Koh Tsu Koon Should Be Constructive By Delivering On His Promise Of A New RM4 Billion Investment In A Global Excellence Centre By A US Company Instead Of Trying To Politicise And Sabotage The Greater Penang Masterplan(GPM).<\/strong><\/p>\n

Minister in the Prime Minister\u2019s Department, Tan Sri Dr Koh Tsu Koon should be constructive in his role to help Penang by delivering on his promise of a new RM4 billion investment in a Global Excellence Centre by a United States company instead of trying to politicise and sabotage the Greater Penang Masterplan (GPM). Koh had announced on May 16 2011 that Prime Minister Dato Sri Najib Abdul Razak would be revealing an extraordinary investment by an American company in Penang when Najib visited US last month.<\/p>\n

Koh claimed that he played a major role as an adviser to the American company in making its decision to invest RM4 billion to set up a Global Excellence Centre in Penang. However to-date there is no news and concrete evidence of this new RM4 billion investment in a Global Excellence Center by the American company.

\nThe Penang state government would appreciate Koh\u2019s efforts to deliver on this important RM 4 billion promise, which would spur innovation and the growth of Penang as a hub of research and development. Instead of delivering on his RM4 billion promise, Koh has launched an attack against the State government for not delivering our Penang Blueprint.<\/p>\n

I had explained that the Penang state government had completed our preparation for our Penang Blueprint but had decided to shelve it to work together with Minister in the Prime Minister\u2019s Department Datuk Seri Idris Jala on the GPM. The GPM is an initiative by Najib to make Penang the third megapolis in Malaysia. <\/p>\n

Like the Penang Blueprint, the GPM is an all-encompassing report that covers not just industry and the economy but also ordinary people and sustainable living. As a historic collaborative effort by the state and federal government, the GPM demonstrates that the state government can have a mature working relationship with the Federal government for the benefit of the people of Penang.<\/p>\n

To demonstrate our sincerity, the Penang state government had shelved the completed Penang Blueprint so that joint discussions and inputs can be freely given from both sides in private, unhindered by political pressures and without any one party imposing their views on the other. For the GPM to work, it must not come only from one side but a genuine collaborative effort from both sides. Unfortunately this sincerity from the state government has been used by Koh to attack the state government for failing to deliver the Penang Blueprint.<\/p>\n

Koh clearly sees the GPM as a threat to his efforts to take back Penang and is therefore trying to politicise and sabotage it. The Penang stage government does not want to play political games on the GPM as it can affect the future of 1.6 million Penangites. <\/p>\n

For this reason, much as we are tempted to call Koh\u2019s political bluff by challenging Koh to resign by producing and making public the Penang Blueprint report, we have refrained from doing so. Exercising our responsibility to governing Penang well and in a mature manner is more important than scoring political points to prove that Koh is lying.<\/p>\n

After all, Koh\u2019s performance or non-performance during his tenure as Penang Chief Minister was already decided by the people of Penang in the 2008 general elections. However to prove Koh wrong, the state government invites him to view our Penang Blueprint report at my office. Regrettably Koh has not made this appointment to view the Penang Blueprint report when he can do so but has chosen to continue to attack the state government politically and try to sabotage the GPM.<\/p>\n

The Penang state government will release the Penang Blueprint report after the GPM is finalised. <\/p>\n

Menteri di Jabatan Perdana Menteri, Tan Sri Dr Koh Tsu Koon sepatutnya lebih kontruktif dalam memainkan peranannya bagi membantu Pulau Pinang dengan mengotakan janjinya melalui pelaburan baru sebanyak RM4 bilion melalui penubuhan Pusat Kecemerlangan Global oleh syarikat Amerika Syarikat daripada cuba untuk terus mempolitikkan dan mensabotaj isu \u201cGreater Penang Masterplan\u201d (GPM). Koh telah mengumumkan pada 16 Mei 2011 bahawa Perdana Menteri, Dato Sri Najib Abdul Razak akan mendedahkan mengenai pelaburan luar biasa oleh sebuah syarikat Amerika Syarikat di Pulau Pinang ketika lawatan Najib ke AS bulan lepas.<\/p>\n

Koh menegaskan bahawa beliau memainkan peranan penting sebagai penasihat kepada syarikat Amerika Syarikat tersebut dalam membuat keputusan berhubung pelaburan sebanyak RM4 bilion untuk menubuhkan Pusat Kemerlangan Global di Pulau Pinang. Walau bagaimanapun, sehingga kini masih tiada sebarang berita dan bukti nyata berhubung pelaburan baru sebanyak RM4 bilion untuk membina Pusat Kemerlangan Global oleh syarikat Amerika tersebut.<\/p>\n

Kerajaan negeri Pulau Pinang akan menghargai usaha Koh untuk mengotakan janjinya membawa pelaburan sebanyak RM4 bilion, yang mana akan memacu kepada inovasi dan pertumbuhan Pulau Pinang sebagai pusat penyelidikan dan pembangunan. Di sebalik janjinya untuk membangunkan pelaburan sebanyak RM4 bilion itu, Koh telah melancarkan serangan terhadap Kerajaan Negeri berhubung penyampaian \u2018Penang Blueprint\u2019.<\/p>\n

Saya telah menerangkan bahawa Kerajaan Negeri Pulau Pinang telah menyiapkan laporan \u2018Penang Blueprint\u2019 tetapi memutuskan untuk bekerjasama dengan Menteri di Jabatan Perdana Menteri Datuk Seri Idris Jala untuk GPM. GPM adalah inisiatif daripada Najib untuk menjadikan Pulau Pinang sebagai bandaraya megapolis ketiga di Malaysia.<\/p>\n

Seperti \u2018Penang Blueprint\u2019, GPM bukan hanya merangkumi sektor industri dan ekonomi tetapi juga memberikan kelebihan kepada rakyat dan kehidupan yang mapan. Bagaikan ikatan bersejarah iaitu kerjasama antara Kerajaan Negeri dan Kerajaan Persekutuan, GPM mendemonstrasikan bahawa Kerajaan Negeri boleh menjalin hubungan kerjasama yang matang dengan Kerajaan Persekutuan demi kepentingan rakyat Pulau Pinang.<\/p>\n

Bagi membuktikan ketelusan kita, Kerajaan Negeri Pulau Pinang telah mengenepikan \u2018Penang Blueprint\u2019 yang telah disiapkan lebih awal supaya perbincangan bersama dan pandangan dapat diberikan secara bebas oleh kedua- dua pihak secara peribadi, tanpa halangan oleh tekanan politik dan tanpa dipengaruhi mana-mana parti dalam membuat keputusan. Bagi membolehkan GPM dilaksanakan dengan jayanya, ia tidak boleh datang dari satu pihak sebaliknya kolaborasi yang tegar perlu diwujudkan antara dua-dua pihak. Malangnya ketelusan dari Kerajaan Negeri telah digunakan oleh Koh untuk menyerang Kerajaan Negeri bahawa gagal dalam penyampaian \u2018Penang Blueprint\u2019.<\/p>\n

Koh melihat GPM sebagai ancaman terhadap usaha untuk merampas semula Pulau Pinang dan oleh itu cuba untuk mempolitikkan dan mensabotaj perkara tersebut. Kerajaan Negeri Pulau Pinang tidak mahu terus bermain permainan politik berhubung GPM kerana ia akan menjejaskan masa depan 1.6 juta rakyat Pulau Pinang.<\/p>\n

Atas sebab itu juga daripada terus termakan dengan permainan politik Koh, kita boleh mencabar supaya Koh letak jawatan dengan hanya membentangkan laporan \u2018Penang Blueprint\u2019 kepada umum tetapi kita menahan dan tidak berbuat demikian. Bagi kita, mempraktikkan tanggungjawab kita dalam mentadbir Pulau Pinang dengan lebih baik melalui cara lebih matang adalah lebih penting daripada mendapat markah politik dengan membuktikan bahawa Koh berbohong.<\/p>\n

Lazimnya, prestasi Koh secara langsung atau tidak ketika beliau memegang jawatan sebagai Ketua Menteri Pulau Pinang sudah ditentukan oleh rakyat Pulau Pinang ketika pilihanraya pada tahun 2008. Namun untuk membuktikan Koh adalah salah, Kerajaan Negeri mempelawa Koh untuk melihat sendiri laporan \u2018Penang Blueprint\u2019 di pejabat saya. Sayangnya Koh tidak pernah membuat sebarang temu janji untuk melihat laporan \u2018Penang Bluerprint\u2019 ketika beliau boleh berbuat demikian sebaliknya memilih untuk terus menyerang Kerajaan Negeri dan mempolitikkan isu ini serta mensabotaj GPM.<\/p>\n

Kerajaan negeri Pulau Pinang akan mengumumkan laporan \u2018Penang Blueprint\u2019 sebaik GPM diputuskan. <\/p>\n
