This downtrend is in tandem with the findings of the World Economic Forum\u2019s (WEF) Global Competitiveness Index for 2010-2011 as well, which saw Malaysia slipping from 24th (down from 21st the year before) to 26th now.<\/p>\n<p>According to the Switzerland-based Institute of Management Development (IMD), Malaysia had performed badly in two out of the four main factors of the survey &#8211; government efficiency and business efficiency, falling from 9th and 4th in 2010 to 17th and 14th respectively in 2011. The other two factors are economic performance and infrastructure.<\/p>\n<p>On the other hand WEF pointed out that Malaysia\u2019s lack of competitiveness stems from poor institutional capacity, with two of the most telling problems listed as \u2018irregular payments and bribes\u2019 as well as the lack of \u2018judicial independence\u2019. Clearly WEF is addressing the problem of corruption and cronyism just as the IMD report listed business efficacy and government efficiency hampered lack of open tenders and transparency. <!--more--><\/p>\n<p>Malaysia is seen to be running a budget deficit that is fast spiralling out of control in proportion to its growth. Household debt to gross domestic product (GDP) is highest in Asia after Japan, from approximately 64% in 2008 to close to 76% or RM581 billion in 2010. In other words, our budget balance and debt control is deemed to be unsustainable in the long run. <\/p>\n<p>Other factors include poor infrastructure, education (low secondary and tertiary enrolment rate) and labour market efficiency. It would be safe to say that we are displaying the classic case of an export-led low wages low productivity economy that is struggling to come to terms with today\u2019s realities. <\/p>\n<p>Whilst subsidies cuts may improve competitiveness, DAP questions the rationale, logic and justice of subsidy cuts for small items like sugar and diesel that saves hundreds of millions but not big-ticket items like gas subsidies to independent power producers (IPPs) and the commercial power sector that costs RM 19 billion a year. In other words, if the Prime Minister claims that subsidies are akin to \u2018opium\u2019, then why not first remove the \u2018Big Opium\u2019 in the form of subsidies to independent power producers (IPPs) before removing the \u2018Small Opium\u2019 of subsidies in sugar, diesel and petrol which hurt the masses directly.<\/p>\n<p>The Malaysian economy is in a state of stagnation. Just like other post-manufacturing economies, we are struggling to overcome the effects of inflation due to a very low growth in income levels. The purchasing power of the average Malaysian is weakening by the day, being now only 40% of the average New Yorker.<\/p>\n<p>Kuala Lumpur residents have to work four times more than New Yorkers in order to afford 1kg of rice, while the working time required to purchase 1kg of bread is double what a New Yorker has to put in.<\/p>\n<p><a href=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2011\/05\/world-ranking-e1.jpg\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/limguaneng.com\/wp-content\/uploads\/2011\/05\/world-ranking-e1.jpg\" alt=\"\" title=\"world ranking e\" width=\"522\" height=\"226\" class=\"aligncenter size-full wp-image-1518\" srcset=\"https:\/\/limguaneng.com\/wp-content\/uploads\/2011\/05\/world-ranking-e1.jpg 522w, https:\/\/limguaneng.com\/wp-content\/uploads\/2011\/05\/world-ranking-e1-300x129.jpg 300w\" sizes=\"(max-width: 522px) 100vw, 522px\" \/><\/a><br \/>\nSource: UBS AG \/ TMI<\/p>\n<p>Unless the BN government address the problems of rampant corruption, rising inflation, stagnant income growth and socio-economic injustice facing Malaysians today, the proposed subsidy cuts in June 2011 will only worsen these problems with subsidy cuts that targets the poor but spares the rich companies.<br \/>\n                                                                                      LIM GUAN ENG<\/p>\n<p>&#8212;&#8212;&#8212;- BM Translation &#8212;&#8212;&#8212;&#8212;-<\/p>\n<p>Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, Lim Guan Eng pada 24 Mei 2011 di Pulau Pinang.<\/p>\n<p>Walaupun mempunyai Program Transformasi Kerajaan (GTP) dan Program Transformasi Ekonomi (ETP), kedudukan daya saing Malaysia di bawah Institut Pembangunan Pengurusan (IMD) dalam daya saing antarabangsa 2011 telah jatuh enam anak tangga dari tangga ke -10 pada tahun 2010 ke tangga ke- 16 pada tahun 2011. Perkara ini turut disokong dengan pendedahan laporan World Economic Forum (WEF) Global Competitiveness Index (GCI) untuk tahun 2010- 2011 di mana  menunjukkan Malaysia kini jatuh dari tangga 24 (berada di tangga ke 21 untuk tahun sebelumnya) ke tangga 26.<\/p>\n<p>Menurut Institut Pembangunan Pengurusan (IMD) di Switzerland, Malaysia menunjukkan prestasi yang teruk dalam 2 daripada 4 faktor utama kajian &#8211; kecekapan kerajaan dan kecekapan pengurusan, jatuh dari tangga ke 9 dan tangga ke 4 pada tahun 2010 ke tangga 17 dan tangga 14 masing-masing pada tahun 2011. Dua faktor lain adalah prestasi ekonomi dan infrastruktur.<\/p>\n<p>Selain itu, WEF menunjukkan bahawa Malaysia mempunyai kurang daya saing di kalangan kapasiti masyarakat miskin, dengan dua permasalahan utama mengatakan bahawa sistem pembayaran yang tidak teratur dan rasuah serta kurangnya kebebasan dalam sistem penghakiman. Jelas sekali WEF merujuk kepada masalah rasuah dan kroni seperti mana yang dilaporkan oleh IMD bahawa kecekapan pengurusan dan kecekapan kerajaan terjejas kerana kurangnya sistem tender terbuka dan ketelusan.<\/p>\n<p>Malaysia dilihat mempunyai perbelanjaan defisit di luar kawalan yang cepat dan tidak berkadar terus dengan pertumbuhan. Hutang isi rumah terhadap Keluaran Dalam Negara Kasar (KDNK) adalah yang tertinggi di Asia selepas Jepun- daripada 64 peratus pada tahun 2009 kepada hampir 76 peratus atau RM581 bilion pada tahun 2010. Dalam erti kata lain, anggaran perbelanjaan dan kawalan hutang dianggap tidak berterusan untuk jangka masa panjang.<\/p>\n<p>Faktor lain termasuklah infrastruktur yang lemah, pendidikan ( rendah dan kemasukan ke peringkat menengah ) dan kurangnya kecekapan dalam pasaran tenaga kerja. Ia boleh diungkap bahawa kita berdepan dengan kes yang klasik- ekonomi rendah, produktivi rendah di mana kita berjuang untuk menghadapi realiti hidup ketika ini,<\/p>\n<p>Berhubung dengan pemotongan subsidi dalam usaha untuk meningkatkan daya saing, DAP mempersoalkan tentang rasional, logik dan keadilan daripada pemotongan subsidi untuk barangan kecil seperti gula dan diesel yang boleh menjimatkan beratus- ratus juta tetapi bukan barangan besar seperti pemberian subsidi gas kepada penjana tenaga bebas (IPP) dan sektor kuasa komersial yang menelan perbelanjaan sebanyak RM19 bilion setahun. Dalam erti kata lain, sekiranya Perdana Menteri mengatakan bahawa subsidi adalah seperti \u2018candu\u2019, jadi kenapa tidak menghapuskan \u2018candu besar\u2019 iaitu pemberian subsidi kepada IPP sebelum menghapuskan \u2018candu kecil\u2019 melibatkan subsidi gula, petrol dan diesel yang nyata telah membebankan masyarakat umum secara langsung.<\/p>\n<p>Ekonomi Malaysia berada dalam stagna (tidak baik). Sama seperti ekonomi sektor pasca pembuatan, kita berusaha keras untuk mengatasi kesan inflasi akibat pertumbuhan yang sangat rendah dari segi pendapatan. Keupayaan membeli rakyat Malaysia semakin lemah dari hari ke hari, di mana sekarang hanya 40 peratus dari keseluruhan penduduk New York.<\/p>\n<p>Warga Kuala Lumpur harus bekerja empat kali melebihi warga New York untuk mampu membeli 1kilogram beras, dan masa bekerja yang diperlukan untuk membeli 1kilogram roti adalah dua kali ganda daripada apa yang warga New York perlu lakukan.<\/p>\n<p><a pertumbuhan pendapatan dan ketidakadilan sosio-ekonomi yang dihadapi rakyat Malaysia hari ini, pemotongan subsidi yang dicadangkan pada Jun 2011 hanya akan memburukkan lagi masalah di mana pemotongan subsidi ini akan menjadikan golongan miskin sebagai sasaran tetapi menyelamatkan syarikat- syarikat kaya.<\/p>\n<p>&#8212;&#8212;&#8212;&#8211; Chinese Translation &#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n<p>\u6c11\u4e3b\u884c\u52a8\u515a\u79d8\u4e66\u957f\u517c\u5cc7\u773c\u533a\u56fd\u4f1a\u8bae\u5458\u6797\u51a0\u82f1\u4e8e2011\u5e745\u670824\u65e5\u5728\u69df\u57ce\u53d1\u8868\u58f0\u660e\uff1a<\/p>\n<p>\u5c3d\u7ba1\u6211\u56fd\u63a8\u51fa\u653f\u5e9c\u8f6c\u578b\u8ba1\u5212\uff08GTP\uff09\u53ca\u7ecf\u6d4e\u8f6c\u578b\u8ba1\u5212\uff08ETP\uff09\uff0c\u9a6c\u6765\u897f\u4e9a\u8fd8\u662f\u5728\u6d1b\u6851\u56fd\u9645\u7ba1\u7406\u53d1\u5c55\u5b66\u9662\uff08IMD\uff09\u4e16\u754c\u7ade\u4e89\u6392\u540d\u4e2d\uff0c\u4ece2010\u5e74\u7b2c10\u540d\uff0c\u6ed1\u843d\u52302011\u5e74\u7b2c16\u540d\u3002\u8fd9\u9879\u9000\u6b65\u7684\u6210\u7ee9\u4e0e\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\uff08WEF\uff092010-2011\u5168\u7403\u7ade\u4e89\u529b\u6307\u6570\u7684\u7ed3\u679c\u4e00\u81f4\uff0c\u6709\u5173\u6307\u6570\u6307\u6211\u56fd\u7ade\u4e89\u529b\u4e0d\u65ad\u4e0b\u6ed1\uff0c\u4ece\u4e4b\u524d21\u540d\u3001\u6ed1\u8dcc\u523024\u540d\u3001\u73b0\u5c4526\u540d\u3002<\/p>\n<p>\u745e\u5178\u6d1b\u6851\u56fd\u9645\u7ba1\u7406\u53d1\u5c55\u5b66\u9662\u6307\u51fa\uff0c\u5728\u56db\u5927\u8c03\u67e5\u8981\u7d20\u4e2d\uff0c\u6211\u56fd\u5176\u4e2d\u4e24\u9879\u8981\u7d20\u8868\u73b0\u900a\u8272\uff1a\u653f\u5e9c\u6548\u7387\u548c\u5546\u4e1a\u6548\u7387\uff0c\u5206\u522b\u4ece2010\u5e74\u6392\u540d\u7b2c9\u3001\u7b2c4\uff0c\u6ed1\u843d\u52302011\u5e74\u6392\u540d\u7b2c17\u3001\u7b2c14\u3002\u53e6\u5916\u4e24\u4e2a\u8981\u7d20\u662f\u7ecf\u6d4e\u8868\u73b0\u548c\u57fa\u7840\u5efa\u8bbe\u3002<\/p>\n<p>\u53e6\u4e00\u65b9\u9762\uff0c\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u6307\u51fa\u9a6c\u6765\u897f\u4e9a\u7f3a\u4e4f\u7ade\u4e89\u529b\uff0c\u6e90\u81ea\u8868\u73b0\u4e0d\u4f73\u7684\u673a\u6784\u80fd\u529b\uff0c\u6700\u5e38\u53d1\u751f\u7684\u95ee\u9898\u5c31\u662f\u201c\u4e0d\u5bfb\u5e38\u7684\u652f\u51fa\u548c\u8d3f\u8d42\u201d\u4ee5\u53ca\u201c\u53f8\u6cd5\u4e0d\u72ec\u7acb\u201d\u3002\u5f88\u660e\u663e\u5730\uff0c\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u70b9\u51fa\u7684\u95ee\u9898\u5c31\u662f\u8d2a\u6c61\u4e0e\u670b\u515a\uff0c\u6b63\u5982\u6d1b\u6851\u56fd\u9645\u7ba1\u7406\u5b66\u9662\u6240\u6307\u51fa\uff0c\u653f\u5e9c\u6548\u7387\u548c\u5546\u4e1a\u6548\u7387\u56e0\u6ca1\u6709\u516c\u5f00\u62db\u6807\u53ca\u900f\u660e\u5236\u5ea6\u800c\u88ab\u62d6\u7d2f\u3002<\/p>\n<p>\u9a6c\u6765\u897f\u4e9a\u770b\u6765\u4e00\u76f4\u5904\u4e8e\u8d22\u653f\u8d64\u5b57\uff0c\u4e0e\u5b83\u7684\u6210\u957f\u76f8\u6bd4\u5f62\u6210\u5931\u63a7\u7684\u5c40\u9762\u3002\u6211\u56fd\u7684\u5bb6\u5ead\u503a\u52a1\u5360\u56fd\u5185\u751f\u4ea7\u603b\u503c\u7684\u6bd4\u7387\uff0c\u5728\u4e9a\u6d32\u4ec5\u6b21\u4e8e\u65e5\u672c\uff0c\u4ece2008\u5e7464%\uff0c\u589e\u52a0\u52302010\u5e7476%\u62165\u4ebf8100\u4e07\u4ee4\u5409\u3002\u6362\u53e5\u8bdd\u8bf4\uff0c\u6211\u4eec\u7684\u9884\u7b97\u5e73\u8861\u4e0e\u503a\u52a1\u63a7\u5236\u957f\u8fdc\u6765\u8bf4\u662f\u4e0d\u53ef\u6301\u7eed\u7684\u3002
