However, diesel subsidies for deep-sea fishing vessels and nine classes of commercial vehicles would still be removed on June 1, slashing RM886.1 million from the federal subsidy burden annually.<\/p>\n<p>There are three reasons why BN \u201cblinked\u201d and decided against proceeding with their proposed price increases. First, PR was able to mobilize almost total opposition to the price increases by highlighting the gross injustice of big corporate giants such as Independent Power Producers (IPPs) being spared subsidy cuts of RM19 billion annually whilst 27 million ordinary Malaysians have to fork out more money for price increases they can ill-afford.<\/p>\n<p><!--more-->Two, BN intends to hold snap elections and such unfair price increases will not go down well with the voters. Three, BN is worried about the surprising electoral strength of PR until BN fears pushing through the subsidy cuts will only cause loss of popular support.<\/p>\n<p>However before the people rejoice in celebration at maintaining the prices of such essential items, the BN government has not given up on reducing subsidies to increase prices. This was shown by the statement yesterday of Deputy Prime Minister Tan Sri Muhyiddin Yassin that subsidy review was necessary as the government expects the subsidy burden to double from RM10.32 billion to RM20.58 billion this year.<\/p>\n<p>Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob refused to specify how long the government would maintain current prices. In other words, once the snap elections is won by BN, then clearly nothing would stop BN from removing subsidies and allowing prices to increase.<\/p>\n<p>Further the Independent Power Producers(IPPs) will once again be spared any gas subsidy reductions as demonstrated by the strong support given to IPPs by both MCA President Datuk Seri Chua Soi Lek and  Energy, Green Technology and Water Minister Peter Chin Fah Kui. Peter Chin had insisted that the RM19 billion savings enjoyed by independent power producers(IPPs) and TNB annually is not a subsidy but merely profits forgone by Petronas in selling gas at 25% of market rates. Whilst Chua had declared that gas subsidies to IPPs can not be abolished as it is tied up in agreements.<\/p>\n<p>Peter Chin is playing with words when finally IPPs(60%) and TNB(40%) benefit from the RM19 billion annual subsidy. As for Chua, he should explain why the BN government, including him, supported and tied themselves up with such an agreement that is against national interest of 27 million Malaysians.<\/p>\n<p>There is no way that the 5.4 % fiscal deficit target can be achieved without further subsidy reductions unless the BN government adopts an anti-corruption policy. BN Ministers has admitted that corruption costs the country at least RM 28 billion annually with some estimates at USD100 billion cumulative losses from corruption since 1980s.<\/p>\n<p>An anti-corruption policy is unlikely when the BN government refuses to adopt open tenders, transparent procedures and full public accountability in government procurement and contracts. For this reason, only by supporting anti-corruption PR can the people \u201ckill two birds with one stone\u201d by not only stopping corrupt practices but also stopping price increases.<\/p>\n<p><em>Press Statement By DAP Secretary-General And MP For Bagan Lim Guan Eng In Kuala Lumpur On 26 May 2011.<\/em><\/p>\n<p>&#8212;&#8211; BM Translation&#8212;-<\/p>\n<p>Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, YAB Lim Guan Eng pada 26 Mei 2011 di Kuala Lumpur.<\/p>\n<p><strong>3 sebab mengapa Barisan Nasional (BN) tidak meneruskan cadangan pemotongan subsidi untuk petrol, diesel dan LPS, dan yakin dengan kenaikan harga barangan keperluan tertentu kecuali IPP sebaik memenangi pilihan raya umum akan datang.<\/strong><\/p>\n<p>PR semestinya telah menyebabkan timbulnya rasa takut kepada kepimpinan kerajaan BN yang telah mendorong BN untuk membatalkan cadangan pemotongan subsidi malah turut mengumumkan tiada kenaikan harga minyak RON95, diesel dan gas petroleum cecair (LPG) untuk ketika ini. Namun subsidi diesel untuk kapal penangkap ikan laut dalam dan 9 kelas kenderaan komersial masih akan dihapuskan bermula 1 Jun, mengurangkan bebanan subsidi yang ditanggung Kerajaaan Persekutuan sehingga mencecah RM886.1 juta setiap tahun.<\/p>\n<p>Ada 3 alasan mengapa BN menukar dan memutuskan untuk tidak meneruskan cadangan kenaikan harga barangan. Pertama, PR berkemampuan untuk memobilisasi hampir keseluruhan dalam usaha membantah kenaikan harga barangan dengan mendedahkan ketidak adilan yang wujud dalam syarikat besar seperti IPP yang dilindungi daripada pemotongan subsidi sebanyak RM19 bilion setahun sementara 27 juta rakyat Malaysia biasa yang tidak berkemampuan terpaksa membayar sejumlah wang dengan harga yang tinggi.<\/p>\n<p>Kedua, BN berhasrat untuk mengadakan pilihan raya umum dan kenaikan harga yang berat sebelah ini tidak bersependapat dengan para pengundi. Ketiga, BN bimbang dengan kekuatan luar biasa PR sehingga BN takut untuk meneruskan pemotongan subsidi yang hanya akan menyebabkan mereka kehilangan sokongan rakyat.<\/p>\n<p>Walau bagaimanapun, sebelum rakyat berpesta dengan pengekalan harga beberapa barangan kawalan, kerajaan BN masih belum menyerah kalah untuk menaikkan harga dengan pengurangan subsidi. Ini adalah berikutan dengan kenyataan Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin semalam yang menyatakan bahawa kajian semula dasar subsidi  adalah perlu kerana kerajaan berdepan dengan bebanan subsidi dua kali ganda iaitu dari RM10.32 bilion kepada RM20.58 bilion untuk tahun ini.<\/p>\n<p>Menteri Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan, Datuk Seri Ismail Sabri Yaakob menolak untuk menyatakan berapa lama kerajaan akan mengekalkan harga semasa. Dalam erti kata lain, sebaik BN memenangi pilihan raya umum yang akan datang, tiada siapa yang akan dapat menghalang BN untuk menghapuskan subsidi dan menaikkan harga barang.<\/p>\n<p>Selain itu, penjana tenaga bebas (IPP) sekali lagi akan terlepas daripada sebarang pemotongan subsidi gas seperti yang dinyatakan melalui sokongan padu kepada IPP daripada kedua- dua Presiden MCA Datuk Seri Chua Soi Lek dan Menteri Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin Fah Kui. Peter Chin menegaskan bahawa RM19 bilion setahun yang dinikmati oleh penjana tenaga bebas (IPP) dan TNB itu bukanlah dalam bentuk subsidi tetapi keuntungan yang dilepaskan oleh Petronas berikutan penjualan gas sebanyak 25 peratus daripada harga pasaran. Sementara itu, Chua menyatakan bahawa subsidi gas kepada IPP tidak boleh dihapuskan kerana terikat dengan perjanjian.<\/p>\n<p>Peter Chin ternyata sedang bermain dengan kata- kata kerana akhirnya IPP (60 %) dan TNB (40%) akan menikmati faedah daripada RM19 bilion subsidi tahunan. Chua pula harus menjelaskan mengapa kerajaan BN termasuk dirinya, menyokong dan menjeratkan diri mereka dalam perjanjian yang ternyata bertentangan dengan kepentingan 27 juta rakyat Malaysia.<\/p>\n<p>Tiada cara lain untuk mencapai 5.4 peratus deficit fiscal tanpa lanjutan pemotongan subsidi melainkan kerajaan BN mengamalkan dasar anti \u2013rasuah. Menteri- menteri BN sendiri mengaku bahawa kos rasuah Negara melibatkan sekurang- kurangnya RM28 bilion setahun dan ada yang menganggarkan sebanyak USD 100 bilion kehilangan secara kumulatif akibat rasuah sejak tahun 1980- an.<\/p>\n<p>Dasar anti- rasuah tidak mungkin dilaksanakan kerana kerajaan BN menolak untuk mengamalkan sistem tender terbuka, ketelusan prosedur dan akauntabiliti awam dalam proses pembelian dan kontrak kerajaan. Atas alasan tersebut, hanya sokongan anti- rasuah yang dilaksanakan PR akan dapat menyelamatkan rakyat \u2013 bak kata pepatah \u201cbunuh dua ekor burung dengan seketul batu\u201d (pepatah barat \u2018kill two birds with one stone\u2019) dengan tidak hanya membanteras amalan rasuah tetapi juga akan menghentikan kenaikan harga barang.<\/p>\n<p>&#8212;&#8212;Mandarin Translation&#8212;&#8212;<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u53ca\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2011\u5e745\u670826\u65e5\u5728\u5409\u9686\u5761\u53d1\u8868\u7684\u6587\u544a\uff1a<\/p>\n<p><strong>\u56fd\u9635\u6ca1\u6709\u6267\u884c\u53d6\u6d88\u67f4\u6cb9\u3001\u6c7d\u6cb9\u53ca\u5929\u7136\u6c14\u6d25\u8d34\u539f\u56e0\u6709\u4e09\uff0c\u4f46\u82e5\u662f\u95ea\u7535\u5927\u9009\u56fd\u9635\u80dc\u5229\uff0c\u4ed6\u4eec\u5c06\u4f1a\u8c03\u6da8\u8fd9\u7279\u5b9a\u51e0\u4e2a\u91cd\u8981\u7269\u54c1\u7684\u4ef7\u683c\uff0c\u4f46\u5374\u4f1a\u7ee7\u7eed\u6d25\u8d34\u72ec\u7acb\u53d1\u7535\u5382\u3002<br \/>\n<\/strong><\/p>\n<p>\u6c11\u8054\u5fc5\u987b\u8ffd\u51fb\uff0c\u4e00\u9488\u89c1\u8840\u7684\u4f7f\u56fd\u9635\u653f\u5e9c\u6253\u9000\u5802\u9f13\uff0c\u6536\u56de\u8981\u53d6\u6d88\u6d25\u8d34\u7684\u63d0\u8bae\uff0c\u5e76\u5ba3\u5e03\u76ee\u524d\u5e76\u4e0d\u4f1a\u8c03\u9ad8RON95\u6c7d\u6cb9\u3001\u67f4\u6cb9\u53ca\u5929\u7136\u6c14\u7684\u4ef7\u683c\u3002\u65e0\u8bba\u5982\u4f55\uff0c\u6df1\u6d77\u6e14\u4e1a\u53ca9\u79cd\u5546\u4e1a\u4ea4\u901a\u5de5\u5177\u7684\u6c7d\u6cb9\u6d25\u8d34\uff0c\u8fd8\u662f\u4f1a\u57286\u67081\u65e5\u8d77\u53d6\u6d88\uff0c\u8fd9\u5c06\u5220\u9664\u8054\u90a6\u653f\u5e9c\u6bcf\u5e748\u4ebf8610\u4e07\u4ee4\u5409\u7684\u8d1f\u62c5\u3002<\/p>\n<p>\u56fd\u9635\u5ffd\u7136\u95f4\u80fd\u201c\u7075\u5149\u4e00\u95ea\u201d\uff0c\u6536\u56de\u8c03\u6da8\u4ef7\u683c\u7684\u539f\u56e0\u6709\u4e09\uff0c\u7b2c\u4e00\u3001\u6c11\u8054\u5df2\u7ecf\u5b8c\u5168\u52a8\u5458\u53cd\u5bf9\u4ef7\u683c\u8c03\u6da8\uff0c\u5e76\u91cd\u70b9\u62a8\u51fb\u5e9e\u5927\u7684\u72ec\u7acb\u53d1\u7535\u5382\u4eab\u6709\u798f\u5229\u80fd\u514d\u4e8e\u6d25\u8d34\u88ab\u53d6\u6d88\uff0c\u7136\u800c\u5927\u9a6c2700\u4e07\u666e\u901a\u8001\u767e\u59d3\u5374\u5f97\u56e0\u4ef7\u683c\u8c03\u6da8\uff0c\u989d\u5916\u589e\u52a0\u66f4\u591a\u5f00\u9500\uff0c\u6839\u672c\u8ba9\u4eba\u6c11\u65e0\u6cd5\u8d1f\u62c5\u3002<\/p>\n<p>\u7b2c\u4e8c\u3001\u56fd\u9635\u6709\u610f\u8981\u4e3e\u884c\u95ea\u7535\u5927\u9009\uff0c\u4f46\u82e5\u6da8\u4ef7\u5c06\u4f1a\u5f15\u8d77\u9009\u6c11\u7684\u4e0d\u6ee1\u3002\u7b2c\u4e09\u3001\u56fd\u9635\u5fcc\u60ee\u6c11\u8054\u7684\u9009\u6218\u5b9e\u529b\uff0c\u6df1\u6015\u53d6\u6d88\u4e0a\u8ff0\u6d25\u8d34\u4f1a\u8ba9\u4ed6\u4eec\u5931\u53bb\u4eba\u4eec\u7684\u652f\u6301\u3002<\/p>\n<p>\u65e0\u8bba\u5982\u4f55\uff0c\u5f53\u4eba\u4eec\u5728\u5e86\u5e78\u8fd9\u4e9b\u7269\u54c1\u7684\u4ef7\u683c\u6ca1\u8c03\u6da8\u7684\u65f6\u5019\uff0c\u56fd\u9635\u5e76\u6ca1\u6709\u653e\u5f03\u51cf\u5c11\u8fd9\u4e9b\u7269\u54c1\u6d25\u8d34\u7684\u610f\u613f\uff0c\u56e0\u4e3a\u526f\u9996\u76f8\u4e39\u65af\u91cc\u6155\u5c24\u4e01\u6628\u5929\u624d\u8868\u793a\uff0c\u5f53\u4eca\u5e74\u7684\u6d25\u8d34\u8d1f\u62c5\u4ece103\u4ebf2000\u4e07\u4ee4\u5409\u7ffb\u500d\u81f3205\u4ebf8000\u4e07\u4ee4\u5409\u7684\u65f6\u5019\uff0c\u6709\u5fc5\u8981\u8fdb\u884c\u6d25\u8d34\u91cd\u65b0\u5ba1\u6838\u3002<\/p>\n<p>\u56fd\u5185\u8d38\u6d88\u90e8\u957f\u62ff\u7763\u65af\u91cc\u4f9d\u65af\u8fc8\u6c99\u6bd4\u91cc\u62d2\u7edd\u900f\u9732\u76ee\u524d\u7684\u4ef7\u683c\u5230\u5e95\u53ef\u4ee5\u7ef4\u6301\u591a\u4e45\u3002\u6362\u53e5\u8bdd\u8bf4\uff0c\u82e5\u4e3e\u884c\u95ea\u7535\u5927\u9009\uff0c\u56fd\u9635\u83b7\u80dc\uff0c\u56fd\u9635\u53d6\u6d88\u6d25\u8d34\u5e76\u8c03\u6da8\u4ef7\u683c\u7684\u51b3\u5b9a\u5c06\u4e0d\u4f1a\u6709\u4efb\u4f55\u963b\u529b\u3002<\/p>\n<p>\u66f4\u751a\u7684\u662f\uff0c\u72ec\u7acb\u53d1\u7535\u5382\u5c06\u4f1a\u518d\u6b21\u514d\u4e8e\u5929\u7136\u6c14\u6d25\u8d34\u88ab\u53d6\u6d88\u7684\u5c40\u9762\uff0c\u56e0\u4e3a\u8fd9\u4e9b\u72ec\u7acb\u53d1\u7535\u5382\u5df2\u7ecf\u83b7\u5f97\u9a6c\u534e\u603b\u4f1a\u957f\u62ff\u7763\u65af\u91cc\u8521\u7ec6\u5386\u53ca\u80fd\u6e90\u7eff\u8272\u5de5\u827a\u53ca\u6c34\u52a1\u90e8\u957f\u9648\u534e\u8d35\u4e24\u4eba\u7684\u5f3a\u529b\u652f\u6301\u3002\u9648\u534e\u8d35\u575a\u6301\u72ec\u7acb\u53d1\u7535\u5382\u53ca\u56fd\u80fd\u6240\u83b7\u5f97\u7684190\u4ebf\u4ee4\u5409\u4e0d\u662f\u4e00\u79cd\u6d25\u8d34\uff0c\u800c\u53ea\u4e0d\u8fc7\u662f\u56fd\u6cb9\u4ec5\u4ee5\u5e02\u4ef7\u768425%\uff0c\u552e\u5356\u5929\u7136\u6c14\u7ed9\u72ec\u7acb\u53d1\u7535\u5382\u53ca\u56fd\u80fd\u65f6\u6240\u9020\u6210\u7684\u4e8f\u635f\u3002\u7136\u800c\uff0c\u8521\u7ec6\u5386\u5374\u8bf4\u7ed9\u4e88\u72ec\u7acb\u53d1\u7535\u5382\u7684\u6d25\u8d34\u4e0d\u80fd\u53d6\u6d88\uff0c\u56e0\u4e3a\u5df2\u7ecf\u53d7\u5230\u5408\u7ea6\u7684\u7ea6\u675f\u3002
