e9c\u7684\u503a\u52a1\u4ece2007\u5e74\u76842660\u4ebf\u4ee4\u5409\uff0c\u56db\u5e74\u5185\u589e\u52a071%\uff0c\u57282011\u5e74\u8fbe\u52304560\u4ebf\u4ee4\u5409\u3002<\/p>\n<p>\u8fd9\u5c31\u662f\u56fd\u9635\u548c\u6c11\u8054\u653f\u5e9c\u7684\u4e3b\u8981\u5dee\u522b\u3002\u6c11\u8054\u4e0d\u4f1a\u628a\u501f\u6765\u7684\u94b1\u6d3e\u7ed9\u4eba\u6c11\uff0c\u56e0\u4e3a\u5982\u6b64\u4e00\u6765\uff0c\u4eba\u6c11\u6700\u7ec8\u8fd8\u662f\u8981\u8d1f\u503a\u3002\u6c11\u8054\u6d3e\u7684\u94b1\u662f\u8d22\u653f\u9884\u7b97\u7684\u76c8\u4f59\uff0c\u4eba\u6c11\u4e0e\u4ed6\u4eec\u7684\u5b69\u5b50\u4e0d\u7528\u5728\u672a\u6765\u80cc\u8d1f\u503a\u52a1\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u4eba\u7684\u5bb6\u5ead\u503a\u52a1\u5c45\u9ad8\u4e0d\u4e0b\u7684\u60c5\u51b5\u4e0b\uff0c\u52a0\u4e0a\u56fd\u9635\u8054\u90a6\u653f\u5e9c\u5df2\u7ecf\u503a\u53f0\u9ad8\u7b51\u3001\u81ea\u8eab\u96be\u4fdd\uff0c\u6211\u4eec\u65e0\u6cd5\u5962\u671b\u4ed6\u4eec\u7684\u534f\u52a9\uff0c\u4eba\u6c11\u522b\u65e0\u9009\u62e9\uff0c\u5fc5\u987b\u5de5\u4f5c\u66f4\u591a\u5e74\u6765\u517b\u5bb6\u3002\u4f46\u662f\uff0c\u5982\u679c\u6709\u80fd\u529b\u9000\u4f53\uff0c\u53c8\u6709\u8c01\u60f3\u7ee7\u7eed\u5de5\u4f5c\uff1f\u56e0\u6b64\uff0c\u884c\u52a8\u515a\u4fc3\u8bf7\u5f53\u5c40\u5c06\u79c1\u4eba\u754c\u804c\u5458\u7684\u9000\u4f11\u5e74\u9f84\u5ef6\u957f\u81f3\u4e0e\u516c\u5171\u670d\u52a1\u754c\u4e00\u6837\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>DAP
