The RCI would determine how severely the lopsided deals are burdening consumers with the rise in electricity tariffs and introduce measures to either reduce or remove this huge financial burden on the people.<\/p>\n<p>Up to end 2010, Petronas has extended about RM131.3 billion in gas subsidy to both the power and non-power sectors. The greatest beneficiaries of the RM131.3 billion gas subsidies are IPPs who also benefit from a guaranteed buyer through the compulsory Power Purchase Agreement signed by TNB. <\/p>\n<p><!--more--><br \/>\nIn 2009, TNB received RM 5.4 billion in gas subsidies, IPPs RM7.3 billion and the non-power sector RM6.8 billion. Normally TNB would not be raising electricity tariffs with such huge subsidies. But the RM5.4 billion subsidies enjoyed by TNB were offset by being forced to purchase power they do not need, causing a reserve margin that is the highest in the world of 52.6% in 2010. <\/p>\n<p>The Economic Planning Unit or EPU\u2019s role in this sorry episode resulted in Tan Sri Ani Arope resigning in protest as CEO of Tenaga, who also aptly referred the EPU as the \u201cEconomic Plundering Unit\u201d. Clearly IPPs benefited the most and yet did not suffer a single cent in subsidy cuts allowing them to reap huge profits. <\/p>\n<p>Would BN dare to tell the fishermen who refuse to go out to sea to protest against the diesel subsidy cuts why they are forced to pay RM1.80 instead of the super subsidy price of RM1.25 per liter, and why fishermen has to suffer but not IPPs? Consumers will now have to pay for more expensive fish and other basic commodities. Transport charges have gone up by up to 30% and yet the government says that inflation will only go up by 0.27%! Every ordinary housewife who shop in the markets will tell you that the BN government is ridiculous.<\/p>\n<p>There is no logic or reason why the BN government should be so concerned about annual savings of RM226.8 million from reduction of diesel subsidies or RM116 million from reduction of sugar subsidies or electricity tariffs that will save a total of less than RM1 billion but not concerned by the huge gas subsidies given to the IPPs. <\/p>\n<p>Amongst the IPPs, YTL Power\u2019s profit for 2010 was more than RM1.6 billion on revenues of RM13 billion. Malakoff in 2009 had a profit of RM380 million on revenues of RM5.6 billion. Powertek had revenues of RM1.34 billion and a profit of RM450 million. Would the IPPs still enjoy these huge profits without gas subsidies and compulsory power purchase agreements with Tenaga Nasional Bhd?<\/p>\n<p>That is why the Royal Commission should make public all contracts and power purchase agreements which the BN government has refused to disclose. The Royal Commission should also determine the impact on inflation and whether it is 0.27% as claimed by the BN government. Perhaps BN Ministers should ask their wives to start shopping in the markets to see whether prices have gone up by only 0.27%<\/p>\n<p>Lim Guan Eng <\/p>\n<p>&#8211; Malay Translation &#8211;<br \/>\nKenyataan Akhbar oleh Ketua Menteri Pulau Pinang merangkap Setiausaha Agung DAP, YAB Lim Guan Eng pada 12 Jun 2011 di Kuala Lumpur.<\/p>\n<p><strong>Sebuah Suruhanjaya Diraja diperlukan bagi mengkaji kontrak IPP bersama dengan TNB dan juga untuk menentukan kesan sebenar yang berlaku berikutan kenaikan tarif elektrik, diesel, gula dan pemotongan subsidi pada kadar inflasi dan kenaikan harga barangan.<\/strong> <\/p>\n<p>DAP menyatakan sokongan penuh kepada Ahli Parlimen Gua Musang, Tengku Razaleigh Hamzah yang mencadangkan agar sebuah Suruhanjaya Diraja ditubuhkan bagi menyiasat kontrak antara Tenaga Nasional Berhad (TNB) dan Penjana Tenaga Bebas (IPP). Suruhanjaya Diraja ini akan menentukan sejauh mana perjanjian tersebut memberi beban kepada pengguna berikutan kenaikan tarif elektrik dan memperkenalkan langkah- langkah terbaik bagi mengurangkan atau menghindari beban kewangan yang teruk kepada rakyat.<\/p>\n<p>Sehingga penghujung tahun 2010, Petronas telah menanggung RM131.3 bilion subsidi gas kepada kedua- dua sektor non- kuasa ini. Penerima manfaat terbesar sebanyak RM131.3 bilion subsidi gas ini sudah tentulah IPP yang mendapat jaminan pembeliannya melalui Perjanjian Kewajiban Pembelian Kuasa yang ditandatangani dengan Tenaga Nasional Berhad (TNB).<\/p>\n<p>Pada tahun 2009, TNB menerima RM5.4 bilion untuk subsidi gas, IPP menerima RM7.3 bilion dan sektor bukan  janakuasa sebanyak RM6.8 bilion. Lazimnya, TNB tidak akan menaikkan tarif elektrik dengan subsidi yang dikira besar itu. Tetapi RM5.4 bilion subsidi yang dinikmati oleh TNB telah diimbangi untuk memaksa pembelian kuasa yang tidak diperlukan sehingga menyebabkan Malaysia menikmati jidaran penggunaan tenaga tertinggi di dunia iaitu sebanyak 52.6% pada tahun 2010.<\/p>\n<p>Peranan Unit Perancang Ekonomi atau EPU dalam hal ini telah menyebabkan Tan Sri Ani Arope melepaskan jawatan beliau menunjukkan protes beliau sebagai Ketua Pegawai Eksekutif di Tenaga, yang turut merujuk EPU sebagai \u2018Economic Plundering Unit\u2019. Jelas IPP menikmati sepenuhnya kelebihan yang ada dan langsung tidak memberi kesan walau satu sen pun dalam pemotongan subsidi malah boleh mengaut keuntungan yang lebih besar.<\/p>\n<p>Adakah Barisan Nasional (BN) berani untuk memberitahu kepada para nelayan yang enggan ke laut sebagai tanda protes terhadap pemotongan subsidi diesel di mana mereka perlu membayar RM1.80 per liter dan bukannya RM1.25 per liter bagi harga subsidi, dan mengapa para nelayan yang harus menderita dan bukan IPP? Pengguna kini terpaksa membayar harga ikan dan barangan  keperluan yang lain dengan harga yang mahal. Tambang pengangkutan juga meningkat sehingga 30%, namun kerajaan mengatakan bahawa kadar inflasi hanya akan meningkat sehingga 0.27%. Semua surirumah yang berbelanja di pasaraya akan memberitahu kepada kita semua bahawa kerajaan BN adalah tidak berguna.<\/p>\n<p>Tidak ada logik atau alasan mengapa kerajaan BN harus menitik beratkan tentang perihal penjimatan tahunan sebanyak RM226.8 juta daripada pengurangan subsidi diesel atau RM116 juta daripada pengurangan subsidi gula atau pun tarif elektrik yang akan menjimatkan lebih kurang RM1 bilion tetapi langsung tidak prihatin dengan subsidi gas yang besar yang diberikan kepada IPP.<\/p>\n<p>Di antara IPP tersebut, YTL Power yang memiliki keuntungan pada tahun 2010 melebihi RM1.6 bilion ke atas nilai pendapatan berjumlah RM13 bilion.  Pada tahun 2009, Malakoff memiliki keuntungan RM380 juta ke atas nilai pendapatan RM5.6 bilion.  Manakala Powertek pula menikmati nilai pendapatan berjumlah 1.34 bilion dengan keuntungan sebanyak RM450 juta.  Adakah IPP masih menikmati keuntungan besar tanpa subsidi gas dan Perjanjian Pembelian Kewajiban Kuasa dengan Tenaga Nasional Berhad (TNB)?<\/p>\n<p>Itulah sebabnya Suruhanjaya Diraja diperlukan untuk merangka semula semua perjanjian awam dan Perjanjian Pembelian Kuasa di mana kerajaan BN telah menolak daripada mendedahkannya. Suruhanjaya Diraja ini juga diperlukan untuk menentukan kesan inflasi dan meyemak semula adakah benar 0.27% seperti yang didakwa oleh kerajaan BN. Mungkin menteri- menteri BN harus meminta isteri masing- masing untuk mula berbelanja di pasaraya agar dapat melihat sendiri adakah harga barang telah meningkat setakat 0.27%.<\/p>\n<p>Lim Guan <\/p>\n<p>\u884c\u52a8\u515a\u5168\u529b\u652f\u6301\u8bdd\u671b\u751f\u56fd\u4f1a\u8bae\u5458\u4e1c\u59d1\u62c9\u6c99\u91cc\u8981\u6c42\u6210\u7acb\u7687\u5bb6\u8c03\u67e5\u59d4\u4f1a\uff0c\u4ee5\u63a2\u8ba8\u53ca\u68c0\u8ba8\u56fd\u80fd\u4e0e\u72ec\u7acb\u53d1\u7535\u5382\u4e4b\u95f4\u7684\u5408\u7ea6\u3002\u6709\u5173\u7684\u7687\u59d4\u4f1a\u4e5f\u5c06\u786e\u8ba4\uff0c\u8fd9\u7247\u9762\u7684\u4ea4\u6613\uff0c\u5982\u4f55\u5728\u7535\u8d39\u6da8\u4ef7\u7684\u5f53\u513f\u7ed9\u6d88\u8d39\u8005\u5e26\u6765\u5e9e\u5927\u7684\u8d1f\u62c5\uff0c\u5e76\u62df\u51fa\u65b9\u6848\u4ee5\u51cf\u8f7b\u6216\u53bb\u9664\u4eba\u6c11\u5728\u8fd9\u65b9\u9762\u6240\u9762\u5bf9\u7684\u8d22\u52a1\u8d1f\u62c5\u3002<\/p>\n<p>\u622a\u81f32010\u5e74\u4e3a\u6b62\uff0c\u56fd\u6cb9\u7684\u80fd\u6e90\u4e0e\u975e\u80fd\u6e90\u9886\u57df\u7684\u5929\u7136\u6c14\u6d25\u8d34\u5df2\u7ecf\u6269\u5927\u52301\u5343313\u4ebf\u4ee4\u5409\u3002\u5f53\u4e2d\uff0c\u72ec\u7acb\u53d1\u7535\u5382\u57281\u5343313\u4ebf\u4ee4\u5409\u7684\u5929\u7136\u6c14\u6d25\u8d34\u4e2d\uff0c\u6210\u4e3a\u6700\u5927\u7684\u83b7\u76ca\u8005\u3002\u72ec\u7acb\u53d1\u7535\u5382\u540c\u65f6\u4e5f\u5728\u4e0e\u56fd\u80fd\u6240\u7b7e\u7684\u6307\u5b9a\u80fd\u6e90\u8d2d\u4e70\u5408\u7ea6\u4e2d\u83b7\u5229\uff0c\u56fd\u80fd\u53ea\u80fd\u5411\u4ed6\u4eec\u8d2d\u4e70\u80fd\u6e90\u3002<\/p>\n<p>\u57282009\u5e74\uff0c\u56fd\u80fd\u83b7\u5f9754\u4ebf\u4ee4\u5409\u7684\u5929\u7136\u6c14\u6d25\u8d34\uff0c\u72ec\u7acb\u53d1\u7535\u5382\u83b7\u5f9773\u4ebf\u4ee4\u5409\uff0c\u975e\u80fd\u6e90\u9886\u57df\u83b7\u5f9768\u4ebf\u4ee4\u5409\u3002\u901a\u5e38\uff0c\u56fd\u80fd\u5728\u8fd9\u4e48\u9ad8\u989d\u7684\u6d25\u8d34\u4e4b\u4e0b\u7406\u5e94\u662f\u4e0d\u4f1a\u8c03\u9ad8\u7535\u8d39\uff0c\u4f46\u662f\uff0c\u56fd\u80fd\u6240\u83b7\u5f97\u768454\u4ebf\u4ee4\u5409\uff0c\u5374\u88ab\u903c\u7740\u7528\u4ee5\u8d2d\u4e70\u56fd\u80fd\u4e0d\u9700\u8981\u7684\u591a\u4f59\u80fd\u6e90\uff0c\u5bfc\u81f4\u5927\u9a6c\u57282010\u5e74\u7684\u80fd\u6e90\u50a8\u5907\u9ad8\u8fbe52.6%\uff0c\u662f\u5168\u4e16\u754c\u6700\u9ad8\u80fd\u6e90\u50a8\u5907\u7684\u56fd\u5bb6\u3002<\/p>\n<p>\u56fd\u5bb6\u7ecf\u6d4e\u7b56\u5212\u5355\u4f4d(EPU, Economic Planning Unit)\u5728\u4e0a\u8ff0\u95ee\u9898\u7684\u5931\u7b56\uff0c\u5bfc\u81f4\u56fd\u80fd\u603b\u88c1\u4e39\u65af\u91cc\u963f\u5c3c\u963f\u7f57\u4f69\u8f9e\u804c\u6297\u8bae\uff0c\u5e76\u5f62\u5bb9\u7ecf\u6d4e\u7b56\u5212\u5355\u4f4d\u662f\u201c\u7ecf\u6d4e\u63a0\u593a\u5355\u4f4d\u201d(Economic Plundering
