			<content:encoded><![CDATA[<p>DAP regrets that BN government has shown that it is not committed to green and sustainable growth but instead is willing to sacrifice people’s health for profits. Malaysia’s Atomic Energy Licensing Board (AELB) has granted Australian company Lynas Corporation a temporary operating licence (TOL) for its controversial Pahang-based and also the world largest rare earth refinery plant provided it fulfils five conditions.</p>
<p>Instead of focusing on race and religion, perhaps Barisan Nasional should explain why they are allowing the Lynas Rare Earth Plant in Kuantan to be operated; despite all the dangers inherent and even its regulators themselves did not have a clear radioactive waste disposal proposal from Lynas. Among other issues, the Lynas’ waste management plan does not fully disclose the contents of its waste streams.</p>
<p><span id="more-2000"></span>Two days ago the New York Times (NYT) had also reported that Dutch multinational AkzoNobel, a key contractor, had withdrawn from the project due to the safety concerns. Engineers involved in the project and internal emails showed that AkzoNobel withdrew from supplying the chemicals after it was told that the fibreglass liners would be installed in concrete-walled tanks that have a problem with rising dampness in the floors and cracks in the walls.</p>
<p>Followed by the issue of the conditional TOL, shares in Australian miner Lynas soared yesterday. Clearly, the irresponsible BN government is colluding with the industry interest group at the expense of the health and welfare of the hundreds of thousands of innocent Malaysians.</p>
<p>Last year, the BN government has brought a panel of radiological experts from the IAEA to review the case. However, not only does the panel contain no public health and environmental expert, the IAEA is also seen to be industry-driven, and is expected to rubber-stamp their approval.</p>
<p>Sahabat Alam Malaysia(SAM) has revealed that the Lynas project was fast-tracked for approval by the Pahang State DoE. The DoE received the Preliminary Environmental Impact Assessment(PEIA) on the 21st of January 2008 and approved it in early February. Why is DOE acting with unholy haste to give their approval for such a complex project involving potentially radioactive hazards with a very vague waste management, storage and disposal proposal? </p>
<p>In the light of the nuclear disaster in a highly-advanced country like Japan, the BN government should also abandon their plans to build two nuclear power plants by 2021.  Lynas has always insisted the plant, which will handle rare earths imported from Australia, will be safe, but if that is so why did Lynas not build it in Australia? Is it because Lynas is unable to convince Australian environmental and health regulators that radioactive waste would not leak out thus threatening public health and the environment?</p>
<p>If even the Australian authorities are unwilling to face such hazardous risks despite their highly rated safety standards, how can BN be trusted to ensure the safety and health standards of such a dangerous and high risk project like nuclear plant or rare earths refinery plant? BN has a poor abysmal safety record when the BN government cannot even build a stadium without its roof collapsing or the roof of Parliament leaking? Up to now no one knows where or which state the next plant will be sited.</p>
<p>Only a PR ruled state will not take such risks. I have stated clearly that so long as PR rules Penang, there will be no rare earth refinery plant or nuclear power plants. For this reason the people of Pahang as well as other BN states should learn an important lesson that only a PR ruled state can ensure that there is no rare earths refinery or mines or nuclear facilities to threaten their health and safety of their families. </p>
<p>Let your votes decide in the next general elections whether you want a nuclear plant or rare earth refinery plant in the backyard of your home!</p>

<p>DAP berasa kesal bahawa Kerajaan BN jelas tidak berkomited terhadap pembangunan mapan dan hijau, dan sudi mengorbankan kesihatan rakyat demi keuntungan. Lembaga Perlesenan Tenaga Atom (AELB) Malaysia telah memberi Lesen Kendalian Sementara (TOL) kepada syarikat Australia Lynas Corporation untuk pembinaan loji pemprosesan nadir bumi yang terbesar di dunia di Pahang sekiranya mereka dapat memenuhi lima syarat yang ditetapkan.</p>
<p>Daripada menumpukan sumber dan tenaganya kepada isu-isu perkauman dan agama, adalah lebih baik Barisan Nasional menjelaskan kenapa loji nadir bumi di Kuantan dibenarkan untuk beroperasi, sedangkan projek itu berbahaya dan pihak pengawal selia sendiri tidak menerima cadangan pembuangan sisa radioaktif yang jelas daripada Lynas. Tambahan pula, pelan pembuangan sisa Lynas tidak mendedahkan sepenuhnya kandungan aliran-aliran sisa.</p>
<p>Dua hari lepas, New York Times (NYT) telah melaporkan bahawa syarikat antarabangsa dari Belanda iaitu AkzoNobel, salah satu kontraktor utama, telah menarik diri daripada projek tersebut ekoran kebimbangan keselamatan. Jurutera-jurutera yang terlibat dalam projek serta emel-emel dalaman telah menunjukkan bahawa AkzoNobel telah menarik diri daripada pembekalan resin setelah diberitahu bahawa lapik kaca gentian yang akan dipasang di tangki berdinding konkrit tidak memenuhi standard keselamatan dan piawaian.</p>
<p>Susulan pemberian TOL bersyarat, saham syarikat Lynas telah melonjak semalam. Adalah jelas bahawa Kerajaan BN yang tidak bertanggungjawab ini sedang berpakat dengan pihak-pihak industri sehingga menjejaskan kesihatan dan kesejahteraan beratus-ratus ribu rakyat Malaysia yang tidak bersalah.</p>
<p>Tahun lepas, Kerajaan BN telah membawa masuk sebuah panel pakar radiologi daripada IAEA untuk mengkaji kes ini. Namun demikian, panel tersebut bukan sahaja tidak mengandungi seorang pakar kesihatan awam dan persekitaraan, IAEA itu sendiri dilihat umum sebagai didorong oleh pihak industri, dan dijangka akan meluluskan projek tersebut.</p>
<p>Sahabat Alam Malaysia (SAM) telah mendedahkan bahawa projek Lynas telah mendapat kelulusan “fast-track” oleh Jabatan Persekitaran (DOE) Pahang. Kenapakah DOE memberi kelulusan dengan begitu tergesa-gesa dalam sebuah projek yang bukan sahaja rumit dan melibatkan sisa-sisa radioaktif yang berbahaya, tetapi juga tidak mempunyai pelan pembuangan dan penyimpanan sisa yang jelas?</p>
<p>Ekoran daripada bencana nuklear yang terjadi di negara maju seperti Jepun, Kerajaan BN harus meninggalkan sahaja rancangan mereka untuk membina dua loji nuklear menjelang 2020. Lynas selalu berkeras mempertahankan loji mereka yang akan memproses nadir bumi yang diimport dari Australia sebagai selamat, tetapi jika memang selamat kenapa tidak bina sahaja loji itu di Australia? Adakah ia kerana Lynas tidak dapat meyakinkan pihak pengawal selia persekitaran dan kesihatan di Australia bahawa loji mereka betul-betul selamat?</p>
<p>Sekiranya pihak berkuasa di Australia tidak sanggup menghadapi risiko yang berbahaya walaupun mereka mempunyai standard keselamatan yang tinggi, bagaimanakah kita boleh yakin bahawa BN akan memastikan standard kesihatan dan keselamatan projek yang berbahaya dan berisiko tinggi ini? BN mempunyai rekod prestasi yang tidak cemerlang apabila stadium yang dibina pun mengalami keruntuhan bumbung dan bangunan Parlimen pula bocor. Sehingga sekarang, tidak sesiapa tahu di mana loji seterusnya akan ditempatkan.</p>
<p>Hanya negeri yang ditadbir PR tidak akan mengambil risiko sedemikian. Saya telah lama menyatakan dengan bahawa selama PR berkuasa di Pulau Pinang, loji pemprosesan nadir bumi atau nuklear tidak akan dibina. Kerana itu, rakyat di Pahang dan juga negeri-negeri BN lain harus tahu bahawa hanya negeri-negeri yang ditadbir PR sahaja yang boleh memastikan tidak ada loji nadir bumi atau nuklear yang akan mengancam kesihatan dan keselamatan keluarga mereka.</p>

<p><strong>唯有民联才会注重人民的健康及公共安全，确保民联州属不会兴建稀土厂或核电厂，而不是盲目地追求利益。</strong></p>
<p>国阵政府已经证明它并不是立志追求绿色与永续发展，而是为了利益愿意牺牲人民的健康，民主行动党对此感到遗憾。马来西亚原子能执照局（AELB）已经发出临时营运执照给澳洲莱纳斯公司，让他们必须遵守五项条件的情况下在彭亨州运作世界最大的稀土提炼厂。</p>
<p>与其不断地玩弄种族与宗教课题，国阵应该解释，为什么他们明知稀土厂存在这么多危险，甚至连管制单位也不知道莱纳斯稀土厂将如何处理辐射性废料，却允许他们在关丹设厂？其它的课题还包括，在莱纳斯的废料管理计划中，它们还未全面公布它们的废料内容。</p>
<p>两天前，《纽约时报》报道，稀土厂的其中一家荷兰化学品公司Akzonobel已经退出上述工程。从参与设厂的工程师的电邮内容发现，他们发现原本要安装玻璃纤维内衬（Fibreglass Liners）的混凝土储存槽出现底部潮湿、外壁出现裂缝的问题。</p>
<p>随着当局发出临时营运执照，澳洲矿商莱纳斯的股价也在昨天上涨。很明显地， 不负责任的国阵与工业利益团体勾结，牺牲成千上万名无辜马来西亚人的健康及福利。</p>
<p>去年，国阵政府请来了国际电子能机构的代表来审查此个案。无论如何，这个代表团并没有公共卫生及环境的专家，而国际电子能机构也被视为工业主导的团体，预料也将会似橡皮图章般给予得批准。</p>
<p>大马自然环境之友揭露，莱纳斯工程是彭亨州环境局加速批准的计划。州环境局在2008年1月21日收到初步环境评估报告，在二月上旬就批准了。这项工程涉及辐射公害、含混不清的废料管理、储存与废弃问题，为什么环境局要如此仓促地批准他们兴建如此复杂的工程？  </p>
<p>就连高科技国日本也发生核泄危机，国阵应该放弃在2021兴建两座核电厂的计划。莱纳斯经常强调，他们从澳洲入口的稀土是安全的，如果是真的，那么为何莱纳斯不把提炼厂建在澳洲？还是因为莱纳斯根本无法说服澳洲的环境及卫生管制单位，有关辐射性废料不会泄漏，危害公共卫生及环境？</p>
<p>尽管澳洲政府拥有高级别的安全水平，他们也不愿面对稀土提炼厂的风险，更何况安全设备记录恶劣的国阵？就连体育馆顶盖会倒塌、国会大厦屋顶也会漏水，我们还能相信国阵将确保像核电厂或稀土厂这样危险及高风险的项目，符合公共安全及健康水平吗？直到今天，我们都不知道，下一次会轮到哪一个州属。</p>
<p>唯有民联执政的州属不愿意承担这种风险。我已经说过，只要民联执政槟城，这里就不夫有稀土厂或核电厂。因此，彭亨州以及其它国阵州属的人民都应该要吸取这个重要的教训，那就是只有民联执政的州属才能保障人民的健康与安全，不兴建稀土提炼厂或矿场或核电设施，来伤害人民的健康及安全。 </p>
<p>来届大选，就让全民投票决定，你要不要核电厂或稀土厂兴建在你家的后院！</p>

			<content:encoded><![CDATA[<p>The Election Commission (EC) should recognise that the Local Government Elections Act 1960 (Act 473) has been revised in 1991 and constitutes the sole and only proper law relating to the election of local councillors. For this reason, the Penang state government is taking a progressive step-by-step approach towards removing all legal impediments preventing the conduct of local government elections by the EC.</p>
<p>One of the steps that is being taken is the instruction by the Penang State Government to the Penang State Legal Adviser to issue a gazette notification exempting local authorities in Penang from section 15 of the Local Government Act 1976 as a precursor to seeking a court declaration to compel the Election Commission to conduct local government elections.<br />
<span id="more-1997"></span><br />
The EC Chairman, Tan Sri Abdul Aziz Mohd Yusof, has said that he is confused by the Penang State Government’s intention to bring to the Courts the issue of the State’s right to ask the Election Commission to conduct local government elections to the local authorities in Penang. On 4 March 2010, I wrote to the Election Commission asking it to conduct local government elections to the MPPP and MPSP exercising the state powers under Article 113(4) of the Federal Constitution, but the Election Commission also refused. Article 113(4) states,<br />
“Federal or State law may authorise the Election Commission to conduct election other than those referred to in Clause (1).”<br />
On 12 March 2010, I also wrote to the Prime Minister offering to meet with him to discuss the State Government&#8217;s position but again received no response.</p>
<p>I can confirm that the EC Chairman wrote a long letter to me on 23 March 2010 setting out the Federal Government’s claim that local government elections are not possible because section 15 of the Local Government Act 1976 (Act 171) had caused the Local Government Elections Act to be of no force and effect. This is the very reason why the state government is gazetting  notification exempting local authorities in Penang from section 15 of the Local Government Act 1976</p>
<p>The EC Chairman and the Federal Government have also sidestepped the crux of this issue, namely that the Local Government Elections Act was never repealed and was in fact revised in 1991. According to section 10(2) of the Revision of Laws Act 1968 (Act 1), a revised law “shall be deemed to be and shall be without any question whatsoever in all courts and for all purposes whatsoever the sole and only proper law in respect of matters included in it and in force on that date”. </p>
<p>Clearly the Local Government Elections Act clearly authorises the EC to conduct elections to local authorities in Malaysia. It is therefore perplexing that the EC Chairman continues to refuse to conduct local government elections in Penang. As the EC is the only legal authority that is empowered to conduct local government elections, the Penang state government has no choice but to seek a court declaration to compel the EC to abide and obey the Penang state government’s directives.</p>

<p>选举委员会应该1960地方政府选举法令已于1991年修订，并指定它为举行市议员选举的唯一适用的法律。因此，槟州政府正采取积极的步骤，扫除所有阻止选委会举办地方选举的法律障碍。</p>
<p>其中一项步骤就是槟州政府指示州法律顾问在宪报上公布，让槟州的地方政府免于遵守1976年地方政府法令第15条文，首开先例，申请庭令，迫使指示选委会举行地方政府。</p>
<p>选委会丹斯里阿都阿兹说，对于槟州政府要就行使州权限、指示选委会举办地方政府选举的问题带上法庭，他对州政府的用意感到混淆。在2010年3月4日，我曾写信给选委会，行使宪法第113（4）条文赋予州政府的权利，要求他为槟岛市政局及威省市政局举办地方政府选举，但是选委会却拒绝我的要求。宪法第113（4）条文阐明：“联邦或州法律可以授权选委会举行选举，项目（1）所列明的除外。”</p>
<p>2010年3月12日，我也写信给首相，要求与他见面，商讨州政府的立场，但是，也是不了了之。</p>
<p>我可以确认，选举委员会主席在2010年3月23日，写了一封很长信的给我，说明联邦政府声称不可能举办地方选举，因为1976年地方政府法令第15条文已经让地方政府法令宣判无效。这也是为什么州政府要在宪报上公布，让槟州的地方政府免于遵守1976年地方政府法令第15条文。</p>
<p>选委会主席及联邦政府也忽略了这项课题的症结，那就是地方政府选举法令从来没有被废除，反而曾在1991年修订过。根据1968年法令修正法第10（2）条文，一项修订后的法令，“应该被视为，同时不应被任何法庭、任何目的质疑它做为有关事项的唯一适用法律，并在当天生效。”</p>
<p>很明显地，地方政府法令授权选委会为马来西亚地方政府举行地方选举。因此，针对选委会主席继续拒绝在槟州举办地方政府选举，槟州选举别无选择，只好申请庭令，迫使选委会遵守槟州政府的指示。</p>

			<content:encoded><![CDATA[<p>By refusing to criticise the refusal of Prime Minister Datuk Seri Najib Tun Razak to condemn Perkasa for distributing “White Pows” and not taking action against MCA Seputih Division Committee Member Dr Tiew Chew Ming, MCA President Datuk Seri Dr Chua Soi Lek can no longer hide MCA’s links and UMNO’s open support for Perkasa. What is the use of condemning the racist Perkasa when Chua should also have asked why the Prime Minister Dato Seri Najib did not condemn Perkasa for blatantly trampling over the sensitivities of the Chinese community by distributing white instead of red ang pau during Chinese New Year?</p>
<p>Clearly the Prime Minister’s refusal to condemn Perkasa only proves UMNO’s open support for Perkasa racist objectives in creating their own version of “Asian Apartheid” by wanting to divide Malaysians into favoured “first-class” and discriminated “second-class” citizens. MCA is equally guilty by failing to act sternly against its Sri Desa Branch Chairman and Seputeh division committee member Dr Tiew Chew Ming, who has been exposed as openly assisting Perkasa by ferrying elderly citizens to Perkasa’s event and spoke publicly in defense of Perkasa.</p>
<p><span id="more-1994"></span>Such open linkages with Perkasa by UMNO and MCA contrast with the openness of PAS in respecting the religious and cultural sensitivities of the Chinese community. <p>Star had a front-page report yesterday quoting Customs deputy director-general Datuk Zainul Abidin Taib as saying that 7 high-tech cash scanners capable of detecting bank notes in luggage are to be installed at all entry and exit points in the country to curb the illegal outflow of money that has amounted to bilions of ringgit. US-based watchdog group Global Financial Integrity in its annual report said Malaysia lost RM150bil in illegal outflow of cash in 2009. </p>
<p>Malaysia was the fourth highest among developing nations, losing US$338bil (RM1.08trillion or 1,077 billion) between 2000 and 2009. Are we to lose another trillion ringgit or go bankrupt first before realising that we are being distracted from fighting corruption by supporting extremists and racists?<br />

<p>很明显地，首相不愿意谴责土权，证明巫统公开支持土权的种族主义议程，制造本身的“亚洲版隔离政策”，将马来西亚人民分裂成“第一等”而受歧视的“第二等”公民。马华也难逃其咎，因为它没有严厉对付时利帝沙支会兼士布爹区会当然委员张秋明医生，他被揭发公开协助土权载送老人家出席土权的活动，还公开替土权说话。</p>
<p>巫统和马华与土权的联系如此张扬，与伊斯兰党尊重华社宗教及文化敏感习俗成强烈正比。伊斯兰党不只分派红包、蕉柑和贺年卡给巴刹小贩，也派给公开摆卖猪肉的猪肉贩。巫统会不会进行舞青狮表演，或者像伊斯兰党领袖那样？</p>
<p>是时候终结像巫统及马华这类种族主义政党。马来西亚各族人民不只应该拒绝极端的土权及《前锋报》，也应该拒绝巫统和马华，它已经分裂人民55年，还假借种族论述，敛走了我国数兆令吉的财富。</p>
<p>昨天《星报》 头条新闻引述关税局副总监拿督再努说，当局将在我们所有出入口安装7部现款扫描机，以阻遏数百亿令吉非法资金外流的问题。美国全球金融廉正机构在年度报告中说，2009年，马来西亚因资金非法外流而损失了1500亿令吉。</p>
<p>马来西亚在2000年至2009年间损失了10兆7700 亿令吉，是资金非法外流第四多的国家。难道我们还要等到损失另一个1兆令吉或破产，我们才发现反贪工作因支持极端及种族主义而转移视线，？</p>

			<content:encoded><![CDATA[<p>PDC akan menjadi agensi pelaksana untuk Tabung Rumah Mampu Milik sebanyak RM500 juta untuk bina rumah mampu milik di Seberang Perai dan Pulau Pinang.</p>
<p>Jumlah RM500 juta merupakan jumlah yang paling besar diperuntukkan oleh mana-mana kerajaan negeri di Malaysia untuk membina rumah mampu milik. Jumlah wang ini diperolehi daripada pengswastaan Bayan Mutiara secara tender terbuka. Di bawah pentadbiran lama RM600-800 juta wang rakyat dicadangkan dibelanjakan untuk memindahkan pusat pentadbiran baru daripada Komtar ke Bayan Mutiara. Kerajaan baru Pakatan Rakyat telah menolak cadangan ini dan menggantikan dengan cadangan pengswastaan yang tidak perlu membelanjakan wang besar sebalik menambahkan sumber kewangan agar kerajaan negeri boleh menjalankan projek sosial seperti membina rumah mampu milik. </p>
<p><span id="more-1990"></span>Sejak mengambil alih tampuk pemerintahan pada tahun 2008, Kerajaan Negeri berjiwa rakyat di bawah pimpinan Pakatan Rakyat telah meluluskan pembinaan rumah kos rendah dan kos sederhana rendah sebanyak 11,596 unit yang sekaligus menyangkal dakwaan yang mengatakan kerajaan negeri pakatan rakyat tidak membina rumah mampu milik kepada rakyatnya. Ini adalah di antara kos rendah (RM42,000) dan kos sederhana rendah (RM72,500) yang diluluskan.</p>
<p>Di bawah Kerajaan Negeri dan Agensi Kerajaan Negeri, projek perumahan Kos Rendah dan Sederhana Rendah  seperti berikut yang dibangunkan adalah seperti berikut :<br />

<p>这笔总值5亿令吉的兴建平民屋基金，是全马各州当中，数额最高的可承担房屋基金。这笔基金，是透过公开招标、以私营化峇央珍珠而取得的。在前朝政府执政期间，前朝建议耗资6亿至8亿令吉的人民纳税钱，将现有的光大行政中心迁往峇央珍珠。不过，民联政府上台后，拒绝了这项建议，并以不需要花费巨额的私营化取而代之。这样一来，州政府还能增加财务资源，以推行各项如兴建可承担平民屋的社会计划。</p>
<p>以民为本的民联槟州政府，自从2008年执政以来，已批准了1万1千596间廉价及中廉价屋，而不是如一些人所指控般从未兴建任何可承担房屋。获批准的廉价屋为价格4万2千令吉，而中廉价屋则是7万2千500令吉。</p>

			<content:encoded><![CDATA[<p>To paraphrase a famous quote from Shakespeare’s Hamlet, “The Prime Minister doth protest too much, methinks.”<br />
It would appear that is the case today when Prime Minister Dato’ Sri Najib Tun Razak is trying to fool the public into believing that the use of “white pows” at Perkasa’s Chinese New Year gathering last Sunday has nothing to do with Barisan Nasional. </p>
<p>Najib also said that the incident was a learning experience for race relations in Malaysia. How can Najib dismiss this extremely disrespectful and insensitive gesture so frivolously, when white packets are traditionally used for Chinese funerals? The failure of the Prime Minister to condemn Perkasa for such a disparaging gesture shows how protective Dato’ Sri Najib is of Perkasa even at the expense of trampling over the sensitivities of the Chinese community. </p>
<p><span id="more-1988"></span>Now, Najib is quickly trying to distance himself from the fiasco by claiming that Ibrahim Ali is an independent member of parliament and holds no official position, thus he has nothing to do with Barisan Nasional or the Government. </p>
<p>No one believes this. Only two years ago in an Al Jazeera interview, Najib himself had defended Perkasa by saying that they are “not so extreme” if one understood their demands, and that Perkasa can be accommodated by the Umno-led Government. And while he is an “independent MP” by name, Ibrahim Ali has always openly supported BN and Dato’ Sri Najib against Pakatan Rakyat. </p>
<p>On top of that, UMNO and BN has consistently supported Perkasa, attended their functions, and have even adopted their views on national policies. Even MCA has been exposed as openly assisting Perkasa when their Sri Desa Branch Chairman and Seputeh division committee member Dr Tiew Chew Ming was reported to have spoken on behalf of Perkasa as saying that Perkasa fights for all people regardless of race and had also arranged for people to attend this Perkasa function. </p>
<p>The late Datuk Dr Zainal Aznam, a member of the National Economic Advisory Council (NEAC) that drafted the New Economic Model (NEM), had even blamed the BN Government for submitting to Perkasa by dropping the proposed Equal Opportunities Commission, which was supposed to be part of the NEM. This happened following protests by Perkasa against the NEM.</p>
<p>Compounding this, time and time again Malaysians have seen Ibrahim Ali and Perkasa have been getting away with the most seditious actions and statements. Despite acts such as the burning of Bersih Chairperson Datuk Ambiga’s picture, calling her a “dangerous Hindu woman” and warning the Chinese not to come out on July 9 to join the Bersih 2.0 demonstration because “anything can happen”, no action whatsoever has been taken on Perkasa. </p>
<p>It is thus crystal clear that Perkasa has the support of the UMNO and BN leadership as well as UMNO’s paper Utusan Malaysia, when they can get away with such vile and seditious threats. </p>
<p>Only by openly cutting off all ties and support with Perkasa can Dato’ Sri Najib and UMNO convince Malaysians that Perkasa has nothing to do with BN. The PM must realise that it is his open support for Perkasa that emboldens them to act in an intolerant manner that preaches hate and extremism as well as expose his 1Malaysia as empty sloganeering.</p>

<p>当首相拿督斯里纳吉企图让人相信，土著权威组织在上星期日农历新年门户开放活动上派发“白包”与国阵毫无关系时，这就叫做愚弄大众。</p>
<p>纳吉也说，这起事件是马来西亚种族关系的教训。传统上，“白包”只用于华裔葬礼，纳吉怎么可以如此轻佻的对待土权这种毫不尊重及不敏感的姿态？首相没有谴责土著权威组织的轻视态度，从中可以看出拿督斯里纳吉是如何地维护土权，甚至不惜践踏华社的敏感神经。</p>
<p>现在，纳吉想要尽速与这起闹剧撇清关系，他说依布拉欣阿里是独立议员，没有官职，因此他与国阵或政府没有关系。</p>
<p>没有人会相信他。在两年前一次接受半岛电视台的访问时，纳吉早就为土权辩护。当时他说，如果人们了解土权的诉求，他们其实“不算太极端”，因此，巫统领导的政府可以容纳土权。虽然依布拉欣阿里以“独立议员”自居，但是他常常公开支持国阵及拿督斯里纳吉，和民联作对。</p>
<p>还有，巫统和国阵还一贯地支持土权，出席他们的活动，甚至采纳他们对国家政策的看法。就连马华也公开支持土权，根据报道，马华斯里迪沙支部主席兼马华公会士布爹区会当然委员张秋明甚至替土权说话，指土权是为全民斗争、不分种族的组织，他还协助安排人们出席土权的活动。</p>
<p>曾经起草“新经济模式”的已故国家经济咨询理事会成员拿督再纳，他生前责怪国阵政府向土权低头，不接受理事会所建议的“公平机会”，这原本是新经济模式的部分内容，却在土权示威过后被删除掉。</p>
<p>加上这一次，马来西亚人一次又一次看到依布拉欣阿里和土权过份的煽动性言论和动作。尽管他们焚烧净选盟主席拿督安美嘉的照片、称她为“危险的印度女人”、还警告华人不要在709走上街头因为“什么事都可能发生”，但是，从来没有人对土权采取行动。</p>
<p>很明显地，土权有巫统和国阵在背后撑腰，还有巫统的报章《马来西亚前锋报》做后盾，他们可以不必为自己的卑鄙及煽动性威胁承担任何责任。</p>
<p>唯有与土著切断一切关系、停止支持他们，拿督斯里纳吉及巫统才可以让马来西亚人相信，土权的所作所为与国阵无关。首相必须要知道，他如此公开地支持土权，只会纵容他们继续胡作非为、鼓吹仇恨及极端主义，也证明他的“一个马来西亚”只是空洞的口号。</p>

<p>The pig’s head found at the entrance of the Nurul Iman Mosque at Batu 18, Rawang, Selangor is an insensitive act of cowardice and provocation designed to stoke racial and religious sentiments ahead of the upcoming General Election. </p>
<p>The DAP strongly condemns this incident as there is no room in Malaysia for such indiscriminate and disgusting acts that go against the peace-loving and multi-cultural nature of our people. </p>
<p>We urge Malaysians to remain calm and not to overreact as this incident was clearly the doing of certain quarters with despicable intentions. However, the perpetrators will fail to achieve their evil goals because Malaysians have learnt not only to live with but to celebrate the cultural and religious differences in our society. We will not let decades of peace be undone by the cowardly actions of extremists and bigots. </p>
<p>We also call upon all parties to unite in condemning the desecration and defilement of any place of religious worship, be it a mosque or a church or a temple, and hope that the Government will immediately get to the bottom of this.</p>

<p>Prime Minister Datuk Seri Najib Tun Razak might as well abandon the Fighting Corruption NKRA or New Key Results Area in his GTP if he dares not compel his Ministers and Deputy Ministers to publicly declare their assets and set up a Royal Commission of Inquiry(RCI) into the RM250 million cows &#038; condos scandal or the RM1,077 billion in illicit money(including corruption funds) secretly taken out of the country during 2000-9. </p>
<p><span id="more-1978"></span>The Prime Minister had announced in April 2009 that there were 6 NKRAs in his GTP, one of which was fighting corruption. Nearly 3 years later, the Prime Minister has no achievements to show. He has presided over the worst Transparency International (TI) Corruption Perception Index (CPI) ranking and score for Malaysia, dripping to No 60 out of 183 countries with a score of 4.3 out of 10. </p>
<p>The failures of the Malaysian Anti-Corruption Commission (MACC), despite being given huge annual budgets of over RM200 million since 2011, is only overshadowd by abuses within its ranks. Apart from allegations of corruption, there were two tragic deaths at MACC premises – Teoh Beng Hock in July 2009 and senior Customs officer Ahmad Sarbini Mohamed on April 6, 2011. </p>
<p>Parliament approved a RM202.2 million budget for MACC for 2011 and all it has to show is the country’s lowest CPI ranking of No. 60 and lowest-ever score of 4.3. In 1996, Parliament approved a budget of RM29.4 million for the Anti-Corruption Agency (ACA) and that was the year when Malaysia was ranked No. 26 and achieved the highest CPI score of 5.32 in the past 17 years.</p>
<p>Malaysians are entitled to compare the budgets given to ACA in 1996 and to MACC in 2011, and the TI CPI of Malaysia in these two years. Why MACC, despite being given a budget almost seven times that of 1996, had brought Malaysia’s TI CPI in 2011 to the lowest ranking of 60 and score of 4.3 when in 1996 we could be ranked No. 26 with a score of 5.32?</p>
<p>It would appear that the bigger the budget and more staffing and resources given to MACC, the more corrupt Malaysia has become. Where have the increased RM172.8 million in the anti-corruption budgets between 1996 and 2011 gone to?</p>

<p>Worse is the refusal by Deputy Prime Minister Tan Sri Muhydin Yassin to establish a RCI into the cows and condos scandal involving the family of a senior Cabinet Minister with the lame excuse that MACC is investigating the matter. It is precisely because the public has lost confidence in the MACC, as shown by the drastic drop in the TI rankings, that a RCI is needed to get to the bottom of the cows and condos scandal.</p>
<p>The Prime Minister’s NKRA of fighting corruption is also in trouble following the refusal of Ministers and Deputy Ministers to publicly declare their assets. On 29.1.2012, Deputy Minister in the Prime Minister&#8217;s Department VK Liew even justified his refusal to do so by questioning why Penang state excos took nearly 4 years to publicly declare their assets.</p>
<p>Should not BN leaders be ashamed of themselves that it took Penang PR state government less than 4 years to do so as compared to BN’s complete failure to do so after 55 years? Penang’s state exco’s asset declaration included asset and liabilities as at 8 March 2008 and as at 31.12.2011. Further, our asset declaration was made public, uploaded on the internet as well as verified by an independent audit accounting firm, KPMG. </p>
<p>Unless the Prime Minister gives MACC the independent powers to prosecute freely and is answerable only to Parliament, set up RCI for scandals and compel public declaration of assets, Malaysia’s Corruption Perception Index under the Transparency International will only deteriorate.</p>

<p>Perdana Menteri Datuk Seri Najib Tun Razak patut tinggalkan sahaja Bidang Keberhasilan Utama Negara (NKRA) memerangi rasuah dalam GTP jika beliau tidak berani mewajibkan menteri-menteri dan timbalan-timbalan menterinya untuk mengisytiharkan harta mereka secara terbuka dan menubuhkan Suruhanjaya Siasatan DiRaja (RCI) mengenai kes skandal RM250 juta “lembu dan kondo” ataupun kes wang haram berjumlah RM1,077 bilion (termasuk wang rasuah) yang telah dialirkan keluar daripada negara dari tahun 2000-9.<br />
Pada bulan April 2009, Perdana Menteri telah mengumumkan 6 NKRA dalam GTP, dan salah satu daripadanya merupakan NKRA memerangi rasuah. Selepas hampir 3 tahun, Perdana Menteri masih tidak ada kejayaan. Malah, Indeks Persepsi Rasuah (CPI) Transparency International (TI) Malaysia telah menurun kepada 4.3 daripada 10 dan tangga ke-60 daripada 183 negara dalam tempoh pentadbiran beliau.<br />
Kegagalan Suruhanjaya Pencegah Rasuah Malaysia (SPRM), walaupun diberi bajet tahunan sebanyak lebih RM200 juta sejak 2011 hanya diatasi oleh penyalahgunaan kuasa di kalangan pegawai-pegawainya. Selain daripada dakwaan rasuah, dua kes kematian telah terjadi dalam kawasan SPRM – Teoh Beng Hock pada Julai 2009 dan pegawai kanan Kastam Ahmad Sarbaini Mohamed pada April 6 2011.<br />
Parlimen telah memperuntukkan bajet RM202.2 juta untuk SPRM pada tahun 2011 dan hasilnya adalah kedudukan CPI terendah untuk negara kita iaitu tangga ke-60 dan juga kadar CPI terendah iaitu 4.3. Pada tahun 1996, Parlimen telah memperuntukkan bajet RM29.4 juta untuk Badan Pencegah Rasuah (BPR) dan pada tahun itu Malaysia menduduki tangga ke-26 dan mencapai CPI tertinggi dalam 17 tahun iaitu 5.32.<br />
Rakyat Malaysia berhak untuk membandingkan bajet yang diberi kepada BPR pada tahun 1996 dan SPRM pada tahun 2011, dengan CPI Malaysia pada kedua-dua tahun ini. Walaupun SPRM diberi bajet hampir 7 kali ganda apa yang diberi pada tahun 1996, kenapakah CPI Malaysia pada tahun 2011 mendapat kedudukan yang paling rendah iaitu tangga ke-60 dan kadar CPI 4.3 apabila pada tahun 1996 kita berada di kedudukan ke-26 dengan kadar 5.32?</p>
<p>Nampaknya lagi besar bajet, lagi ramai staf dan lagi banyak sumber yang diberi kepada SPRM, lagi teruk keadaan rasuah di Malaysia. Ke manakah perginya lebihan sebanyak RM172.8 juta dalam bajet anti-rasuah pada tahun 2011 berbanding 1996?<br />

<p>Yang lebih teruknya adalah keengganan Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin untuk menubuhkan RCI mengenai skandal “lembu dan kondo” yang melibatkan keluarga seorang Menteri Kabinet dengan alasan lemah bahawa SPRM sedang menyiasat perkara ini. Sebenarnya, RCI diperlukan untuk menyiasat skandal “lembu dan kondo” ini kerana pihak umum sudah hilang kepercayaan dalam SPRM, seperti yang ditunjukkan oleh penurunan dalam kadar dan kedudukan TI.</p>
<p>NKRA memerangi rasuah yang dijuarai Perdana Menteri juga nampaknya bermasalah ekoran daripada keengganan menteri-menteri dan timbalan-timbalan menteri untuk mengisytiharkan harta mereka secara terbuka. Pada 29.1.2012, Timbalan Menteri dalam Jabatan Perdana Menteri VK Liew telah mewajarkan keengganan beliau dengan mempersoalkan kenapa Ahli-ahli MMK (Exco) Pulau Pinang mengambil masa 4 tahun untuk mengisytiharkan harta mereka secara terbuka. </p>
<p>Tidakkah pemimpin-pemimpin BN berasa malu kerana Kerajaan Negeri PR Pulau Pinang telah berjaya melakukan demikian selepas 4 tahun walhal BN telah gagal selepas 55 tahun? Pengisytiharan harta Ahli-ahli MMK Pulau Pinang merangkumi juga aset dan liabiliti mereka pada 8 Mac 2008 dan setakat 31.12.2011. Tambahan pula, pengisytiharan harta kita dibuat secara terbuka, dimuat naik ke dalam Internet dan telah disahkan oleh sebuah firma audit dan akauntan bebas, KPMG. </p>
<p>Jika Perdana Menteri tidak memberi SPRM kuasa pendakwaan bebas dan kebertanggungjawaban kepada Parlimen, menubuhkan RCI untuk skandal-skandal dan mewajibkan pengisyiharan harta secara terbuka, CPI Malaysia yang dikendalikan Transparency International akan terus merosot.</p>

<p>首相在2009年4月宣布他的国家转型计划中有六项国家关键成效领域，其中一项就是肃贪。事过3年，首相没有交出什么成绩。在他任内，马来西亚在国际透明组织的贪污印象指数在183个国家中排名第60名，10分当中只提4.3分。</p>
<p>这是马来西亚反贪委员会的失败，尽管自2011年起每年都获得超过2亿令吉的拨款，但其过大过功。除了贪污，还有两宗发生在反贪委大厦内的惨死案-即2009年7月坠楼惨死的赵明福及2011年4月6日坠楼惨死的关税局官员阿末沙比尼。 </p>
<p>国会在2011年拨出了2亿220万令吉给反贪委会，它交出的成绩却是最低的贪污印象指数排名60及4.3分。1996年，国会批准了2940万令吉给反贪局，那时马来西亚的贪污印象指标排26名，得分5.32，是过去17年最好的指数。</p>
<p>马来西亚人有权利比较1996年拨给反贪污局及2011年反贪污委员会的款项，以及这两年我国在国际透明的贪污印象指数。为什么反贪委目前所获的拨款几乎是1996年七倍，马来西亚却在2011年得到最低的贪污印象指数，排名60及得分4.3，而在1996年我们可以获排名26、得分5.32？</p>
<p>看起来，反贪委比从前拥有更多拨款、更多职员及资源，马来西亚贪污反而变得更猖獗。在1996年至2011年之间，拨给反贪工作的预算1亿7280万令吉岂不是付诸流水？</p>

<p>更糟的是，副首相丹斯里慕尤丁拒绝成立皇家调查委员会，调查一名内阁部长涉及的养牛公寓，理由是反贪委正在调查。这正是为什么公众对反贪委失去信心，正如国际透明组织的贪污指数排名，我们需要皇家调查委员会，追根究地，查出养牛公寓丑闻的真相。</p>
<p>首相的肃贪国家关键成效指数也有问题，正副部长们拒绝公布财产。2012年1月29日，首相署副部长刘伟强甚至通过质疑槟州行政议员在位四年后，才公布财产，来合理化他拒绝公布财产的做法。</p>
<p>国阵领袖是不是应该感到羞愧，槟州民联政府不到4年就公布财产，而国阵执政了55年，却还做不到？槟州行政议员公布的财产也包括2008年3月8日至2011年12月31日期间的资产及负债。再说，我们是对外公布财产，上载至网站，并且由独立稽查公司毕马威负责审核。</p>
<p>除非首相让反贪委独立自主，拥有提控权、只对国会负责，设立皇家调查委员会调查丑闻、强制性公布财产 ，否则马来西亚在国际透明组织的贪污印象指数只会越来越糟。</p>

Adakah BN Pulau Pinang Akan Membayar RM40 Juta Sekiranya Kerajaan Negeri Gagal Dalam Rayuan Mahkamah Dalam Skendal Tanah Tang Hak Ju Ataupun Membayar RM14.7 Juta Yang Tidak Dikembalikan Sekiranya Kerajaan Negeri menang Di Mahkmah?<br />

Adakah BN Pulau Pinang akan membayar RM40 juta(termasuk faedah 8% sejak Februari 2005 sebanyak RM10 juta) sekiranya kerajaan negeri gagal dalam rayuan mahkamah dalam skendal tanah Tang Hak Ju ataupun membayar RM14.7 juta yang tidak dikembalikan sekiranya kerajaan negeri menang di mahkmah? Kerajaan Negeri Pulau Pinang telah mendepositkan wang sejumlah RM14,678,135.50 ke Mahkamah Tinggi Pulau Pinang pada 18 Mei 2009 seperti yang telah diperintahkan oleh mahkamah pada 19 Febuari 2009sungguhpun skendal tanah ini berlaku pada pentadbiran lama.</p>
<p><span id="more-1982"></span>Berikutan suatu keputusan oleh Mahkamah Rayuan baru-baru ini telah mengurangkan bayaran ganti rugi untuk Tang Hak Ju kepada RM500,000/-, Pengerusi Gerakan dan UMNO Pulau Pinang telah mendesak saya meminta maaf dan menarik balik istilah skendal yang digunakan kerana ia tidak melibatkan kerugian RM40 juta tetapi hanya RM500,000/-. Permintaan ini memang tidak masuk akal kerana samada ia melibatkan kehilangan wang kerajaan RM40 juta ataupun RM500,000, ia tetap adalah skendal tanah kerana membabitkan kehilangan wang rakyat.</p>
<p>Saya telah menolak desakan BN dan mencabar mereka saman malu saya atau kerajaan negeri. Malangnya sehingga hari ini baik Gerakan, Teng Hock Nan ataupun UMNO Pulau Pinang gagal berbuat demikian. Sekiranya kerajaan negeri PR berjaya mengurangkan pembayaran kepada RM500,000, adakah BN sedia tanggung jumlah ini dan juga RM14.7 juta deposit yang telahpun dibayar kepada Tang Hak Ju jika Tang Hak Ju enggan memulangkan RM14.7 juta ini?</p>
<p>Bayaran deposit RM14.7 juta merupakan 50% daripada jumlah kos ganti rugi sebanyak RM29.4 juta kepada Tang Hak Ju dan tidak mengambilkira bayaran faedah yang dianggarkan sebanyak RM10 juta. Kes ini berlaku bila kerajaan BN yang lama “tersilap’ dengan  memberikan kelulusan tanah seluas 10.6 ekar dan permit kuari kepada Tang Hak Ju atas tanah yang tidak dimiliki kerajaan negeri tetapi oleh pihak swasta.</p>
<p>Sungguhpun begitu banyak wang rakyat kehilangan, tidak ada tindakan tegas diambil ke atas mereka yang bertanggungjawab kecuali suatu amaran sahaja. Hanya bila PR mengambil alih tampuk pemerintahan kerajaan negeri Pulau Pinang, barulah pegawai tersebut dipindah kepada jabatan lain. Saya ingin tahu mengapakah mereka tidak pernah meminta maaf kepada rakyat Pulau Pinang tentang skendal tanah ini.</p>
<p>Kerajaan Negeri PR kesal ahli-ahli pentadbiran dulu seperti Tan Sri Koh Tsu Koon dan Datuk Dr Teng Hock Nan enggan bekerjasama dalam skendal tanah ini, khususnya mengapa mereka tidak mahu menyelesaikan kes ini di luar mahkamah yang ditawarkan oleh Tang Hak Ju dengan ganti rugi yang jauh lebih rendah iaitu RM1.8 juta. Dengan kadar 8% sejak tahun Februari 2005 ke atas ganti rugi RM29.4 juta, itulah sebabnya jumlah kehilangan adalah sebanyak RM 40 juta. </p>

<p><strong>如果槟州政府在陈合裕土地丑闻上诉案中败诉，国阵会不会偿还4000万令吉的赔偿金？如果槟州政府赢了这场官司，国阵会不会缴付1470万令吉的赔偿金？</strong></p>
<p>如果槟州政府在陈合裕土地丑闻上诉案中败诉，国阵会不会偿还4000万令吉(包括自2005年2月起每年8%的利息累积成的1000万令吉)赔偿金？如果槟州政府赢了这场官司，国阵会不会缴付1470万令吉的赔偿金？槟州政府已经在2009提5月18日遵从庭令，将1千467万8千135令吉50仙的款项，付给槟城第二高等法庭，作为陈合裕土地舞弊案的赔偿抵押金。此案也是前朝政府涉及土地舞弊所留下的。</p>
<p>上诉庭最近已经将这笔赔给陈合裕的款项减少至50万令吉。民政党主席及槟州巫统便要求我道歉，并且撤回“丑闻”的用词，因为它造成的损失不是4000万令吉，而是50万令吉而已。这种要求实在荒谬，因为它涉及的款项不论是4000万令吉，还是50万令吉，它始终还是土地丑闻，因为它涉及人民金钱的损失。</p>
<p>我已经拒绝了国阵的要求，并挑战他们告我或州政府诽谤。不幸的是，直至今天，不论是民政党、丁福南还是槟州巫统，都没有任何行动。是不是只要民联政府成功将赔偿金减少至50万令吉，国阵就准备承担这笔费用以及1470万令吉已付给陈合裕的抵押金（如果他不愿意归还这笔款项）？</p>
<p>上述1470万令吉的抵押金是付给陈合裕赔偿金2940万令吉的50%，这还不包括约1000万令吉的利息。这宗案件的发生是由于前朝国阵政府“失误”，批准陈合裕拥有一块10.6英亩的土地及采矿准证，这块土地并非由州政府拥有，而是属于私人地。</p>
<p>虽然已经造成如此大笔的金钱损失，没有人对那些应该负起责任的人士采取严厉行动，只是警告而已。只有当民联夺下槟州政权以后，相关的官员才被调派到其它部门。我想知道为什么国阵不曾针对这宗土地丑闻向槟州人民道歉？</p>
<p>民联政府对于前朝行政议员如：丹斯里许子根及拿督丁福南在这起丑闻中拒绝合作的态度感到遗憾，尤其是为何他们拒绝陈合裕所提议的庭外合解，这涉及更少的赔偿金180万令吉？由于在赔偿金2940万令吉自2005年2月起每年另加利息8%，因此导致总赔偿金为4000万令吉。</p>

<p><strong>UMNO and Utusan Malaysia Has Lost Credibility Even Amongst Malays When Utusan Malaysia Was Found Guilty By The Penang High Court Of Spreading Lies And Ordered To Pay RM200,000 For Defaming Me As Anti-Islam And Anti-Malay.</strong></p>
<p>Deputy Prime Minister Tan Sri Muhydin Yassin’s attack on DAP as chauvinistic and anti-Malay as well as Utusan Malaysia’s incendiary statement that DAP is the world’s most racist party shows their sheer frustration that more and more Malays no longer believe in UMNO and Utusan until some have even joined the DAP. Utusan Malaysia has lost credibility even amongst Malays when Utusan Malaysia was found guilty by the Penang High Court of spreading lies and ordered to pay RM200,000 for defaming me as anti-Islam and anti-Malay.</p>
<p>Tan Sri Muhyidin has no right to call DAP chauvisnistic when DAP is multi-racial and open to all Malaysians whereas Tan Sri Muhydin is Malay first and Malaysian second. Tan Sri Muhyidin’s refusal to condemn Utusan Malaysia for calling the tragic May 13 riots which caused the deaths of thousands of Malaysians, mainly non-Malays, as a<br />
sacred day shows who is the real chauvinist and racist.  </p>
<p><span id="more-1976"></span>DAP is proud of its record of defending the rights of all Malaysians including Malays, Chinese, Indians, Kadazans, Ibans and orang asli. There is a growing number of Malays who no longer believe in UMNO and Utusan’s lies against the DAP when DAP has defended the rights of all Malaysians.</p>
<p>I am proud of goint to prison for fighting against the injustice inflicted on a poor Malay family in Melaka. Has any BN leader gone to prison for defending the rights of Malays or non-Malays? Yes, BN leaders have gone to prison but not for the rakyat  but for  corruption or cheating the rakyat’s monies.</p>
<p>The recent Penang High Court’s decision against Utusan Malaysia proves that both DAP and myself is neither anti-Malay nor anti-Islam. Instead more allocation funding were given for Malays and Islam in Penang as compared to the previous BN administration.</p>
<p>Utusan’s latest attack against the DAP as the world’s most racist party follows Lim Kit Siang’s response to MCA President Dr Chua Soi Lek recent call for Chinese voters not to experiment with change but support BN. Why is it ok for Chua to call on Chinese voters to unite against change and support BN but not ok for Lim Kit Siang to call on Chinese voters to unite and ensure a change of government by supporting PR?</p>
<p>Is DAP a racist party for asking for action against corruption such as calling for a Royal Commission of Inquiry on the RM250 million cows and condos scandal involving a family of a Cabinet Minister? Is DAP racist for attacking UMNO for refusing to act against those who lost RM52 billion in bumi shares meant for the poor and ordinary Malays but who did not receive a single share? Is DAP racist for questioning the<br />
RM7.07 billion 60-year highway concession from Banting to Taiping granted to Kumpulan Europlus Bhd which is owned by a non-Malay? </p>
<p>Abraham Lincoln was reputed to have said that, “You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time.” Clearly the time is up for Utusan Malaysia when even Malays no longer believe what is printed in Utusan. </p>

<p>Serangan Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin terhadap DAP sebagai cauvinis dan anti-Melayu serta kenyataan bersifat hasutan Utusan Malaysia bahawa DAP adalah parti paling rasis di dunia menunjukkan betapa kecewanya mereka kerana makin ramai Melayu sudah tidak percaya dalam UMNO dan Utusan sehingga mereka menyertai DAP. Utusan Malaysia sudah kehilangan kredibiliti malahan di kalangan Melayu apabila akhbar itu telah didapati bersalah oleh Mahkamah Tinggi Pulau Pinang dan diarahkan untuk membayar RM200,000 kerana memfitnah saya sebagai anti-Islam dan anti-Melayu.</p>
<p>Tan Sri Muhyiddin Yassin tidak berhak untuk memanggil DAP cauvinis apabila DAP adalah sebuah parti berbilang kaum yang terbuka kepada semua rakyat Malaysia manakala Tan Sri Muhyiddin adalah Melayu terdahulu dan rakyat Malaysia kemudian. Keengganan beliau untuk mengutuk Utusan Malaysia kerana menggambarkan tragedi rusuhan Mei 13 yang mengakibatkan kematian beribu-ribu rakyat Malaysia sebagai “hari keramat” jelas menunjukkan siapa sebenarnya yang bersikap cauvinis dan rasis.</p>
<p>DAP bangga dengan rekod memperjuangkan hak semua rakyat Malaysia termasuk Melayu, Cina, India, Kadazan, Iban dan Orang Asli. Kerana itu, sudah makin ramai orang Melayu yang tidak percaya kepada UMNO dan penipuan Utusan tentang DAP.</p>
<p>Saya bangga walaupun terpaksa dipenjarakan dalam perjuangan menentang ketidakadilan terhadap sebuah keluarga miskin Melayu di Melaka. Adakah mana-mana pemimpin BN pernah ke penjara kerana memperjuangkan hak Melayu atau bukan Melayu? Kalau ada pun pemimpin BN yang dipenjarakan, ia adalah kerana penyelewengan dan rasuah dan bukan kerana memperjuangkan rakyat.</p>
<p>Keputusan Mahkamah Tinggi Pulau Pinang terhadap Utusan Malaysia membuktikan bahawa DAP dan saya sendiri tidak bersifat anti-Melayu atau anti-Islam. Sebaliknya, peruntukan untuk orang Melayu dan Islam di Pulau Pinang telah ditingkatkan berkali-kali ganda berbanding dengan pentadibran BN.</p>
<p>Serangan Utusan yang mengatakan bahawa DAP adalah parti paling rasis di dunia adalah ekoran daripada kenyataan balas Lim Kit Siang kepada Presiden MCA Dr Chua Soi Lek yang telah menyeru agar masyarakat Cina tidak bereksperimen dengan perubahan dan terus menyokong BN. Kenapa tidak salah apabila Chua menyeru kepada masyarakat Cina untuk bersatu menentang perubahan, tetapi salah apabila Kit Siang menyeru supaya masyarakat Cina untuk bersatu untuk menukar kerajaan dengan menyokong PR?</p>
<p>Adakah DAP itu sebuah parti rasis kerana meminta supaya tindakan diambil terhadap kes rasuah seperti permintaan untuk menubuhkan Suruhanjaya Siasatan DiRaja mengenai skandal RM250 juta “lembu dan kondo” yang melibatkan keluarga seorang Menteri Kabinet? Adakah DAP itu rasis kerana menyerang UMNO yang tidak mengambil sebarang tindakan terhadap mereka yang bertanggungjawab atas kehilangan saham bumiputra berjumlah RM52 bilion yang sepatutnya diberikan kepada orang Melayu kebanyakan yang tidak menerima walau satu saham? <p>丹斯里慕尤丁没有资格称行动党为沙文主义政党，行动党是一个多元种族政党，开放给全体马来西亚人，丹斯里慕尤丁自己才是马来人优先、其次才是马来西亚人。丹斯里慕尤丁不愿意谴责《前锋报》把513暴动悲剧称为神圣日、导致上千名马来西亚人，尤其是非马来人死亡，他才是真正的沙文主义和种族主义。</p>
<p>行动党为我们捍卫全体马来西亚人的权利的良好记录感到自豪，包括马来人、华人、印度人、卡达山人、伊班人及原住民。行动党捍卫全民的权利，越来越多马来人不再相信巫统及《前锋报》针对行动党的谎言。</p>
<p>我对于能够为发生在马六甲一贫穷家庭的不公义事件而入狱感到骄傲。有哪一位国阵领袖为了捍卫马来人或非马来人的权利而坐牢？有，国阵领袖也有人坐牢，不过是因为他们贪污或欺骗了人民的金钱，而不是为了人民。</p>

<p>马华总会长蔡细历医生呼吁叫华裔选民不要支持改朝换代，而是继续投选国阵之后，林吉祥对此回应。《前锋报》借机发动对行动党的新一轮攻击，指行动党是世界上最种族主义政党。为什么蔡细历可以叫华裔选民团结一致、支持国阵？而林吉祥叫华裔选民、投选民联、改朝换代就不可以？</p>
<p>行动党呼吁除贪、成立皇家调查委员会调查涉及内阁部长家人的2亿5000万令吉养牛公寓丑闻，就是种族主义政党吗？行动党谴责巫统不愿意对付那些导致520亿令吉土著股分损失的人士，这些土著股分原本要分给贫穷及普通马来人，但是他们却一分股也分不到，难道我们因此是种族主义政党？行动党质疑为何颁布价值70亿7000万令吉的60年大道合约、让优乐家集团（非马来人拥有的）兴建万津到太平的高速公路，我们这样也是种族主义吗？</p>
<p>林肯曾经说过：“你可以一时欺骗所有人，也可以永远欺骗某些人，但不可能永远欺骗所有人。”就连马来人也不相信《前锋报》时，《前锋报》是时候关门大吉了。</p>

			<content:encoded><![CDATA[<p>Prime Minister  Datuk Seri Najib Tun Razak must explain the public benefit of the RM7.07 billion 60-year concession to Kumpulan Europlus Bhd(Europlus) for constructing a 316 km highway from Banting to Taiping and whether the RM 2.24 billion soft loans, 3% interest subsidies for commercial loans for 22 years and RM 980 million grant for land acquisition cost is in the public interest. Europlus had announced that it had received an approval letter to construct the 316 km highway from the Public Private Partnership unit of the Prime Minister’s Department.</p>
<p>DAP is curious why the Federal government had still not make any announcement on such an important highway concession which violates the basic principles of public accountability and transparency. Before the government signs this agreement with Europlus, the Prime Minister must ensure that the following 7 questions why Europlus was given such a good deal are fully answered.</p>
<p><span id="more-1974"></span>1.      Was there an open tender, and if no why not. If yes, who were the other parties and why were their bids rejected?<br />
2.      Why was Europlus chosen when they have no proven track record in build-operate-transfer(BOT) of highway concession and its principal owners have a troubled history of problematic housing development projects?<br />
3.      How can the government grant such a long concession period of 60 years, which is the longest in Malaysian history, second only to Malaysia’s 100 year agreement to supply water to Singapore in the 1960s?<br />
4.      What was the rationale of granting a soft loan of RM2.24 billion from 2013 at 4% interest and also offer an interest subsidy of 3% from commercial loans for 22 years? Both interest  subsidies which may cost the Federal government RM4 billion assuming a principal loan of RM6 billion.<br />
5.      Why should the government pay RM980 million for land acquisition cost if this is a privatised project?<br />
6.      Why is the cost for the 316 km highway at RM7.07 billion or RM22.3 million per km more than double the cost of building a similar highway in India at RM10 million per km?<br />
7.      If this newest toll concession is the alternative to the already congested North South Highway, why stop at Taiping? Why is the Europlus concession not extended to Penang which is even more heavily congested? This is unfair not just to Penangites but also Kedahans.</p>
<p>For the Prime Minister’s Department to grant a 60 year concession period means, that generations of Malaysian will be compelled to pay toll, from me to my great grand-children. This is unacceptable and giving such a long concession only benefits the few, allowing the toll operators to earn mega profits of Pharaonic proportions at the expense of 28 million ordinary Malaysians.</p>
<p>Malaysians can no longer tolerate another North-South Expressway(NSE) scandal, where the toll operator is given a 50 year concession period until 2038 even though they have reaped profits many times over their investment outlay. The NSE costs RM6 billion to build and as at 31.12.2010, the toll operator has already received RM24.3 billion, landing a cool RM18.3 billion in profits. </p>
<p>Why should the NSE operator be allowed to continue to collect till 2038 and hike up toll rates when they have earned such massive and Pharonic-like profits of RM18.3 billion, 3 times the construction cost? Enough is enough! That is why PR is pressing for the abolition of tolls on the NSE in view of the pharonic like profits earned by the toll operator.</p>
<p>Is the RM7.07 billion Europlus highway concession deal another scandal in the making?  Malaysians do not want another NSE scandal. The Prime Minister must fully answer the 7 questions to ensure that public benefit is assured and public interest is protected in this Europlus RM7.07 billion 60-year concession deal.</p>

<p></strong>Perdana Menteri Datuk Seri Najib Tun Razak harus menjelaskan sama ada konsesi 60 tahun berjumlah RM7.07 bilion yang dianugerahkan kepada Kumpulan Europlus Bhd (Europlus) untuk pembinaan lebuhraya Banting-Taiping sepanjang 316km yang melibatkan pinjaman mudah RM2.24 bilion, subsidi faedah 3% untuk 22 tahun dan geran sebanyak RM980 juta untuk pengambilan tanah adalah selaras dengan kepentingan awam.</p>
<p>Europlus mengumumkan telah menerima surat kelulusan untuk membina lebuhraya 316km daripada Unit Kerjasama Awam Swasta Jabatan Perdana Menteri.</p>
<p>DAP berasa curiga kenapa Kerajaan Persekutuan belum lagi membuat pengumuman mengenai konsesi lebuhraya yang jelas melanggar prinsip asas ketelusan dan kebertanggungjawab awam. Sebelum Kerajaan menandatangani perjanjian dengan Europlus, Perdana Menteri hendaklah memastikan bahawa 7 soalan berikut dijawab:</p>
<p>1.     Adakah tender terbuka dijalankan untuk perjanjian ini, dan jika tidak, kenapa? Jika ya, siapa lagi yang menyertai dan kenapa mereka tidak dipilih?<br />
2.     Kenapa Europlus dipilih, sedangkan mereka tidak mempunyai rekod prestasi yang terbukti dalam bina-kendali-pindah (BOT) sektor lebuhraya, dan pemilik utamanya mempunyai sejarah permasalahan dalam projek perumahan?<br />
3.     Bagaimanakah Kerajaan boleh memberi tempoh konsesi selama 60 tahun, iaitu yang terpanjang dalam sejarah Malaysia dan kedua hanya kepada perjanjian pembekalan air selama 100 tahun kepada Singapura yang telah dimeterai pada tahun 1960an?<br />
4.     Apakah rasional untuk penganugerahan pinjaman mudah sebanyak RM2.24 bilion dari tahun 2013 pada kadar faedah 4% serta subsidi faedah 3% untuk pinjaman komersial selama 22 tahun? Kedua-dua subsidi ini berjumlah RM4 bilion jika prinsipal pinjaman adalah RM6 bilion.<br />
5.     Kenapa perlu Kerajaan membayar RM980 untuk pengambilan tanah sedangkan ini projek swasta?<br />
6.     Kenapa kos lebuhraya 316km ini yang berjumlah RM7.07 bilion atau RM22.3 juta setiap km adalah dua kali ganda kos pembinaan lebuhraya yang sama di India dengan kos RM10 juta setiap km?<br />
7.     Jika konsesi tol terbaru ini adalah alternatif kepada Lebuhraya Utara-Selatan yang sesak, kenapa berhenti di Taiping? Kenapa konsesi Europlus tidak dilanjutkan kepada Pulau Pinang yang mengalami kesesakan yang lebih teruk? Ini tidak adil untuk rakyat Pulau Pinang dan juga Kedah.</p>
<p>Konsesi 60 tahun yang dianugerahkan oleh Jabatan Perdana Menteri ini bermakna bahawa beberapa generasi rakyat Malaysia akan terpaksa membayar tol dari generasi saya hingga ke cucu-cicit saya. Ini langsung tidak boleh diterima kerana tempoh konsesi yang begitu lama ini hanya menguntungkan segelintir kroni syarikat pengendali tol yang akan mengaut keuntungan maha-Firaun manakala yang ruginya 28 juta rakyat Malaysia.</p>
<p>Rakyat Malaysia tidak boleh menerima lagi satu skandal umpama Lebuhraya Utara-Selatan (NSE), di mana pengendali tol diberi tempoh konsesi 50 tahun sehingga 2038 walaupun mereka sudah mengaut keuntungan berkali-kali ganda lebih daripada pelaburan asal. Kos pembinaan NSE adalah RM6 bilion dan setakat 31.12.2010, pengendali tol sudah pun menerima RM24.3 bilion, iaitu keuntungan sebanyak RM18.3 bilion.</p>
<p>Kenapa pengendali NSE dibenarkan mengutip tol sehingga 2038 serta menaikkan kadar tol apabila mereka sudah mengaut keuntungan yang maha-Firaun, iaitu RM18.3 bilion ataupun 3 kali ganda kos pembinaan? Cukup-cukuplah! Kerana itulah PR menekankan pemansuhan tol NSE.</p>
<p>Adakah konsesi lebuhraya RM7.07 kepada Europlus ini permulaan lagi satu skandal? Rakyat Malaysia tidak mahu pengulangan skandal NSE. Perdana Menteri haruslah menjawab 7 soalan di atas untuk memastikan kepentingan awam dijaga dan dipelihara dalam perjanjian RM7.07 bilion dan konsesi 60 tahun Europlus ini.</p>

<p>民主行动党感到好奇，为什么联邦政府还没有宣布如此重要的高速公路特许经营合约？这违反了公众透明度及公信力的原则。在政府与优乐家集团签署这项合约之前，首相必须回答下列七道问题，解释为何优乐家集团获得这么好的待遇？</p>
<p>1.     是否进行公开招标，如果没有，为什么？如果有，其它参与招标者是谁？为什么他们被拒绝？<br />
2.      优乐家集团在兴建-运作-转移（BOT）高速公路特许经营权方面完全没有经验，而且其主要所有人在之前的房屋发展计划留下许多问题，为什么它还会被选中？<br />
3.      政府如何可以颁布长达60年的特许经营权？这是马来西亚史上最长的经营权合约，仅次于1960年签署的100年供水新加坡合约。<br />
4.      有什么理由他们可以自2013年起获得22亿4000万令吉、利息4%的软贷款，而且还获得商业贷款3%利息补贴长达22年？如果贷款本金为60亿令吉，这联邦政府需花费的两项利息补贴为40亿令吉。<br />
5.      既然这是私营化工程，为何政府要支付9亿8000万令吉的征地费用？<br />
6.      为何316公里长的高速公路承建费为70亿7000万令吉，或每公里2230万令吉？比印度同等高速公路的承建费还高出一倍，在印度，高速公路兴建成本每公里约1000万令吉。<br />
7.      如果这项特许经营权是拥挤的南北大道的替代道路，为什么只建到太平？为什么优乐家集团特许经营没有延长到交通更拥挤的槟城？这不只对槟城人不公平，也对吉打人不公平。</p>
<p>首相署颁布这项长达60年的特许经营合约，意味着马来西亚几代人都将被迫缴付过路费，从我一直到我的曾孙。这实在令人难以接受，如此的特许经营权只让少数人受惠，让收费站经营者赚取庞大的利益，却牺牲2800万马来西亚人的利益。</p>
<p>马来西亚人再也无法忍受另一个南北大道丑闻，这条大道的经营者获得50年的合约（到2038年），虽然他们已经赚取了比投资额高出许多倍的利润，他们还是可以继续收取过路费。南北大道花费60亿令吉兴建，截至2010年12月31日，他们已经收取243亿令吉的过路费，利润为183亿令吉。</p>
<p>为什么南北大道特许经营公司可以继续收费、调高过路费直到2038年？他们已经赚取了183亿令吉、这是承建费的3倍！够了！收费站已经赚到了庞大的利润，这就是为何民联要废除南北大道收费站的原因。</p>
<p>这项价值70亿7000万令吉的优乐家集团大道特许经营权是不是另一宗丑闻？马来西亚人不要另一宗南北大道丑闻。首相必须回答上述七道问题，确保在这项60年合约、70亿7000万令吉的特许经营合约中，公众利益受到保障。</p>

			<content:encoded><![CDATA[<p>My family and I are upset at the statement made by Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi in Sibu yesterday, dragging my daughter into his latest spin that the National Service (NS) training programme is now widely accepted and trusted by parents for the positive effect it has on their children. Datuk Seri Ahmad Zahid claimed that both my father and me had seen how my daughter had changed for the better after attending the programme in Balik Pulau NS camp in Penang. </p>
<p>This is untrue. My daughter is a good kid and is the same before and after joining the NS Camp. Both my father and I had never told the Defence Minister as claimed by him and neither had we thanked him for it.</p>
<p><span id="more-1964"></span>My daughter was selected to join the NS Camp for the 2008-9 session and she had duly complied. We have never talked about my daughter’s experiences, good or bad in NS, because she is still under 21 and a student who is not involved in politics.</p>
<p>My family and I love our daughter and want to protect her privacy. We have shielded her from the glare of publicity so that she can grow up and enjoy life with her friends as a normal kid. We hope that Datuk Seri Ahmad can respect my daughter’s privacy and not drag her into his political games to justify the NS programme.</p>
<p>If children of politicians venture into public life involving public interest, then they are subject to public scrutiny. However for BN leaders to try to use my children as political capital to boost BN when they are still studying and not involved in public life is wrong and regrettable.</p>
<p>This is not the first time that my children have been unfairly targeted by BN and UMNO leaders. Last year, my 15 year old son was defamed by UMNO leaders and UMNO Online for sexually molesting his classmate and that I have to pay RM200,000 to cover-up the scandal and transfer my son to another school. A picture of the alleged girl victim of my son was even put up by the UMNO blogs.</p>
<p>This cruel and barbaric lie by UMNO against my minor son was quickly exposed when the picture of the girl victim was discovered to be a fake and belonged to a Hong Kong chess grandmaster who had never met me or my son. So far no UMNO leaders had apologised to my son and me for this vicious lie that had caused my son to miss school for 2 days.</p>
<p>I urge UMNO and BN leaders to throw your lies at me if you must but please leave my children alone. They are still studying and are not in politics. By continuing to drag my children with lies or misrepresentation, is an act of desperation that shows their lack of moral values and absence of ethical judgment. Have BN and UMNO leaders run of ideas and ideals that their only political capital is to preach lies and hate  not only against PR leaders but also at our children? </p>

<p>我的家人和我对于国防部长拿督斯里阿末查希哈米迪昨日在诗巫发表的声明感到难过，他针对国民服务计划已经被广泛接受、由于对孩子起正面影响而获家长信赖的宣传，把我的女儿卷入其中。拿督斯里阿末查希声称，我的父亲和我可以看到，我的女儿在参加了槟城浮罗山背的国民服务计划后，如何变得更好。</p>
<p>这是不确实的。我的女儿在参加国民服务计划之前或之后，一直都是好孩子。我的父亲和我，从来没有像国防部长所说的感激过他。<br />
我的女儿被抽中参加了2008至2009年届的国民服务计划，她也按时履行了义务。我们从来没有谈论我女儿在国民服务计划中的好或坏的经验，因为她还未满21岁，还是未参政的学生。</p>
<p>我的家人和我都疼爱我们的女儿，希望保护她的隐私。我们不让她在公众的注目中长大，就是希望她可以跟正常的小孩一样，和她的朋友一起快乐地长大。我希望拿督斯里阿末可以尊重我女儿的隐私，不要把她卷入他的政治游戏，来合理化国民服务计划。</p>
<p>一旦政治人物的子女走进涉及公众利益的公众人物生活，那么他们就必遭受公众审查的眼光。但是，当孩子们还在读书、未涉入公众人物的生活，国阵领袖想要利用我的孩子做为抬高国阵的政治资本，这是大错特错的。</p>
<p>这已经不是第一次，我的孩子不公平地成为国阵和巫统领袖的箭靶。去年，我15岁的儿子被巫统领袖及UMNO Online诬蔑，指他性侵同学，我付了20万令吉的遮口费并安排他转校。巫统甚至上载了一张女生的照片，诬指照片中的女生就是遭我儿子性侵的受害者。</p>
<p>巫统的残酷谎言很快地就被揭穿了，很快地就有人发现，上述照片中的“女受害者”是无中生有的，照片中的人物是香港的西洋棋手，她从来没有见过我、也没有见过我的儿子。至今为止，还没有任何一名巫统领袖对我或我的儿子道歉，他们这种恶毒的谎言还导致我的儿子没有上学两天。</p>
<p>国阵及巫统领袖，如果你们要继续散布谎言及仇恨，尽管针对我个人，别再将我尚在求学中的孩子拖下水。他们还在上学、也还没有涉足政治。国阵领袖不断地把我的孩子卷入谎言或错误言论中，一再证明他们已经丧失道德价值观、也缺乏了伦理判断能力。国阵或巫统领袖是不是黔驴技穷，只剩谎言和仇恨，不只针对民联领袖，还要针对我们的子女？</p>

			<content:encoded><![CDATA[<p>Penang hopes that the RM4 billion high-tech and solar energy investment by Ibiden and Robert Bosch Solar will be included in the 2011 December investment figures. So whilst the statement made by International Trade and Industry Deputy Minister Datuk Mukhriz Mahathir of a drop in investment compared to last year is correct, the final analysis can only be made when the December investment figure are tabulated.</p>
<p>In May 2011, the Penang State Government announced that Penang is targeting to achieve RM6.1 billion investments for 2011. Penang recorded its highest ever investment figures of RM 12.2 billion in 2010 topping the investment charts for the first time in history in Malaysia. A lower figure has been set to attract high value-added, high-tech, knowledge based companies that engender high-income, technology transfer and innovative industries.</p>
<p><span id="more-1971"></span>Up to November 2011, Penang stood at RM6 billion in investments achieving the target of RM6.1 billion set.  At the same time, there is a need to &#8220;digest&#8221; (consolidate) the record investments in 2010 so that the workers and skills shortage engendered does not overspill and damage the industry.</p>
<p>Penang hopes that the RM4 billion high-tech and solar energy investments by Ibiden and Robert Bosch Solar will be included into last year’s investment figures which will then put  Penang’s investment at RM10 billion.</p>
<p>According to the recent report by investment and research firm Tholons on the 2012 Top 100 Outsourcing Destinations in the world, Penang has moved up 2 notches from 79 to 77 in ranking. The state government hopes to attract more of BPO and other preferred industries such medical, aerospace, LED and photovoltaic  into Penang for 2012.</p>

<p>槟州政府于2011年5月宣布61亿令吉投资额的目标，槟州在2010年写下122亿令吉的史上最高投资额记录后，就锁定要吸引高附加价值、高科技和知识为基础的公司，以提供高收入、科技转移和创新工业。</p>
<p>截至2011年11月，槟城已达到60亿令吉投资目标，同时需要“消化”2010年创下的高投资记录，不让人工和技能短缺造成问题。</p>
<p>槟城希望，揖斐电和博世太阳能高科技的40亿令吉投资能列入去年的投资额，如此槟州2011年的总投资额将达100亿令吉。</p>
<p>根据投资和研究公司Tholons的最新报告，2010年世界100强外包区中，槟州从第79名上移2位至第77名，槟州政府希望今年将吸引更多的业务流程外包公司（BPO）和其他首选行业注资槟城，如医疗、航空、光二极管和太阳光电业。</p>

<p>Saya merujuk kepada lawatan saya ke tapak pembakaran sepanjang Jalan Pantai, Butterworth bersebelahan dengan stesen bas sementara Penang Sentral, di mana 25 gerai dibakar semalam. Pagi ini semasa membuat lawatan saya telah menyatakan bahawa saya akan mempertimbangkan bantuan kewangan kepada mangsa peniaga dan meminta mereka bekerjasama dengan Pejabat Daerah dan MPSP dengan memberikan maklumat.</p>
<p><span id="more-1969"></span>Oleh kerana tapak yang dibakar adalah tapak perniagaan maka mangsa peniaga tidak layak menerima bantuan Tabung TYT Pulau Pinang, yang dikhususkan hanya untuk mangsa-mangsa yang kehilangan rumah kediaman. Apa-apa pemberian Tabung TYT untuk mangsa perniagaan yang kehilangan gerai sepertimana yang berlaku di Jalan Pantai adalah melanggari peraturan yang ditetapkan.</p>
<p>Untuk membantu mangsa-mangsa perniagaan ini,saya bersedia menggunakan peruntukan saya sendiri tetapi perlu mendapatkan maklumat demi memastikan mereka adalah rakyat Malaysia. Kerajaan negeri Pulau Pinang tidak mahu memberikan bantuan kepada yang tidak layak menerimanya, kerana difahami ada ramai peniaga di sana daripada negara asing. 			<content:encoded><![CDATA[<p>The time has come to implement economic policies that are clean, fair, competitive and improves the well-being of the people as well as attract back talented Malaysians that can help transform Malaysia into a high-income nation enjoyed by all. What better time than the year of the water dragon to initiate such changes so that the coming general elections marks the new beginning that would be enjoyed by all Malaysians rich and poor by 2020.</p>
<p>Present policies which are corrupt, opaque with no open tenders and benefits only certain cronies would only bring Malaysia backwards. A good comparison is South Korea. In 1970, Malaysia’s Gross National Income(GNI) per capita was USD 380 as compared to South Korea USD 260. But 40 years later in 2010, Malaysia’s GNI per capita was at USD 7,760 while South Korea had exceeded us by almost 3 times at USD19,890 (World Bank)</p>
<p><span id="more-1967"></span>Malaysia’s failure to compete is compounded by the horde of Malaysians leaving. Even the BN government concedes that 2 million Malaysians have left the country since Merdeka in 1957. Countless Malaysians have PR in foreign countries including present Ministers and former Ministers. No one blames the 2 million Malaysians for leaving when the present policies stresses more on politics of division and hate than results-oriented performance drive our best and brightest away.</p>
<p>A recent example is the unfair, harsh and humiliating treatment of temporary Chinese primary school teachers by reducing their benefits arbitrarily without any consultation. How much will it cost the Federal government to continue maintaining existing benefits or even increasing them to temporary teachers? I doubt that such costs will exceed the RM250 million National Feedlot Corporation scandal where money meant for rearing cows is used instead to purchase luxury condos.</p>
<p>Why allow the few cronies to earn extraordinary profits at the expense of 28 million Malaysians. For instance, it took RM 6 billion to build the North-South Highway. But the toll operators have collected RM 24.3 billion as at 31.12.2010 and yet can continue to collect toll till end 2038 and increase toll every year! As the toll operators have already made RM18.3 billion in profits, there is no reason why toll can not be abolished.</p>
<p>Even more talented Malaysians will leave if BN continues to blame the Chinese and minorities for the federal government’s failed policies or use the Chinese threat to frighten the Malays. How can the Chinese be a threat to Malays when critical economic sectors such as banking, insurance, ports, highway toll concessions and infrastructure, transport, automotive industry, IPPs, sugar, rice, flour, plantation products, oil and gas are dominated by Malays?</p>
<p>We must grow up believing in our abilities, trusting each other and have faith that Malays and non-Malays can be world champions. Malays and non-Malay kids must grow up respecting each other as Malaysians and hating only corruption. 2000-9 is the lost decade of corruption where RM1,077 billion of “black money” was illicitly and secretly taken out of Malaysian.</p>
<p>Enough is enough! Let us implement policies that will stop corruption, wipe out poverty, attract back Malaysian talents so that Malaysia can be a high-income nation enjoyed by everyone regardless of race, religion or gender.</p>
<p>Instead of focusing on cronies, let us implement people-centric policies that are clean, fair, competitive and improves our standard of living.</p>

<p>没有公开招标、只让特定朋党受益，现在的腐败、不透明、没实施公开招标的政策，只会让马来西亚越来越落后。最好的比较例子就是韩国。1970年，马来西亚人均收入为380美元，韩国是260美元。2010年既40年后，马来西亚的人均收入为7760美元，而韩国已经超越我们三倍，达1万9890美元（世界银行报告）。</p>
<p>马来西亚无法竞争，也导致大批马来西亚离开这个国家。就连国阵政府也承认，自1957年独立以来，已有200万马来西亚人离开。无数的国人在外国拥有永久居留权，包括我们的现任及前任部长。我们不怪这200万移民的马来西亚人，因为是现有那种导致分裂及制造仇恨的政策，把我们最好、最聪明的国民逼走。</p>
<p>最新的例子就是，政府独断地减少华小临教的福利，让他们遭受不公平、冷酷及侮辱的对待。联邦政府若维持临教的福利甚至增加他们的福利，会花他们多少钱？我怀疑这笔费用是否超过国家养牛中心丑闻2亿5000万令吉？这笔原本应该用来养牛的钱，被滥用来购买豪华公寓。</p>
<p>为什么我们要牺牲全体2800万国民的利益，让几个朋党赚取额外好处？例如：南北大道承建费为60亿令吉。但是收费站在2010年12月31日已经收取了243亿令吉。它们不但可以继续收费到2038年，而且还可以年年调高过路费！既然收费站已经赚了183亿令吉，为什么不能废除收费站？</p>
<p>如果国阵继续怪罪华人及少数民族，不正视本身失败的政策，或者用华人来威胁马来人，更多马来西亚人才将会移民。当许多重要的经济领域如银行、保险、港口、汽车、独立发电厂、白糖、白米、面粉、种植业、石油及天然气都已经被马来人主导，华人如何威胁马来人？</p>
<p>我们要相信自己的能力、互相信任、要有信心，无论是马来人或非马来人都可以成为世界冠军。马来人或非马来人的孩子都必须在相互尊重、视彼此为马来西亚人的情况下成长，他们只能仇视贪污。2000年至2009年间，我们因贪污而导致1兆7700万令吉黑钱外流。</p>
<p>够了，让我们实施能够除贪、扶贫、吸引人才回国的政策，打造马来西亚可以成为一个各族、各宗教或男女老少都能分享繁荣的国家。</p>
<p>与其集中精神在朋党身上，不如让我们通过推行廉政、公平、具竞争力、提升人民生活水平的政策来迎接龙年，祝各界新年快乐！</p>

<p><strong>Only Economic Policies That Are Clean, Fair, Competitive And Improves The Well-being Of The People As Well As Attract Back Talented Malaysians Can Help Transform Malaysia Into A High-Income Nation Enjoyed By All.<br />

The time has come to implement economic policies that are clean, fair, competitive and improves the well-being of the people as well as attract back talented Malaysians that can help transform Malaysia into a high-income nation enjoyed by all. What better time than the year of the water dragon to initiate such changes so that the coming general elections marks the new beginning that would be enjoyed by all Malaysians rich and poor by 2020.</p>
<p><span id="more-1962"></span>Present policies which are corrupt, opaque with no open tenders and benefits only certain cronies would only bring Malaysia backwards. A good comparison is South Korea. In 1970, Malaysia’s Gross National Income(GNI) per capita was USD 380 as compared to South Korea USD 260. But 40 years later in 2010, Malaysia’s GNI per capita was at USD 7,760<br />
while South Korea had exceeded us by almost 3 times at USD19,890 (World Bank)</p>
<p>Malaysia’s failure to compete is compounded by the horde of Malaysians leaving. Even the BN government concedes that 2 million Malaysians have left the country since Merdeka in 1957. Countless Malaysians have PR in foreign countries including present Ministers and former Ministers. No one blames the 2 million Malaysians for leaving when the present policies stresses more on politics of division and hate than results-oriented performance drive our best and brightest away.</p>
<p>A recent example is the unfair, harsh and humiliating treatment of temporary Chinese primary school teachers by reducing their benefits arbitrarily without any consultation. How much will it cost the Federal government to continue maintaining existing benefits or even increasing them to temporary teachers? I doubt that such costs will exceed the RM250 million National Feedlot Corporation scandal where money meant for rearing cows is used instead to purchase luxury condos.</p>
<p>Why allow the few cronies to earn extraordinary profits at the expense of 28 million Malaysians. For instance, it took RM 6 billion to build the North-South Highway. But the toll operators have collected RM 24.3 billion as at 31.12.2010 and yet can continue to collect toll till end 2038 and increase toll every year! As the toll operators have already made RM18.3 billion in profits, there is no reason why toll can not be abolished.</p>
<p>Even more talented Malaysians will leave if BN continues to blame the Chinese and minorities for the federal government’s failed policies or use the Chinese threat to frighten the Malays. How can the Chinese be a threat to Malays when critical economic sectors such as banking, insurance, ports, highway toll concessions and infrastructure, transport, automotive industry, IPPs, sugar, rice, flour, plantation products, oil and gas are dominated by Malays?</p>
<p>We must grow up believing in our abilities, trusting each other and have faith that Malays and non-Malays can be world champions. Malays and non-Malay kids must grow up respecting each other as Malaysians and hating only corruption. 2000-9 is the lost decade of corruption where RM1,077 billion of “black money” was illicitly and secretly taken out of Malaysian.</p>
<p>Enough is enough! Let us implement policies that will stop corruption, wipe out poverty, attract back Malaysian talents so that Malaysia can be a high-income nation enjoyed by everyone regardless of race, religion or gender.</p>
<p>Let us welcome the Year of the Dragon by implementing policies that are clean, fair, competitive and improves our standard of living.<br />

<p><strong>唯有廉政、公平、竞争力及改善人民生活、吸引人才回国，马来西亚才可能转型成为人人共享繁荣的高收入国。</strong></p>
<p>是时候推行廉政、公平、竞争力及改善人民生活的经济政策，吸引人才回国，马来西亚才可能转型成为人人共享繁荣的高收入国。让我们在水龙年踏出第一步，于来届大选让“万象更新”，好让全民可以在2020年享受国家繁荣。</p>
<p>没有公开招标、只让特定朋党受益，现行政策腐败、不透明，只会让马来西亚越来越落后。最好的比较例子就是韩国。1970年，马来西亚人均收入为380美元，韩国是260美元。2010年既40年后，马来西亚的人均收入为7760美元，而韩国已经超越我们三倍，达1万9890美元（世界银行报告）。</p>
<p>马来西亚无法竞争，也导致大批马来西亚离开这个国家。就连国阵政府也承认，自1957年独立以来，已有200万马来西亚人离开。无数的国人在外国拥有永久居留权，包括我们的现任及前任部长。我们不怪这200万移民的马来西亚人，因为是现有那种导致分裂及制造仇恨的政策，把我们最好、最聪明的国民逼走。</p>
<p>最新的例子就是，政府独断地减少华小临教的福利，让他们遭受不公平、冷酷及侮辱的对待。联邦政府若维持临教的福利甚至增加他们的福利，会花他们多少钱？我怀疑这笔费用是否超过国家养牛中心丑闻2亿5000万令吉？这笔原本应该用来养牛的钱，被滥用来购买豪华公寓。</p>
<p>为什么我们要牺牲全体2800万国民的利益，让几个朋党赚取额外好处？例如：南北大道承建费为60亿令吉。但是收费站在2010年12月31日已经收取了243亿令吉。它们不但可以继续收费到2038年，而且还可以年年调高过路费！既然收费站已经赚了183亿令吉，为什么不能废除收费站？</p>
<p>如果国阵继续怪罪华人及少数民族，不正视本身失败的政策，或者用华人来威胁马来人，更多马来西亚人才将会移民。当许多重要的经济领域如银行、保险、港口、汽车、独立发电厂、白糖、白米、面粉、种植业、石油及天然气都已经被马来人主导，华人如何威胁马来人？</p>
<p>我们要相信自己的能力、互相信任、要有信心，无论是 马来人或非马来人都可以成为世界冠军。马来人或非马来人的孩子都必须在相互尊重、视彼此为马来西亚人的情况下成长，他们只能仇视贪污。2000年至2009年间，我们因贪污而导致1兆7700万令吉黑钱外流。</p>
<p>够了，让我们实施能够除贪、扶贫、吸引人才回国的政策，打造马来西亚可以成为一个各族、各宗教或男女老少都能分享繁荣的国家。<br />
让我们通过推行廉政、公平、竞争力、提升人民生活水平的政策来迎接龙年，祝各界新年快乐！</p>
