The numbers just do not add up when the Federal government still expects revenues to increase from RM183 billion this year to RM186 billion next year despite the lower dividend payments from Petronas. <\/p>\n<p>Unlike PR state government that funds cash aid to the poor from a surplus budget, BN\u2019s 2012 Election budget relies on deficit spending to buy votes. Many economists have warned that the 2012 Budget risks committing the country to the path of unsustainable spending at a time when the global economic outlook appears to be a recession.<br \/>\n <!--more--><br \/>\nDr Marie-Aimee Tourres, a senior research fellow at the faculty of economics and administration at the University of Malaya, said that the budget&#8217;s &#8220;goodie strategy&#8221; was not linked to any productivity commitment. Clearly this Election Budget is designed to please voters. At the same time, DAP does not find any measures to combat corruption or plug leakages so that resources can be released for public benefit.<\/p>\n<p>For this reason, the Federal government\u2019s target of reducing the budget deficit from RM45.5 billion this year to RM43 billion in 2012 or 5.4%  to 4.7% of GDP is unlikely to be reached. Revenue collection is overly optimistic and may result in higher federal government debt to fund the deficit spending. <\/p>\n<p>The Federal government debt to GDP(Gross Domestic Product) ratio has increased yearly from 53.1% in 2010, 53.8% in 2011 and 54.8% in 2012. Federal government debt rose by 12% in 2011 to RM456 billion from RM407 billion in 2010. To ensure debt sustainability, the Federal government has imposed a 55% ratio to GDP rule. This 54.8% ratio to GDP by 2012 hovers dangerously close to the 55% Federal government debt to GDP  rule. <\/p>\n<p>More worryingly, Bank Negara\u2019s Annual Report 2010 revealed that Malaysia\u2019s household debt at end of 2010 was RM 581 billion or 76 per cent of GDP. Malaysia has the second-highest level of household debt in Asia, after South Korea. <\/p>\n<p>The Malaysian household debt service ratio was   47.8 per cent in 2010 or almost half of a household\u2019s income goes to repaying debts. A debt service ratio of more than 33% would be considered unhealthy. As a rule banks would not lend money to those whose total servicing of interest exceed one third of their income. Clearly Malaysians are becoming an indebted nation with the Malaysian government leading the way by giving the people money from borrowed loans.<\/p>\n<p>This is one essential difference between BN and PR state governments. PR does not give money to the people from borrowed money, which ultimately has still to be paid by the people. PR state governments give money from budget surpluses where the people or their children are not required to repay back in future.<\/p>\n<p>&#8212;&#8212;&#8212;-BM Translation&#8212;&#8212;<br \/>\nKenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, Lim Guan Eng pada 12.10.2011 di Pulau Pinang. <\/p>\n<p><strong>Tidak seperti kerajaan-kerajaan negeri Pakatan Rakyat yang memberikan dana bantuan kepada golongan miskin melalui lebihan bajet, bajet pilihan raya BN untuk 2012 bergantung kepada defisit perbelanjaan dan pinjaman kewangan yang akhirnya perlu dibayar oleh rakyat. <\/strong><\/p>\n<p>Walaupun bantuan wang tunai kepada golongan miskin dan rakyat Malaysia dialu- alukan, timbulnya persoalan di manakah Kerajaan Persekutuan akan mencari wang apabila Petronas dijangka hanya akan menyumbang dividen sebanyak RM28 bilion pada tahun ini ataupun RM2 bilion kurang berbanding tahun 2011. Jelas bahawa unjuran Kerajaan Persekutuan bahawa pendapatan akan meningkat daripada RM183 bilion tahun ini kepada RM186 bilion tahun depan adalah tidak munasabah memandangkan dividen daripada Petronas dijangka berkurang. <\/p>\n<p>Tidak seperti Kerajaan Negeri Pakatan Rakyat yang memberikan bantuan tunai kepada golongan miskin daripada lebihan bajet, bajet pilihan raya BN 2012 pula hanya bergantung kepada perbelanjaan defisit untuk meraih undi. Ramai pakar ekonomi telah memberi amaran bahawa risiko bajet 2012 membawa negara kepada perbelanjaan yang tidak mampan kerana dibelanjakan ketika ekonomi dunia mengalami kemelesetan. <\/p>\n<p>Dr Marie-Aimee Tourres, seorang felo penyelidik kanan di fakulti ekonomi dan pentadbiran Universiti Malaya, berkata bahawa bajet &#8216;buah tangan&#8217; ini tidak dikaitkan dengan mana-mana komitmen produktiviti. Jelas Bajet Pilihanraya ini direka untuk meraih pengundi. Pada masa yang sama, DAP tidak dapat nampak sebarang usaha untuk memerangi rasuah atau ketirisan dalam pengurusan sumber negara. <\/p>\n<p>Atas sebab itulah, sasaran Kerajaan Persekutan untuk mengurangkan defisit bajet dari RM45.5 bilion tahun ini kepada RM43 bilion menjelang tahun 2012 atau 5.4 peratus kepada 4.7 peratus daripada KDNK mungkin tidak dapat dicapai. Pungutan hasil adalah terlalu optimistik dan boleh menyebabkan peningkatan hutang Kerajaan Persekutuan untuk membiayai perbelanjaan defisit ini.<\/p>\n<p>Ratio hutang Kerajaan Persekutan kepada KDNK  (Keluaran Dalam Negara Kasar) telah meningkat setiap tahun daripada 53.1 peratus pada tahun 2010, 53.8 peratus pada tahun 2011 dan 54.8 peratus pada tahun 2012. Hutang Kerajaan Persekutuan pula telah meningkat sebanyak 12 peratus pada tahun 2011 kepada RM456 bilion daripada RM407 bilion pada tahun 2010. Bagi memastikan kemampanan hutang, Kerajaan Persekutuan telah menetapkan nisbah 55 peratus kepada KDNK. Justeru, nisbah 54.8 peratus kepada KDNK menjelang tahun 2012 ini sangat berbahaya kerana sudah menghampiri 55 peratus peratus kepada KDNK.<\/p>\n<p>Lebih membimbangkan, Laporan Tahunan Bank Negara 2010 mendedahkan bahawa hutang isi rumah Malaysia pada akhir tahun 2010 adalah sebanyak RM581 bilion atau 76 peratus daripada GDP. Malaysia mempunyai tahap hutang isi rumah yang kedua tertinggi selepas Korea Selatan. <\/p>\n<p>Nisbah bayaran hutang isi rumah rakyat Malaysia adalah 47.8 peratus pada tahun 2010, yang bermakna bahawa hampir separuh daripada pendapatan isi rumah digunakan untuk bayaran hutang. Secara umum, nisbah bayaran hutang yang melebihi 33 peratus dianggap tidak sihat. Bank juga mempunyai syarat tidak akan memberi pinjaman jika lebih daripada satu pertiga daripada pendapatan mereka digunakan untuk bayaran hutang. Jelas rakyat Malaysia telah membentuk negara yang banyak berhutang, terutamanya apabila Kerajaan Malaysia memberikan wang yang diperolehi daripada pinjaman. <\/p>\n<p>Ini adalah satu perbezaan antara BN dan Kerajaan Negeri Pakatan Rakyat. Pakatan Rakyat tidak akan memberikan wang kepada rakyat daripada wang yang dipinjam di mana pada akhirnya, rakyat masih perlu membayar wang tersebut. Kerajaan Negeri Pakatan Rakyat memberi wang daripada lebihan bajet di mana rakyat atau anak-anak mereka tidak perlu membayar balik wang pada masa akan datang.<\/p>\n<p>&#8212;&#8212;&#8212;Mandarin \/>\n\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5df4\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2011\u5e7410\u670812\u65e5\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p><strong>\u6c11\u8054\u653f\u5e9c\u5728\u62e5\u6709\u9884\u7b97\u76c8\u4f59\u7684\u60c5\u51b5\u4e0b\u53d1\u653e\u63f4\u52a9\u91d1\u7ed9\u7a77\u4eba\uff0c\u800c\u56fd\u9635\u5374\u662f\u501f\u94b1\u6765\u6d3e\u94b1\uff0c\u6253\u80bf\u8138\u76ae\u5145\u80d6\u5b50\uff0c\u5728\u5f00\u9500\u8d64\u5b57\u3001\u6b20\u503a\u7684\u60c5\u51b5\u4e0b\uff0c\u6d3e\u94b1\u7ed9\u4eba\u6c11\uff0c\u6700\u7ec8\u8fd8\u662f\u8981\u7531\u4eba\u6c11\u6765\u8fd8\u503a\u3002<\/strong><\/p>\n<p>\u6211\u4eec\u6b22\u8fce\u653f\u5e9c\u53d1\u653e\u73b0\u91d1\u63f4\u52a9\u7ed9\u8d2b\u7a77\u4eba\u58eb\u548c\u9a6c\u6765\u897f\u4e9a\u4eba\uff0c\u95ee\u9898\u662f\uff0c\u8054\u90a6\u653f\u5e9c\u53bb\u54ea\u91cc\u627e\u94b1\uff1f\u5c31\u8fde\u56fd\u6cb9\u4e5f\u9884\u7b97\u660e\u5e74\u53ea\u80fd\u638f\u51fa280\u4ebf\u4ee4\u5409\u621620\u4ebf\u4ee4\u5409\u7684\u80a1\u606f\uff0c\u6bd42011\u5e74\u66f4\u5c11\u3002\u5c3d\u7ba1\u56fd\u6cb9\u80a1\u606f\u964d\u4f4e\uff0c\u8054\u90a6\u653f\u5e9c\u5374\u9884\u7b97\u653f\u5e9c\u7a0e\u6536\u5c06\u4ece\u4eca\u5e74\u76841830\u4ebf\u4ee4\u5409\u589e\u52a0\u81f3\u660e\u5e741860\u4ebf\u4ee4\u5409\uff0c\u8fd9\u8ba9\u4eba\u65e0\u6cd5\u7406\u89e3\u3002<\/p>\n<p>\u6c11\u8054\u653f\u5e9c\u5728\u62e5\u6709\u9884\u7b97\u76c8\u4f59\u7684\u60c5\u51b5\u4e0b\u53d1\u653e\u63f4\u52a9\u91d1\u7ed9\u7a77\u4eba\uff0c\u800c\u56fd\u9635\u5374\u662f\u501f\u94b1\u6765\u6d3e\u94b1\uff0c\u6253\u80bf\u8138\u76ae\u5145\u80d6\u5b50\uff0c\u57282012\u5e74\u9884\u7b97\u8d64\u5b57\u7684\u60c5\u51b5\u4e0b\uff0c\u6d3e\u94b1\u4e70\u7968\u3002\u5f88\u591a\u7ecf\u6d4e\u5b66\u5bb6\u5df2\u7ecf\u53d1\u51fa\u8b66\u544a\uff0c\u5728\u5168\u7403\u7ecf\u6d4e\u770b\u6765\u6ca1\u6709\u597d\u8f6c\u4e4b\u9645\uff0c2012\u5e74\u9884\u7b97\u53ef\u8bf4\u662f\u5192\u7740\u56fd\u5bb6\u5f00\u9500\u65e0\u6cd5\u6301\u7eed\u7684\u98ce\u9669\u3002<\/p>\n<p>\u9a6c\u5927\u7ecf\u6d4e\u4e0e\u884c\u653f\u5b66\u9662\u8d44\u6df1\u7814\u7a76\u5458\u739b\u4e3d\u4e9a\u827e\u7f8e\u8bf4\uff0c\u9884\u7b97\u6848\u7684\u201c\u7cd6\u679c\u7b56\u7565\u201d\u4e0e\u751f\u4ea7\u529b\u6ca1\u6709\u8054\u7cfb\u3002\u5f88\u660e\u663e\u5730\uff0c\u8fd9\u662f\u4e3a\u4e86\u8ba8\u597d\u9009\u6c11\u7684\u5927\u9009\u9884\u7b97\u6848\u3002\u540c\u65f6\uff0c\u884c\u52a8\u515a\u4e5f\u627e\u4e0d\u5230\u8054\u90a6\u653f\u5e9c\u51b3\u5fc3\u8083\u8d2a\u6216\u9632\u6b62\u758f\u6f0f\u7684\u501f\u65bd\uff0c\u8ba9\u8d44\u6e90\u57fa\u4e8e\u516c\u4f17\u5229\u76ca\u800c\u53d1\u653e\u3002<\/p>\n<p>\u56e0\u6b64\uff0c\u8054\u90a6\u653f\u5e9c\u770b\u8d77\u65e0\u6cd5\u8fbe\u81f4\u524a\u51cf\u8d64\u5b57\u7684\u76ee\u6807\uff0c\u4ed6\u4eec\u672c\u6765\u7b97\u8ba1\u628a\u4eca\u5e74\u7684\u8d22\u653f\u8d64\u5b57455\u4ebf\u4ee4\u5409\u51cf\u5c11\u81f32012\u5e74430\u4ebf\u4ee4\u5409\uff0c\u6216\u662f\u56fd\u6c11\u751f\u4ea7\u603b\u503c\u76845.4%\u51cf\u5c114.7%\u3002\u8054\u90a6\u653f\u5e9c\u5bf9\u7a0e\u6536\u7684\u4f30\u8ba1\u8fc7\u4e8e\u4e50\u89c2\uff0c\u53ef\u80fd\u5bfc\u81f4\u8054\u90a6\u653f\u5e9c\u4e3a\u4e86\u5f25\u8865\u5f00\u9500\u8d64\u5b57\uff0c\u800c\u6b20\u4e0b\u66f4\u591a\u503a\u3002<\/p>\n<p>\u8054\u90a6\u653f\u5e9c\u503a\u52a1\u5bf9\u56fd\u5185\u751f\u4ea7\u603b\u503c\u7684\u6bd4\u4f8b\u9010\u5e74\u589e\u52a0\uff0c2010\u5e74\u4e3a53.1%\u30012011\u5e74\u4e3a53.8%\u53ca2012\u5e74\u4e3a54.8% \u3002\u8054\u90a6\u653f\u5e9c\u7684\u503a\u52a1\u4e5f\u4ece2010\u5e74\u76844070\u4ebf\u4ee4\u5409\u589e\u52a012%\u81f32011\u5e744560\u4ebf\u4ee4\u5409\u3002\u4e3a\u4e86\u7ef4\u6301\u503a\u52a1\u53ef\u627f\u62c5\u80fd\u529b\uff0c\u8054\u90a6\u653f\u5e9c\u89c4\u5b9a\u503a\u52a1\u6bd4\u4f8b\u4e0d\u80fd\u8d85\u8fc7\u56fd\u6c11\u751f\u4ea7\u603b\u503c\u768455%\u30022012\u5e74\u7684\u503a\u52a1\u5bf9\u56fd\u5185\u751f\u4ea7\u603b\u503c\u7684\u6bd4\u4f8b\u5374\u662f54.8%\uff0c\u5f98\u5f8a\u5728\u8054\u90a6\u653f\u5e9c\u6240\u8ba2\u4e0b\u7684\u503a\u52a1\u9650\u5236\u8fb9\u7f18\u3002<\/p>\n<p>\u66f4\u4ee4\u4eba\u62c5\u5fe7\u7684\u662f\uff0c\u56fd\u5bb6\u94f6\u884c2010\u5e74\u5ea6\u62a5\u544a\u63ed\u9732\uff0c\u622a\u81f32010\u5e74\u5e95\uff0c\u9a6c\u6765\u897f\u4e9a\u7684\u5bb6\u5ead\u503a\u52a1\u9ad8\u8fbe5810\u4ebf\u4ee4\u5409\uff0c\u6216\u5360\u56fd\u6c11\u751f\u4ea7\u603b\u503c\u768476%\uff0c\u6210\u4e3a\u4e9a\u6d32\u56fd\u5bb6\u503a\u52a1\u7b2c\u4e8c\u9ad8\u7684\u56fd\u5bb6\uff0c\u4ec5\u6b21\u4e8e\u97e9\u56fd\u3002<\/p>\n<p>2010\u5e74\u9a6c\u6765\u897f\u4e9a\u5bb6\u5ead\u507f\u503a\u6bd4\u4f8b\u4e3a47.8%\uff0c\u6216\u8005\u8bf4\u8fd1\u4e4e\u4e00\u534a\u7684\u5bb6\u5ead\u6536\u5165\u662f\u7528\u6765\u8fd8\u503a\u7684\u3002\u507f\u503a\u6bd4\u4f8b\u82e5\u8d85\u8fc733%\u90fd\u662f\u4e0d\u5065\u5eb7\u7684\u73b0\u8c61\u3002\u6309\u7ae0\u884c\u4e8b\u7684\u94f6\u884c\u5f80\u5f80\u4e0d\u4f1a\u628a\u94b1\u501f\u7ed9\u90a3\u4e9b\u503a\u52a1\u5360\u6536\u5165\u8d85\u8fc7\u4e09\u5206\u4e4b\u4e00\u7684\u8d37\u6b3e\u8005\u3002\u5f88\u660e\u663e\u5730\uff0c\u968f\u7740\u653f\u5e9c\u5e26\u5934\u501f\u94b1\u6765\u6d3e\u7ed9\u4eba\u6c11\uff0c\u9a6c\u6765\u897f\u4e9a\u4eba\u5df2\u7ecf\u6210\u4e3a\u8d1f\u503a\u7d2f\u7d2f\u7684\u56fd\u6c11\u3002<\/p>\n<p>\u8fd9\u4fbf\u662f\u56fd\u9635\u4e0e\u6c11\u8054\u5dde\u653f\u5e9c\u7684\u6839\u672c\u5dee\u522b\u3002\u6c11\u8054\u653f\u5e9c\u4e0d\u662f\u501f\u94b1\u6765\u6d3e\u94b1\uff0c\u56e0\u4e3a\u8fd9\u6837\u6700\u7ec8\u8fd8\u662f\u8981\u53eb\u4eba\u6c11\u6765\u8fd8\u503a\u3002\u6c11\u8054\u653f\u5e9c\u662f\u4ece\u8d22\u653f\u9884\u7b97\u76c8\u4f59\u4e2d\uff0c\u62e8\u6b3e\u53d1\u653e\u7ed9\u4eba\u6c11\uff0c\u4eba\u6c11\u53ca\u4ed6\u4eec\u7684\u5b50\u5b50\u5b59\u5b59\u65e0\u9700\u5728\u672a\u6765\u8fd8\u503a\u3002<\/p>\n<p>\u6797\u51a0\u82f1<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Unlike
