Tan Sri Nor Mohamed Yakcop And UMNO No Longer Needs Non-Malay Votes By Adopting Perkasa “Ketuanan Melayu” Race Card With Threats And Fears That Malaysia Will Revert To 1511 If BN Loses The 13th General Elections.

Minister in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop is no different from Perkasa by playing the “Ketuanan Melayu” race card with threats and fears that Malaysia will revert to 1511 if BN loses the 13th general elections. 1511 was the year that the Melaka Sultanate was successfully invaded by the Portuguese, the start of foreign colonisation of Malaya.

Tan Sri Nor used 1511 to back up his false claims that the opposition did not have the capability to pursue the bumiputera agenda. This is a wrong comparison as the Portuguese were a foreign power and the 13th General Elections will be decided by Malaysians. Ironically, it is PR that should be laying this allegation against BN and the Election Commission due to the presence of phantom and dubious voters, including foreigners as registered voters, who could decisive play role in the next general elections.

Clearly should BN retain power in the next general elections, black will become white and white become black as shown by New Straits Times and Utusan Malaysia being forced to apologise for printing for false news or being asked to pay damages for defamation.

By playing the race card of bumiputera agenda in the next general elections, Tan Sri Nor and UMNO have sent a strong signal that they do not care about non-Malay voters. UMNO and Tan Sri Nor are using the bumiputera agenda as the only agenda for winning the general elections, citing Penang as an example where the Malays have been neglected.

Challenges Tan Sri Nor To State What Programmes Under The Previous BN State Government For Malays Had Been Discontinued By PR State Government.

The Penang PR state government challenges Tan Sri Nor to state how Malays in Penang have been neglected under PR rule. Can Tan Sri Nor spell out the programmes that the previous state government had done under former Chief Minister Tan Sri Dr Koh Tsu Koon that had not been continued by the present PR state government? Should Tan Sri Nor fail to do so then he is no different from Perkasa in adopting the tactics of race-baiting and fear-mongering.

In fact not only was welfare assistance continued, PR has increased them to historic levels never done before by the previous BN state government for the last 50 years. More than RM50 million have been spent on introducing and increasing cash assistance ranging from RM 100 yearly aid for senior citizens, the disabled, single mothers as well as students in Standard 1 & 4, Form 1 &4. Further micro-credit loans for the poor and single mothers, one-off payments of RM 1,000 to beneficiaries of senior citizens and government universities students from household with monthly income less than RM4,000 as well as RM 200 for every child born.

Most impressive of all is Penang’s success in wiping out hard-core poverty in one year what BN could not achieve in 50 years by ensuring every household enjoys a minimum monthly income of RM600. By 2015 Penang will be the first state in Malaysia to wipe out poverty.

Even when state government contracts were awarded by open competitive tender based on the best price, quality and management, 70% of the contracts were won by Malay contractors. This is a reduction from the previous practice of giving 100% to UMNO cronies, but in terms of value the genuine Malay contractors gained more as compared under the previous government.

The reason for this is that the PR state government had increased the expenditure for social programs and infrastructure by 55% from RM 1,387 million in the 4 years of 2004-7 to RM 2,142 million spent under 4 years of PR rule from 2008-2011. For instance, Penang state allocation for road projects, where nearly 100% were won by Malay contractors, were increased from RM 10.25 million in 2007 to RM 41.6 million in 2012. And in 2012, the largest allocation in Penang’s history for Islamic affairs of RM64 million was approved.

By playing with emotion and sentiment, instead of using reason and facts, Tan Sri Nor shows that he is no different from Perkasa. In Penang, Perkasa has been allowed to beat up and injure reporters, not once but twice in the Penang Bridge in July last year and on 26th February in the anti-Lynas rally in Esplanade. No action has been taken on those Perkasa and UMNO attackers. On 10 May 2012. Perkasa were even allowed by the police to conduct a Hindu death ritual on the main gate of my residence in Penang.

If Tan Sri Nor can succeed in exploiting fear dating back to 1511 by pursuing a racist approach of only bumiputra agenda and ketuanan Melayu, this is the death ritual of democracy, multi-racial harmony, multi-cultural diversity and 1Malaysia!

Menteri dalam Jabatan Perdana Menteri Tan Sri Nor Mohamed Yakcop tidak berbeza dengan Perkasa kerana menggunakan sahutan perkauman “Ketuanan Melayu” dengan ugutan dan taktik ketakutan bahawa Malaysia akan kembali kepada tahun 1511 jika BN kalah dalam pilihan raya umum ke-13. 1511 adalah tahun kejatuhan kesultanan Melaka kepada kuasa Portugis dan permulaan penaklukan kuasa asing di Malaya.

Tan Sri Nor menggunakan tahun 1511 untuk menyokong dakwaan palsunya bahawa pembangkang tidak mempunyai kebolehan untuk menerajui agenda bumiputera. Perbandingan ini adalah salah kerana Portugis merupakan kuasa asing manakala pilihan raya umum ke-13 akan ditentukan oleh rakyat Malaysia. Ironiknya, sepatutnya PR yang menuduh BN dan Suruhanjaya Pilihan Raya atas kehadiran pengundi hantu yang diragui, termasuk warga asing yang didaftarkan sebagai pemilih, yang berupaya untuk memainkan peranan yang penting dalam pilihan raya yang akan datang.

Adalah jelas bahawa sekiranya BN mengekalkan kuasa dalam pilihan raya umum yang akan datang, hitam akan menjadi putih dan putih akan menjadi hitam seperti yang ditunjukkan oleh New Straits Times dan Utusan Malaysia yang terpaksa meminta maaf kerana menyiarkan berita palsu.

Cabar Tan Sri Nor Untuk Menyatakan Program-Program Apa Di Bawah Kerajaan Negeri BN Dahulu Untuk Orang Melayu Yang Telah Dibatalkan Oleh Kerajaan Negeri PR.

Kerajaan negeri PR Pulau Pinang mencabar Tan Sri Nor untuk menyatakan jumlah orang Melayu yang telah terpinggir di bawah pentadbiran PR. Bolehkah Tan Sri Nor menyenaraikan program-program yang telah dilaksanakan oleh mantan Ketua Menteri Tan Sri Dr Koh Tsu Koon yang telah dibatalkan oleh kerajaan negeri PR? Sekiranya Tan Sri Nor gagal untuk membuat demikian maka beliau tidak berbeza dengan Perkasa kerana menggunakan taktik umpan-perkauman dan taktik ketakutan.

Hakikatnya bukan sahaja bantuan kebajikan diteruskan, malah PR telah meningkatkannya kepada tahap yang tidak pernah dicapai oleh kerajaan negeri BN selama 50 tahun. Lebih daripada RM50 juta telah dibelanjakan untuk melaksanakan dan meningkatkan bantuan kewangan daripada RM100 setahun untuk warga emas, OKU, ibu tunggal serta pelajar-pelajar Tahun 1 & 4, Tingkatan 1 & 4. Tambahan juga, kerajaan negeri PR memberi pinjaman mikro-kredit kepada golongan miskin dan ibu tunggal, serta bayaran RM1,000 sekali sahaja untuk waris warga emas dan pelajar-pelajar daripada isi rumah yang berpendapatan kurang
daripada RM4,000 yang berjaya diterima IPTA serta RM200 untuk setiap bayi baru lahir.

Yang paling mengkagumkan, Pulau Pinang telah berjaya membasmi miskin tegar dalam satu tahun, di mana BN telah gagal selama 50 tahun, dengan memastikan bahawa setiap isi rumah mempunyai pendapatan sekurang-kurangnya RM600 sebulan. Menjelang 2015, Pulau Pinang akan menjadi negeri pertama untuk membasmi kemiskinan sama sekali.

Walaupun apabila kontrak kerajaan negeri diberi melalui tender terbuka berdasarkan faktor-faktor harga paling baik, kualiti dan pengurusan, 70% daripada kontrak telah dimenangi kontraktor Melayu. Ini adalah pengurangan jika dibandingkan dengan 100% yang diberi kepada kroni UMNO, tetapi dari segi nilai, kontraktor-kontraktor Melayu yang tulen telah bermanfaat jika dibandingkan dengan kerajaan dahulu.

Sebabnya adalah kerana kerajaan negeri PR telah meningkatkan perbelanjaan untuk program-program sosial dan infrastruktur sebanyak 55% daripada RM1,387 juta selama 4 tahun 2004-7 kepada RM2,142 juta di bawah pentadbiran PR selama 4 tahun dari 2008-2011. Sebagai contoh, peruntukan negeri Pulau Pinang untuk projek jalanraya, di mana hampir 100% telah dimenangi oleh kontraktor Melayu, telah ditingkatkan daripada RM10.25 juta pada tahun 2007 kepada RM42.6 juta pada tahun 2012. Dan pada tahun 2012, peruntukan paling besar dalam sejarah Pulau Pinang untuk hal-ehwal agama Islam iaitu RM64 juta telah diluluskan.

Dengan bermain emosi dan sentimen dan mengabaikan fakta dan logik, Tan Sri Nor menunjukkan bahawa beliau tidak berbeza dengan Perkasa. Di Pulau Pinang, Perkasa dibenarkan untuk memukul dan mencederakan wartawan, bukan sekali tetapi dua kali di Jambatan Pulau Pinang pada bulan Julai tahun lepas dan pada 26 Februari semasa perhimpunan anti-Lynas di Padang Kota Lama. Tiada tindakan telah diambil ke atas ahli-ahli Perkasa dan UMNO yang ganas. Pada 10 Mei 2012, Perkasa telah dibenarkan oleh polis untuk melakukan upacara pengebumian Hindu di depan pintu rumah saya di Pulau Pinang.

Jika Tan Sri Nor berjaya untuk menggunakan ketakutan tahun 1511 dengan pendekatan perkauman agenda bumiputera dan ketuanan Melayu, maka ia akan menandakan penguburan demokrasi, harmoni kepelbagaian kaum dan budaya serta 1Malaysia!

在来届大选利用土著议程的种族牌，丹斯里诺及巫统已经传达了一个强烈的信号，那就是他们不在乎非马来人的选民。巫统和丹斯里诺采用土著议程做为唯一赢得选举的议程，并以槟城为例子，马来人被忽略。

挑战丹斯里诺说明，哪一些前朝政府为马来人所推行的计划，在民联政府执政期间被中止。

槟州民联政府挑战丹斯里诺说明，槟州马来人在民联治理期间如何被忽略。丹斯里诺可不可以讲出，哪一些前朝首长丹斯里许子根所推行的政策，在民联执政期间被中止？如果丹斯里诺不这么做，那么他就是与土权组织没有差别，玩弄种族牌和恐惧牌。

事实上，我们不只延续了福利援助计划，民联政府还增加至前所未有的水平， 是国阵过去50年也没做的事。我们拨出超过5000万令吉来推行现金援助，从乐龄人士、残障人士、单亲妈妈每年100令吉回馈金，以及一年级、四年级、中一、中四学生的援助金。为贫穷人士及单亲妈妈而设的微型贷款、一次性支付1000令吉给逝世乐龄人士怃恤金及家庭收入少过4000令吉政府大学学生、以及每名新生儿200令吉。

最令人印象深刻的是槟州成功在一年内扫除赤贫，确保每个家庭每月收入达600令吉，这是国阵过去50年也做不到的。2015年，槟州将会成为全马第一个扫除贫穷的州属。

就连州政府合约也是通过公开招标，依据最好的价格、最好的品质、最好的管理颁发的。70%的合约由马来承包商获得。虽然比起以前100%给完巫统朋党，但是在价值方面而言，真正有能力的马来承包商比前朝政府获得更多。

这其中的原因是，在2008-2011年间，槟州民联政府增加了社会福利及基建开销，比2004-2007年的13亿8700万令吉增加55%，达21亿4200万令吉。例如，槟州的道路工程拨款从2007年1025万令吉增加至2012年4160万令吉，近乎100%由马来承包商获得。2012年，州政府批准了史上最高的伊斯兰事务拨款6400万令吉。

丹斯里诺不讲道理和事实，一味地玩弄情绪，显示他与土权组织没有差别。在槟州，土权组织的人可以致伤记者，不只一次，而是发生了两个次，一次在去年7月，另一次发生在2月26日关仔角反莱纳斯集会。但是，当局没有对土权组织、巫统袭击人士采取任何行为。在2012年5月10日，警方竟然允许土权组织在我的私人住家门前进行一场兴都教葬礼。

如果丹斯里诺可以成功地利用1511年来吓唬人，继续追求土著议程和马来主权，这才是民主、多元种族和谐、多元文化及一个马来西亚的葬礼！

Even though KGNS president Tan Sri Megat Najmuddin Megat Khas has denied that Syed Moktar is involved, an application appears to be submitted by some parties to acquire the 330 acres land site. To verify whether these reports are true, the Prime Minister needs to give a full explanation to uphold accountability in the interests of the public as well as the club members. Once again, it would appear that not only is a multi-billion ringgit privatisation deal being conducted without open competitive tenders, but it also appears to be another potential land grab similar to what is happening with the MRT project on heritage areas in Kuala Lumpur.

This KGNS land grab is set to become yet another “piratisation” exercise that exemplifies the rent-seeking and crony capitalistic culture synonymous with the BN government. However, this time the proposal has evoked a strong and emotional response even from prominent UMNO members. KGNS president Tan Sri Megat Najmuddin, who is also a member of the UMNO disciplinary committee, has even denounced the move as potential “political suicide” for the BN government.

The Prime Minister must clarify whether the“piratisation” of KGNS land is actually going to happen, and if so reveal details to the public. If not, all his talk about transformation will be proven to be meaningless. The only thing the Najib and BN has managed to prove is that regardless whether 1 Malaysia is genunine or sincere, there are no racial boundaries when it comes to daylight robbery of land grab. It is not just the Chinese, Iban, Kadazan, Orang Asli or the Indians but even the Malays who have become victims to the 1Malaysia land grab

Demi Kepentingan Umum, Perdana Menteri Harus Menjelaskan Sama Ada Rampasan Tanah KGNS Adalah Lagi Satu Usaha “Penlanunan” Di Mana 1Malaysia Yang Diuar-uarkan BN Sebenarnya Bermaksud Rampasan Tanah Awam Tanpa Mengira Tanah Melayu, Cina, India, Iban, Kadazan Atau Orang Asli.

Laporan-laporan semalam mengatakan bahawa industrialis besar Tan Sri Syed Mokhtar Al-Bukhary dan Sunway Bhd telah menyerahkan cadangan untuk memperoleh hartanah perdana 330 ekar yang digunakan Kelab Golf Negara Subang (KGNS), yang termasuk dua padang golf 18-lubang dengan harga komersial yang dijangka melebihi RM5 bilion. Adalah difahamkan bahawa Perspective Lane (M) Sdn Bhd, sebuah syarikat pelaburan swasta yang dikusai Syed Mokhtar, dan Sunway City Sdn Bhd, telah menyerahkan pelan pada akhir tahun lepas kepada Kerajaan Persekutuan.

Walaupun presiden KGNS Tan Sri Megat Najmuddin Megat Khas telah menafi penglibatan Syed Mokhtar, masih terdapat desas-desus bahawa aplikasi telah diserahkan oleh pihak-pihak tertentu untuk memperoleh tanah 330 ekar tersebut. Untuk mengesahkan sama ada laporan-laporan ini benar atau tidak, Perdana Menteri harus memberi penjelasan demi prinsip kebertanggungjawaban dan kepentingan pihak awam serta ahli-ahli kelab. Sekali lagi, bukan sahaja lagi satu perjanjian penswastaan sedang dilakukan tanpa tender terbuka, tetapi ia juga kelihatan seperti rampasan tanah yang serupa dengan apa yang sedang berlaku dengan projek MRT di kawasan-kawasan warisan di Kuala Lumpur.

Rampasan tanah KGNS ini berpotensi menjadi satu lagi “penlanunan” yang merupakan contoh tipikal gejala kapitalisme kroni yang sudah sinonim dengan kerajaan BN. Namun begitu, cadangan kali ini telah membangkitkan tentangan yang kuat dan penuh emosi dari kalangan ahli UMNO sendiri. Presiden KGNS Tan Sri Megat Najmuddin, yang juga merupakan seorang ahli jawatankuasa disiplin UMNO, telah mengutuk tindakan ini sebagai perbuatan yang mampu memusnahkan diri untuk kerajaan BN.

Perdana Menteri harus menjelaskan sama ada “penlanunan” tanah KGNS ini akan berlaku atau tidak, dan kalau ya beliau harus mendedahkan butir-butir kepada pihak awam. Kalau tidak, segala transformasi yang diuar-uarkan akan dibuktikan sebagai kata-kata kosong. Sampai sekarang, Najib dan BN hanya dapat membuktikan bahawa sempadan perkauman tidak menjadi faktor dalam usaha untuk merampas tanah. Bukan sahaja orang Cina, Iban, Kadazan, Orang Asli atau India, tetapi orang Melayu juga menjadi mangsa kepada rampasan tanah 1Malaysia.

首相必须基于公众利益解释梳邦国家高尔夫球俱乐部（KGNS）的土地夺取案是不是另一个“强盗化”计划，那就是国阵的“一个马来西亚”参与抢夺公众土地，不如它属于马来人、华人、印度人、伊班人、卡达山或原住民。

昨天的报道说，拥有亿万身家的工业家丹斯里赛莫达及双威公司已经提呈计划书征收330英亩的梳邦国家高尔夫球俱乐部（KGNS）黄金地，包括两个18洞的高尔夫球场，它们的商业价值超过50亿令吉，Perspective Lane私人有限公司（赛莫达所控制的私人投资工具）以及双威城有限公司在去年已经呈交一项计划给联邦政府。

虽然梳邦国家高尔夫球俱乐部主席丹斯里梅杰纳慕丁已经否认赛莫达涉及此案，当局似乎收到一些有关330英亩的申请。要查证这些报道是否属实，首相必须清楚解释，维护公众及俱乐部会员的利益。这又是一起上亿令吉无公开招标的私营化计划，但是它看来是另一次暗中抢夺土地的案子，与地铁计划建在吉隆坡古迹区雷同。

首相必须解释上述俱乐部的土地是不是被“强盗化”，并公布详情给公众。否则，他关于转型的言论都只是空谈。纳吉和国阵唯一证明的是，不论一个马来西亚是否真情假意，一旦光天化日之下发生土地抢夺案，那将是无种族之分，不只是华人、伊班人、卡达山人、原住民或印度人将遭殃，就连马来人也成为一个马来西亚土地抢夺的受害者。

To Win The Future We Must Invest In The Future By Investing In Education:- Let A Penang Student Be The First Malaysian Student To Be Admitted To Harvard University In 3 Years.

Terlebih dahulu saya ingin mengucapkan setinggi-tinggi penghargaan dan ucapan terima kasih kepada jawatankuasa pengelola majlis yang bertungkus lumus memastikan majlis pada hari ini dapat dijalankan dengan lancar.

Bagi pihak Kerajaan Negeri Pakatan Rakyat Pulau Pinang, kami mengalu-alukan kehadiran lebih kurang 56 pelajar cemerlang STPM 2011 ke majlis yang serba ringkas tetapi amat bermakna ini. Terima kasih juga kepada para guru dan ibu bapa yang hadir pada hari ini sebagai tanda sokongan kepada semua pelajar tersebut.

Seperti mana yang semua sedia maklum, tahun ini merupakan tahun ke-empat majlis seumpama diadakan iaitu sejak tahun 2008.

Kerajaan Negeri telah memperuntukkan lebih kurang RM30 250 untuk tahun ini untuk diagihkan mengikut kategori termasuk pelajar terbaik, pelajar istimewa (khas) dan sekolah terbaik STPM. Setiap pelajar diberikan RM500/- dan juga hadiah tambahan kepada pelajar terbaik. Peruntukan ini boleh dilihat meningkat dari tahun ke tahun di mana bagi tahun 2010, kita memperuntukkan RM26 650, RM19 850 (2009) dan RM13 800 (2008). Ini jelas menunjukkan Kerajaan Negeri Pakatan Rakyat Pulau Pinang adalah sebuah kerajaan berjiwa rakyat yang sentiasa menjaga kebajikan anak-anak tempatan tanpa mengira latar belakang, kaum dan jantina.

Lebihan bajet yang dicapai setiap tahun sejak Kerajaan Negeri Pakatan Rakyat Pulau Pinang adalah urus tadbir CAT (Cekap, Akauntabiliti dan Telus). Kita telah meneruskan pemberian tahunan RM100 kepada warga emas, ibu tunggal dan OKU, serta bayaran “one-off” RM1,000 kepada waris apabila mereka meninggal dunia. Kita juga memberi RM1,000 kepada pelajar yang melanjutkan pengajian di universiti awam tempatan. RM200 untuk setiap bayi baru lahir di Pulau Pinang bermula tahun 2011. Dan yang terbaru kita akan memberikan sumbangan RM100 kepada pelajar-pelajar yang memasuki Tahun 1 dan 4 serta Tingkatan 1 dan 4. Sememangnya, wang yang diperolehi adalah 100% dari sumber yang halal hasil kempen anti-rasuah.

Dengan keputusan STPM yang cemerlang, dunia berada di tangan anda. Dalam dunia globalisasi ini, kecerdasan, bakat dan kemahiran yang para pelajar miliki boleh membawa anda sejauh mana yang kita mahukan. Anda boleh jadi apa sahaja yang ada mahukan. Sebahagian daripada kita mungkin akan bekerja di pelantar minyak dengan menggunakan dan membangunkan teknik- teknik terkini penggerudian laut dalam. Sebahagian lagi mungkin akan menjadi jurutera perisian di Google mahupun Facebook. Sebahagian lagi mungkin akan menjadi ahli penyelidik dan pakar akademik di beberapa institusi penyelidikan dan makmal dunia. Sebahagian anda mungkin menjadi penulis atau pengarah filem di Hong Kong atau Hollywood. Dengan keputusan cemerlang di peringkat ini, saya yakin para pelajar tidak akan mempunyai masalah untuk melanjutkan pelajaran dengan program- program pilihan di universiti tempatan ataupun universiti terkemuka di dunia seperti Harvard, Standford dan Yale di Amerika Syarikat dan Cambridge, Oxford. Saya yakin mereka akan menyambut anda dengan tangan yang terbuka dan mungkin dengan tawaran bantuan kewangan.

It is time that Malaysian students are admitted in Harvard University after no Malaysian student was good enough to be accepted for 2 years running. A two-year absence from incoming Harvard freshman classes is enough to raise concerns over the quality trends of Malaysian education given that at least one Malaysian had been admitted to Harvard every year from 1985 to 2010.

Malaysia was only fourth among Southeast Asian countries in terms of enrolment in the Ivy League institution. Singapore has the highest number of Harvard undergraduates with 18, followed by Thailand with seven, Vietnam with six, Malaysia with five and Indonesia with two. In other words, instead of boasting that Malaysia’s education system is better than US, UK or Germany, Muhydin should be worrying about being overtaken by Thailand and Vietnam.

The recent Global Competitiveness Report clearly indicates that Malaysian education system has fallen behind in standards. The results is the same for other indexes such as in the 2009 Program for International Student Assessment (PISA) involving 75 countries, Malaysia was ranked 56th in reading ability, 55th in Mathematics ability and 53 in Science. Our performance in the Trends in International Mathematics and Science Study (TIMSS) has also seen a steady decrease from 1999 to 2007.

In almost all other measures on education, we are ranked lower than 21.For example:

• Tertiary Education Enrollment: Rank 66
• Quality of Math and Science Education: Rank 23

Our Secondary Education Enrollment ranking of 101 is particularly worrying and points to a significant minority of students who dropped out after primary school and is thus deprived of a change to pursue a higher education. Our rank of 101 puts us below Thailand (Rank 94), Indonesia (Rank 91) Brunei (35) and Singapore (17) in the ASEAN region.

In fact the Report reveals that Malaysia not only have a long uphill climb before our access and average quality of education reaches world-class standards but is also in a state of crisis. The time has come for a complete revamp of our education system to fulfill its role of building talents, which is the new oil of the 21st century.

To win the future, we must invest in the future. This means investing in education. Investing in education wisely must be dependant on excellence, performance, results and a disciplined approach is the only alternative. We must stop putting subjective critieria of extra-curricular activities into assessment marks. Making it compulsory to sit for exams is okay but there is no substitute for real knowledge.

Penang is taking pro-active steps to develop this new oil of the 21st century by stressing on choosing the best so that we can on top of the rest. The establishment of the Penang Science Council, the Penang Tech Center, the Education Hub in Balik Pulau and the latest initiative PRISM or Penang Research Innovation And Science Mode are pro-active steps to build the future talents like yourself for tomorrow.

Kerajaan Negeri turut memberikan pengiktirafan kepada 3 buah sekolah sekitar Pulau Pinang untuk diangkat menerima anugerah sekolah terbaik pada tahun ini. Kriteria pemilihan dibuat berdasarkan gred purata sekolah yang telah pun diperolehi daripada Majlis Peperiksaan Malaysia. Syabas diucapkan kepada sekolah tersebut. Semoga kejayaan ini akan menjadi pemangkin kepada semua sekolah untuk terus berusaha mencapai keputusan yang lebih cemerlang pada tahun 2012.

Penang and Selangor emerging as the top two manufacturing investment location of choice in Malaysia for 2011 with RM 9.1 billion and RM 8.7 billion respectively proves that PR can provide clean and good governance that inspires confidence from investors. This is the second time that Penang has come out as No. 1 in manufacturing investment as in 2010 Penang emerged as top for the first time in history drawing RM12.2 billion in investments.

For 2011, three out of the top 5 manufacturing investment sites came from the PR states of Penang(1), Selangor(2) and Kedah’s RM 6.1 billion at No. 5. Sarawak came in at No. 3 with RM8.5 billion and Johor at No.4 with RM6.6 billion. Good governance based on Competency, Accountability and Transparency as well as open competitive tenders and public declaration of assets by Penang government leaders have inspired confidence amongst investors that they need not worry about any “hidden costs”.

PR believes that this commitment of zero tolerance of corruption and integrity in leadership are amongst the critical success factors of Penang continuing to be the top investors’ choice for the second year running. The PR states have not only attracted investors but have also displayed impressive financial management skills with yearly budget surpluses that has won accolades from the Auditor-General’s Report.

Penang’s Debt Reduction Of RM600 Million Or 95% From RM630 Million To RM30 Million Is The Highest In Malaysian History. Debt reduction in Penang by RM600 million or 95% from RM630 million to RM30 million has been dismissed by BN as debt restructuring. Again BN tries to deny PR Penang’s achievement in the highest debt reduction in Malaysian history by saying that the Penang’s debts were restructured by being transferred to the Federal government. Debt restructuring is different from debt reduction.

Under standard financial literature, debt restructuring is a process that allows a private or public company or a government facing cash flow problems and financial distress, to reduce and renegotiate its delinquent debts in order to improve or restore liquidity and rehabilitate so that it can continue its operations.

Replacement of old debt by new debt when not under financial distress is referred to as refinancing.
There is no debt restructuring in Penang’s case as Penang has no delinquent debts that are in arrears, suffers no cash flow problems and is not under financial distress. Neither is there refinancing as Penang is not replacing the old RM630 million debt with new ones. This lis simply just a case of debt reduction from RM630 million to RM 30 million, where the state government now no longer needs to pay RM600 million.

BN claims that the same transfer of debts is done in other states ruled by BN. Then why is it that the debts of BN states are not reduced by 95% like Penang after the debt transfers are completed?

Malaysia has lost hundreds of billions in US dollars from corruption. In the latest Global Financial Integrity Report, a shocking RM 1,077 billion of illicit(mainly corruption money) was estimated to have been secretly taken out of Malaysia from 2000-9. The trillion ringgit losses made the first 10 years of the 21st century the lost decade of corruption. No action has been taken on the RM 52 billion bumi share scandal that was supposed to be distributed to poor bumis but just disappeared nor the Perwaja scandal and the Bank Negara forex losses amounting to nearly RM20 billion.

No wonder Malaysia’s ranking in the Transparency International Corruption Perception Index plummeted to its worst ever in history of No. 60. The refusal of the BN Federal Government to follow Penang state government’s historical initiative of publicly disclosing the assets of the Chief Minister and EXCOS, does not lend confidence to BN’s commitment to integrity in leadership and public accountability.

BN has also failed to implement an open tender system resulting in crony capitalism. For instance the recent RM7.07 billion West Coast Highway for the longest concession period of 60 years and the refusal to abolish toll for North-South Highway and Penang Bridge even though the toll operators have earned more than 100% profits over their capital investment, shows how crony capitalism benefits the few at the expense of 28 million Malaysians.

Pengurangan hutang Pulau Pinang sebanyak RM600 juta atau 95% daripada RM630 juta kepada RM30 juta telah dipertikaikan oleh BN sebagai penstrukturan semula hutang. Sekali lagi BN ingin menafikan kejayaan PR Pulau Pinang dalam pengurangan hutang yang paling tinggi dalam sejarah Malaysia dengan mengatakan bahawa hutang Pulau Pinang telah distruktur semula dan dipindahkan kepada Kerajaan Persekutuan. Penstrukturan semula hutang adalah berbeza daripada pengurangan hutang.

Secara lazim, penstrukturan semula hutang merupakan proses yang membolehkan syarikat swasta, syarikat umum atau kerajaan yang menghadapi masalah aliran tunai dan masalah kewangan untuk mengurangkan atau merunding semula hutang tertunggak untuk meningkatkan atau memulihkan likuiditi supaya ia boleh terus beroperasi. Penggantian hutang lama dengan hutang baru di bawah keadaan biasa dirujuk sebagai pembiayaan semula.

Tidak berlaku penstrukturan semula hutang dalam kes ini kerana Pulau Pinang tidak mempunyai hutang tertunggak, tidak mempunyai masalah aliran tunai dan tiada masalah kewangan. Juga tidak berlaku pembiayaan semula kerana Pulau Pinang tidak menggantikan hutang lama RM630 juta dengan hutang baru. Yang berlaku hanya pengurangan hutang daripada RM630 juta kepada RM30 juta, di mana Kerajaan Negeri sekarang tidak perlu membayar RM600 juta.

BN mendakwa bahawa pindahan hutang yang sama telah dilakukan di negeri-negeri BN. Jika begitu, kenapa hutang negeri-negeri BN tidak dikurangkan sebanyak RM95% seperti di Pulau Pinang?

Malaysia telah kehilangan berbilion-bilion dolar Amerika melalui rasuah. Dalam laporan terkini Global Financial Integrity, unjuran sebanyak RM1,077 bilion wang haram (kebanyakannya wang rasuah) telah dialirkan keluar dari Malaysia dari tahun 2000-9. Kerugian satu trilion ringgit ini telah menjadikan 10 tahun pertama abad ke-21 sebagai dekad yang telah hilang dek korupsi. Tidak ada tindakan diambil ke atas skandal saham bumi RM52 bilion yang sepatutnya diagihkan kepada bumiputra miskin tetapi telah lenyap begitu sahaja ataupun skandal Perwaja dan kerugian pertukaran matawang asing Bank Negara yang berjumlah RM20 bilion.

Tidak hairanlah kenapa kedudukan Malaysia dalam Indeks Persepsi Rasuah Transparency International telah menjunam ke tangga ke-60, iaitu kedudukan yang paling teruk dalam sejarah. Keengganan Kerajaan Persekutuan BN untuk mengikuti langkah bersejarah Kerajaan Negeri Pulau Pinang untuk mengisytiharkan aset Ketua Menteri dan ahli-ahli Exco tidak memberi keyakinan terhadap komitmen BN dalam integriti kepimpinan dan kebertanggungjawaban awam.

BN juga telah gagal untuk melaksanakan sistem tender terbuka, justeru mengakibatkan kapitalisme kroni. Ambil sebagai contoh Lebuhraya Pantai Barat RM7.07 bilion baru-baru ini dengan tempoh konsesi 60 tahun, dan keengganan untuk memansuhkan tol Lebuhraya Utara-Selatan dan Jambatan Pulau Pinang walaupun pengendali tol sudah mengaut keuntungan lebih 100% daripada pelaburan modal, yang menunjukkan bagaimana sistem kapitalisme kroni menguntungkan segelintir elit dan menyusahkan 28 juta rakyat Malaysia yang lain.

槟州及雪兰莪州在2011年成为国内两个制造业投资者首选地，分别获得91亿令吉及87亿令吉的投资额，证明民联所提倡的良好施政能够加强投资者的信心。这是第二次槟州蝉联投资额全国居冠，在2010年槟州破记录吸引了价值122亿令吉的投资项目。

2011年，5大制造业投资地中3个落在民联州属，槟城（1）、雪州（第二）及吉打（61亿令吉，排第五），砂拉越州及柔佛州分别以85亿令吉及66亿令吉排第3及第4。我们秉持能干、公信及透明的良好施政原则，以及公开招标、公布槟州行政议财产，让投资者有信心不必担心任何“隐藏”的成本。

民联相信我们对打造零贪污及廉洁领导的决心，是槟城第二年继续成功成为投资者首选地的原因 。民联州属不只吸引投资者，也展现了卓越的理财能力，财政预算年年有余，并且获得总稽查司报告的赞扬。

槟州也减除了6亿令吉或95%的债务，仅剩3000万令吉债务，也在全国创下最高债务减低率的记录。槟州这项债务减低率被国阵反驳为债务重组的成果。国阵这一次又否认槟州民联在减少债务方面的成就，并说槟州重组债务、把债务转移至联邦政府，债务重组及债务减少是两回事。

在一般的金融学里，债务重组，就是一个让面对现金流动问题、财务压力的私人或公共公司或政府，减少及重新谈判他们的欠债，以改善或恢复资金流通，以便继续运作。在没有财务压力的情况下，以新债务取代旧的债务属于再融资。

在槟州的例子，并不是债务重组，因为槟州没有拖欠债务、没有资金流通问题、也没有面对财务压力。我们也不是再融次，以新债务取代旧的6亿3000万令吉债务。这纯粹是州政府把债务从6亿3000万令吉减少至3000万令吉，就是说州政府现在不需要缴还那笔6亿令吉的债务。

国阵说，其它国阵管辖的州属也采用这种债务转移的方式。那么为什么这些国阵州属的债务并没有像槟城那样，在债务转移后，减债95%？

马来西亚因为贪污损失了数千亿美元。在最新的全球金融廉洁报告中，估计我国在2000年至2009年间，共有1兆770亿令吉（大多是黑金）流出国外。在21世纪的首十年，我们所损失的1兆令吉，象征了我国因贪污而失去的十年。原本应该分给贫穷土著的520亿土著股权失踪丑闻、造成近200亿令吉损失的柏华惹丑闻、国家银行丑闻皆没有结果，不了了之。

难怪马来西亚在国际透明组织的贪污印象指数中，成绩跌到有史以来最低，排第60名。槟州政府历史性地公布首长及行政议员的财产，国阵联邦政府却不愿意跟随，让人们对国阵的廉正领导及公信力失去信心。

国阵也没有实行公开招标，这导致朋党资本主义的横行。例如最近颁布的价值70亿7000万令吉的西岸大道60年（史上期限最长）特许经营合约，以及国阵政府不愿废除南北大道及槟城大桥收费站，尽管大道公司的盈利已经超出投资额的100%，显示了朋党资本主义如何牺牲2800万人民的利益来谋取暴利。

The DAP calls for the Prime Minister Datuk Seri Najib Minister to intervene and scrap 1Care for 1Malaysia proposal following the failure of of Health Minister Datuk Seri Liow Tiong Lai, to fully examine the adverse consequences of this compulsory Health Insurance scheme. In replacement, the Ministry of Health should conduct a thorough public consultation process involving key stakeholders to ensure that the provision of basic healthcare as a public good and human right is protected and not auctioned off so that well connected individuals and companies can profit from the people.

Using the lack of financing and funding as not sustainable in the long-term is not an acceptable excuse for dumping public health care in favour of a privatised from 1Care for 1Malaysia. If government spending on health has ballooned, why has government spending on health remained relatively stagnant at 2.1% to 2.5% of GDP since 2001. This is less than half the 5-6% of GDP recommended by the World Health Organisation.

The DAP stands firmly in solidarity with the people of Malaysia who have expressed their deep concern and anger over the ‘cloak and dagger’ approach of the Ministry of Health in designing and implementing the 1Care for 1Malaysia health insurance scheme.
Instead of reacting defensively to the outpouring of criticisms against this rehashed scheme, Liow should instead address the very valid concerns raised by various quarters including:
(i) Why should this scheme be forced upon all Malaysia by making it compulsory
(ii) How much will this scheme cost to the individual, the organization he or she works for and the state and federal governments.
(iii) How much will this scheme add to the Federal Debt, which will exceed 55% of the Debt to GDP ratio in a very near future
(iv) Whether General Practitioners will be assigned to every individual instead of allowing the individual to choose
(v) Whether the number of hospital visits will be limited
(vi) Whether a National Healthcare Financing Authority (NHFA) will be set up to collect these insurance premiums

In addition, the DAP calls for Liow to exercise oversight over his officials at the Ministry of Health, some of whom have indicated that the 1Care for 1Malaysia proposals are already in the final stages and that this would be made mandatory, in contrast to Liow’s own assertions that this proposal is only at the ‘discussion’ level. These kinds of contradictory statements only add further fuel to the fire that the Minister himself does not have full control over this process.

Malaysians have become too familiar with past and current efforts of the BN government to introduce market mechanisms and pseudo privatization schemes where profits are privatized for the gain of well connected cronies but losses are socialized at the expense of the average taxpayer. Nothing that the Minister has and has not said have reassured the public that this 1Care for 1Malaysia scheme is nothing more than a smokescreen to extract economic rent and benefit political cronies.

In light of the outpouring of questions and concerns over this proposal and in view of past experiences of ‘piratization’ through the abuse of similar schemes, the DAP calls on the Minister to immediately assign this proposal to the scrapheap. Public interest should be paramount as public healthcare is the basic duty of any government. To carry out this obligation to the public, accountability, complete disclosure and full consultation must be practiced for the benefit of 28 million Malaysians.

How can 1Care for 1Malaysis serve the public good or take care of our health when it does not address the important question why 70% of health professionals are serving in the private sector where they treat only 30% of the population? Leaving the remaining 30% of health professionals to serve 70% of the population is not just a gross mismatch of resources but also guarantees a continued decline of quality public healthcare services.

1Care for 1Malaysia should be rejected for failing these tests. Instead, the Health Ministry should start from scratch by having a transparent and inclusive stakeholder consultation process and put in place iron clad safeguards to ensure that public healthcare remains a public good that is affordable to all, especially those in the lower income bracket.

首相应该要取消1马健保计划，以保障作为公共物品的医疗服务不会被剥削，导致亏损社会化，利益私有化。

马来西亚的公共医疗服务不需要完全改头换面，而是稍微整顿，让它变得更好。行动党相信，如果公共资金能够妥当地分配，没有疏漏或不正当的作业，我们才不只可以保障公众享有高水平医疗服务的权利，还可以改善公共医疗服务。

行动党促请首相拿督斯里纳吉介入并取消1马健保计划的提议，这是因为卫生部长拿督斯里廖中莱无法全面探讨强制性健保计划的反面后果。此外，卫生部应该要进行涉及所有利益相关者、全面的公共咨询，让做为公共物品及人权的医疗服务获得保障及利益不会被典当，一些有良好联系的个人及公司从人民身上榨取利益。

当局以缺乏资金、无法持续长期拨款 的理由，提议推行1马健保计划、放弃公共医疗政策，是无法被接受的。如果政府在医疗的开销方面增加，为什么自2001年起，政府在医疗方面的开销一直只占国民生产总值的2.1%至2.5%？连世界卫生组织所推介的国民生产总值占有率5-6%的一半都没有。

卫生部秘密地设计并推行1马健保计划，民主行动党与全体对此表达关注及气愤的人民站在同一阵线。

与其对排山倒海的批评进行自卫性的辩护，廖中莱应该回应人们对医疗改革所关注的问题，包括：
(i) 为什么要强制性规定每一名马来西亚人参与？
(ii) 每个人或他/她所工作的单位、州政府、联邦政府在这项计划中需承担多少费用。
(iii) 这项计划将导致联邦债务增加多少？不久的将来，联邦债务对国民生产总值的比率将达55%.
(iv) 每个人都会被指派普通医生，还是人们可以选择自己的医生。
(v) 到医院看病的次数会不会被限制？
(vi) 是否会设立国家健保融资机构（NHFA）来征收保费？

此外，行动党呼吁廖中莱监督好他在卫生部的官员，一些官员已经说明1马健保计划的提议已经进行最后阶段，而这将成为强制性政策。这与廖中莱所强调地“还在讨论阶段”是自相矛盾的。这些言论不只是火上添油，也说明部长在整个过程中没有全面的控制权。

马来西亚人已经太熟悉国阵政府了，从过去及最近的各种例子可以看出，每当他们推介市场机制、假借“私营化” 名义时，往往就是将利益“私有化”，让一些朋党谋利，最后牺牲纳税人的利益，将亏损“社会化”。部长所有的言论都无法让人放心相信，1马健保计划不是用来经济寻租、让朋党赚钱的烟幕。

有鉴于这项计划招来许多批评，加上以往国阵通过滥用类似计划“强盗化” 的经验，行动党促请部长马上下令取消这项计划。公共医疗服务是任何政府的基本义务，公共利益必须被放在首位。为了2800万马来西亚人的利益，政府必须对公众负责，透明化、公布所有资讯及全面咨询。

如果1马健保计划不能回答一个主要的问题：为什么70%的医疗专业人士都在私人界服务，他们只照顾30%的人口？这项计划如何可以为民服务、照顾我们的健康？让30%的医疗专业人士来服务70%人口，不只是资源的错配，也将最终导致公共医疗服务的素质走下坡。

1马健保计划无法通过公众的拷问，它就应该被拒绝。卫生部应该重零开始，进行更透明、涵盖范围更广的咨询工作，确保公共医疗服务这项公共物品继续让全民受惠，特别是低收入的一群。

My daughter was selected to join the NS Camp for the 2008-9 session and she had duly complied. We have never talked about my daughter’s experiences, good or bad in NS, because she is still under 21 and a student who is not involved in politics.

My family and I love our daughter and want to protect her privacy. We have shielded her from the glare of publicity so that she can grow up and enjoy life with her friends as a normal kid. We hope that Datuk Seri Ahmad can respect my daughter’s privacy and not drag her into his political games to justify the NS programme.

If children of politicians venture into public life involving public interest, then they are subject to public scrutiny. However for BN leaders to try to use my children as political capital to boost BN when they are still studying and not involved in public life is wrong and regrettable.

This is not the first time that my children have been unfairly targeted by BN and UMNO leaders. Last year, my 15 year old son was defamed by UMNO leaders and UMNO Online for sexually molesting his classmate and that I have to pay RM200,000 to cover-up the scandal and transfer my son to another school. A picture of the alleged girl victim of my son was even put up by the UMNO blogs.

This cruel and barbaric lie by UMNO against my minor son was quickly exposed when the picture of the girl victim was discovered to be a fake and belonged to a Hong Kong chess grandmaster who had never met me or my son. So far no UMNO leaders had apologised to my son and me for this vicious lie that had caused my son to miss school for 2 days.

I urge UMNO and BN leaders to throw your lies at me if you must but please leave my children alone. They are still studying and are not in politics. By continuing to drag my children with lies or misrepresentation, is an act of desperation that shows their lack of moral values and absence of ethical judgment. Have BN and UMNO leaders run of ideas and ideals that their only political capital is to preach lies and hate not only against PR leaders but also at our children?

我的家人和我对于国防部长拿督斯里阿末查希哈米迪昨日在诗巫发表的声明感到难过，他针对国民服务计划已经被广泛接受、由于对孩子起正面影响而获家长信赖的宣传，把我的女儿卷入其中。拿督斯里阿末查希声称，我的父亲和我可以看到，我的女儿在参加了槟城浮罗山背的国民服务计划后，如何变得更好。

这是不确实的。我的女儿在参加国民服务计划之前或之后，一直都是好孩子。我的父亲和我，从来没有像国防部长所说的感激过他。
我的女儿被抽中参加了2008至2009年届的国民服务计划，她也按时履行了义务。我们从来没有谈论我女儿在国民服务计划中的好或坏的经验，因为她还未满21岁，还是未参政的学生。

我的家人和我都疼爱我们的女儿，希望保护她的隐私。我们不让她在公众的注目中长大，就是希望她可以跟正常的小孩一样，和她的朋友一起快乐地长大。我希望拿督斯里阿末可以尊重我女儿的隐私，不要把她卷入他的政治游戏，来合理化国民服务计划。

一旦政治人物的子女走进涉及公众利益的公众人物生活，那么他们就必遭受公众审查的眼光。但是，当孩子们还在读书、未涉入公众人物的生活，国阵领袖想要利用我的孩子做为抬高国阵的政治资本，这是大错特错的。

这已经不是第一次，我的孩子不公平地成为国阵和巫统领袖的箭靶。去年，我15岁的儿子被巫统领袖及UMNO Online诬蔑，指他性侵同学，我付了20万令吉的遮口费并安排他转校。巫统甚至上载了一张女生的照片，诬指照片中的女生就是遭我儿子性侵的受害者。

巫统的残酷谎言很快地就被揭穿了，很快地就有人发现，上述照片中的“女受害者”是无中生有的，照片中的人物是香港的西洋棋手，她从来没有见过我、也没有见过我的儿子。至今为止，还没有任何一名巫统领袖对我或我的儿子道歉，他们这种恶毒的谎言还导致我的儿子没有上学两天。

国阵及巫统领袖，如果你们要继续散布谎言及仇恨，尽管针对我个人，别再将我尚在求学中的孩子拖下水。他们还在上学、也还没有涉足政治。国阵领袖不断地把我的孩子卷入谎言或错误言论中，一再证明他们已经丧失道德价值观、也缺乏了伦理判断能力。国阵或巫统领袖是不是黔驴技穷，只剩谎言和仇恨，不只针对民联领袖，还要针对我们的子女？

Only Economic Policies That Are Clean, Fair, Competitive And Improves The Well-being Of The People As Well As Attract Back Talented Malaysians Can Help Transform Malaysia Into A High-Income Nation Enjoyed By All.

The time has come to implement economic policies that are clean, fair, competitive and improves the well-being of the people as well as attract back talented Malaysians that can help transform Malaysia into a high-income nation enjoyed by all. What better time than the year of the water dragon to initiate such changes so that the coming general elections marks the new beginning that would be enjoyed by all Malaysians rich and poor by 2020.

Present policies which are corrupt, opaque with no open tenders and benefits only certain cronies would only bring Malaysia backwards. A good comparison is South Korea. In 1970, Malaysia’s Gross National Income(GNI) per capita was USD 380 as compared to South Korea USD 260. But 40 years later in 2010, Malaysia’s GNI per capita was at USD 7,760
while South Korea had exceeded us by almost 3 times at USD19,890 (World Bank)

Malaysia’s failure to compete is compounded by the horde of Malaysians leaving. Even the BN government concedes that 2 million Malaysians have left the country since Merdeka in 1957. Countless Malaysians have PR in foreign countries including present Ministers and former Ministers. No one blames the 2 million Malaysians for leaving when the present policies stresses more on politics of division and hate than results-oriented performance drive our best and brightest away.

A recent example is the unfair, harsh and humiliating treatment of temporary Chinese primary school teachers by reducing their benefits arbitrarily without any consultation. How much will it cost the Federal government to continue maintaining existing benefits or even increasing them to temporary teachers? I doubt that such costs will exceed the RM250 million National Feedlot Corporation scandal where money meant for rearing cows is used instead to purchase luxury condos.

Why allow the few cronies to earn extraordinary profits at the expense of 28 million Malaysians. For instance, it took RM 6 billion to build the North-South Highway. But the toll operators have collected RM 24.3 billion as at 31.12.2010 and yet can continue to collect toll till end 2038 and increase toll every year! As the toll operators have already made RM18.3 billion in profits, there is no reason why toll can not be abolished.

Even more talented Malaysians will leave if BN continues to blame the Chinese and minorities for the federal government’s failed policies or use the Chinese threat to frighten the Malays. How can the Chinese be a threat to Malays when critical economic sectors such as banking, insurance, ports, highway toll concessions and infrastructure, transport, automotive industry, IPPs, sugar, rice, flour, plantation products, oil and gas are dominated by Malays?

We must grow up believing in our abilities, trusting each other and have faith that Malays and non-Malays can be world champions. Malays and non-Malay kids must grow up respecting each other as Malaysians and hating only corruption. 2000-9 is the lost decade of corruption where RM1,077 billion of “black money” was illicitly and secretly taken out of Malaysian.

Enough is enough! Let us implement policies that will stop corruption, wipe out poverty, attract back Malaysian talents so that Malaysia can be a high-income nation enjoyed by everyone regardless of race, religion or gender.

Let us welcome the Year of the Dragon by implementing policies that are clean, fair, competitive and improves our standard of living.

是时候推行廉政、公平、竞争力及改善人民生活的经济政策，吸引人才回国，马来西亚才可能转型成为人人共享繁荣的高收入国。让我们在水龙年踏出第一步，于来届大选让“万象更新”，好让全民可以在2020年享受国家繁荣。

没有公开招标、只让特定朋党受益，现行政策腐败、不透明，只会让马来西亚越来越落后。最好的比较例子就是韩国。1970年，马来西亚人均收入为380美元，韩国是260美元。2010年既40年后，马来西亚的人均收入为7760美元，而韩国已经超越我们三倍，达1万9890美元（世界银行报告）。

马来西亚无法竞争，也导致大批马来西亚离开这个国家。就连国阵政府也承认，自1957年独立以来，已有200万马来西亚人离开。无数的国人在外国拥有永久居留权，包括我们的现任及前任部长。我们不怪这200万移民的马来西亚人，因为是现有那种导致分裂及制造仇恨的政策，把我们最好、最聪明的国民逼走。

最新的例子就是，政府独断地减少华小临教的福利，让他们遭受不公平、冷酷及侮辱的对待。联邦政府若维持临教的福利甚至增加他们的福利，会花他们多少钱？我怀疑这笔费用是否超过国家养牛中心丑闻2亿5000万令吉？这笔原本应该用来养牛的钱，被滥用来购买豪华公寓。

为什么我们要牺牲全体2800万国民的利益，让几个朋党赚取额外好处？例如：南北大道承建费为60亿令吉。但是收费站在2010年12月31日已经收取了243亿令吉。它们不但可以继续收费到2038年，而且还可以年年调高过路费！既然收费站已经赚了183亿令吉，为什么不能废除收费站？

如果国阵继续怪罪华人及少数民族，不正视本身失败的政策，或者用华人来威胁马来人，更多马来西亚人才将会移民。当许多重要的经济领域如银行、保险、港口、汽车、独立发电厂、白糖、白米、面粉、种植业、石油及天然气都已经被马来人主导，华人如何威胁马来人？

我们要相信自己的能力、互相信任、要有信心，无论是 马来人或非马来人都可以成为世界冠军。马来人或非马来人的孩子都必须在相互尊重、视彼此为马来西亚人的情况下成长，他们只能仇视贪污。2000年至2009年间，我们因贪污而导致1兆7700万令吉黑钱外流。

够了，让我们实施能够除贪、扶贫、吸引人才回国的政策，打造马来西亚可以成为一个各族、各宗教或男女老少都能分享繁荣的国家。

The Royal Malaysia Police should explain why it did not contact the International Criminal Police Organisation (INTERPOL) to apprehend the fugitive suspect in the brutal rape and murder case of Chee Gaip Yap, 25, who was found murdered in Sungai Petani in January 2006, but instead took six years to bring him to justice.

The case of Chee Gaip Yap in 2006 was one of several brutal sexual assaults against women that highlighted the failure of the Police to reduce crime in Malaysia.

It is reported that the suspect was placed on police bail in 2006, but absconded and fled to Australia before DNA tests, which confirmed his link to material found on the victim, were completed. The suspect was finally apprehended at KL International Airport upon his return from Perth on Tuesday night.

While we are all grateful that the fugitive suspect has now eventually been apprehended by the Police, this six-year delay in the apprehension of the suspect has naturally caused increased suffering to the victim’s family and friends, and may even make the prosecution of the case more difficult.

The Royal Malaysia Police should explain why they waited so long for the suspect to return voluntarily to Malaysia, and why they have not previously pursued the extradition of the suspect to Malaysia through INTERPOL under the provisions of the Australia-Malaysia Extradition Treaty.

这宗发生于2006年的朱玉叶命案，只是几宗残酷性侵犯案的其中一宗，凸显警方无能减低马来西亚的罪案率。

据悉，嫌犯在2006年获得保释，但在脱氧核糖核酸检验（DNA）检验报告完成前逃到澳洲，报告揭露他的DNA与受害人身上所检验出来的DNA吻合，嫌犯最终在周二晚从澳洲珀斯返回吉隆坡国际机场时被逮捕。

潜逃多年的嫌犯最终落网，我们固然感到欣慰，但6年的拖延对受害人的家人和朋友带来痛苦难过，也可能造成此案难以起诉。

大马皇家警察必须解释为什么耗时等待嫌犯自愿返国，而不通过国际刑警组织援引澳洲与马来西亚的引渡条约，将嫌犯引渡回国。

Diving with the Scorpene submarine KD Tun Abdul Razak 21 months after challenge was issued by Defence Minister Datuk Seri Zahid Hamidi does not dispute the fact that the submarine could not dive upon delivery nor whether it was value for money for the purchase price tag of RM3.68 billion for two submarines.

However these 2 points of waiting 21 months and the necessity for such a high price tag were not highlighted by the BN mainstream media from Utusan Malaysia to Bernama which instead shamelessly focused on my so-called admission justifying the purchase of the two expensive submarines. Malaysians should not trust such BN media reports which are distorted, twisted and corrupted into outright lies to help BN face the coming general elections.

I would also like to reiterate my previous questioning of awarding a RM534 million service contract or “commission” given to Perimekar Sdn Bhd. Zahid had challenged me in Parliament on 17 March 2010 to go for a submarine ride to prove that the submarine could dive when he could not answer my insistance that the Government return the vessel to the manufacturer to be replaced with a new one.

After all if one buys a new car, and there is a defect, you take it back to the showroom and ask for a new one. However Zahid refused my suggestion and challenged me to take a dive with the submarine. I had accepted immediately but did not realise that it would take 21 months for Zahid to fulfil his challenge. Whether this long 21 months delay was due to some technical defect was not made known?

There is no disputing the professionalism, expertise and sacrifice of our navy boys, including Malaysia’s submariners. Whatever our unhappiness with the price tag, PR and Malaysians want what is best for our navy boys and has never questioned their excellent service to the nation.

Zahid did not dive with me as promised as he said he had other official duties with the Johor Sultan. I was informed that no other blogger was on board. Initially blogger Papagomo was supposed to be on board but I had objected as I refused to be in the same submarine with a liar bullying young kids, who made false allegations against my 15 year old son of sexually molesting his classmate. I have never met papagomo and Zahid had promised that papagomo would be removed. During the dive, I saw two TV3 crew members and one Bernama reporter. Zahid should clarify that he had not lied to me and the press.

However as huge public funds of RM4.23 billion is involved in the purchase and servicing of the 2 submarines, questions remain about the controversy of the high cost of purchasing the submarine and awarding the service contract to a company that had no previous track record or experience in servicing and maintaining submarines.

The BN government must realise that not only huge sums of public funds amounting to RM4.23 billion are involved but the safety of sailors are at stake to ensure that the highest standards or safety and security are maintained by experienced and expert service companies with a proven track record.

国防部长拿督斯里阿末扎希在邀请我乘坐敦阿都拉萨号潜水艇的21个月后才“实践”让我去潜水一事，根本无法隐藏多项黑幕，包括有关潜水艇打从开始交货就无法潜水、以36亿8千万令吉高价购下两艘潜水艇是物有所值的。

我在此重申我早前的质疑，就是将总值5亿3400万令吉的合约或缴付“佣金”给Perimekar有限公司一事。在2010年3月17日的国会会议上，扎希挑战我乘坐一趟潜水艇之旅，以证明潜水艇真的可以潜水。但是扎希却无法回答我所坚持的– 政府应该将这艘有缺陷的潜水艇退还给制造商，并换一艘全新的潜水艇。

毕竟，这就像买了一辆有缺陷的新车，通常都会拿回车厂要求更换一辆全新的轿车。然而，扎希拒绝了我的建议，并挑战我和他一起去乘坐潜水艇。我当下就答应了扎希的这个邀请，但是我没想到的是，扎希需要用21个月的时间去实践他的挑战。 难道这21个月长的延误，是基于一些不为人所知的技术缺陷？

我国海军及水手，包括对潜艇的专业知识，及他们的牺牲精神是无庸置疑的。不管我们再怎么不满购潜水艇的价位，民联及马来西亚人要的是给水手及海军最佳的配备，我们从未质疑他们对国家的优越服务。

扎希并没有如承诺般与我一起乘坐潜水艇，他声称是因为有另一项与柔佛州苏丹参与的官方活动需出席。我获悉，潜水艇上并没有其他的部落客。最初的时候，部落客Papagomo是有被安排与我共乘潜水艇，但是被我拒绝了。因为我不想与一个欺负少年的骗子同一艘船。他早前捏造指我15岁的儿子非礼同学。我没有见过papagomo，而扎希也承诺，部落客papagomo将会在有关乘客名单中被除掉。在这次的潜水中，我看见两名《第三电视》的记者，以及一名《马新社》记者。扎希必需作出澄清– 他到底有没有欺骗我及众记者们。

然而，耗资42亿3千万令吉巨额公币购买两艘潜水艇及发出的服务合约，依然存在着争议性的问题，就是为何以超高价购入，以及将服务合约发给一家毫无相关经验或维修潜水艇记录的公司。

国阵政府必需觉悟的是，耗资42亿3千万令吉巨额，不只是牵涉到公款，船员的安全不应受到威胁，因此应该委任具备相关经验，有卓越表现及专业服务的公司来承包维修合约，以确保达致最高标准及最安全的指标。

Untuk membuktikan bahawa kapal selam yang dibeli itu berupaya menyelam, Zahid telah mencabar saya dalam sidang Parlimen 17 Mac 2010 untuk menyelam dalam kapal tersebut. Walaupun Zahid meyakinkan saya bahawa kecacatan mekanikal dalam kapal selam pertama negara kita telah pun dibetulkan, saya tetap berkeras meminta agar Kerajaan menukarkan kapal selam itu dengan sebuah lagi yang baru. Walau bagaimanapun, Zahid menolak cadangan saya dan mencabar saya untuk menyelam dalam kapal selam tersebut.

Saya telah menerima cabaran itu dengan serta merta tetapi tidak menyangka bahawa saya terpaksa menunggu 21 bulan untuk merealisasikannya. Adakah pembetulan kecacatan teknikal itu mengambil masa begitu lama? Ini menimbulkan semula soalan-soalan mengenai kos pembelian kapal selam yang begitu mahal serta keraguan tentang kontrak perkhidmatan yang dianugerahkan kepada sebuah syarikat yang tidak ada sebarang rekod atau pengalaman dalam penyenggaraan kapal selam.

Kerajaan hendaklah memastikan bahawa semua sudut keselamatan dan penyenggaraan dikendalikan oleh sebuah syarikat yang berpengalaman dan mempunyai rekod prestasi yang terbukti.

Saya akan hadir ke LIMA di Langkawi untuk memenuhi cabaran yang dibuat oleh Zahid 21 bulan lalu. Pada masa yang sama, rakyat Malaysia masih lagi menunggu jawapan kepada soalan-soalan tentang kos pembelian yang tinggi dan penganugerahan kontrak perkhidmatan yang kini juga terlibat dalam kes saman di negara asing.

Datuk Seri Zahid Hamidi’s Invite That I Dive With The Scorpene-class KD Tun Razak 21 Months After Accepting His Challenge Neither Hides The Fact That The Submarine Could Not Dive Upon Delivery Nor Answer Questions About The Costly RM3.68 Billion Purchase And RM534 Million Service Contract Or “Commission”.

Defence Minister Datuk Seri Zahid Hamidi’s invite that I dive with the Scorpene-class KD Tun Razak 21 months after accepting his challenge neither hides the fact that the submarine could not dive upon delivery nor answer questions about the costly RM3.68 billion purchase and RM534 million service contract or “commission” given to Perimekar Sdn Bhd.

Zahid had challenged me in Parliament on 17 March 2010 to go for a submarine ride to prove that the submarine could dive. Zahid had then reassured me that the mechanical defect on Malaysia’s first submarine had been corrected but I had insisted that the Government return the vessel to the manufacturer to be replaced with a new one. After all if one buys a new car, and there is a defect, you take it back to the showroom and ask for a new one. However Zahid refused my suggestion and challenged me to take a dive with the submarine.

I had accepted immediately but did not realise that it would take 21 months for Zahid to fulfil his challenge. Does it mean it took that long to correct whatever technical defect that prevented the submarine from diving in the first place? This only revisits questions about the controversy of the high cost of purchasing the submarine and suspicions about awarding the service contract to a company that had no previous track record or experience in servicing and maintaining submarines.

The BN government must realise that not only huge sums of public funds amounting to RM4.214 billion are involved but the safety of sailors are at stake to ensure that the highest standards or safety and security are maintained by experienced and expert service companies with a proven track record. I will go to LIMA in Langkawai and fulfil the challenge made by Zahid 21 months ago. But the public is still waiting for answers to the questions about the high cost of purchase and service contracts which are also subject to suits in a foreign country

国防部长拿督斯里阿末扎希在邀请我一起乘坐潜水艇的21个月后才“实践”挑战一事，根本无法隐藏多项事实，包括有关潜水艇打从开始交货就无法潜水、以36亿8千万令吉高价购下潜水艇，以及将价值5亿3400万令吉的合约或缴付“佣金”给Perimekar有限公司等事实。

国防部长拿督斯里阿末扎希在邀请我一起乘坐潜水艇的21个月后才“实践”挑战一事，根本无法隐藏多项事实，包括有关潜水艇打从开始交货就无法潜水、以36亿8千万令吉高价购下潜水艇，以及将价值5亿3400万令吉的合约或缴付“佣金”给Perimekar有限公司等事实。

在2010年3月17日的国会会议上，扎希挑战我与他一起乘坐一趟潜水艇之旅，以证明有关的潜水艇真的可以潜水。扎希过后也向我保证，马来西亚首艘潜水艇的机械缺陷已被补救，但是我坚持认为，政府应该将这艘有缺陷的潜水艇退还给制造商，并换一艘新的潜水艇。毕竟，这就像买了一辆有缺陷的新车， 通常都会拿回车厂要求更换一辆全新的轿车。然而，扎希拒绝了我的建议，并挑战晚和他一起去乘坐潜水艇。

我当下就答应了扎希的这个邀请，但是我没想到的是，扎希需要用21个月的时间去实践他的挑战。这是否意味着，当局需要这么长的时间来修正这艘无法潜水的潜水艇之技术缺陷？这又回到了以争议性的高价购买潜水艇，以及将服务合约发给在维修潜水艇方面未具任何经验的公司等重复性问题。

国阵政府必需觉悟的是，耗资42亿2千140万令吉巨额的公币，船员的安全不应受到威胁，因此应该委任具备相关经验，有卓越表现及专业服务的公司来承包维修合约，以确保达致最高标准及最安全的指标。我将会亲自出席交怡岛举行的海空展，并实践21个月前，扎希挑战我共乘潜水艇的承诺。但是，民众依然在等着当局针对正面对外国官司的高价购买潜水艇，以及服务合约的种种疑问的答案。

Deputy Inspector-General of Police Datuk Seri Khalid Abu Bakar Should Be Issued With A Gag Order And Stop Trying To Clear The “Cows And Condos” Issue Of Any Wrongdoing Or Else He Might As Well Resign And Join Politics.

DAP calls on Minister of Home Affairs Datuk Seri Hishammuddin Hussein to issue a gag order to Deputy Inspector-General of Police Datuk Seri Khalid Abu Bakar and stop trying to clear up the “cows and condos” issue of any wrongdoing or else Khalid might as well resign and join politics. Hishamuddin said that Putrajaya has not closed the RM250 million National Feedlot Centre scandal(in Gemas, Negri Sembilan) linked to Cabinet minister Datuk Seri Shahrizat Abdul Jalil’s family although police investigations have not yet revealed any element of criminal breach of trust (CBT).

Then why did Deputy Inspector-General of Police Datuk Seri Khalid Abu Bakar have to say that there are is element of CBT or wrongdoing in the case. How can something be not wrong when public funds meant to rear cows is used instead to buy two luxury condos? Despite that, when the Deputy IGP can say that there is nothing wrong even though funds from a RM250 million soft loan can be released early two years before any legal document was signed with the borrower simply stinks to high heaven.

There is nothing wrong with Datuk Seri Shahrizat Abdul Jalil’s battle-cry in rolling up her sleeves to fight to defend her family. But has she considered whether defending the interests of her family is more important than public interests. Public interests demand why the Federal government can allow and fail to act on the purchase of two luxury condominiums in Bangsar for RM13.8 million when no prior approval was obtained form the Federal government.

Even if it is true that that the scandal has nothing to do with Sharizat, as a Federal Minister she should press for action on why public money is used for a different purpose than that intended for. When money is used to purchase luxury condos instead of for cows and no prior approval obtained, that is criminal breach of trust. By failing to support the Auditor-General’s expose of this scandal Sharizat and UMNO delegates have show complete contempt for the principles of rule of law, integrity, accountability and transparency.

Such blind support for UMNO leaders even when they do wrong or implement wrong policies is unsurprising as UMNO is identified so closely with corruption, cronyism and abuse of power. However when the Deputy IGP is willing to clear up the cows and condos scandal even before investigations is complete, is not just unprofessional and unacceptable but a blow to the integrity of the police force.

This is not the first time that the Deputy IGP has waded into political waters. When he was the Selangor CPO, Datuk Seri Khalid had attacked me by lying that I had refused to record my statement with the police. Khalid later admitted his mistake but failed to apologise to me.

Despite such lies, Datuk Seri Khalid was appointed as Deputy IGP. Now he has cleared up the cows and condos scandal by saying that there is no evidence of CBT even though Hishamuddin has said that investigations are still not closed. If this is the new standards for the professionalism for the police force, then Malaysians can expect Datuk Seri Khalid to be promoted as the next IGP.

民主行动党秘书长兼峇眼区国会议员林冠英于2011年12月3日在吉隆坡发表的声明：

全国副总警长拿督斯里卡立阿布巴卡应该被下令封口，并停止试图为“养牛及豪华公寓”课题的舞弊行为澄清，否则他不如索性辞职来参政。

民主行动党吁请内政部长拿督斯里希山慕丁对全国副总警长拿督斯里卡立阿布巴卡下封口令，阻止他继续为“养牛及豪华公寓”丑闻澄清，否则卡立应索性辞职改行参政。希山慕丁曾说，针对涉及内阁部长莎丽扎家族、位于森州的2亿500万国家养牛中心丑闻，即使警方尚未发现存在任何刑事失信的元素，但是布城尚未因此而结案。

既然如此，那为何全国副总警长拿督斯里卡立阿布巴卡声称此案不存在任何的刑事失信或不法行为呢？当公家发出、原意用来养牛的钱，现在私自挪用在购买两个单位负的豪华公寓时，就没有滥用及不当行为吗？尽管如此，更让人难以接受的是，这名全国副总警长竟然说，即使是这2亿5000万令吉的贷款在正式签约前的2年就发出给借贷人，也是没有错的。

莎丽扎卷起衣袖，为了捍卫其家人而抗战，没什么不妥。但是，她可曾想过，到底捍卫家人的利益比较重要，还是捍卫人民的利益更为重要？维护公众利益者要求，为何联邦政府可以允许并没有采取行动对付这单未经批准就在孟沙购买的总值1千380万令吉公寓？

即使是这宗丑闻与莎丽扎无关，作为一个联邦部长，她应该要求采取行动对付那些将钱花在非原定宗旨的项目上。当这笔原应用来养牛的款项，在未经批准就用来购买豪华公寓时，这根本就是刑事失信了。莎丽扎及一众巫统领袖不支持总稽查司报告，在在显示出他们完全蔑视法律、不顾诚信、没有问责制及没有透明度。

这种即使是明知领袖犯错或推行了错误的政策，也要盲目支持巫统领袖的作法，丝豪不让人感到惊讶。因为巫统本身就是与贪污、朋党、滥权如此“关系密切”的政党。但是，当连全国副总警长在调查尚未结束之间，就迫不及待企图为“养牛及公寓”案洗脱罪名时，这不单只是不专业及无法被接受的行为，更严重打击了警队的廉正。

这名全国副总警长已不是第一次沾上政治这滩水了。当他还是雪州总警长时，拿督斯里卡立甚至以谎言来攻击我，说我拒绝与警方合作以录取口供。卡立虽然在较后有承认这项失误，但却始终没有向我道歉。

尽管他作出这些谎言，但却依然无阻他继续升上全国副总警长这个高职。现在，即使是希山慕丁指此案尚未结案，他依然替“养牛中心及豪华公寓”案件澄清，声称没有证据证明涉及任何方面的刑事失信成份。如果这是我国警队的新专业标准，那我们可以预见，很快地拿督斯里卡立将会升上全国总警长这个职位了。
