5 Operational Thrusts Including Establishing The IPCMC Can Fulfil The Aspiration That People Are Not Only Safe; People Must Also Feel Safe.

Crime prevention and maintaining public order is one of the key performance indicators of good governance. For this reason, Deputy Prime Minister Tan Sri Muhyiddin Yassin is concerned that although the overall crime rate has gone down, based on official statistics, public perception is otherwise. <\/p>\n

Tan Sri Muhyiddin fails to understand that people must not only be safe; people must also feel safe. No amount of statistics showing success in fighting crime will change public perception if people feel they can be attacked by criminals any time and still hear or see victims of crime. <\/p>\n

There can only be public confidence that the government and Royal Malaysian Police (PDRM) has maintained public order and security if the following 5 operational thrusts are implemented by PDRM:<\/p>\n

1. full independence to fight crime free from political interference and control.<\/p>\n

2. upholding transparency and accountability as well as fight corruption by setting the Independent Police Commission On Misconduct and Complaints(IPCMC).<\/p>\n

3. immediate action whether in catching those culprits responsible or updating complainants of the progress of investigations on their police reports.<\/p>\n

4. ensuring a visible police presence in crime hotspots where police on patrol are seen, heard and felt.<\/p>\n

5. community policing with support from voluntary police patrols and installation of CCTVs. <\/p>\n

The most important criteria for an effective police force is not to misuse them as a political tool to fix up political opponents but help police fight crime whether with resources or moral support. Nothing saps public confidence than to see police arrest peaceful demonstrators who are anti-BN but take no action against violent demonstrators who are pro-BN , or see a 15 year old boys being shot to death by police. <\/p>\n

The public wants police to act fairly and not adopt double-standards. If there is no public confidence in the police, any reduction in the crime rate will not change public perception. That is why despite the overall crime rate dropping by 15% in 2010 compared to 2009 and dropping by a further 10% in the first four months of this year, people still do not feel safe from crime. <\/p>\n

Even in Penang which recorded the highest reduction in crime index in 2010 of 27% and also double the drop in national crime rate for the first four months of the year, people still do not feel safe. The state government is committed to making Penang safer with installation of CCTVs and voluntary community patrolling to assist the police. This requires commitment also in tackling small crimes that may lead to big crimes such as curbing Mat Rempits. <\/p>\n

Tan Sri Muhyiddin will do well to set up the IPCMC amongst the 5 operational thrusts listed above and listen to the advice of former CID chief Mat Zain Ibrahim to fulfil the aspiration that people are not only safe; people must also feel safe. Something is very wrong when the IPCMC, considered the most crucial of the 125 recommendations made by Royal Commission to Enhance the Operation and Management of the Royal Malaysia Police in 2005, is not enforced. <\/p>\n

The Deputy Prime Minister can professionalise the police force and restore public confidence in one stroke by establishing the IPCMC. If PR wins power in Putrajaya, one of the critical public reforms would be to implement all the 125 recommendations of the Royal Commission, including setting up the IPCMC as an avenue for independent public complaints. <\/p>\n

\nLima Operasi Membanteras Jenayah Termasuk Penubuhan IPCMC Bukan Sahaja Dapat Menzahirkan Aspirasi Keselamatan Malah Orang Awam Turut Berasa Selamat.<\/strong> <\/p>\n

Pencegahan jenayah dan pengawalan ketenteraman awam merupakan salah satu penunjuk prestasi utama tata pentadbiran yang baik. Bersandarkan alasan ini, Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin menyatakan kebimbangan beliau walaupun berdasarkan statistik rasmi menunjukkan kadar jenayah telah menurun tetapi persepsi masyarakat adalah sebaliknya. <\/p>\n

Tan Sri Muhyiddin gagal memahami bahawa orang awam bukan sahaja perlu berada dalam keadaan selamat tetapi mereka juga harus berasa selamat. Tidak ada statistik yang menunjukkan kejayaan memerangi jenayah dapat mengubah persepsi masyarakat sekiranya mereka berasa pada bila-bila masa mereka boleh diserang atau masih mendengar serta melihat kejadian jenayah. <\/p>\n

Keyakinan masyarakat terletak pada kemampuan Kerajaan dan Polis DiRaja Malaysia (PDRM) dalam mempertahankan keamanan dan keselamatan; sekiranya lima operasi membanteras jenayah dilaksanakan oleh PDRM: <\/p>\n

1. kebebasan mutlak dalam membanteras jenayah tanpa campur tangan dan kawalan politik. <\/p>\n

2. menegakkan ketelusan dan kebertanggungjawaban serta memerangi gejala rasuah dengan menubuhkan \u2018Independent Police Commission On Misconduct and Complaints\u2019 (IPCMC) iaitu sebuah suruhanjaya bebas
\nyang bertanggungjawab terhadap salahlaku anggota polis.<\/p>\n

3. tindakan segera sama ada menangkap pesalah-pesalah yang bertanggungjawab atau mengemaskini data-data aduan berkaitan laporan penyiasatan.
\n4. meletakkan anggota polis di kawasan-kawasan \u2018panas\u2019 di mana mereka mudah dilihat, didengar dan dirasa.
\n5. menubuhkan polis komuniti dengan kerjasama dan bantuan sukarela daripada polis peronda serta pemasangan kamera litar tertutup (CCTV). <\/p>\n

Kriteria terpenting dalam memastikan keberkesanan anggota polis ialah dengan memastikan bahawa mereka tidak disalahgunakan sebagai \u2018alat mainan\u2019 politik tetapi membantu pihak polis dalam membanteras jenayah dengan sedaya upaya dan sokongan moral yang jitu. Tidak ada yang lebih melemahkan apabila melihat pihak polis memberkas penunjuk perasaan yang dilakukan secara aman, yang anti-BN tetapi tidak mengambil apa-apa tindakan terhadap penunjuk perasaan yang dilakukan secara membabi buta, yang pro-BN, atau melihat budak lelaki berusia 15 tahun ditembak sehingga ajal oleh pihak polis. <\/p>\n

Masyarakat menginginkan pihak polis untuk bertindak adil dan bukannya mengamalkan berat sebelah. Sekiranya masyarakat tidak mempunyai keyakinan terhadap pihak polis, sebarang penurunan kadar jenayah tidak mampu mengubah persepsi masyarakat. Itulah puncanya, walaupun kadar jenayah secara keseluruhan menurun sebanyak 15% pada tahun 2010 berbanding tahun 2009 dan menurun sejumlah 10% lagi bagi empat bulan pertama tahun ini, tetapi masyarakat masih lagi berasa tidak selamat. <\/p>\n

Malah di Pulau Pinang, walaupun mencatat penurunan tertinggi dalam indeks jenayah pada tahun 2010 sebanyak 27% dan juga penurunan berganda dalam kadar jenayah nasional untuk empat bulan pertama tahun ini, tetapi masyarakat masih lagi berasa tidak selamat. Kerajaan Negeri sangat komited dalam memastikan Pulau Pinang lebih selamat dengan pemasangan CCTV dan mengadakan sukarelawan rondaan oleh komuniti setempat untuk membantu pihak polis. Hal ini memerlukan komitmen walaupun dalam menangani jenayah kecil yang mungkin boleh menyebabkan terjadinya jenayah serius seperti mengekang gejala Mat Rempit. <\/p>\n

Tan Sri Muhyiddin telah mengambil langkah positif dengan menubuhkan IPCMC seperti yang terkandung dalam senarai di atas dan mengambil nasihat mantan Ketua Jabatan Siasatan Jenayah, Mat Zain Ibrahim untuk memenuhi aspirasi bahawa masyarakat bukan sahaja perlu berada dalam keadaan selamat tetapi juga berasa selamat. Adalah rumit apabila IPCMC, dianggap antara 125 cadangan paling penting yang dibuat oleh Suruhanjaya Diraja untuk Meningkatkan Operasi dan Pengurusan PDRM pada tahun 2005, tidak dilaksanakan. <\/p>\n

Timbalan Perdana Menteri boleh mengikhtisaskan anggota polis dan mengembalikan keyakinan masyarakat sekali gus dengan menubuhkan IPCMC. Sekiranya Pakatan Rakyat (PR) memenangi Putrajaya, salah satu reformasi awam yang terpenting yang akan dilaksanakan ialah melaksanakan kesemua 125 cadangan Suruhanjaya DiRaja, termasuk menubuhkan IPCMC sebagai sebuah badan bebas yang mengendalikan aduan awam. <\/p>\n
