I am pleased to see so many participants with great interest in exploring issues on climate change, carbon reduction and solar energy.<br \/>\n<!--more--><br \/>\nIn collaboration with the Penang State Government, the Penang Green Council will be organizing the \u201cPenang Mini Green Expo\u201d on 17 and 18 December 2011 from 11 am to 9 pm.  This fair represents the culmination of the hard work by the Penang Green Council (PGC) over the last two and a half months under the able leadership of PGC General Manager Thing Siew Shuen. <\/p>\n<p>The objectives of this educational expo are to introduce the vision and mission of the Penang Green Council that was set up by the Penang State Government in Oct 2011, to create awareness amongst the general public on the importance of utilizing resources in a sustainable way. We also wish to introduce solar power as one of the key sources of renewable energy, and to promote our main exhibition \u2013 \u201cConserving for Tomorrow &#8211; Full Chapter\u201d in September 2012.<\/p>\n<p>To transform Penang into an international and intelligent city, we must rebrand Penang as being synonymous with quality, reliability, safety, sustainability and integrity. We must not only be a location of choice for investors and destination of choice for tourists but also a habitat of choice for those residents who desire sustainable living. Sustainable development that allows resources to be utilized today in a manner that will be still be available tomorrow.<\/p>\n<p>In Penang, we have introduced many programs that promotes low carbon lifestyle. The Car-Free Day that just kicked off last Sunday is one of our efforts in reducing carbon emission and a healthy lifestyle. So is increasing the number of public parks. The BEST bus and CAT bus services subsidized by state government have not only helped the travelers but also reducing individual vehicles travelling on the road.<br \/>\n\u201c<br \/>\nAnd of course our famous \u201cNo Free Plastic Bags and 3R\u201d, the only state in Malaysia to do so that was launched in 2009. Since this green initiative began, we noticed that the volume of disposable waste has reduced by nearly 10%.<\/p>\n<p>In 2007, 696,743 metric tons of waste was disposed off in Penang. The volume of disposed waste was reduced to 645,019 metric tons in 2009 and followed by a further reduction to 639,743 metric tons in 2010. This year, Penang achieved recycling rate at 23.8% which exceeds the target set by the Federal government( 22% ) for 2020. This means we are nine years ahead of time.<\/p>\n<p>It is just not saving the cost of waste management and extending the lifespan of the landfill at Pulau Burung, we also managed to raise the awareness on 3Rs(Reduce, reuse and recycling) among the people. <\/p>\n<p>In this Mini Green Expo, 15 exhibitors comprising government agencies, non-governmental organizations and private sector companies have taken part in this event. Powercom Co. Ltd. from Taiwan will exhibit information on the past, present and future of solar (photovoltaic) energy. Volunteers from University of Science Malaysia will show the carbon output from activities in our daily lives and its contribution to climate change. <\/p>\n<p>One of the main focuses of this Mini Green Expo is solar energy. Since the Federal government implemented Feed-in-Tariff (FiT) beginning 1 December 2011, we need to encourage the utilization of renewable energy. The irradiance or sunlight exposure in Penang is the No.2 highest in Malaysia  and we should be take advantange of the feed-in tariff programme to generate solar energy to be sold back to TNB like any IPP.<\/p>\n<p>Unfortunately the Renewable Energy Fund is inadequate as it is only RM 300 million from the 1% levy on consumption of more than 300kwh or electricity bills more than RM 77 per month. Assuming an installed capacity of 3 kW only 2,217 households can benefit. With 1kW installed capacity only 6,651 households benefit. Only 6,651 household throughout Malaysia are qualified and available and only from 2013? <\/p>\n<p>This is grossly insufficient. The Renewable Energy Fund must be increased from the present RM 300 million by at least another RM1 billion. The time has come for Independent Power Producers or IPPs to plough back their billions of ringgit in annual profits  and contribute back to society with RM 1 billion annually to the RE Fund to help develop solar and renewable energy as alternative energy sources. After all if IPPs can benefit nearly RM20 billion from gas subsidies what is RM1 billion to allow all Malaysians to use solar energy and become a nano-IPP by selling back solar energy generated to TNB.<\/p>\n<p>Nevertheless, my opinion is that the quota for solar, which accounts for 50MW of the 190 MW or 26% of the entire quota for renewable energy for 2011\/2012 is inadequate as the entire quota for solar have been taken up except for some insignificant capacity allocated for individuals. Taking cognisance of the overwhelming response for FIT for solar, I would like to urge SEDA to increase the quota, so that we could expedite the achievement of \u2018grid-parity\u2019, thus making renewable energy the way of life.<\/p>\n<p>Today, the state government will also be presenting Penang Green Schools Award to four schools. Congratulations to SMK Dato Onn, SJK(C)True Light , SMK Methodist Girls\u2019 School, SJK(C) Perempuan China which has entered the final stage. I understand that our judges had difficulties in selecting the Excellent Green School this year, because they are equally outstanding.  I am sure that all of you must be very impressed with the achievements of the four schools through their presentation this morning. \u6211\u4eec\u4e5f\u662f\u5168\u56fd\u552f\u4e00\u6267\u884c\u5929\u5929\u65e0\u514d\u8d39\u5851\u80f6\u888b\u548c3R\u7684\u5dde\u5c5e\uff0c\u4ece2009\u5e74\u5f00\u59cb\uff0c\u6211\u4eec\u53d1\u73b0\u7528\u540e\u5373\u4e22\u7684\u5783\u573e\u51cf\u5c11\u4e86\u8fd110%\u3002<\/p>\n<p>\u69df\u5dde\u57282007\u5e74\u7684\u5783\u573e\u8fbe6\u4e079\u53436743\u5428\uff0c2009\u5e74\u51cf\u5c11\u52306\u4e074\u53435019\u5428\uff0c2010\u5e74\u4e0b\u8dcc\u52306\u4e073\u53439743\u5428\u3002\u4eca\u5e74\uff0c\u69df\u57ce\u56de\u6536\u7387\u8fbe\u523023.8\uff05\uff0c\u8d85\u8fc7\u8054\u90a6\u653f\u5e9c\u5b9a\u4e0b2020\u5e7422\uff05\u7684\u76ee\u6807\u3002\u8fd9\u610f\u5473\u7740\u6211\u4eec\u63d0\u524d\u4e869\u5e74\u3002<\/p>\n<p>\u8fd9\u4e2a\u8ff7\u4f60\u7eff\u8272\u535a\u89c8\u4f1a\u670915\u4e2a\u53c2\u5c55\u5546\uff0c\u5305\u62ec\u653f\u5e9c\u673a\u6784\u3001\u975e\u653f\u5e9c\u7ec4\u7ec7\u548c\u79c1\u4eba\u516c\u53f8\uff0c\u6765\u81ea\u53f0\u6e7e\u7684Powercom\u6709\u9650\u516c\u53f8\u5c06\u5c55\u51fa\u592a\u9633\u5149\u7535\u8fc7\u53bb\u3001\u73b0\u5728\u548c\u672a\u6765\u7684\u8d44\u8baf\uff0c\u7406\u5927\u5fd7\u5de5\u5c06\u5c55\u51fa\u6211\u4eec\u65e5\u5e38\u751f\u6d3b\u4e2d\u6392\u653e\u7684\u78b3\u6392\u3002<\/p>\n<p>\u592a\u9633\u80fd\u662f\u535a\u89c8\u4f1a\u7684\u7126\u70b9\u4e4b\u4e00\u3002\u8054\u90a6\u653f\u5e9c\u4e8e\u4eca\u5e7412\u67081\u65e5\u843d\u5b9e\u7535\u529b\u6536\u8d2d\u5236\u5ea6\uff08FIT\uff09\uff0c\u6211\u4eec\u9f13\u52b1\u5927\u5bb6\u5229\u7528\u518d\u751f\u80fd\u6e90\u3002\u69df\u57ce\u7684\u65e5\u5149\u662f\u5168\u9a6c\u7b2c\u4e8c\u9ad8\uff0c\u6211\u4eec\u5e94\u8be5\u5584\u7528FIT\u4ea7\u7535\u540e\uff0c\u5982\u72ec\u7acb\u53d1\u7535\u5382\u4e00\u6837\u5356\u7535\u7ed9\u56fd\u80fd\u3002<\/p>\n<p>\u53ea\u67093\u4ebf\u4ee4\u5409\u7684\u518d\u751f\u80fd\u6e90\u57fa\u91d1\u662f\u4e0d\u591f\u7684\uff0c\u8fd9\u57fa\u91d1\u53ea\u5411\u7528\u7535\u8d85\u8fc7300\u5343\u74e6\uff08KW)\u6216\u6bcf\u6708\u7535\u8d39\u8d85\u8fc777\u4ee4\u5409\u7684\u7528\u6237\u5f81\u6536\u591a1%\u8d39\u7528\u3002\u5047\u8bbe\u53ea\u6709\u5b89\u88c53\u5343\u74e6\u592a\u9633\u5149\u7535\u677f\u76842217\u4f4f\u6237\u53d7\u60e0\uff0c
