Failure to fight corruption will certainly lead to failure of his ETP of transforming Malaysia into a high-income economy by 2020.<\/p>\n<p><!--more-->Malaysia\u2019s Corruption Perception Index (CPI) score has worsened for the third year running, slipping to 4.3 this year from 4.4 in 2010. Worse Malaysia\u2019s country ranking also fell to 60 out of 183 countries from 56 out of 178 last year. In 2003 when Tun Abdullah Ahmad Badawi took over as Malaysia\u2019s fifth Prime Minister, Malaysia was ranked 37 in the survey covering 146 countries.<\/p>\n<p>TI\u2019s survey of 1,000 respondents also found that the police and political parties were seen as the most corrupt institutions in the country, with most Malaysians believing that corruption levels would remain the same in the next three years.<\/p>\n<p>TI Malaysia Deputy President Mohammad Ali even noted that Malaysia\u2019s CPI has continued to decline as &#8220;elements of state\u201d that facilitated &#8216;grand corruption&#8217; were still prevalent.<\/p>\n<p>Such a damning indictment by TI explains UMNO\u2019s vicious attacks against DAP at the UMNO General Assembly centered on racism, sex, lies and vulgar language. UMNO\u2019s attack on soft targets like Christians, Chinese, Bersih Chair S. Ambiga, DAP as trying to dominate the country and oppress the Malays, and even calling voters of DAP as bastards is a desperate attempt to distract attention from UMNO\u2019s failure to address the hard targets of corruption, cronyism and abuse of power.<\/p>\n<p>No criticism is levelled at the expose by the 2010 Auditor-General Report of over-expenditure of RM3.7 billion by government departments. No mention is made about the cows and condos scandal involving the family of a Federal Minister.<\/p>\n<p>One wonders why is the ordinary Pak Chik in the kampong not given such an opportunity? No questions are raised why money from a RM250 million can be approved and released two years even before the agreement was signed by both parties. Every UMNO leader wants to cover up the scandal of using money meant to rear cows has been diverted to buy not one but two luxury condominiums.<\/p>\n<p>Malaysians want integrity not corruption, open tenders not negotiated tenders, no toll hikes instead of toll hikes that benefits only the few toll operators, freedom not oppression and rule of law instead of injustice. There is only hope for corruption if we can successfully curb corruption. Corruption will be the main issue in the next general elections where the people can either choose to support BN that has stolen our future for the last 54 years or reject BN to prevent our children\u2019s future from being stolen again.<\/p>\n<p>LIM GUAN ENG<\/p>\n<p>&#8212;&#8212; BM Translation&#8212;<\/p>\n<p>Kenyataan Akhbar Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng di Kuala Lumpur pada 2.12.2011<\/p>\n<p>Prestasi Terburuk Malaysia Selama 10 Tahun Dalam Laporan Indeks Persepsi Rasuah 2011 Oleh Transparency International Menggariskan Kegagalan Perdana Menteri Untuk Mencapai Matlamat Anti-Rasuah Dalam Program Transformasi Kerajaan (GTP) Serta Status Ekonomi Pendapatan Tinggi Menjelang 2020 Dalam Program Transformasi Ekonomi (ETP).<\/p>\n<p>Prestasi terburuk Malaysia selama 10 tahun dalam laporan Indeks Persepsi Rasuah 2011 oleh Transparency International (TI) menggariskan kegagalan Perdana Menteri Dato\u2019 Sri Najib Tun Razak untuk mencapai matlamat anti-rasuah dalam Program Transformasi Kerajaan (GTP). Kegagalan untuk menangani gejala rasuah ini lantas akan membawa kepada kegagalan Program Transformasi Ekonomi (ETP) untuk mentransformasikan ekonomi Malaysia kepada sebuah ekonomi pendapatan tinggi menjelang 2020.<\/p>\n<p>Indeks Persepsi Rasuah (CPI) Malaysia telah menurun untuk tiga tahun berturut-turut, iaitu 4.3 bagi tahun ini berbanding 4.4 pada tahun lepas. Lebih teruknya, kedudukan Malaysia telah jatuh kepada tangga ke-60 daripada 183 negara, berbanding tangga ke-56 daripada 178 negara pada tahun lepas. Pada tahun 2003 apabila Tun Abdullah Ahmad Badawi mengambil alih pucuk pimpinan negara sebagai Perdana Menteri kelima, Malaysia berada di tangga ke-37 dalam kaji selidik tersebut yang merangkumi 146 negara.<\/p>\n<p>Kaji selidik TI ke atas 1,000 orang responden juga mendapati bahawa pihak polis dan parti-parti politik dilihat sebagai institusi-institusi yang paling korup dalam negara. Juga dilaporkan bahawa kebanyakan warga Malaysia percaya tahap rasuah tidak akan berubah dalam masa 3 tahun akan datang.<\/p>\n<p>Timbalan Presiden TI Malaysia Mohammad Ali juga berkata bahawa CPI Malaysia terus merosot kerana \u201cunsur-unsur kerajaan\u201d yang memudahkan \u201crasuah besar\u201d masih lagi tersebar luas.<\/p>\n<p>Dakwaan yang begitu berat oleh TI jelas menerangkan serangan ganas UMNO terhadap DAP dalam Perhimpunan Agung UMNO yang berkisar pada perkauman, seks, fitnah dan bahasa kotor. Serangan UMNO terhadap sasaran mudah seperti Kristian, Cina, Pengerusi Bersih S. Ambiga, dan DAP sebagai penindas orang Melayu yang kononnya hendak menguasai negara, sampai penyokong DAP dilabel sebagai bangsat, merupakan tindakan terdesak untuk mengalih perhatian daripada kegagalan UMNO untuk menangani masalah-masalah seperti rasuah, kronisme dan penyalahgunaan kuasa.<\/p>\n<p>Tidak pula ada kritikan mengenai Laporan Ketua Audit Negara 2010 yang telah mendedahkan terlebihan belanja sebanyak RM3.7 bilion oleh jabatan-jabatan kerajaan. Tidak pula disebut tentang skandal lembu dan kondo yang melibatkan keluarga seorang Menteri Persekutuan.<\/p>\n<p>Soalan patut ditanya kenapa pakcik biasa di kampung tidak pernah diberi peluang yang serupa? Tidak pula disoal kenapa duit daripada pinjaman RM250 juta boleh diberi dua tahun sebelum perjanjian ditandatangani oleh kedua-dua pihak. Setiap pemimpin UMNO hanya ingin menutup skandal di mana duit yang sepatutnya digunakan untuk penternakan lembu telah digunakan untuk membeli bukan sebuah tetapi dua buah kondominium mewah.<\/p>\n<p>Rakyat Malaysia menginginkan integriti dan bukan rasuah, tender terbuka dan bukan rundingan terus, tiada kenaikan tol dan bukan kenaikan tol yang membawa manfaat kepada syarikat-syarikat pengendali tol, kebebasan dan bukan penindasan, serta keluhuran undang-undang dan bukan ketidakadilan. Harapan untuk membasmi rasuah tidak akan tercapai selagi kita tidak mengambil langkah untuk menanganinya. Rasuah akan menjadi isu utama dalam pilihan raya umum yang akan datang, di mana rakyat boleh memilih sama ada untuk menyokong BN yang telah mencuri masa depan kita selama 54 tahun atau untuk menolak BN untuk mencegah masa depan anak-anak kita daripada dilenyapkan.<\/p>\n<p>&#8212;- Mandarin Translation &#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2011\u5e7412\u67082\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u57282011\u5e74\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u62a5\u544a\u4e2d\u5f97\u523010\u5e74\u6765\u6700\u7cdf\u7cd5\u7684\u6392\u540d\u4e0e\u5f97\u5206\uff0c\u51f8\u663e\u4e86\u9996\u76f8\u63a8\u884c\u7684\u5bf9\u6297\u8d2a\u6c61\u548c2010\u5e74\u9ad8\u6536\u5165\u56fd\u7684\u653f\u5e9c\u8f6c\u578b\u8ba1\u5212\uff08GTP\uff09 \u5931\u8d25\u3002<\/p>\n<p>\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u516c\u5e03\u76842011\u5e74\u8d2a\u6c61\u5370\u8c61\u6307\u6570\u62a5\u544a\u4e2d\uff0c\u9a6c\u6765\u897f\u4e9a\u5f97\u523010\u5e74\u6765\u6700\u7cdf\u7cd5\u7684\u8bc4\u5206\uff0c\u663e\u793a\u4e86\u9996\u76f8\u62ff\u7763\u65af\u91cc\u7eb3\u5409\u5bf9\u6297\u8d2a\u6c61\u7684\u653f\u5e9c\u8f6c\u578b\u8ba1\u5212\uff08GTP\uff09\u662f\u5931\u8d25\u7684\uff0c\u65e0\u6cd5\u6253\u51fb\u8d2a\u6c61\u4e5f\u6ce8\u5b9a\u4e86\u4ed6\u8981\u5927\u9a6c\u57282020\u5e74\u8f6c\u578b\u4e3a\u9ad8\u6536\u5165\u56fd\u7684\u7ecf\u6d4e\u8f6c\u578b\u8ba1\u5212\uff08ETP\uff09\u5931\u8d25\u3002<\/p>\n<p>\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u9488\u5bf91000\u4eba\u5c55\u5f00\u7684\u6c11\u8c03\u663e\u793a\uff0c\u6c11\u4f17\u5c06\u8b66\u65b9\u4e0e\u653f\u515a\u5217\u4e3a\u5927\u9a6c\u6700\u8150\u8d25\u7684\u5355\u4f4d\uff0c\u591a\u6570\u53d7\u8bbf\u8005\u8ba4\u4e3a\u5927\u9a6c\u672a\u67653\u5e74\u7684\u8d2a\u6c61\u95ee\u9898\u5c06\u4fdd\u6301\u4e0d\u53d8\u3002<\/p>\n<p>\u5927\u9a6c\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u526f\u4e3b\u5e2d\u963f\u91cc\u54c8\u5c71\u751a\u81f3\u6307\u51fa\uff0c\u5927\u9a6c\u6d88\u8d39\u8005\u7269\u4ef7\u6307\u6570\u7ee7\u7eed\u4e0b\u964d\uff0c\u662f\u56e0\u4e3a\u201c\u653f\u5e9c\u56e0\u7d20\u201d\u4fc3\u4f7f\u201c\u5927\u8150\u8d25\u201d\u7ee7\u7eed\u76db\u884c\u3002<\/p>\n<p>\u56fd\u9645\u900f\u660e\u7ec4\u7ec7\u5982\u6b64\u786e\u51ff\u7684\u6307\u63a7\uff0c\u8db3\u4ee5\u89e3\u91ca\u5deb\u7edf\u5728\u4ee3\u8868\u5927\u4f1a\u4e0a\u5bf9\u6c11\u4e3b\u884c\u52a8\u515a\u4f5c\u51fa\u79cd\u65cf\u3001\u6027\u522b\u3001\u8c0e\u8a00\u548c\u7c97\u4fd7\u8bed\u8a00\u7b49\u6076\u6027\u653b\u51fb\u3002\u5deb\u7edf\u4e13\u6311\u8f6f\u7684\u6765\u5403\uff0c\u653b\u51fb\u57fa\u7763\u5f92\u3001\u534e\u4eba\u3001\u51c0\u9009\u76df\u4e3b\u5e2d\u5b89\u7f8e\u5609\uff0c\u548c\u8bec\u8511\u884c\u52a8\u515a\u6b3a\u538b\u9a6c\u6765\u4eba\u4ee5\u593a\u53d6\u653f\u6743\uff0c\u751a\u81f3\u6807\u7b7e\u884c\u52a8\u515a\u7684\u652f\u6301\u8005\u4e3a\u201c\u6742\u79cd\u201d\uff0c\u8fd9\u90fd\u662f\u4e3a\u4e86\u8f6c\u79fb\u5deb\u7edf\u65e0\u6cd5\u89e3\u51b3\u8d2a\u6c61\u3001\u670b\u515a\u4e3b\u4e49\u548c\u6ee5\u6743\u7684\u89c6\u7ebf\u3002<\/p>\n<p>\u5bf9\u4e8e2010\u5e74\u603b\u7a3d\u67e5\u53f8\u62a5\u544a\u63ed\u53d1\u653f\u5e9c\u673a\u6784\u8d85\u652f37\u4ebf\u4ee4\u5409\uff0c\u8fd8\u6709\u4e00\u540d\u8054\u90a6\u90e8\u957f\u5bb6\u4eba\u6d89\u53ca\u7684\u8c6a\u5b85\u517b\u725b\u4e11\u95fb\uff0c\u5deb\u7edf\u53ea\u5b57\u4e0d\u63d0\uff0c\u66f4\u522b\u8bf4\u6279\u8bc4\u4e86\u3002<\/p>\n<p>\u5e94\u8be5\u8981\u95ee\u7684\u662f\uff0c\u4e3a\u4ec0\u4e48\u4e61\u533a\u7236\u8001\u6ca1\u6709\u83b7\u5f97\u4e00\u6837\u7684\u673a\u4f1a\uff1f\u6ca1\u6709\u4eba\u95ee\u8d77\uff0c\u4e3a\u4ec0\u4e482\u4ebf5\u5343\u4e07\u4ee4\u5409\u4e2d\u7684\u94b1\u5728\u53cc\u65b9\u672a\u7b7e\u7ea6\u524d\u5c31\u53d1\u653e2\u5e74\u3002\u539f\u672c\u5e94\u8be5\u517b\u725b\u7684\u94b1\u5374\u7528\u6765\u4e70\u4e86\u4e0d\u53ea1\u95f4\uff0c\u800c\u662f2\u95f4\u8c6a\u534e\u516c\u5bd3\u7684\u4e8b\uff0c\u6bcf\u4e2a\u5deb\u7edf\u9886\u8896\u53ea\u60f3\u8981\u906e\u76d6\u8fd9\u4e11\u95fb\u3002<\/p>\n<p>\u5927\u9a6c\u56fd\u6c11\u8981\u5b8c\u6574\u6027\u800c\u975e\u8d2a\u6c61\u3001\u8981\u516c\u5f00\u62db\u6807\u800c\u975e\u8c08\u5224\u3001\u8981\u5927\u9053\u4e0d\u6da8\u4ef7\u800c\u975e\u53ea\u5e26\u7ed9\u5927\u9053\u516c\u53f8\u597d\u5904\u7684\u6da8\u4ef7\u3001\u8981\u81ea\u7531\u800c\u975e\u6b3a\u538b\u3001\u8981\u6cd5\u6cbb\u800c\u975e\u4e0d\u516c\u5e73\u3002\u53ea\u6709\u6211\u4eec\u91c7\u53d6\u884c\u52a8\u624d\u80fd\u6d88\u706d\u8d2a\u6c61\u8150\u8d25\uff0c\u8d2a\u6c61\u5c06\u6210\u4e3a\u4e0b\u5c4a\u5927\u9009\u7684\u4e3b\u8981\u8bfe\u9898\uff0c\u4eba\u6c11\u53ef\u4ee5\u51b3\u5b9a\u662f\u5426\u652f\u6301\u5728\u8fc7\u53bb54\u5e74\u5077\u53d6\u4e86\u6211\u4eec\u672a\u6765\u7684\u56fd\u9635\uff0c\u6216\u662f\u4e3a\u4e86\u4fdd\u62a4\u6211\u4eec\u5b69\u5b50\u7684\u672a\u6765\u518d\u88ab\u76d7\u53d6\u800c\u62d2\u7edd\u56fd\u9635\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press
