			<content:encoded><![CDATA[<p>2012 Penang May Day Speech by Penang Chief Minister Lim Guan Eng during the celebration of Labour Day at Dewan JKKK Taman Inderawasih Perai near Butterworth, Penang on 1 May 2012: </p>
<p>The Penang State Government regrets that  Prime Minister Datuk Seri Najib Tun Razak has set the minimum wage far below the level of RM1100 per month as suggested by PR at RM800 for Sabah, Sawarak and RM900 for Peninsular Malaysia.</p>
<p>Penang State Government has achieved the minimum monthly wage of RM 1,100(including allowances and cost of living) but excluding overtime. In other words all government servants in all state agencies and government GLCs as well as MPPP and MPSP get much more than RM 1100 monthly. Last year the lowest paid road sweeper and drain cleaner were given an extra monthly incentive of RM150.  </p>
<p><span id="more-2264"></span>However the minimum wage alone will not bring about a higher standard of living nor economic growth but may instead bring about inflation. To bring about economic prosperity and a higher standard of living requires a RM 1,100 minimum wage to be accompanied by the 3 measures of accelerated structural reforms in our economy, create more higher productivity jobs, and increasing women participation in the workforce. </p>
<p>Malaysian is in sore need of structural economic reforms to make our us more competitive, transparent, efficient as well as reduce leakages caused by wastage and corruption. Structural economic reforms such as open competitive tenders, full disclosure of contracts and personal assets of Ministers as well as a performance-based delivery system must carried out. </p>
<p>Creating more higher productivity jobs depends on how excellent our education system and its ability to build more human talents. The denial syndrome by Education Minister Tan Sri Muhyidin Yassin that Malaysian education system is in crisis is only surpassed by his false sense of hubris that our education system is superior to Germany, United Kingdom and United States. Unless we can inject merit and performance back into our education system, Malaysia risks being left behind by neighbouring countries such as Thailand, Indonesia and Vietnam</p>
<p>Increasing women participation in the work force may be facilitated by a minimum wage. However, expanding and deepening women’s participation to higher levels of expertise can only be achieved when there is no gender discrimination in salaries and promotion opportunities.</p>

<p>槟州政府对于首相拿督斯里纳吉宣布的最低薪资远远不及民联的1100令吉感到遗憾。沙巴及砂拉越两州的最低薪资为800令吉，而马来半岛的最低薪资为900令吉。</p>
<p>槟州政府已经达到最低薪资1100令吉（包括生活津贴），不包括超时工资。换句话说，所有政府机构及官联公司，包括槟岛市政局及威省市政局的公务员，每个月都会获得超过1100令吉。去年，最低收入的清道夫及清沟员工，每个月也额外获得150令吉的奖掖。</p>
<p>虽然单靠最低工资并不会提高生活水平或经济成长，反而可能带来通货膨胀。如果想要取得经济繁荣和更多的生活素质，每月1100令吉的最低工资（含津贴） ， 必须伴随经济结构改革加速、制造更高生产力的工作、并增加女性劳动力。</p>
<p>马来西亚亟需经济结构改革，以让我们更加具竞争力、透明及有效以及减少挥霍及贪污造成的浪费。经济结构改革如公开招标、公布合约内容、公布部长个人财产以及推行绩效制。</p>
<p>在制造高生产力的工作方面，取决于我们的教育制度和它是否能够栽培更多人才。教育部长丹斯里慕尤丁的鸵鸟心态，不仅不承认我国教育制度面临危机，还 错误傲慢地说我们的教育制度胜过德国、英国及美国。除非我们在教育制度重新贯彻绩效及表现，否则我们可能落后领国如：泰国、印尼及越南。</p>
<p>女性劳动力可能会随着最低工资政策而增加。但是，唯有在没有性别薪金歧视及升职机会差歧视的情况下，才能扩大及让更多女性晋身专业的领导高层。</p>

<p>DAP wishes all Christians Happy Easter. Celebrating the resurrection of Jesus Christ from the dead gives birth of a new life that gives mankind the hope cleansing our sins and enjoying eternal life. To do so, Christians are expected to adopt a life of simplicity, humility, service and sanctity(holiness). </p>
<p><span id="more-2199"></span>Malaysia should also adopt some of these values to establish an excellent education system that is capable of building talented Malaysians for the future. There is no doubt that availability of human talent is the new oil of the 21st century. However Malaysian education system is not only in a state of crisis but our leaders are in denial that Malaysian educaton system is no longer excellent. </p>
<p>Education Minister Tan Sri Muhyiddin Yassin boasted that the World Economic Report’s Global Competitiveness Index 2011-2012(Report) showed our children received a better quality of education than the children in the United States, Germany and United Kingdom. How wrong, misleading and out-of-touch Muhydin is has been brought home by the failure of any Malaysian to gain admission into Harvard University, the world’s most prestigious university, for the second year in a row. </p>
<p>The quality of Malaysian applicants to Harvard University had deteriorated so alarmingly that none was even good enough to make it to the interview rounds. A two-year absence from incoming Harvard freshman classes is enough to raise concerns over the quality trends of Malaysian education given that at least one Malaysian had been admitted to Harvard every year from 1985 to 2010. </p>
<p>Malaysia was only fourth among Southeast Asian countries in terms of enrolment in the Ivy League institution. Singapore has the highest number of Harvard undergraduates with 18, followed by Thailand with seven, Vietnam with six, Malaysia with five and Indonesia with two. In other words, instead of boasting that Malaysia’s education system is better than US, UK or Germany, Muhydin should be worrying about being overtaken by Thailand and Vietnam. </p>
<p>Tan Sri Muhyidin should also answer why there is not a single Nobel Prize winner who is a Malaysian and neither is there a single Malaysian university amongst the Top 200 Universities in the world? Or when given the choice, why more Malaysian students want to study in Singapore, US, UK and Germany than in Malaysian universities? Perhaps with the quality of students from Thailand and Vietnam rising, our students may be heading for Thailand and Vietnam in the future. </p>
<p>That Muhyidin is in a state of denial about the crisis of mediocrity engulfing Malaysian education is clear when a closer reading of the Global Competitiveness Report clearly indicates that Maalysian education system has fallen behind in standards. The results is the same for other indexes such as in the 2009 Program for International Student Assessment (PISA) involving 75 countries, Malaysia was ranked 56th in reading ability, 55th in Mathematics ability and 53 in Science. Our performance in the Trends in International Mathematics and Science Study (TIMSS) has also seen a steady decrease from 1999 to 2007. </p>
<p>Tan Sri Muhyidin Yassin should stop boasting that Malaysian kids receive a better quality of education than United States, Germany and United Kingdom but admit that Malaysian education is in a state of crisis that requires immediate rescue if Malaysia does not want to lose out to Thailand and Vietnam. </p>

<p>马来西亚人应该采纳这当中其中一些价值观，以建立卓越的教育系统，为我国的未来栽培人才。毫无疑问，人才是21世纪的新油田。我国的教育系统不只面临危机，而我们的领袖也还抱着鸵鸟心态，不承认我国的教育制度已经不再卓越。 </p>
<p>教育部长丹斯里慕尤丁吹牛说，世界经济报告的全球竞争力指数（2011－2012）显示我们的孩子接受比美国、德国、英国更好的教育。慕尤丁大错特错，当事实上已经连续两年没有一名马来西亚人进入全世界最顶尖大学――哈佛大学。 </p>
<p>马来西亚的哈佛大学申请者素质低落，甚至没有人符合资格被叫去面试，这种情况令人担忧。我们已经连续两年没有新生入学哈佛，这足以让人担心我国的教育水平，从1985至2010年期间，每年至少有一名马来西亚学生被哈佛录取。</p>
<p>马来西亚的长春藤就学率在东南亚国家排行第四，新加坡在哈佛拥有18名本科生，排名第一，其次是泰国（7）、越南（6）、马来西亚（5）及印尼（2）。换句话说，与其吹牛说马来西亚的教育制度比美国、英国或德国还好，慕尤丁应该担心我们会落后泰国及越南。 </p>
<p>丹斯里慕尤丁应该回答，为何至今天我们还栽培不出一名诺贝尔奖得主，也没有一所本地大学跻身世界200所大学？如果有得选择，马来西亚学生宁可前往新加坡、美国、英国、德国，而不是在本地大学求学？或许，随着泰国或越南的学生素质提升，我们的学生以后可能前往泰国和越南求学。 </p>
<p>慕尤丁还抱着鸵鸟心态，不愿承认马来西亚的教育已经被困在平庸危机之中，当全球竞争力指数已经清楚指出，我国的教育制度远远落后。在2009年涉及75个国家的国际学生的调查指数中，马来西亚的阅读能力排行第56名，数学能力第55名、科学第53名。1999年至2007年期间，我国在国际数学及科学学习趋势的表现也每况愈下。 </p>

			<content:encoded><![CDATA[<p>Education Minister Tan Sri Muhyiddin Yassin, was quoted as saying that according to the World Economic Report’s Global Competitiveness Index 2011-2012(Report), our children received a better quality of education than the children in the United States, Germany and United Kingdom. This is a grossly inaccurate statement designed purely for political propaganda that would only diminish the prestigious position of a Deputy Prime Minister.</p>
<p>Not only is Tan Sri Muhyidin is in a state of denial by covering up the significant challenges, weaknesses and even defects in the Malaysian education system, he has made Malaysia an international laughing stock by claiming to be better than US, UK and Germany. If so, Tan Sri Muhyidin should answer why there is not a single Nobel Prize winner who is a Malaysian and neither is there a single Malaysian university amongst the Top 200 Universities in the world? Or when given the choice, why more Malaysian students want to study in US, UK and Germany than in Malaysian universities? </p>
<p><span id="more-2184"></span>Tan Sri Muhyidin is guilty of cherry picking or choosing selectively only those favorable statistics from this Report. The ranking of 14 which Malaysia received on the quality of education is just one indicator out of many, which measures different aspects at different levels of our education system. In almost all other measures on education, we are ranked lower than 21.For example:<br />

•      Primary Education Enrollment: Rank 61<br />
•      Secondary Education Enrollment: Rank 101<br />
•      Tertiary Education Enrollment: Rank 66<br />
•      Quality of Math and Science Education: Rank 23<br />
•      Quality of Management Schools: Rank 27<br />
•      Internet access in schools: Rank 36<br />
•      Availability of Research and Training Services: Rank 18</p>
<p>Our Secondary Education Enrollment ranking of 101 is particularly worrying and points to a significant minority of students who dropped out after primary school and is thus deprived of a change to pursue a higher education. Our rank of 101 puts us below Thailand (Rank 94), Indonesia (Rank 91) Brunei (35) and Singapore (17) in the ASEAN region. </p>
<p>Malaysia’s relatively low performance on objective or non-subjective measures such as the primary, secondary and tertiary enrollment rates should be highlighted over and above that of executive survey opinion indicators such as the Quality of Education ranking. Hence, to highlight this subjective indicator and to ignore the other more objective indicators is highly irresponsible and diverts attention from the other serious problems in our education system, including that of high dropout rates leading to low enrollment rates especially at the secondary and tertiary levels. </p>
<p>In almost all of these other indexes, Malaysia’s performance is far from reassuring. For example, in the 2009 Program for International Student Assessment (PISA) involving 75 countries, Malaysia was ranked 56th in reading ability, 55th in Mathematics ability and 53 in Science. Our performance in the Trends in International Mathematics and Science Study (TIMSS) has also seen a steady decrease from 1999 to 2007. </p>
<p>The overwhelming evidence from the data in the Report actually contradicts the wild boasts by Tan Sri Muhyidin and confirms that the UK, US and Germany education system is better than Malaysia. In fact the Report reveals that Malaysia have a long uphill climb before our access and average quality of education reaches world-class standards. The time has come for Malaysia’s Education Ministry to boldly admit its weaknesses instead of hiding behind baseless boastings so that we can address these problems.</p>

<p>教育部长丹斯里慕尤丁被引述谈话，根据20111-2012世界经济报告，我们的孩子比美国、英国及德国的孩子接受更高素质的教育。这种不确实的谈话，只是政治宣传，它只会降低副首相尊贵地位的身份。</p>
<p>丹斯里慕尤丁简直是鸵鸟心态，不只掩盖我国教育制度的重要挑战、缺点及不足之处，甚至说我们的教育制度好过美国、英国及德国，让马来西亚沦为全世界的笑柄。如果是真的，为何马来西亚还没有诞生任何诺贝尔奖得主，也为没有一家马来西亚大学成为世界200强大学？如果有选择，为何马来西亚学生都会选美国、英国和德国，而不是马来西亚的大学？</p>
<p>丹斯里慕尤丁只是挑选报告中对本身有利的数据。我们在教育素质排名第14的指标只是 其中一项，它检测我国不同级别的教育制度。在其它方面的评分，我们的排名都远远排在21以上。例如：<br />

<p>我国的中学教育就学率排名101，这种情况令人担忧，它显示了一小部分学生在小学教育后辍学，而因此被剥夺了追求高等教育的机会。在东南亚国家中，我们的排名比其它国家算落后，泰国（94）、印尼（91）、汶莱（35）及新加坡（17）。</p>
<p>马来西亚在客观或非主观调查方面，应更着重小学、中学和高等教育就学率，而不是行政调查指数，如教育排名。为了突出这主观指标，而忽略其他更客观的指标极不负责任，也是转移教育制度有问题的视线，包括中学及高等教育方面，因高辍学率而导致就学率。</p>
<p>在几乎所有这些指数中，马来西亚的表现令人忧心。例如2009年国际学生评价项目（PISA）计划，马来西亚在75个国家中，阅读能力排名第55、数学能力排名第57，科学能力排名第52，我国在国际数学与科学研究（TIMSS）的表现也从1999年至2007年稳步下降。</p>

			<content:encoded><![CDATA[<p>It should now be crystal clear to the Malaysian people that the Prime Minister, Dato’ Seri Najib Tun Razak, as well as his Barisan Nasional Government, are open backers of the ultra-nationalist and racist movement, which masquerades as a non-governmental organisation (NGO) in order to disguise its Government backing. </p>
<p>Last month, the Prime Minister told the country that the Barisan Nasional had nothing to do with Perkasa’s distribution of “white packets”, traditionally used for Chinese funerals, on Chinese New Year. But at Saturday’s event, the Perkasa leader, Datuk Ibrahim Ali, again reiterated that Perkasa would always support Najib and his administration’s policies, and even said that he was “in awe of Rosmah’s leadership”.</p>
<p><span id="more-2071"></span>Najib’s refusal to condemn Perkasa for the “white packet” incident, or indeed any of Perkasa’s previous extreme acts, was followed by MCA president Datuk Seri Dr Chua Soi Lek’s refusal to bar MCA members from attending Perkasa functions. Najib himself has previously defended Perkasa, saying that the movement was &#8220;not so extreme&#8221; if one listened to them carefully. </p>
<p>Time and time again Malaysians have seen Perkasa and Ibrahim Ali being allowed by the Barisan Nasional Government to get away with the most seditious actions and statements. Despite acts such as his offer to fight a “crusade” against Christians, the burning of Bersih 2.0 Chairperson Datuk Ambiga&#8217;s picture and calling her a &#8220;dangerous Hindu woman&#8221; and warning the Chinese not to come join the Bersih 2.0 demonstration because &#8220;anything can happen&#8221;, no action whatsoever has been taken by the Barisan Nasional Government to moderate Perkasa’s extremist rhetoric.</p>
<p>Najib is playing a dangerous game by supporting and sponsoring Perkasa while at the same time supposedly promoting moderation and national unity through his empty 1Malaysia slogan. In May last year, Ibrahim Ali said that the Prime Minister had told him, “I am also a politician &#8230; The Malays are split (so) I have to play this game”. </p>
<p>All Malaysians who value moderation must be very worried indeed when Perkasa declares itself to be in full support of all the Barisan Nasional Government’s policies. As a result of their active as well as passive support of Perkasa, Najib, Rosmah and the Barisan Nasional Government must be held fully responsible for all Perkasa’s extremist and seditious actions and statements. </p>

<p>现在马来西亚人应该很清楚，首相拿督斯里纳吉以及国阵政府，就是极端民族主义及种族主义运动的支持者，他们戴上非政府组织的假面具，以掩饰它的后台是政府的事实。</p>
<p>上个月，首相告诉国人，国阵与土权在农历新年期间派“白包”（一般只在华人葬礼才用）的事件无关。但是，上述星期六，土权的领袖依布拉欣阿里再次强调，土权将永远支持纳吉及他的政策，甚至说他敬畏罗斯玛的领导能力。</p>
<p>纳吉拒绝在白包事件或其它任何极端行为中谴责土权，就连马华总会长拿督蔡细历也拒绝禁止马华党员参加土权的活动。纳吉之前还为土权辩护，说一个人如果理解他们，他们的运动其实并不极端。 </p>
<p>马来西亚人一次又一次看到土权和依布拉欣阿里在煽动性动作和言论后，却遭国阵政府允许。尽管他曾过说要对基督徒发动圣战、焚烧净选盟2.0主席拿督安美嘉的照片还称之为“危险的印度女人。 ”并警告华人不要参与净选盟2.0的大集会因为“什么事都可能发生”。然而，国阵政府并没有采取任何行动，来节制土权的极端手段。</p>
<p>纳吉在玩着一场土权支持及赞助的危险游戏，同时，他利用“一个马来西亚 ”这个空洞的口号，推广中庸和国民团结。去年5月，依布欣阿里说，首相曾告诉他：“我也是政治人物，但是，马来人已经分裂，因此我必须玩这个游戏。”</p>
<p>当土权说他们会全力支持国阵的政策时，所有珍惜中庸价值的马来西亚人都很担忧。由于对土权给予被动或主动的支持，纳吉、罗斯玛及国阵政府必须要对土权那种极端、煽动性行为及言论负起全责。</p>

<p><strong>The Prime Minister Should Make The RM500 And RM100 Welfare Aid An Annual Program To Prove That They Are Not Merely Political Weapons </strong></p>
<p>The Federal Government’s one-off payments of RM500 to households with monthly incomes of less than RM3,000 and RM100 allowance to all primary and secondary school students should be given every year and not just before elections to prove that they are not merely political weapons to win elections.</p>
<p><span id="more-2020"></span>These one-off payments will cost the Government RM1.8 billion for 3.4 million households and RM550 million for 5.5 million students. This is not a huge sum of money considering the fact that billions are squandered every year, such as the estimated RM1,077 billion of illicit money (including corruption money) that was illegally siphoned out of our country from 2000 to 2009 according to the latest report by Washington-based financial watchdog Global Financial Integrity (GFI). This is in addition to scandals such as the RM12 billion Port Klang Free Trade Zone, the RM52 billion bumi share scandal and the latest RM250 million “cows and condos” NFC fiasco. </p>
<p>Rather than waste the people’s money through these scandalous projects, the Government should give back to Malaysians who sorely need aid during these trying times of high inflation and soaring household debt. Millions of Malaysians are struggling to get by especially with the price of basic commodities rising leaps and bounds in recent times, such as: </p>
<p>1.            Sugar: RM1.45/kg (Jan 2010) to RM2.30 (May 2011) &#8211; 58% in 18 months.<br />
2.            Eggs: B grade RM9/30eggs (sept 2010) RM10/30eggs (now).<br />
3.            Electricity tariff: average increase of 7.12% in June 2011.<br />
4.            The tarik and kopi susu: increase RM0.10 to RM0.20 (9.1% to 18.2%.<br />
5.            Gardenia bread: 5%-14% hike (2011).<br />
6.            Service tax increase 1%: additional RM720 million in taxes to Federal Government.<br />
7.            Onions: price up 17% (Dec 2010).<br />
8.            Milo: up 5% 1st half 2011; 4% 2nd half 2011.<br />
9.            Nescafe: price went up further 6% in 2nd half 2011, when price is already >RM20 per 300gm<br />
10.          Favorite food items like roti canai, char koay teow and nasi kandar have become smaller even portions at the same price. </p>
<p>Rising inflation is a serious problem because of high levels of household debt. Bank Negara’s Annual Report 2010 revealed that Malaysia’s household debt at the end of 2010 was RM 581 billion or 76 per cent of GDP, thus giving us the dubious honour of having the second-highest level of household debt in Asia, after South Korea. </p>
<p>In addition, the Malaysian household debt service ratio stood at 47.8 per cent in 2010, meaning that nearly half of the average family’s income goes to repaying debts. As a rule, banks would not lend money to those whose total servicing of loans exceeded one third of their income. In other words, we are spiralling into an indebted nation. </p>
<p>Besides giving aid to the people, the Federal Government must also implement a minimum wage. But even this is meaningless if the quantum is not indexed to the rate of inflation, as I had proposed in the DAP National Conference earlier this year. Only then can we dignify Malaysians by improving their standard of living and quality of life. </p>
<p>DAP therefore calls upon the Prime Minister Dato Seri Najib Tun Razak to prove his sincere commitment to helping the people by making the RM500 and RM100 welfare payments an annual program, in order to prove that he is not merely trying to “buy” his way to an election victory.</p>

<p><strong>Perdana Menteri Harus Memberi Bantuan RM500 Dan RM100 Setiap Tahun Sebagai Bukti Program-Program Tersebut Bukan Hanya Senjata Politik</strong></p>
<p>Bayaran sekali sahaja sebanyak RM500 kepada keluarga-keluarga dengan pendapatan isi rumah kurang daripada RM3,000 sebulan dan bantuan persekolahan RM100 kepada semua pelajar sekolah rendah dan menengah oleh Kerajaan Persekutuan harus diberi setiap tahun dan bukan hanya sebelum pilihan raya untuk membuktikan bahawa program-program tersebut bukan sekadar senjata politik.</p>
<p>Bayaran-bayaran sekali sahaja ini akan menelan belanja Kerajaan sebanyak RM1.8 bilion untuk 3.4 juta isi rumah dan RM550 juta untuk 5.5 juta pelajar. Ini bukanlah satu jumlah yang terlalu banyak memandangkan negara kita kerugian berbilion ringgit setiap tahun. Sebagai contoh, badan pemerhati kewangan yang berpangkalan di Washington iaitu Global Financial Integrity (GFI) telah melaporkan bahawa negara kita telah kehilangan RM1,077 bilion (termasuk wang rasuah) akibat dialirkan secara haram ke luar negara dari tahun 2000 hingga 2009. Ini adalah tambahan kepada skandal RM12 bilion dalam kes Port Klang Free Trade Zone, skandal RM52 bilion saham bumi dan yang terbaru RM250 juta dalam skandal “lembu dan kondo” NFC.</p>
<p>Daripada membazirkan wang rakyat dengan projek-projek yang melampau ini, Kerajaan patut memberi bantuan kepada rakyat yang memerlukannya dalam keadaan semasa yang dilanda inflasi tinggi dan hutang isi rumah yang melambung. Berjuta-juta rakyat Malaysia menghadapi kesusahan terutama sekali dengan kos barangan harian yang sedang meningkat seperti:</p>
<p>1.         Gula: RM1.45/kg (Jan 2010) kepada RM2.30 (Mei 2011) – 58% dalam 18 bulan.<br />
2.         Telur: Greg B RM9/30biji (Sep 2010) kepada RM10/30biji (sekarang).<br />
3.         Tarif Elektrik: kenaikan purata 7.12% pada bulan Jun 2011.<br />
4.         Teh Tarik dan Kopi Susu: Kenaikan RM0.10 hingga RM0.20 (9.1% hingga 18.2%).<br />
5.         Roti Gardenia: Kenaikan 5-14% (2011.<br />
6.         Cukai Perkhidmatan: Kenaikan 1% (cukai tambahan RM720 juta untuk Kerajaan Persekutuan).<br />
7.         Bawang: Kenaikan 17% (Dis 2010).<br />
8.         Milo: Kenaikan 5% pada suku pertama 2011, 4% pada setengah tahun kedua 2011.<br />
9.         Nescafe: Kenaikan 6% pada setengah tahun kedua 2011, di mana harga sudah >RM20/300gm<br />
10.        Semua makanan kegemaran ramai seperti roti canai, char koay teow dan nasi kandar makin kecil bahagiannya walaupun harga tetap sama.</p>
<p>Inflasi yang kian meningkat merupakan masalah serius kerana tahap hutang isi rumah yang tinggi. Laporan Tahunan Bank Negara 2010 telah mendedahkan bahawa hutang isi rumah Malaysia pada akhir 2010 berada di tahap RM581 bilion ataupun 76 peratus daripada Keluaran Dalam Negara Kasar (KDNK), lantas “menobatkan” Malaysia sebagai negara dengan hutang isi rumah yang tertinggi di Asia selepas Korea Selatan.</p>
<p>Tambahan pula, nisbah bayaran hutang isi rumah Malaysia berada di tahap 47.8 peratus pada tahun 2010, atau dalam erti kata lain, setengah daripada pendapatan isi rumah digunakan untuk pembayaran hutang. Biasanya, institusi kewangan tidak akan memberi pinjaman jika jumlah bayaran hutang melebihi satu pertiga pendapatan. Dengan kata lain,  Malaysia kian menjadi negara penghutang.</p>
<p>Selain bantuan kewangan kepada rakyat, Kerajaan Persekutuan juga harus melaksanakan gaji minima. Pun begitu, gaji minima ini tidak bermakna jika ia tidak dihubungkan secara terus kepada kadar inflasi, seperti yang telah saya cadangkan dalam Persidangan Kebangsaan DAP awal tahun ini. Barulah kita boleh memartabatkan rakyat dan meningkatkan kualiti kehidupan.</p>
<p>Oleh itu, DAP menyeru agar Perdana Menteri Dato’ Seri Najib Tun Razak membuktikan keikhlasan dan komitmennya untuk membantu rakyat dengan menjadikan bantuan RM500 dan RM100 sebagai program tahunan, lantas membuktikan bahawa beliau bukan sekadar ingin “membeli” kemenangan dalam pilihan raya.</p>

<p><strong>首相应该要把500令吉及100令吉的福利援助列为常年计划，以证明这些钱不是政治武器。</strong></p>
<p>联邦政府一次性拨出500令吉给月入低入3000令吉的家庭，以及发出100令吉津贴给所有中小学生，这些援助应该列为常年计划，而不是等到大选前才派钱，以证明这些钱不是为了捞取选票的政治武器。</p>
<p>上述一次性拨款将耗费政府18亿令吉拨给340万户家庭，以及5亿5000万令吉给550万名学生。比起每年浪费掉的几十亿，这笔拨款不算是很大笔的钱。正如美国全球金融廉正报告指出，在2000年-2009年期间，我国外流的黑钱（包括贪污款额）高达1兆770亿令吉。还有巴生自由贸易区120亿令吉丑闻、520亿令吉土著股权不知所终的丑闻，以及最新的2亿5000万令吉的“公寓养牛”国家养牛中心丑闻。</p>
<p>与其把人民的钱花在这些丑闻计划上，政府应该在这个高通膨、家庭债务越来越多的情况下，把钱还给人民。上千万名马来西亚人正努力过日子，尤其是在必需品价格上涨的时候：</p>
<p>1. 白糖 : 每公斤1.45令吉 (2010年1月) 涨至 2.30令吉 (2011年5月) – 18个月内上涨了58%。<br />
2. 鸡蛋 : B级 每30粒 9令吉 ( 2010年9月) 涨至现在每30粒10令吉。<br />
3. 电费 : 在2011年6月平均涨了7.12%。<br />
4. 奶茶和咖啡：涨价10仙至20仙 (9.1% 至18.2%)。<br />
5. Gardenia面包 :涨了 5%-14% (2011年)。<br />
6. 服务税涨1% : 联邦政府额外征收7亿2000万令吉税收。<br />
7. 洋葱: 上涨17% (2010年12月)。<br />
8. 美禄:2011年上半年上涨 5% ;2011年下半年上涨 4%。<br />
9. Nescafe : 2011年下半年上涨了6%，价格已经是每300克20令吉。<br />
10. 大家喜爱的印度煎饼、炒果条、黄姜饭的虽然没起价，可是份量却越来越小。</p>
<p>由于家庭债务居高不下，加剧了通膨问题。2010年国家银行报告揭露，截至2010年杪，马来西亚家庭负债为5810亿令吉，即占国内生产总值的76%，我国的家庭债务水平可能仅仅居於南韩之 後，居亚洲国家第二位。</p>
<p>马来西亚家庭偿债率在2010年高达47.8%，意味著每户家庭的收入有近半皆用来还债。按规矩来说，银行不会贷款给要用超过三分之一收入用来偿还债务供期者。换言之，我们正逐步成为负债国。</p>
<p>除了提供援助给人民，联邦政府也必须要推行最低薪金制。正如我在行动党全国代表会议上说过，如果有关薪金没有根据通膨的幅度调整，这也是毫无意义的。唯有如此，我们才可以让马来西亚人活得有尊严，改善他们的生活水平及生活素质。<br />
因此，行动党呼吁首相拿督斯里纳吉，将500令吉及100令吉的福利援助列为常年计划，证明他不是为了赢得选举而铺路。</p>

Untuk kali kedua dalam seminggu, kepala babi telah dijumpai di luar perkarangan masjid. Ekoran daripada insiden yang serupa di Rawang, lagi satu kepala bagi telah dijumpai di luar pintu masuk Masjid Al-Hidayah di Sentul.</p>
<p><span id="more-2040"></span>Bagi pihak DAP, saya mengutuk dan mengecam hebat tindakan kurang ajar ini yang jelas bertentangan dengan sifat kemasyarakatan di negara kita. Kita tidak boleh menerima atau bertolak ansur dengan penghinaan mana-mana tempat beribadat. Masjid, kuil dan gereja merupakan tempat untuk beribadat dan berlindung, dan tidak patut dinoda dengan semberono.</p>
<p>Kami percaya bahawa kedua-dua kejadian minggu ini adalah tindakan pihak-pihak tertentu yang tidak bertanggungjawab dan bertujuan untuk mengapi-apikan sentimen perkauman, agama dan politik di kalangan rakyat menjelang Pilihan Raya Umum yang akan datang. <p><strong>DAP Condemns Second Pig’s Head Found In A Week As A Gravely Disrespectful Act That Has No Place In Peaceful and Harmonious Malaysia.<br />
</strong><br />
For the second time in a week, a pig’s head was found outside a mosque. Following a similar incident in Rawang, another pig’s head was found outside the gates of the Al-Hidayah Mosque in Sentul.</p>
<p>On behalf of the DAP, I severely condemn this gravely disrespectful act which has no place in our country. We cannot tolerate the desecration of any religious place of worship. Mosques, temples and churches are meant to be places for worship and sanctuary and not to be defiled recklessly.</p>
<p>We believe that the two incidents this week are the work of irresponsible quarters intending to inflame racial, religious and political sentiments of the people ahead of a looming General Election. Peace-loving Malaysians cannot accept such despicable actions.</p>
<p>We urge the authorities especially the police to investigate immediately and hope that the culprits will be brought to justice.</p>

			<content:encoded><![CDATA[<p>By refusing to criticise the refusal of Prime Minister Datuk Seri Najib Tun Razak to condemn Perkasa for distributing “White Pows” and not taking action against MCA Seputih Division Committee Member Dr Tiew Chew Ming, MCA President Datuk Seri Dr Chua Soi Lek can no longer hide MCA’s links and UMNO’s open support for Perkasa. What is the use of condemning the racist Perkasa when Chua should also have asked why the Prime Minister Dato Seri Najib did not condemn Perkasa for blatantly trampling over the sensitivities of the Chinese community by distributing white instead of red ang pau during Chinese New Year?</p>
<p>Clearly the Prime Minister’s refusal to condemn Perkasa only proves UMNO’s open support for Perkasa racist objectives in creating their own version of “Asian Apartheid” by wanting to divide Malaysians into favoured “first-class” and discriminated “second-class” citizens. MCA is equally guilty by failing to act sternly against its Sri Desa Branch Chairman and Seputeh division committee member Dr Tiew Chew Ming, who has been exposed as openly assisting Perkasa by ferrying elderly citizens to Perkasa’s event and spoke publicly in defense of Perkasa.</p>
<p><span id="more-1994"></span>Such open linkages with Perkasa by UMNO and MCA contrast with the openness of PAS in respecting the religious and cultural sensitivities of the Chinese community. PAS leaders not only distributed ang pau, mandarin oranges and Chinese New Year cards to market traders but also to a pork seller, with his pork openly displayed. Will UMNO leader have a green lion dance performance or do what PAS leaders have done?</p>
<p>The time for racist parties like UMNO and MCA is over. Malaysians regardless of race must reject not only extremist Perkasa and Utusan Malaysia but also UMNO and MCA, that has divided the people for 55 years and robbed the country of trillions of ringgit by relying on racial rhetoric.</p>
<p>Star had a front-page report yesterday quoting Customs deputy director-general Datuk Zainul Abidin Taib as saying that 7 high-tech cash scanners capable of detecting bank notes in luggage are to be installed at all entry and exit points in the country to curb the illegal outflow of money that has amounted to bilions of ringgit. US-based watchdog group Global Financial Integrity in its annual report said Malaysia lost RM150bil in illegal outflow of cash in 2009. </p>
<p>Malaysia was the fourth highest among developing nations, losing US$338bil (RM1.08trillion or 1,077 billion) between 2000 and 2009. Are we to lose another trillion ringgit or go bankrupt first before realising that we are being distracted from fighting corruption by supporting extremists and racists?<br />

<p>是时候终结像巫统及马华这类种族主义政党。马来西亚各族人民不只应该拒绝极端的土权及《前锋报》，也应该拒绝巫统和马华，它已经分裂人民55年，还假借种族论述，敛走了我国数兆令吉的财富。</p>
<p>昨天《星报》 头条新闻引述关税局副总监拿督再努说，当局将在我们所有出入口安装7部现款扫描机，以阻遏数百亿令吉非法资金外流的问题。美国全球金融廉正机构在年度报告中说，2009年，马来西亚因资金非法外流而损失了1500亿令吉。</p>
<p>马来西亚在2000年至2009年间损失了10兆7700 亿令吉，是资金非法外流第四多的国家。难道我们还要等到损失另一个1兆令吉或破产，我们才发现反贪工作因支持极端及种族主义而转移视线，？</p>

			<content:encoded><![CDATA[<p>To paraphrase a famous quote from Shakespeare’s Hamlet, “The Prime Minister doth protest too much, methinks.”<br />
It would appear that is the case today when Prime Minister Dato’ Sri Najib Tun Razak is trying to fool the public into believing that the use of “white pows” at Perkasa’s Chinese New Year gathering last Sunday has nothing to do with Barisan Nasional. </p>
<p>Najib also said that the incident was a learning experience for race relations in Malaysia. How can Najib dismiss this extremely disrespectful and insensitive gesture so frivolously, when white packets are traditionally used for Chinese funerals? The failure of the Prime Minister to condemn Perkasa for such a disparaging gesture shows how protective Dato’ Sri Najib is of Perkasa even at the expense of trampling over the sensitivities of the Chinese community. </p>
<p><span id="more-1988"></span>Now, Najib is quickly trying to distance himself from the fiasco by claiming that Ibrahim Ali is an independent member of parliament and holds no official position, thus he has nothing to do with Barisan Nasional or the Government. </p>
<p>No one believes this. Only two years ago in an Al Jazeera interview, Najib himself had defended Perkasa by saying that they are “not so extreme” if one understood their demands, and that Perkasa can be accommodated by the Umno-led Government. And while he is an “independent MP” by name, Ibrahim Ali has always openly supported BN and Dato’ Sri Najib against Pakatan Rakyat. </p>
<p>On top of that, UMNO and BN has consistently supported Perkasa, attended their functions, and have even adopted their views on national policies. Even MCA has been exposed as openly assisting Perkasa when their Sri Desa Branch Chairman and Seputeh division committee member Dr Tiew Chew Ming was reported to have spoken on behalf of Perkasa as saying that Perkasa fights for all people regardless of race and had also arranged for people to attend this Perkasa function. </p>
<p>The late Datuk Dr Zainal Aznam, a member of the National Economic Advisory Council (NEAC) that drafted the New Economic Model (NEM), had even blamed the BN Government for submitting to Perkasa by dropping the proposed Equal Opportunities Commission, which was supposed to be part of the NEM. This happened following protests by Perkasa against the NEM.</p>
<p>Compounding this, time and time again Malaysians have seen Ibrahim Ali and Perkasa have been getting away with the most seditious actions and statements. Despite acts such as the burning of Bersih Chairperson Datuk Ambiga’s picture, calling her a “dangerous Hindu woman” and warning the Chinese not to come out on July 9 to join the Bersih 2.0 demonstration because “anything can happen”, no action whatsoever has been taken on Perkasa. </p>
<p>It is thus crystal clear that Perkasa has the support of the UMNO and BN leadership as well as UMNO’s paper Utusan Malaysia, when they can get away with such vile and seditious threats. </p>
<p>Only by openly cutting off all ties and support with Perkasa can Dato’ Sri Najib and UMNO convince Malaysians that Perkasa has nothing to do with BN. The PM must realise that it is his open support for Perkasa that emboldens them to act in an intolerant manner that preaches hate and extremism as well as expose his 1Malaysia as empty sloganeering.</p>

<p>纳吉也说，这起事件是马来西亚种族关系的教训。传统上，“白包”只用于华裔葬礼，纳吉怎么可以如此轻佻的对待土权这种毫不尊重及不敏感的姿态？首相没有谴责土著权威组织的轻视态度，从中可以看出拿督斯里纳吉是如何地维护土权，甚至不惜践踏华社的敏感神经。</p>
<p>现在，纳吉想要尽速与这起闹剧撇清关系，他说依布拉欣阿里是独立议员，没有官职，因此他与国阵或政府没有关系。</p>
<p>没有人会相信他。在两年前一次接受半岛电视台的访问时，纳吉早就为土权辩护。当时他说，如果人们了解土权的诉求，他们其实“不算太极端”，因此，巫统领导的政府可以容纳土权。虽然依布拉欣阿里以“独立议员”自居，但是他常常公开支持国阵及拿督斯里纳吉，和民联作对。</p>
<p>还有，巫统和国阵还一贯地支持土权，出席他们的活动，甚至采纳他们对国家政策的看法。就连马华也公开支持土权，根据报道，马华斯里迪沙支部主席兼马华公会士布爹区会当然委员张秋明甚至替土权说话，指土权是为全民斗争、不分种族的组织，他还协助安排人们出席土权的活动。</p>
<p>曾经起草“新经济模式”的已故国家经济咨询理事会成员拿督再纳，他生前责怪国阵政府向土权低头，不接受理事会所建议的“公平机会”，这原本是新经济模式的部分内容，却在土权示威过后被删除掉。</p>
<p>加上这一次，马来西亚人一次又一次看到依布拉欣阿里和土权过份的煽动性言论和动作。尽管他们焚烧净选盟主席拿督安美嘉的照片、称她为“危险的印度女人”、还警告华人不要在709走上街头因为“什么事都可能发生”，但是，从来没有人对土权采取行动。</p>
<p>很明显地，土权有巫统和国阵在背后撑腰，还有巫统的报章《马来西亚前锋报》做后盾，他们可以不必为自己的卑鄙及煽动性威胁承担任何责任。</p>
<p>唯有与土著切断一切关系、停止支持他们，拿督斯里纳吉及巫统才可以让马来西亚人相信，土权的所作所为与国阵无关。首相必须要知道，他如此公开地支持土权，只会纵容他们继续胡作非为、鼓吹仇恨及极端主义，也证明他的“一个马来西亚”只是空洞的口号。</p>

			<content:encoded><![CDATA[<p>Information, Communications and Culture Minister Datuk Seri Rais Yatim has made a dangerous statement with his false claim that at an official function he attended in the Penang, only Mandarin and English were spoken. Rais should not lie like Utusan Malaysia but prove which Penang state government official function he attended sidelined Bahasa Malaysia</p>
<p>I suspect that the official function that Rais is referring to is a function in Han Chiang College in Penang where he was the guest of honour representing Prime Minister Datuk Seri Najib Tun Razak on 29 September 2011. I would like to remind Rais that Han Chiang College is a privately run college and the function was organised by Han Chiang and NOT by the state government.<br />

Rais’ claims that he was the only one talking in the national language and a little bit of English, is untrue. I had also spoken in Bahasa Malaysia, English and Mandarin. Why did Rais not mention that I also spoke in Bahasa Malaysia? If Rais was unhappy with the manner Han Chiang organised the event, why then did he not convey his unhappiness with Han Chiang? Why did he not demand an explanation from Han Chiang?</p>
<p>Instead Rais has chosen to unfairly blame the state government for a function that is organised by a private college. Making false allegations against the Penang state government is clearly intended to play the racist sentiment that Penang does not appreciate Bahasa Malaysia and not good for national unity. Rais had even urged the Malays in Penang to question this event.</p>
<p>If Rais can prove which Penang state government official function attended by him did not use Bahasa Malaysia, the Penang state government will act to correct this mistake. However if he fails to show proof, then he should withdraw his remarks and apologise. Otherwise he would be exposed as a man without honour and even a racist for trying to use this lie to work up the sentiments of the Malays. </p>
<p>The Penang state government wishes to express dismay at the systematic and serial attempts to undermine the Penang state government with lies and racist sentiments. Even though this is to be expected in the general elections season, raising the racial temperature is not only desperate but a highly irresponsible and reckless act that threatens the harmony and stability of our society. </p>
<p>Even if BN wants to win the general elections, this victory should be with honour based on truth and not lies.</p>
<p>I am surprised at the ferocity of BN’s latest attacks against the Penang state government and me personally. I will not reply to Rais personal attacks against me. Rais attack follows the ludicrous report in the New Straits Times(NST) and Utusan Malaysia on 2.10.2011 that I may have disclosed national secrets to Singaporeans at a dinner and even questioned my loyalty to my country. </p>
<p>I can not understand why my loyalty to Malaysia is questioned by the NST news report when I do not possess any Australian PR even though I graduated from Monash University. Shouldn’t BN leaders who had Australian PR have their loyalty questioned by the NST news report? </p>

Saya ingin mengingatkan Rais bahawa Kolej Han Chiang merupakan kolej swasta dan program tersebut dianjurkan oleh Han Chiang dan bukannya Kerajaan Negeri.</p>
<p>Kenyataan Rais bahawa beliau seorang sahaja menggunakan Bahasa Kebangsaan dan sedikit sahaja Bahasa Inggeris adalah tidak benar. Saya juga turut bercakap menggunakan Bahasa Malaysia, Inggeris dan Mandarin. Mengapa Rais tidak menyebut bahawa saya juga turut bertutur dalam Bahasa Malaysia? Jika Rais tidak berasa gembira dengan program yang dianjurkan oleh Kolej Han Chiang, mengapa beliau tidak menyampaikan rasa tidak puas hati tersebut kepada Han Chiang? Mengapa beliau tidak menuntut penjelasan daripada Han Chiang?</p>
<p>Sebaliknya Rais memilih untuk tidak berlaku adil dengan menyalahkan Kerajaan Negeri untuk program yang dianjurkan oleh sebuah kolej swasta. Kenyataan palsu terhadap Kerajaan Negeri Pulau Pinang ini jelas bertujuan untuk memainkan sentimen perkauman kononnya Pulau Pinang tidak menghargai Bahasa Malaysia. Kenyataan sebegini tidak akan menyumbang kepada perpaduan nasional. Rais turut menggesa orang Melayu di Pulau Pinang supaya membangkitkan isu tersebut.</p>
<p>Jika Rais boleh membuktikan mana satu program rasmi Kerajaan Negeri Pulau Pianng yang dihadiri beliau tidak menggunakan Bahasa Malaysia, Kerajaan Negeri Pulau Pinang akan mengambil tindakan bagi membetulkan kesalahan tersebut. Walau bagaimanapun sekiranya beliau gagal untuk membuktikannya, maka beliau harus menarik balik dan meminta maaf atas kata-kata tersebut. Jika tidak, beliau akan dituduh sebagai seorang yang tidak bermaruah dan yang bersikap perkauman kerana cuba membangkitkan sentimen perkauman.</p>
<p>Kerajaan Negeri Pulau Pinang ingin menyatakan kekecewaan terhadap percubaan sistematik dan bersiri yang dilakukan untuk melemahkan Kerajaan Negeri Pulau Pinang dengan mengeluarkan kenyataan yang bukan sahaja berbau perkauman tetapi juga jelas merupakan satu pembohongan. Walaupun pilihan raya umum dijangkakan menjelang tiba, pembangkitan isu perkauman bukan sahaja satu cubaan terdesak tetapi juga perbuatan yang sangat tidak bertanggungjawab dan yang boleh mengancam keharmonian dan kestabilan masyarakat.</p>

<p>Saya terkejut dengan serangan terbaru BN terhadap Kerajaan Negeri Pulau Pinang dan peribadi saya sendiri. Saya tidak akan membalas serangan peribadi Rais terhadap saya. Serangan Rais ini mengekori laporan merapu dalam The New Straits Times (NST) dan Utusan Malaysia pada 02/10/2011 bahawa ada kemungkinan yang saya telah mendedahkan rahsia negara kepada pemimpin Singapura dalam satu majlis makan malam. <p>我怀疑莱士雅丁所指的活动是于2011年9月29日在槟城韩江学院举行的，他当时代表首相拿督斯里纳吉出席有关活动。我要提醒莱士雅丁，韩江学院是私立学院，有关活动的主办单位是韩江学院，不是州政府。</p>

<p>相反地，莱士雅丁选择了怪罪州政府，这是不公平的，因为这是私立学院办的活动。他对槟州政府做出这种虚假指责，很明显地是要玩弄种族情绪，指槟城不注重国文、对国民团结不利。莱士雅丁甚至要求槟州的马来人质疑这项活动。</p>
<p>如果莱士雅丁可以证明，他所出席的槟州政府官方活动没有使用国语，槟州政府会纠正我们的错误。但是，如果他无法证明，那么他应该撤回他的言论，马上道歉。否则，他就是一个言而无信的种族主义分子，企图利用这种谎言，煽动马来人的情绪。</p>
<p>对于这种有计划地、一系列的、企图利用谎言及种族情绪来破坏槟州政府的动作，我们感到厌恶。虽然我们已经预料他们在选举期间会这么做，但是，让种族情绪升温，简直是孤注一掷、不负责任地的举动，这将威胁我国社会的和谐及稳定。</p>

<p>国阵最近针对槟州政府和我个人的攻击来势汹汹，让我感到惊讶。我不会回应莱士雅丁对我的人身攻击。莱士雅丁针对《新海峡时报》及《前锋报》于2011年10月2日一篇荒唐的报道对我人身攻击，有关报道说我在新加坡的一个晚宴上，泄露国家机密给新加坡人，甚至质疑我对国家的忠诚度。</p>
<p>我实在不明白，为什么《新海峡时报》 会质疑我的忠诚度，我虽然毕业自澳洲莫纳斯大学，但是我并没有澳洲的永久居留权。《新海峡时报》是不是应该首先质疑那些拥有澳洲永久居留权的国阵领袖？</p>

			<content:encoded><![CDATA[<p><strong>Let Us Ensure That Not A Single State Nor Citizen Is Left Behind!</strong></p>
<p>48 years ago Sabah, Sarawak and Singapore took the bold step to form Malaysia. Singapore subsequently left 2 years later in 1965 but both Sabah and Sarawak remained. Unfortunately all the economic and social indicators show that Sabah and Sarawak continue to be left behind whilst Singapore has soared to surpass Malaysia in 2010 as the 3rd largest economy in ASEAN after Indonesia and Thailand. </p>
<p>Why did 7% continuous economic growth for more than 25 years leave behind not only oil-rich states like Sabah and Sarawak but also Terengganu? The “Growth Commission” Report (2008) by Economics Noble Laureate Michael Spence identified Malaysia as one of the 13 countries in the world that enjoyed sustained growth of 7% for more than 25 years based on 5 common characteristics:-<br />
1.     fully exploited world economy;<br />
2.     maintained macroeconomic stability<br />
3.     exhibited high savings and investment;<br />
4.     relied on markets to allocate resources; and<br />
5.     committed and credible governments</p>
<p>The answer why Sabah, Sarawak or Terengganu is left behind is corruption in Peninsular Malaysia, endemic and entrenched in Sabah and Sarawak. <span id="more-1775"></span>Too much have been lost. The shocking revelations by the US-based financial watchdog Global Financial integrity of RM 888 billion illicit capital flight from Malaysia between 2000-2008 cost is shocking. This means that every Malaysian man, woman and child have lost RM 33,000 each over 9 years! </p>
<p>South Korea’s GDP per capita was one third of Malaysia in the early 60s, but is now 3 times that of Malaysia despite having a bigger population of 48 million people. South Korea succeeded because they successfully fought not only corruption but reconnected with both the economic and ethical values of hard work, openness, integrity and innovativeness.</p>
<p>This is the desperate political battle for the economic soul of Malaysia that we can not lose. The time has come for Malaysians to choose carefully. Only a two-party system can ensure peace, harmony and that Malaysia&#8217;s rich natural resources benefit 27 million Malaysians. A two-party system requires a strong opposition which can not only deny BN its customary two-thirds majority but also able to change the government.</p>
<p>For those who say that PR does not know how to govern, the 4 PR states of Penang, Selangor, Kedah and Kelantan have proven our ability by beating the other 10 BN states by attracting RM25 billion in investments comprising 53% of Malaysia&#8217;s total investments of RM47.2 billion in 2010. For the first time in history, Penang is now the new champion of investments in Malaysia, coming out top in 2010 with RM 12.2 billion.</p>
<p>Let us reject a crony government in favour of a people’s government centered on 3Es of enabling the people with skills and education, empowering them with rights or opportunities and enriching the people by ensuring that the fruits of economic success can be shared.</p>
<p>Let us therefore teach our children hope and build their confidence that they can be as good as they want to be and not be forever deprived or condemned to be inferior merely on account of the colour of their skin.</p>
<p>Let us fight and protect each other based on freedom, justice and truth. Let us ensure that no single state or citizen is left behind.  Then only can we lock our arms together and our heart beat as one for this beloved Malaysian nation that belongs to all whether black, brown, white or yellow.</p>

<p>让我们确保没有一个州属、没有一个公民被忽略！</p>
<p>48年前，沙巴、砂拉越和新加坡踏出勇敢的一步，与马来亚共同成立马来西亚。两年之后（1965年）新加坡脱离马来西亚，沙巴和砂拉越则继续留下来。不幸的是，所有经济和社会指标都显示沙巴和砂劳越持续落后，新加坡甚至在2010年超越马来西亚，成为东盟国家当中第三大经济体，仅次印尼和泰国。</p>
<p>为什么连续25年的7%成长率，会让那些拥有石油的州属像沙巴、砂劳越甚至是登嘉楼被发展抛在后头？诺贝尔经济学奖得主斯宾塞（Michael Spence）的2008年成长委员会报告书指出，马来西亚是全世界其中13个连续25年享有每年7%经济成长率的国家之一，这些国家的5个共同特征如下：</p>
<p>1.     全面利用世界经济;<br />
2.     维持宏观经济的稳定<br />
3.     高存蓄率及投资率;<br />
4.     依赖市场分配资源; 及<br />
5.     拥有热心及可信任的政府</p>
<p>为什么沙巴、砂拉越和丁登嘉楼会落后，这是因为马来半岛的贪污已经在沙巴和砂拉越蔓延、生根。我们失去太多了。美国金融机构全球金融诚信（GFI）揭露，在2000年至2008年期间，马来西亚流失的非法资金高达8880亿令吉。这意味着，每一名马来西亚人，不分男女老少，每个人在这9年内失去了3万3000令吉。</p>
<p>韩国的国民生产总值在60年代只有马来西亚的三分之一，但是现在是马来西亚的3倍，尽管他们拥有约4800万人口，比我们多。韩国会成功，不只因为他们成功肃贪，也因为他们将经济与一些伦理价值如：勤勉、开通、廉正及创新联系起来。</p>
<p>我们正陷于一场为马来西亚经济灵魂而奋斗的政治战场，我们孤注一掷，无论如何绝不能失败。是时候马来西亚人小心地选择。唯有两线制可以确保我国的和平与和谐，并让我国2700万人都受惠于马来西亚丰富的天然资源。两线制需要强大的在野势力，这个股势力不仅仅要足以否决国阵三分二议席，也还必须能够改朝换代。</p>
<p>对于那些指民联不会做政府的人，我们已经通过槟城、雪兰莪、吉打和吉兰丹证明我们超越其它10个国阵州属，在2010年，这四个州属吸引了250亿令吉的投资额，占全马总投资额的472亿令吉的53%。这也是历史上，槟城所获投资额达122亿令吉，全马居冠。</p>
<p>让我们拒绝朋党政府，选择执行“三民任务”- 启迪民智、赋权予民及富国强民的政府。<br />
让我们教导我们的孩子，心存希望，建立他们的自信，让他们可以做到心里想像的一样好，不要让他们因为自己的肤色，而永远被剥夺机会或觉得自卑。</p>

The Next 6 Months Will Determine Whether The Boldest Political Experiment Of Establishing A People-centric Government Will Prevail Or Perish From Penang?</strong></p>
<p>The next 6 months will determine whether the boldest political experiment in the 2008 general elections of establishing a people-centric government will prevail or perish from Penang. Over the last 3 and a half years, there is a not only a cleaner, greener and safer Penang but also   witnessed a change of mindset and renewed confidence.</p>
<p><span id="more-1771"></span>Penangites are more confident and hence more optimistic about the future because they can rely on a people-centric government that listens to them, do the people’s work and gives hope for a better future. Similarly there is a recognition that we will be rewarded for hard work, being honest and continuously pursue excellence. There is no substitute for performance, productivity and proficiency.</p>
<p>However the greatest change in mindset is brought about by the emphasis of the Pakatan Rakyat people-centric government on upholding rule of law. That one does not need to go through middle-men or know third parties to get any transaction done in Penang. We need only to know the rules and the law.</p>
<p>By ensuring there is not only certainty but also clarity, we can enjoy prosperity together. The PR state government has worked hard to regain the people’s trust and confidence in the state government. To overcome public distrust of the state government as an institution that does not help but harm the people, PR has terminated the politics of patronage, cronyism and corruption. </p>
<p>Let us inspire hope by stressing on performance not privilege, expertise not entitlement and integrity not corruption. Let us be bonded by our common aspirations for justice, freedom, truth, democracy and social welfare for the weak and poor. </p>
<p>Only an economy free from corruption can we ensure that the people prosper and benefit. Let us embrace a future free from fear and cronyism. Let us embrace the future by embracing every Malay, Indian, Chinese, Kadazan and Iban, as Malaysian brothers and sisters, Malaysian sons and daughters.</p>

Selama tiga setengah tahun yang lepas, negeri Pulau Pinang bukan sahaja telah menjadi lebih bersih, hijau dan selamat, malah juga telah menampakkan perubahan dari segi pemikiran dan keyakinan.</p>

<p>Walau bagaimanapun, perubahan yang paling besar dalam pemikiran telah berlaku ekoran daripada dasar kerajaan berjiwa rakyat Pakatan Rakyat yang menegakkan kedaulatan undang-undang. Di Pulau Pinang, dasar ketelusan yang dijalankan oleh Kerajaan Negeri bermakna bahawa sebarang urus niaga tidak lagi memerlukan orang dalam atau orang tengah. Yang diperlukan hanya peraturan dan undang-undang.</p>
<p>Dengan kerajaan yang mementingkan kepastian dan kejelasan dalam halatuju pentadbiran, kita dapat menikmati kemakmuran bersama-sama. Kerajaan Negeri Pakatan Rakyat telah bekerja keras untuk memulih kembali kepercayaan dan keyakinan rakyat terhadap kerajaan negeri. Untuk mengatasi ketidakpercayaan awam terhadap institusi kerajaan negeri, Pakatan Rakyat telah menghapuskan politik kuasa naungan, kronisme dan rasuah.<br />
Marilah kita mencari inspirasi dengan menekankan prestasi dan bukan keistimewaan, kepakaran dan bukan hak, serta integriti dan bukan rasuah. Marilah kita bersepakat dalam semangat setiakawan untuk mencapai aspirasi bersama untuk keadilan, kebenaran, kebebasan, demokrasi dan kebajikan sosial untuk rakan-rakan kita yang lebih lemah dan miskin.</p>
<p>Hanya dengan ekonomi yang bebas daripada rasuah boleh kita memastikan bahawa rakyat akan makmur dan menerima manfaat. Marilah kita mengazamkan masa depan yang bebas daripada ketakutan dan kronisme. 			<content:encoded><![CDATA[<p>DAP insists that all top SPM scorers should get an overseas Public Service Department (PSD) scholarships and not 1Malaysia Development Bhd (1MDB) grants to study in local public and private universities in the interests of fairplay, reward performance based on excellence not mediocrity and demonstrate the country’s commitment to retain our human talent.</p>
<p>Minister in the Prime Minister&#8217;s Department Datuk Seri Nazri Aziz announced yesterday that 500 special education grants would be disbursed by 1MDB to the rejected applicants. The scholarships to public universities would be worth RM7,500 a year and scholarships for study of critical courses in private universities would be worth RM15,000 a year while grants for non-critical courses would be worth RM7,500.</p>
<p>At the same time, DAP condemns the BN government for failing to uphold transparency and accountability by making public the detailed results of all those who were awarded overseas scholarships. <span id="more-1566"></span>MCA President Datuk Seri Dr Chua Soi Lek has still not explained why MCA Ministers failed to fulfil Chua’s promise to award all top SPM scorers with PSD overseas scholarships. Chua would do well to read the article by his predecessor Datuk Seri Ong Tee Keat in Malaysiakini that BN’s failure to award overseas PSD scholarships equally to all SPM top scorers has reflected negatively on BN.</p>
<p>Instead of responding to MCA’s failure that even his predecessor Ong had criticised, MCA is trying to distract attention by attacking the Penang PR state government for lying that Penang does not have enough money to provide scholarships to top students. MCA claims that Penang has vast wealth to spend on overseas scholarships because Penang came out top in investments with RM 12.2 billion in 2010. </p>
<p>If MCA can not differentiate between foreign and domestic investments with revenue then MCA does not deserve to be part of government. Investments are held by the private sector to spend to generate jobs and economic growth, not revenue for the state government to spend. Perhaps all MCA leaders should undergo a basic course of finance. Further the Penang PR state government is still trying to clean up years of BN’s misrule and abuse of power in the state that caused RM230 million in losses to Majlis Perbandaran Seberang Perai(MPSP) until MPSP became practically bankrupt and the Tang Hak Ju land scam that costs the state RM40 million. </p>
<p>Despite these revenue constraints, Penang PR has continued to award loans at local public universities to all deserving Penang students equally. Penang PR has also increased the primary and secondary school grants(not loans) to poor students. DAP pledges that unlike Barisan Nasional (BN), all deserving top students in the country will be awarded the same scholarships if Pakatan Rakyat (PR) wrins control of the federal government. </p>
<p>This pledge to award overseas scholarships equally to all top students is necessary to win Malaysia’s future by escaping the middle-income trap to become a high-income economy with USD15,000 per capita income. Malaysia would be sending a wrong message if we reward mediocrity instead of excellence, do not have a level-playing field that is fair to the best and brightest and allow the brain drain to continue. The time has come to invest our resources in the future by spending tens of billions of ringgit on human talent instead of squandering it on corruption and white elephant projects likes the RM 5 billion 100-storey Menara Warisan. </p>

<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang merangkap Setiausaha Agung DAP, Lim Guan Eng di Pulau Pinang pada 7 Jun 2011</p>
<p>DAP berkeras menyatakan bahawa kesemua pelajar cemerlang SPM sewajarnya diberi biasiswa pengajian luar negara Jabatan Perkhidmatan Awam (JPA) dan bukannya jaminan biasiswa pengajian ‘1Malaysia Development Berhad’ (1MDB) yang menawarkan pengajian di universiti awam tempatan dan universiti swasta tempatan sebagai langkah untuk berlaku adil terhadap pelajar tersebut, ganjaran sewajarnya berdasarkan prestasi cemerlang dan bukannya kepada pelajar yang mempunyai pencapaian sederhana serta menunjukkan komitmen negara mengekalkan tenaga kerja mahir dan berbakat. </p>
<p>Menteri di Jabatan Perdana Menteri, Datuk Seri Nazri Aziz mengumumkan semalam, 500 geran khas pengajian akan diberikan oleh 1MDB kepada pemohon (JPA) yang gagal. Biasiswa bernilai RM7,500 setahun adalah untuk pengajian di universiti awam tempatan manakala bagi pengajian di universiti swasta tempatan dalam pengajian atau bidang kritikal akan diberikan biasiswa bernilai RM15,000 setahun dan RM7,500 bagi bidang lain. </p>
<p>Pada masa yang sama, DAP mengecam tindakan Kerajaan BN kerana gagal untuk menegakkan prinsip ketelusan dan kebertanggungjawaban dengan mengeluarkan butiran atau maklumat terperinci pelajar-pelajar yang telah mendapat tawaran biasiswa pengajian luar negara. Presiden MCA, Datuk Seri Dr. Chua Soi Lek masih berdiam diri dan tidak memberi sebarang kenyataan berkaitan kegagalan menteri-menteri MCA untuk memberi biasiswa pengajian luar negara kepada kesemua pelajar cemerlang SPM. Chua sepatutnya membaca artikel oleh Datuk Seri Ong Tee Keat dalam Malaysiakini yang menyatakan bahawa kegagalan BN memberi biasiswa pengajian luar negara JPA kepada kesemua pelajar cemerlang SPM tersebut telah memberi tanggapan yang negatif kepada BN. </p>
<p>Kegagalan MCA dalam mendapatkan biasiswa tersebut yang juga turut dikritik oleh mantannya, Ong, sepatutnya menjadi isu tetapi sebaliknya MCA cuba mengalihkan perhatian umum dengan membuat serangan terhadap Kerajaan PR Pulau Pinang yang dikatakan menipu bahawa Pulau Pinang tidak mempunyai dana yang mencukupi untuk memberi biasiswa kepada pelajar-pelajar cemerlang. MCA mendakwa Pulau Pinang mempunyai dana yang cukup besar untuk diberikan sebagai biasiswa pengajian luar negara memandangkan Pulau Pinang telah mendahului senarai pelaburan tertinggi pada tahun 2010 dengan nilai RM12.2 bilion. </p>
<p>Sekiranya MCA tidak mampu membezakan antara pelaburan luar negara dan pelaburan dalam negara dengan pendapatan, maka MCA tidak layak untuk menjadi sebahagian daripada jentera kerajaan. Pelaburan yang dimiliki oleh sektor swasta adalah untuk mencipta peluang pekerjaan dan pertumbuhan ekonomi, bukan menjana pendapatan Kerajaan Negeri untuk berbelanja. Mungkin para pemimpin MCA perlu menghadiri kursus asas kewangan. Tambahan pula, Kerajaan PR Negeri Pulau Pinang masih lagi cuba untuk membetulkan serta membersihkan penyalahgunaan kuasa dan salah laku sehingga menyebabkan kerugian berjumlah RM230 juta yang terpaksa ditanggung oleh Majlis Perbandaran Seberang Perai (MPSP) sehingga memaksa MPSP muflis secara praktikalitinya dan isu skandal tanah Tang Hak Ju yang menyebabkan Kerajaan Negeri terpaksa membayar RM40 juta.</p>
<p>Walaupun pendapatan terhad, Pulau Pinang masih lagi memberi pinjman kepada pelajar cemerlang universiti awam tempatan di Pulau Pinang yang layak mendapatkannya. Kerajaan PR Pulau Pinang turut menambah peruntukkan (bukan pinjaman) kepada pelajar-pelajar miskin sekolah-sekolah rendah dan menengah. DAP berjanji bukan seperti BN, bahawa semua pelajar cemerlang layak mendapat biasiswa pengajian yang saksama sekiranya Pakatan Rakyat (PR) menang pilihanraya akan datang dan mengambil alih pentadbiran Kerajaan Persekutuan.</p>
<p>Janji untuk memberi penghargaan biasiswa pengajian luar negara kepada semua pelajar cemerlang secara saksama adalah keperluan dalam memastikan Malaysia tidak berada dalam lingkungan ‘middle-income’ atau berpendapatan sederhana sebaliknya menjadi negara yang berada dalam lingkungan berpendapatan tinggi dengan pendapatan per kapita USD15,000 pada masa hadapan. Malaysia akan memberi gambaran yang salah sekiranya kita memberi penghargaan kepada pelajar yang sederhana berbanding pelajar cemerlang, tidak mempunyai ruang keadilan dan kesaksamaan kepada pelajar yang menonjol dan cemerlang serta secara berterusan membenarkan para cendakiawan dan cerdik pandai berhijrah. Masanya telah tiba untuk kita melabur usaha dan tekad kita untuk masa hadapan dengan membelanjakan puluhan bilion ringgit dalam melahirkan tenaga kerja mahir berbanding menghabiskan wang ringgit untuk rasuah dan projek-projek ‘gajah putih’ seperti pembinaan Menara Warisan seratus tingkat yang menelan belanja RM5 bilion. </p>

<p>民主行动党坚持，所有大马教育文凭（SPM）特优生都应该获得公共服务局颁发的海外奖学金，而不是一个马来西亚发展有限公司（1MDB）的国内及私立大学奖学金，以显示当局公平对待、绩效为先而不是平庸，以展现我国留住人才的决心。</p>
<p>首相署部长拿督斯里纳兹里昨天宣布， 一个马来西亚发展公司将发出500份特别教育奖励金给被拒绝的申请者。这笔国内大学奖励金每年7500令吉，而那些在私立大学修读热门科系的学生每年可以获得1万5000令吉奖励金，而修读非热门科系的学生每年奖励金为7500令吉。 </p>
<p>同时，行动党谴责国阵政府不透明、无公信力，他们一直没有公布那些获得海外奖学金的学生成绩资料。马华总会长拿督斯里蔡细历还没有解释，为什么马华部长无法实现蔡细历的承诺，让所有SPM特优生都获得海外奖学金？如果蔡细历读了他的前总会长拿督斯里翁诗杰在《当今大马》的文章，他可能会做到好一点，翁诗杰的文章指出，国阵无法公平地颁发海外奖学金给所有SPM特优生，已经为国阵带来负面的影响。 </p>
<p>就连前总会长翁诗杰也已经批评，马华不但没有检讨自己为什么失败，而且还企图转移视线，指槟州民联政府没有足够资金颁发奖学金给特优生是在撒谎。马华还说，槟城有很多钱颁发海外奖学金，因为槟州在2010年获得总投资额122亿令吉。 </p>
<p>如果马华分不清什么是国内外投资额，什么是税收，那些马华根本不配成为执政成员党。 投资额是私人企业的资金，用来制造就业机会和促进经济成长，不是州政府可以动用的税收。或许全体马华领袖应该要上一堂基础金融课。再说，槟州民联政府还在收拾国阵治理期间因管理不当和滥权所留下来的一大堆手尾，导致威省市政局损失2亿3000万令吉，近乎破产，而陈合裕土地丑闻也导致州政府损失4000万令吉。 </p>
<p>尽管槟州的税收有限，但是，槟州民联政府还是继续公平地提供国内大学贷学金给所有应被奖励的学生。槟州民联也已经增加为贫苦学生提供的中小生奖励金（非贷款）。行动党保证，如果民联执政联邦政府，国内所有特优生都会受到公平对待，获得同等的奖学金，绝不会像国阵那样。 </p>
<p>我们必须如此保证，公平颁发海外奖学金给所有特优生，才能赢回我国的未来，逃离中等收入陷阱，转型成为人均收入每年1万5000美元的高收入经济体。如果我们奖赏平庸者而非卓越者，无法提供公平竞争的平台给最好、最出色的一群，让人才继续外流，马来西亚发出的是错误的讯息。是时候让我们把资源投资在未来，用数十亿令吉来栽培人才，而不是把钱浪费在贪污及白象工程上如：计划中耗资50亿令吉的100层独立遗产大楼。 </p>

<p>UMNO and MCA’s public spat over who is right in the granting of the PSD scholarships does not resolve the fundamental question of gross injustice felt by many top students who did not receive the scholarships. The public is not interested who is trying to play the hero but the real hero is the one who can ensure that all top students can receive PSD scholarship.</p>
<p>The public is terribly confused with the differing accounts given by both UMNO and MCA even though both have Ministers in the same Cabinet. This lack of direction and mass confusion would have been comical if not for the fact that innocent top students have become unfortunate victims of this struggle between UMNO and MCA. </p>
<p><span id="more-1525"></span>If MCA is correct, why is it that no action has been taken against those errant government officials who fail to award scholarships to top students and immediately correct the error by awarding them the scholarships? However if UMNO is correct, then MCA should then apologise to the top students and press UMNO to change the policy to grant PSD scholarships to all top students regardless of race or religion .</p>
<p>This annual problem of top students not getting PSD scholarships but given to those with poorer results makes a complete mockery of BN’s claims that the education system is based on merit and performance. Further the failure to reward top students will only accelerate the brain drain and severely undermines effort to attract and retain human talent.</p>
<p>Malaysian students who have worked diligently in order to achieve their dreams now face the prospect of having their dreams crushed by a bureaucracy that is inept and unappreciative. What about the parents who have to explain to their children that despite doing their best and being the best, they have been denied their due opportunities because of a silly bureaucratic mistake that they now have to appeal for?</p>
<p>How can the Federal Government make those students appeal for something that they well and truly deserved? To do so is akin to punishing them for a fault that is not theirs! DAP hopes that BN would stop this political football between UMNO and MCA but ensure that all top students not be made sacrificial victims as the Malay saying goes, “Gajah dengan gajah bertembung, pelanduk mati di tengah-tengah.”</p>

<p>UMNO dan MCA bercakaran bagi membuktikan siapa yang benar dalam isu pemberian biasiswa JPA yang dilihat seolah-olah tidak mempunyai jalan penyelasaian kerana masih terdapat pelajar cemerlang yang masih tidak menerima biasiswa. Masyarakt kini tidak tertarik untuk mengetahui siapa jadi wira tetapi yang nyata wira sebenar ialah mereka yang dapat memastikan kesemua pelajar cemerlang ini boleh menerima biasiswa JPA.</p>
<p>Masyarakat bertambah keliru apabila kedua- dua UMNO dan MCA memberikan jawapan yang berlainan walaupun bernaung di bawah Menteri dalam Kabinet yang sama. Kekeliruan ini akan menjadi lucu jika difikirkan tetapi fakta sebenar ialah pelajar-pelajar cemerlang yang tidak bersalah akan menjadi mangsa atas pertelingkahan di antara UMNO dan MCA.</p>
<p>Sekiranya MCA benar, mengapa tiada tindakan diambil ke atas pegawai kerajaan yang gagal memberikan biasiswa kepada pelajar cemerlang dan memperbaiki kesilapan dan memberikan biasiswa kepada pelajar yang layak dengan segera? Namun jika UMNO benar, MCA kemudiannya harus meminta maaf kepada pelajar dan mendesak UMNO untuk mengubah polisi bagi memastikan biasiswa JPA diberikan kepada semua pelajar cemerlang tanpa mengira agama atau pun bangsa.</p>
<p>Permasalah tentang pelajar- pelajar cemerlang yang tidak menerima biasiswa JPA tetapi sebaliknya memberikan kepada pelajar yang mendapat keputusan lebih kurang cemerlang langsung menjadi ejekan kepada BN yang seolah- olah menegaskan sistem pendidikan Negara adalah berdasarkan merit dan prestasi. Kegagalan untuk memberikan penghargaan kepada pelajar cemerlang hanya akan mendorong perpindahan pelajar (brain drain) dan menyebabkan kekurangan tarikan dan mengekalkan bakat sedia ada.</p>
<p>Pelajar- pelajar Malaysia yang telah berusaha keras untuk mencapai impian mereka kini berdepan dengan kemungkinan impian yang mereka bina hancur disebabkan oleh sistem birokrasi yang tidak cekap dan tidak menghargai. Bagaimana ibu bapa harus menjelaskan kepada anak- anak mereka bahawa selain melakukan yang terbaik dan menjadi yang terbaik, mereka juga akan dinafikan hak dan peluang disebabkan oleh  kegagalan kerena birokrasi yang harus mereka tanggung kini?</p>
<p>Bagaimana Kerajaan Persekutuan harus lakukan kepada para pelajar untuk sesuatu yang mereka layak dan harus terima? Untuk melakukannya adalah sama seperti menghukum untuk sesuatu kesalahan yang bukan milik mereka. DAP berharap BN dapat memberhentikan permainan politik antara UMNO dan MCA tetapi sebaliknya memastikan bahawa semua pelajar cemerlang tidak menjadi mangsa keadaan seperti mana pepatah Melayu “Gajah dengan gajah bertembung, pelanduk mati di tengah-tengah.”</p>

<p><strong>如今公众对于谁要争着当英雄并不感兴趣，只有确保全部最顶尖的优秀生获得公共服务局奖学金的人，才能当真心英雄。 </strong> </p>
<p>巫统及马华现在正为了公共服务局奖学金的分配到底“谁才对”，双方闹得不可开交。但是这对于解决顶尖优秀生无法获得应有奖学金及不公平对待的根本问题，完全无济于事。如今公众对于谁要争着当英雄并不感兴趣，只有确保全部最顶尖的优秀生获得公共服务局奖学金的人，才能当真心英雄。</p>
<p>公众对于巫统及马华的不同说法，已经越来越混淆，即使双方都有本身的部长在内阁。但是巫统与马华之间毫无方向及混乱不堪的闹剧，真正受害的是最无辜的顶尖优秀生。 </p>
<p>若马华是对的，为何事到如今仍然没有采取行动对付犯错的政府官员，并马上纠正错误，把奖学金颁发给应得的优秀生？然而，若巫统是对的，那么马华就必须向优秀生道歉，并施压巫统更改政策，让全部最顶尖的优秀生，无论任何种族及宗教信仰，都能享有获得公共服务局奖学金的权益。</p>
<p>这个年复一年上演的公共服务局奖学金分配给成绩较逊学生，而不是顶尖学生的老问题，对于国阵宣称教育体系是根据绩效及表现，无疑是极大的讽刺。政府一直无法奖励顶尖优秀生，只会加速人才流失及葬送为了吸引人才，留住人才，所作的一切努力。</p>
<p>为了梦想而奋斗的马来西亚学生，如今面对的是打破他们梦想的无能又冷漠的官僚。当愚昧的官僚拒绝给予孩子们应得的机会，那些一直循循善诱他们的孩子，凡事要做到最好的父母，如今还要为孩子上诉，这要让身为父母的情何以堪，如何面对？</p>
<p>联邦政府怎么能够要求这些学生为自己应得的东西上诉求情？这等于是在惩罚他们，但是他们根本没有做错！行动党希望国阵可以停止巫统和马华之间这种政治足球游戏，确保所有的特优生不会变成这种游戏的牺牲品，正如马来谚语所说：“两象相斗，鹿死中央。”</p>

<p>Malapetaka ini amat menyayat hati dan telah menyentuh hati semua rakyat Malaysia tanpa kira bangsa dan agama yang penuh simpati dan kesedihan kepada mangsa-mangsa. </p>

			<content:encoded><![CDATA[<p>Once again, the Malaysian public is serenaded with fancy promises by the Federal Government, only to be brought down again by incompetency in policy implementation. The Federal Government’s promise of a meritocratic award of JPA scholarships to every single student that achieves 8A+s and above is now overshadowed by the bungling ineptitude of the delivery system. </p>
<p>Deputy Education Minister Wee Ka Siong blamed Public Service Department(PSD) officials for failing to follow Cabinet criteria in selecting scholarship recipients. As a result, many qualified applicants failed to obtain grants while those who students who performed worse were given scholarships instead. </p>
<p>Wee also added that there were a number of instances where straight A+ students had been denied scholarships and instead were only offered placements in matriculation programmes with loans. Meanwhile, students who obtained 4+s were awarded scholarships to the United States. </p>
<p><span id="more-1497"></span>This gross blunder is totally unacceptable and should be rejected by all Malaysians. What’s worse, the solution offered by Deputy Minister Wee Ka Siong has only compounded the problem and highlighted the severe lack of empathy within the walls of Putrajaya. He has suggested that students should accept whatever they are given first, and then submit an appeal to the JPA for review. </p>
<p>Why should the people who have not done any wrong be the ones who have to appeal? This is not only ridiculous but a gross injustice that top students who have done no wrong, must appeal to fumbling and incompetent PSD officials to be awarded scholarships. Should not responsibility be placed upon the JPA to correct their errors? This is a case of punishing the victim instead of the perpetrator. If the Federal Government thinks they can sweep this issue under the carpet, they are wrong. </p>
<p>This is exactly the kind of issue that has contributed to the growing national brain drain problem. How are young Malaysians supposed to believe that they live in a fair and just society when such straightforward matters cannot be conducted in a transparent and proper manner? It appears that instead of attempting to win the hearts and minds of talented young Malaysians, the Federal Government is intent on victimising and ostracising them. Blame should be squarely placed upon the shoulders of the Federal Government if this scandal leads to even more bleeding of talent. </p>
<p>We demand that a full investigation is carried out, and that those students with deserving results be immediately given scholarships without the need for them to demean themselves by appealing when it is not their mistake in the first place. Further JPA officials responsible should be punished as an example to other incompetent officials of zero tolerance for those who fail to practice competency, accountability and transparency.</p>
<p>Clearly the Federal government should go back to basics in employing competent government officials. 3 aspects are important for professional service. One, a good or effective system in place. Two a positive work ethic and attitude. Thirdly, inculcating a team spirit. How can the Economic Transformation Programme(ETP) efforts to attract and retain human talent work when the Federal government officials can not even get it right the simple job of offering scholarships to the best students and instead awarding it to the worst? </p>

<p>联邦政府对马来西亚人民所做的美丽承诺，再一次因政策执行不力而落空。联邦政府原本已经答应依照成绩表现，颁发公共服务局奖学金给每一名考获8个A+的学生，如今已经被恶劣、笨拙的公共服务系统弄得一塌糊涂。</p>
<p>副教育部长魏家祥责怪公共服务局的官员没有遵从内阁的指示，遴选奖学金得主。结果，很多符合资格的申请者被淘汰，反应那些成绩表现较差的学生获得奖学金。 </p>
<p>魏家祥也指出，很多考获全科A+的学生不但得不到奖学金，反而只被选中以贷款方式就读大学预科班。而那些考获4A的学生，竟然获得前往美国的奖学金。 </p>
<p>这种荒唐的事情令人无法接受，所有马来西亚人必须拒绝这种做法。更糟的是，副教育部长魏家祥所提供的解决方案只是雪上加霜，也突显了布城的高墙内的官僚没有同理心。他竟然建议学生，不论他们获得什么都先接受，然后再向公共服务局上诉。 </p>
<p>为什么没有做错事的人要上诉？无罪无过的优秀生必须向公共服务局那些笨拙及无能的官员上诉，才能得到奖学金，这简直是天大的笑话和极度不公平的事情。难道公共服务局不应该首先为负起纠正错误的责任？这是典型“受害者被罚而犯错者无罪”。如果联邦政府以为他们可以把这个课题扫入地毯下，那么他们就错了。 </p>
<p>正是这样的问题，导致我国人才外流越来越严重。政府连如此直接了当的问题都不能透明地、妥当地处理，我们要年轻一代的马来西亚人怎么相信他们活在一个公平与公正的社会？看来，联邦政府并不是努力地争取年青人才，反而企图把罪名推给他们、孤立他们。如果这项丑闻导致更多人才出走，联邦政府应该当当正正地负起责任。 </p>
<p>我们要求当局全面调查这件事，那些符合资格的学生应该在不需要自我贬低、跑去上诉的情况下，即刻获得补发奖学金，毕竟错不在于他们。还有，负责的公共服务局官员必须接受处分，杀一儆百，警惕那些不称职的官员，绝不容忍不称职、无公信力、不透明的官员。 </p>
<p>很明显地，联邦政府应该回到原点，雇用称职的政府官员。专业的公共服务必须具备三个条件：其一、良好及有效率的制度。其二、积极的工作文化和态度。其三、培养团队精神。联邦政府官员如果连颁发奖学金给优秀生这样简单的事情都做不到，反而把奖学金给了次等生，经济转型计划（ETP）还要谈什么吸引人才、留住人才？ </p>
