BN\u2019s Denial that The RM 19 billion Profits Forgone By Petronas By Selling Gas Below Market Price To IPPs And TNB Is Not A Form Of Subsidy Another Classic Exercise of Self-Delusion And Mass Deception.<\/strong> <\/p>\n

DAP expresses shock at Energy, Green Technology and Water Minister Peter Chin Fah Kui\u2019s insistence that the RM19 billion savings enjoyed by independent power producers(IPPs) and TNB annually is not a subsidy. Peter Chin said the RM19 billion is profit forgone by Petronas annually for selling gas at RM10.70 per MMBtu, one quarter of the market price RM40 per MMBtu. BN\u2019s denial that the RM19 billion profits foregone by Petronas by selling gas below market price to IPPs and TNB is not a form of subsidy is another classic exercise of BN\u2019s self-delusion and mass deception.<\/p>\n

This is similar to BN\u2019s previous insistence that RM540 million given to Perimekar Sdn Bhd is not commission for arranging the purchase of two Scorpene submarines worth US$972 million (RM3.68 billion) for the Royal Malaysian Navy. It is ridiculous for Perimekar to be given a contract to provide support services and co-ordination for six years despite having no previous track record or experience in handling submarines.
\n
\nIf the RM19 billion profits forgone by Petronas annually to assist the IPPs and TNB is not a form of subsidy then what is the correct term to describe this loss? Power generated by IPPs meets about 60 percent of the country’s electricity requirement while TNB the remaining 40 percent, indicating that it is IPPs that benefit most from this RM19 billon. <\/p>\n

After all if Petronas can sell gas at market rates, then RM19 billion annually can be used to benefit directly 27 million Malaysians, instead of the few big companies. The real question that Peter Chin and BN should answer is why the gas tariffs sold to IPPs cannot be increased higher when the prices of sugar, diesel and petrol sold to the general public and ordinary Malaysians can be increased following the reduction of subsidies? <\/p>\n

This is the gross injustice of increasing prices paid by ordinary Malaysians but not increasing prices paid by rich companies. This RM19 billion annually in savings has enabled the IPPs to record billions of ringgit in profit. Instead of addressing this injustice by ensuring that prices are increased first on big companies instead of ordinary Malaysians, BN challenges PR state governments to subsidise ordinary Malaysians instead. <\/p>\n

This is irresponsible as PR would definitely do so if PR has the same resources as BN has with control over Petronas and TNB. In fact, in the state governments controlled by PR, more social benefits and assistance has been given to the people as compared to that given by the previous BN government. For instance Penang PR state government has spent millions in wiping out hard-core poverty in the state, RM20 million in the yearly RM100 senior citizens, single mothers and the disabled\u2019s appreciation programme and RM12 million yearly assistance to Chinese, Tamil and Sekolah Agama Rakyat. All this was not given by the previous BN state government. <\/p>\n

Peter Chin can deceive himself that the RM19 billion of profits forgone by Petronas is not a form of subsidy to IPPs and TNB. But he will not succeed in deceiving and deluding the people that the rich IPPs who are spared from the pain of paying higher prices. Any failure by BN to insist that the IPPs must pay gas tariffs at market prices and stop price rises beginning in June 2011, will only show that ordinary people are targeted by BN to bear the full burden of price rises. <\/p>\n

Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, YAB Lim Guan Eng pada 25 Mei 2011 di Kuala Lumpur. <\/p>\n

Penafian BN bahawa kerugian RM19 bilion oleh Petronas yang disebabkan oleh penjualan gas di bawah harga pasaran kepada IPP dan TNB itu bukan dalam bentuk subsidi merupakan pembohongan dan penipuan yang cuba dilakukan.<\/strong> <\/p>\n

DAP melahirkan rasa terkejut dengan kenyataan Menteri Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin Fah Kui bahawa RM19 bilion yang diberikan kepada penjana tenaga bebas (IPP) dan TNB setiap tahun adalah bukan dalam bentuk subsidi. Peter Chin berkata RM19 bilion kerugian dari Petronas untuk penjualan gas pada harga RM10.70 setiap juta unit Termal British (MMBtu) iaitu satu perempat dari harga pasaran RM40 per MMBtu. Penafian BN bahawa kerugian RM19 bilion oleh Petronas disebabkan penjualan gas di bawah harga pasaran kepada IPP dan TNB yang bukan dalam bentuk subsidi merupakan pembohongan yang dilakukan oleh BN. <\/p>\n

Perkara ini sama dengan kenyataan BN bahawa RM540 juta yang diberikan kepada Perimekar Sdn Bhd bukan komisen untuk mengatur pembelian dua kapal selam Scorpene bernilai US$972 juta (RM3.68 bilion) untuk Tentera Laut Diraja Malaysia. Perkara ini sangat mengarut kepada Perimaker untuk diberikan kontrak dalam menyediakan perkhidmatan sokongan dan koordinasi selama enam tahun walaupun tidak mempunyai rekod atau pengalaman dalam menguruskan urusan kapal selam. <\/p>\n

Sekiranya kerugian RM19 bilion setiap tahun oleh Petronas diberikan kepada IPP dan TNB itu adalah bukan dalam bentuk subsidi jadi apa istilah yang betul untuk gambaran kerugian ini? Kuasa yang dijana oleh IPP memenuhi 60 peratus daripada keperluan elektrik Negara manakala TNB memenuhi 40 peratus. Ini menunjukkan bahawa IPP memperolehi lebih banyak manfaat dari RM19 bilion itu. <\/p>\n

Jikalau Petronas boleh menjual gas pada harga pasaran, tentunya RM19 bilion yang diuntung setiap tahun boleh digunakan untuk memanfaatkan 27 juta rakyat Malaysia. Persoalan yang sebenar yang harus dijawab oleh Peter Chin dan BN ialah mengapa tarif gas yang dijual kepada IPP tidak boleh naik lebih tinggi sedangkan harga gula, diesel dan petrol yang dijual kepada orang awam dan rakyat Malaysia biasa boleh naik dengan pengurangan subsidi? <\/p>\n

Ini adalah ketidakadilan yang lampau apabila hanya meningkatkan harga yang dibayar oleh rakyat Malaysia biasa tetapi tidak meningkatkan harga yang dibayar oleh syarikat kaya. Pemberian RM19 bilion setahun membolehkan IPP memperolehi keuntungan berbilion- billion ringgit. Dari memastikan ketidakadilan dengan memastikan harga yang meningkat adalah kepada syarikat besar dan bukan kepada rakyat Malaysia biasa, BN telah mencabar kerajaan negeri Pakatan Rakyat untuk membiayai subsidi kepada rakyat Malaysia biasa.<\/p>\n

Ini adalah sikap tidak bertanggungjawab walaupun PR pasti dapat melakukannya sekiranya PR mempunyai sumber yang sama seperti mana BN yang mengawal Petronas dan TNB. Lagipun kerajaan negeri di bawah pemerintahan PR ternyata lebih banyak manfaat sosial dan bantuan telah diberikan kepada masyarakat berbanding dengan yang diberikan oleh kerajaan BN sebelum ini. Sebagai contoh, kerajaan negeri Pakatan Rakyat Pulau Pinang berbelanja berjuta- juta dalam usaha untuk membasmi kemiskinan, RM20 juta untuk pemberian RM100 untuk program penghargaan warga emas, ibu tunggal dan orang kelainan upaya (OKU), RM12 juta untuk bantuan tahunan kepada Sekolah Agama Rakyat, Cina dan Tamil. Semua ini tidak diberikan oleh kerajaan negeri BN sebelum ini. <\/p>\n

Peter Chin boleh menipu dirinya sendiri bahawa kerugian RM19 bilion oleh Petronas itu adalah bukan subsidi kepada IPP dan TNB. Tetapi beliau tidak akan berjaya menipu masyarakat bahawa kekayaan IPP adalah hasil daripada penderitaan yang terpaksa dibayar dari kenaikan harga barangan. Kegagalan BN untuk memastikan IPP membayar tarif gas mengikut harga pasaran dan menghentikan kenaikan harga pasaran yang dijangka bermula Jun 2011 menunjukkan bahawa rakyat adalah sasaran BN untuk menanggung beban atas kenaikan harga. <\/p>\n
