DAP strongly condemns the violent behaviour of the unruly group of 200 people who disrupted Bersih co-chairperson Datuk Ambiga Sreenevasan’s scheduled visit to the Pusat Asuhan Tunas Islam (Pasti) As-Solihin, at Jalan Batu Gajah in Merlimau, for tea between 5pm and 6.30pm two days ago.

A group of non-governmental organisations and political parties including Perkasa and the Jasin UMNO Wanita and Youth wings had earlier lodged a police report at the Merlimau police station to object Bersih co-chairman Datuk S. Ambiga’s visit to Merlimau. Following such threats against Ambiga, she cancelled her appearance at the last minute after police advised the organisers against holding it. What’s worse, the mob began pelting two DAP state assemblyman and their supporters as they began to leave the event.

According to Ayer Keroh state assemblyman Khoo Poay Tiong, he and Badar Hilir assemblyman Tey Kok Kiew were attacked on their way out. Their cars were pelted with stones and eggs, resulting in smashed windscreens, broken mirrors and punctured tyres.

The fact that the violent attack by the red-shirted mob were from the group where Perkasa and UMNO members were gathered requires UMNO to fully answer for this ugly violence in Merlimau against 2 DAP Melaka Assemblyman that was intended to threaten the safety of Datuk Ambiga Sreenevasan . UMNO appears to try to explain such violence by claiming that one of the protesters was hit in an earlier accident but this was strongly denied by the DAP Assemblymen.

This incident follows the despicable acts of other pro-BN groups that harassed Datuk Ambiga by performing a “butt dance” and an illegal beef burger stall protest outside her home. Such acts constitute not only an invasion of privacy and sexual harassment, but also sheer disrespect when the protest involved the cooking of beef outside her home when she is known to be a vegetarian and a Hindu.

Now there is even an illegal pasar malam(night market) proposed by a Datuk on Thursday and Friday in front of her house. It is ridiculous that Dewan Bandaraya Kuala Lumpur can refuse permits to hold a pasar malam but yet fail to act against such organisers.

Datuk Ambiga has not committed any criminal offence. She has not injured anyone nor harmed anyone with C4 plastic explosives. Neither has she stolen any public funds to buy condos instead of rearing cows. As a former President of the Bar Council, she upholds the rule of law to ensure justice is done. And yet she is vilified in a manner as if she is a greater threat to the nation than drug dealers or child kidnappers.

Her only crime is to defy BN by being part of Bersih 3.0 that mobilized 300,000 Malaysians in the largest peaceful gathering in Malaysian history pressing for clean, free and fair elections. Because of that, she has now become a victim of vile and disgusting attacks that have now turned violent.

巫统不能再隐瞒或逃避了，巫统必需全面解释发生在万里茂、为了威胁安美嘉人身安全而冲向行动党两名州议员而来的丑陋暴力事件。

民主行动党强烈谴责两天前，于下午5时至6时半，在万里茂“与净选盟联合主席安美嘉一起喝茶”聚会的活动上，约200名不羁者以暴力方式，干扰安美嘉的原定到访。

一群非政府组织及政党，包括土著权威组织及野新巫统妇女组在较早前为反对净选盟联合主席安美嘉的莅访，而到万里茂警局报案。随着这些具威胁性的言论以及警方的劝告下，安美嘉在最后一分钟决定取消其行程。更糟糕的是，正当两名行动党议员及他们的支持者打算离开已被腰斩的聚会时，遭到暴民掷石闹场。

根据爱极乐区州议员邱培栋指出，他与怡力州议员郑国球是在欲离开时遭到攻击。他们的车子被掷石头及鸡蛋，导致挡风镜被砸碎、镜子破碎及车轮也爆胎。

事实是，有关红衣人引起的暴力攻击，是由土著权威组织及巫统所招集的人做的。因此巫统必需全面解释发生在万里茂、为了威胁安美嘉人身安全而冲向行动党两名州议员而来的丑陋暴力事件。巫统在试图摆脱有关暴力行动时称，其中一名示威者早前涉及意外，但这都被行动党强力否认了。

这事件是发生在亲国阵组织在拿督安美嘉家门前“跳臀舞”及摆档卖汉堡的卑劣行为之后。这些行为不只构成了侵犯隐私及性骚扰，而且该抗议行动还涉及在安美嘉门前煮牛肉，根本不尊重她作为兴都教素食主义者。

如今甚至还有某拿督建议于周四周五在安美嘉的家门前摆设非法夜市。这简直太荒谬了，吉隆坡市政局应该有权不批这个夜市，但却没有采取行动对付策划者。

拿督安美嘉并没有任何犯罪行为，她并没有以C4炸药致伤或攻击任何人。她也没有盗窃任何人的钱来买高级公寓养牛。作为律师公会前会长，她一切依据法律以确保正义获得伸张。但她却好像被诋毁成比毒贩或绑匪还要可怕的国家威胁。

她唯一所犯的错就是违抗国阵，成为大马史上最大的和平集会，30万人参与其中的竞选盟3.0运动其中一员，以施压政府，要求一个干净、自由与公平的选举。因为这样，她如今成为了被恶劣、丑陋的暴力攻击受害者。

For the first time in nine years, Penang has recorded a drop in domestic water consumption. In 2010, our per capita domestic consumption was 291 litres/capita/day (l/c/d) as compared to the national average of 203 l/c/d. In 2011, Penang’s per capita domestic consumption was 285 l/c/d. This is equivalent to a reduction of 1.9%, or 3.2 billion litres.

As a a water-stressed state with the highest per capita domestic consumption in Malaysia in 2010, Penang desperately needed to cut down on water wastage and water consumption. NGOs had said that Penang suffered the highest water consumption because Penangites enjoyed the lowest water tariffs and did not value water.

Penang’s domestic water tariffs (an average of RM0.31 per 1,000 litres for the first 35,000 litres per month) are the lowest in Malaysia. PBAPP subsidises RM 58.9 million last year to ensure that Penang enjoy the lowest tariffs in Malaysia. There is 100% urban supply coverage and 99.7% rural supply coverage in Penang last year.

NGOS had also severely criticised the state government for refusing to increase water tariffs and had also dismissed the Water Conservation Surcharge(WCS) imposed on those who waste water as grossly inadequate. In November 2010, PBAPP introduced a Water Conservation Surcharge (WCS) of RM0.24 per 1,000 litres for consumption above 35,000 litres per month to curb domestic water wastage.

Whilst accepting the criticisms by the NGOs that the water tariffs and WCS is too low and inadequate, the drop of a mere six litres per person per day is still significant because this is the first reduction in per capita domestic consumption since 2004. DESPITE the 6-litre per capita drop in domestic water consumption (3.2 billion litres) to 285 l/c/d in 2011, Penang is far behind the national average consumption of 203 l/c/d. Although 285 l/c/d in 2011 is less than 291 l/c/d in 2010, we are still well off the target set for 2011. Just to remind everyone, our target for 2011 was 233 l/c/d.

No Increase In Water Tariffs To Ensure That Penang Continues To Enjoy The Lowest Water Tariffs In Malaysia But Water Conservation Surcharge(WCS) May Be Increased If Water Consumption Is Not Significantly Reduced.

The public must recognise that Penang is a water-stressed state. The Penang state government assures that there will no increase in water tariffs to ensure that Penang continues to enjoy the lowest water tariffs in Malaysia. However WCS may be increased if there is no further significant reduction of water consumption. All 1.6 million Penangites are urged to use water more wisely at home(visit pba.com.my for water saving tips) or else billions of ringgit are required to build new intakes, dams, reservoirs and pumping stations, as well as to lay additional pipelines to ensure water is available for all.

Besides offering the lowest water tariffs in Malaysia, PBAPP is also the most efficient. PBAPP recorded the lowest water loss through water theft and pipe leakages with the lowest Non-Revenue Water(NRW) of 18.4% in Penang in 2011. This achievement compares favourably with the national NRW average for 2010 was 36.2%.

PBAPP’s other key initiative to reduce water consumption in Penang in the future was to promote the installation of water saving devices (WSDs) that reduce water consumption automatically. WSDs include water-saving shower systems (heads, handsets and control systems), tap equipment (heads, sinks, bibs and mixers) and toilet systems (dual flush systems, flushing cisterns and bidets) as well as washing machines and dishwashers.

As part of our efforts to transform Penang into an international city, our water authority must also develop international benchmarks. I wish to also congratulate PBAPP for winning the international “WaterLinks” Award for “Best Water Operator Partnership” in 2011 together with PDAM Tirta Musi Palembang of Indonesia.

WaterLinks represents the International Water Association (IWA), the Asian Development Bank (ADB), and the United States Agency for International Development (USAID). PBAPP helped PDAM Tirta Musi to improve continuous water supply and increase access to safe drinking water for the benefit of 150,000 residents; and water supply availability has been upgraded from 12 hours a day to 24 hours a day in Palembang.

WALAUPUN PENGGUNAAN AIR DOMESTIK DITURUNKAN SEBANYAK 6 LITER PER KAPITA (3.2 BILION LITER) KEPADA 285 L/C/D PADA 2011, PULAU PINANG MASIH JAUH KEBELAKANG DALAM PENGGUNAAN PURATA NASIONAL 203 L/C/D.

Buat pertama kali dalam tempoh sembilan tahun, Pulau Pinang telah mencatatkan penurunan dalam penggunaan air domestik. Pada tahun 2010, penggunaan domestik per kapita ialah 291 liter/kapita/hari (l/c/d) berbanding dengan purata nasional sebanyak 203 l/c/d/ Pada tahun 2011, penggunaan domestik per capita Pulau Pinang adalah 285 l/c/d. Ini adalah bersamaan dengan pengurangan sebanyak 1.9% atau 3.2 bilion liter.

Sebagai negeri yang mempunyai penggunaan air domestik per kapita di Malaysia pada tahun 2010, Pulau Pinang perlu sedaya-upaya untuk mengurangkan pembaziran air dan penggunaan air. Badan-badan bukan kerajaan (NGO) berkata bahawa Pulau Pinang mengalami penggunaan air tertinggi kerana Pulau Pinang menikmati tarif air yang terendah dan tidak menghargai air.

Tarif air domestik Pulau Pinang (purata RM0.31 bagi setiap 1,000 liter untuk 35,000 liter pertama sebulan) adalah yang terendah di Malaysia. Kerajaan Negeri Pulau Pinang memberi jaminan bahawa tidak akan meningkatkan tarif air untuk memastikan Pulau Pinang terus menikmati kadar tarif air terendah di Malaysia. Pencapaian ini adalah lebih baik berbanding dengan purata nasional NRW bagi 2010 iaitu sebanyak 36.2%.

Inisiatif utama PBAPP yang lain adalah untuk menggurangkan penggunaan air di Pulau Pinang pada masa akan datang untuk menggalakan pemasangan alat-alat penjimatan air (WSD) yang dapat mengurangkan penggunaan air secara automatik. WSC adalah termasuk sistem penjimatan pancuran air (heads, handsets dan sistem kawalan), peralatan paip (heads, sinki, bibs and mixers) dan sistem tandas (sistem dwi-siram, tangki curahan dan bidet) serta mesin basuh dan mesin membasuh pinggan.

Sebagai sebahagian daripada usaha kami untuk mengubah Pulau Pinang menjadi bandaraya bertaraf antarabangsa, pihak berkuasa air hendaklah menggunakan penanda aras antarabangsa. Saya juga ingin mengucapkan tahniah kepada PBAPP atas kejayaan memenangi anugerah bertaraf antarabangsa ““WaterLinks” untuk “Best Water Operator Partnership” pada 2011 bersama-sama dengan PDAM Tirta Musi Palembang di Indonesia.

PBAPP membantu PDAM INQPHARM Musi untuk memperbaiki bekalan air yang berterusan dan meningkatkan akses kepada air minuman yang selamat untuk faedah 150, 000 penghuni dan kebolehsediaan bekalan air telah dinaikkan daripada 12 jam sehari kepada 24 jam sehari di Palembang.

槟州首长及槟州供水机构主席林冠英于2012年4月18日在乔治市光大发表的文告。

虽然槟州的家庭用水量在2011年平均每人每天用水量是285公升，成功减少了6公升（共32亿公升），但是槟州距离203公升的全国平均每人每天用水量还相差很远。

槟州家庭用水量在9年来首次下跌。2010年，相较于全国203公升的平均每人每天用水量，槟州每人每天家庭用水量为291公升。2011年，槟州每人每天家庭用水量下跌至285公升，相当于减少了1.9%或32亿公升的用水。

作为2010年全国家庭用水量最高的州属，槟州极度需要减少浪费水源及用水量。非政府团体指出槟州用水量居高不下，究其因是槟城人享有出奇低廉的水费，所以不珍惜用水。

槟州家庭用水收费是马来西亚最低廉的，每个月首3万5000公升用水，平均每千公升只收费31仙而已。去年，槟州供水机构津贴5890万令吉，为的就是确保槟城能继续享有全马最低廉的水费。同时，槟州的供水服务，去年在城市地区获得百分百的覆盖率，郊区也获得99.7%的覆盖率。

非政府组织也经常非议州政府拒绝调涨水费及拒绝针对浪费水源者实施保护水源附加费。为此，槟州供水机构在2010年推出保护水源附加费政策，针对每月家庭用水量超过3万5000公升的用户，额外征收每千公升24仙的保护水源附加费。

即使非政府组织认为水费仍然太低及保护水源附加费也并不足够，但是槟城人每人每天成功减少6公升用水量还是非常重要的，因为这是2004年来以来首遭。虽然槟州在2011年平均每人每天家庭用水量是285公升，减少了6公升（共32亿公升），但是槟州距离203公升的全国平均每人每天用水量还相差很远。

虽说2011年285公升的每人每天用水量确实是比2010年的291公升来得低，但是我们2011年要达到的目标其实是233公升每人每天用水量，可是我们仍然远无法达到2011年的目标。

为确保槟州人民享有全马最便宜的水费，槟州水费将不会调涨，不过，若州民用水量依然没有明显减少的话，水源保护附加费或许会再调高。

民众必需了解，槟城是一个缺乏水源的州属。为了确保槟州人民享有全马最便宜的水费，槟州政府保证，将不会调高槟州的水费。不过，若州民用水量依然没有明显减少的话，水源保护附加费或话会调高。全槟160万人民受促在家精明用水（请浏览槟州供水机构网页的“精明用水”秘诀pba.com.my ），否则槟城需要耗资数十亿巨额费用来兴建新的水坝、蓄水池、抽水站，甚至是增建水管，以确保水源供应是足以应付人民需求的。

槟州供水机构节省水资源的其他主要措施，包括在往后推动安装节省水源设备（water saving devices (WSDs) ），以自动节省用水量。这包括节水型淋浴系统、水龙头装置及厕所系统（双频冲水系统、冲厕水箱和坐浴盆），以及洗衣机及洗碗机等。

Chua Soi Lek Should Prove MCA’s Commitment To Respecting The Decision Of A Majority Of Malaysians Wanting To Close Down The Lynas Rare Earth Plant Near Kuantan, By Withdrawing From BN And Not Rejoining BN Until UMNO Cancels This RM2.3 Billion Rare Earth Processing Project.

The sudden flip-flop by MCA President Datuk Seri Dr Chua Soi Lek or MCA’s about-turn from supporting the Lynas rare earth processing plant to demanding that the plant be scrapped, not only highlights MCA’s inconsistency and lack of principle but also questions MCA sincerity and credibility. Ordinary Malaysians have no faith whatseover in MCA President Chua Soi Lek’s public call for the Lynas plant to be scrapped and regard this as a clever general election ploy to hoodwink the voters.

MCA should prove MCA’s commitment to respecting the wishes of a majority of Malaysians wanting to close down the Lynas Rare Earth plant near Kuantan, by withdrawing from BN and not rejoining BN until UMNO cancels this RM2.3 billion rare earth processing project. So long as UMNO has refused to commit themselves publicly to pay full compensation for the huge sums of monies spent by Lynas in building the rare earth facility, no one believes that the Parliamentary Select Committee(PSC) on Lynas will dare to recommend the closing down the facility.

Worse, Chua continues to press for Lynas to send the radioactive rare earth waste out of the country back to Australia is ridiculous when Australia has publicly and officially rejected such requests. Unlike BN, the Australian government will not put the health and safety of Australians ahead of huge profits.

Further for MCA to suddenly flip-flop from its previous position, and now suddenly see the light by urging the BN to scrap the rare earth processing facility just before the 13th General Elections smacks of sheer opportunism, a desperate and unprincipled attempt to buy votes. Malaysians will not forget MCA’s flip-flop when MCA has all along fully supported UMNO’s line that the Lynas plant is important for creating jobs, attracting high-value investment, technological know-how, is safe and poses no radioactive health risks to Malaysians.

For MCA president Dr Chua Soi Lek to say that it was no longer a matter of whether the plant is safe, but that the government could not ignore the views of the majority of Malaysians being against Lynas, shows that it is not right or wrong that matters. Once again MCA has shown itself to be a party without principle and backbone.

There is nothing to stop MCA from doing another flip-flop again after the next general elections to support the Lynas rare earth plant after the next general elections. Therefore this is a last chance for MCA to prove its commitment to scrap the Lynas plant by withdrawing from BN and standing under its own banner at the next general elections. Would Chua dare to announce that MCA would only rejoin BN when the Lynas plant is closed down? Any failure to do so will allow Malaysians to decide whether to trust a party that not only deceives itself but try to deceive others.

Chua Soi Lek Harus Buktikan Komitmen MCA Untuk Menghormati Keputusan Majoriti Rakyat Malaysia Yang Hendak Menutup Loji Nadir Bumi Lynas Di Sekitar Kawasan Kuantan, Dengan Menarik Diri Daripada BN Dan Tidak Kembali Masuk Sehingga UMNO Membatalkan Projek Pemprosesan Nadir Bumi Yang Bernilai RM2.3 Bilion Ini.

“Flip-flop” secara tiba-tiba oleh Presiden MCA Datuk Seri Dr Chua Soi Lek dan tindakan MCA untuk membuat pusingan U daripada menyokong loji pemprosesan nadir bumi Lynas kepada menuntut agar loji itu dimansuhkan, bukan sahaja menonjolkan pendirian MCA yang tidak konsisten dan tidak berprinsip tetapi juga menimbulkan soalan tentang keikhlasan dan kredibiliti MCA. Rakyat Malaysia tidak akan percaya dengan seruan Presiden MCA Chua Soi Lek untuk memansuhkan loji Lynas dan menganggap tindakan ini sebagai helah pilihan raya umum untuk menipu pengundi.

MCA harus buktikan komitmen mereka untuk menghormati kehendak majoriti rakyat Malaysia yang ingin menutup loji nadir bumi Lynas di sekitar kawasan Kuantan, dengan menarik diri daripada BN dan tidak kembali masuk sehingga UMNO membatalkan projek pemprosesan nadir bumi yang bernilai RM2.3 bilion ini. Selagi UMNO enggan memberi komitmen secara umum bahawa pampasan akan dibayar, tidak ada sesiapa yang akan percaya bahawa Jawatankuasa Pilihan Khas Parlimen mengenai isu Lynas akan berani mengesyorkan penutupan kilang tersebut.

Yang lebih teruknya, Chua terus meminta agar Lynas menghantar balik sisa nadir bumi yang radioaktif kepada Australia, walaupun Kerajaan Australia sudah menolak permintaan itu secara umum dan rasmi. Tidak seperti BN, Kerajaan Australia tidak akan mementingkan keuntungan daripada kesihatan dan keselamatan rakyatnya.

Tindakan “flip-flop” MCA yang dahulunya menyokong Lynas tetapi sekarang seolah-olah sudah mendapat hidayat baru menggesa pula supaya loji pemprosesan nadir bumi itu ditutup nampak sangat hanya bersifat oportunis, terdesak serta tidak berprinsip dan dilakukan semata-mata untuk mendapat undi. Rakyat Malaysia tidak akan lupa bahawa MCA selama ini telah menyokong pendirian UMNO bahawa loji Lynas itu akan mendatangkan faedah seperti peluang pekerjaan, pelaburan nilai tinggi, pindahan teknologi, selamat dan tidak akan mendatangkan risiko kesihatan atau radioaktif.

Kenyataan Presiden MCA Dr Chua Soi Lek yang menyatakan bahawa isu ini tidak lagi berkaitan dengan kesalamatan, tetapi bahawa Kerajaan tidak boleh mengabaikan pandangan majoriti rakyat Malaysia yang menentang Lynas, menunjukkan bahawa pokok isunya tidak berkaitan dengan salah atau betul. Sekali lagi, MCA mendedahkan diri sebagai parti yang tidak berprinsip atau tidak bertulang belakang.

Tidak ada apa-apa untuk menghalang MCA daripada membuat “flip-flop” sekali lagi selepas pilihan raya umum yang akan datang untuk menyokong kembali loji nadir bumi Lynas. Oleh itu, ini adalah peluang terakhir bagi MCA untuk membuktikan komitmen mereka untuk memansuhkan loji Lynas dengan menarik diri daripada BN dan bertanding dalam pilihan raya umum yang akan datang atas simbol sendiri. Adakah Chua berani untuk mengumumkan bahawa MCA hanya akan kembali ke pangkuan BN selepas penutupan loji Lynas? Kegagalan untuk membuat demikian akan membantu rakyat Malaysia membuat keputusan sama ada untuk mempercayai parti yang bukan sahaja menipu diri sendiri tetapi cuba menipu orang lain.

蔡细历应该证明马华的决心，要尊重大多数马来西亚人要关闭关丹莱纳斯稀土厂的决定，退出国阵，不再重新加入国阵，直到巫统取消这项价值23亿令吉的稀土厂计划。

马华总会长拿督斯里蔡细历的出尔反尔，或马华从支持稀土厂到转变立场要求稀土厂被拆，不只突显了马华立场不一致、没有原则，也让马华的诚意及信用受到怀疑。普通马来西亚人对于蔡细历公开呼吁关闭稀土厂没有信心，并认为这是大选将近用来蒙骗选民的手段。

马华应该证明他们的决心，尊重大多数马来西亚人要关闭关丹莱纳斯稀土厂的决定，退出国阵，不再重新加入国阵，直到巫统取消这项价值23亿令吉的稀土厂提炼厂计划。只要巫统不愿意赔偿莱纳斯的厂房兴建费让他们撤资，没有人会相信莱纳斯国会遴选委员会将胆敢关闭有关工厂。

更糟的是，蔡细历继续施压莱纳斯，要它们把辐射性稀土废料运回澳洲，这是无稽之谈，因为澳洲已经正式公开声明他们不会接受这种要求。不像国阵，澳洲政府不会为了巨额利益，牺牲澳洲人的健康和安全。

还有，马华突然在第13届大选来临前，转换立场，促进国阵拆除稀土提炼厂，这显示他们为了选票，采用这种投机取巧、不计后果及无原则的方式。马来西亚人不会忘记他们出尔反尔，过去，他们一直与巫统同一鼻孔出气，口口声声说莱纳斯可以创造就业机会、吸引高价值投资额、高科技、安全、对国民身体健康无辐射伤害。

至于马华总会长蔡细历医生说，这已经不是稀土厂安不安全的问题，而是政府再也不能忽视大多数马来西亚人反对稀土厂的事实，证明他们并不理会事情的对与错。马华再一次证明它是一个没有原则、没有骨气的政党。

下届大选过后，我们无法阻止马华突然又改变立场支持莱纳斯稀土厂。因此，这是马华的最后一次机会，证明他们的决心，拆除莱纳斯稀土厂，退出国阵，来届大选在自己的旗帜下竞选。蔡细历敢不敢宣布，唯有关闭莱纳斯，马华才会重新加入国阵？如果他不这么做，马来西亚人将决定要不要继续相信这个自欺欺人的政党。

DAP supports the 3 key demands by the Bersih 3.0 organisers:-

•The Election Commission (EC) must resign;

•The electoral process must be cleaned up before the next general election due to the failure of the Parliamentary Select Committee(PSC) on Electoral Reform to address critical issues such as audit of the electoral roll was incomplete, forss abuses related to postal voting, election offences, failure to act against money politics, no free and full access to the print and broadcasting media and no measures to end dirty politics.; and

•International observers should be allowed to monitor the polls.

The PSC Report on Electoral Reform shows a serious lack of commitment to address fundamental issues of electoral reform to ensure a free and fair 13th general election. The Final Report by the Parliamentary Select Committee on Electoral Reform, which was bulldozed through parliament without a debate and disallowing the inclusion of a minority report to highlight failures by the PSC to ensure a free and fair election.

The most serious shortcoming of this report is the refusal to highlight fundamental flaws in the electoral roll. Abuses of the electoral roll have increased since the March 2008 general election and more evidence has been uncovered by various groups such as the Merdeka Center, the National Institute for Democracy and Electoral Integrity (NIEI) and Bersih.

Among the abuses identified are a high percentage of voters who cannot be identified by local residents; multiple registrations by the same voter with more than 1 Identity card number; voters born before 1900 who are still on the electoral roll including one Wong Kwan Moy, who birthdate is listed as 23rd of August, 1853; voters with male IC numbers but listed as female voters and vice versa; and 42,000 voters whose IC numbers cannot be located using records belonging to the National Registration Department (NRD). This is just the tip of the iceberg since the Parliamentary Select Committee did not ask Mimos to conduct a comprehensive review of the electoral roll.

The DAP agrees with the statement by the Bar Council President, Lim Chee Wee, when speaking of the need to examine the electoral roll, that the “PSC made only a nominal nod in that direction by referring to a brief audit of the electoral roll by the government agency MIMOS, which was conducted within very limited parameters”. The efforts by MIMOS to only examine addresses with more than 50 voters registered in them ignore the many other potential areas of manipulation and errors which exist within the electoral roll.

This is even more disappointing given that the Head of this PSCis none other than Maximus Ongkili, whose Parti Bersatu Sabah (PBS) was ousted from power in the state of Sabah partly because of the sudden influx in the number of voters in the electoral roll, including many illegal immigrants who were given fake ICs to allow them to register and vote.

The DAP strongly objects to the failure on the part of the Speaker of the Dewan Rakyat to disallow the introduction of a minority report, which documents some of the major problems affecting the electoral roll. The failure of the Parliamentary Select Committee to include the findings from the minority report into the PSC Report and the speaker’s attitude towards its introduction as a separate document in parliament demonstrates the lack of commitment on the part of the government to put in place meaningful mechanisms and steps to clean up the electoral roll.

Given the lack of commitment to provide a clean electoral so that the next general election is free and fair, the DAP fully supports Bersih 3.0’s call to gather at Merdeka Square from 2pm to 4pm on the 28th of April, 2012, in order to demonstrate the rakyat’s desire to have a clean, free and fair 13th general election. The DAP also reiterates its support for the full implementation of Bersih 2.0’s 8 demands, out of which only one – the use of indelible ink – was sufficiently addressed in the PSC Report.

Laporan PSC berhubung penambahbaikan sistem pilihan raya menunjukkan kelemahan yang serius berhubung komitmen untuk menangani isu-isu asas reformasi pilihanraya bagi memastikan Pilihan Raya Umum ke-13 yang bebas dan adil. Laporan akhir oleh Jawatankuasa Pilihan Khas Parlimen (PSC) untuk penambahbaikan sistem pilihanraya yang telah diluluskan secara ‘bulldoze’ melalui parlimen tanpa perbahasan dan tidak membenarkan laporan minoriti dimasukkan menyerlahkan lagi kegagalan PSC untuk memastikan pilihan raya yang bersih dan adil.

Kelemahan yang paling serius berhubung laporan ini adalah keengganan untuk memaparkan kelemahan asas dalam daftar pemilih. Penyalahgunaan daftar pemilih telah meningkat sejak pilihan raya umum Mac 2008 dan pelbagai bukti telah didedahkan oleh pelbagai pihak seperti Merdeka Center, Institut Nasional Integriti Pilihan Raya (NIEI) dan Bersih.

Antara salah laku yang telah dikenal pasti adalah peratusan pengundi yang tinggi yang tidak dapat dikenal pasti oleh penduduk tempatan; pendaftaran berulang kali oleh pengundi yang sama dengan lebih daripada 1 nombor kad pengenalan; pengundi yang lahir sebelum tahun 1900 masih dalam daftar pengundi termasuk Wong Kwan Moy yang lahir pada tarikh 23 Ogos 1853; pengundi dengan nombor kad pengenalan lelaki tetapi disenaraikan sebagai pengundi wanita dan sebaliknya; dan 42,000 pengundi yang nombor IC nya tidak boleh dikesan melalui rekod yang dimiliki oleh Jabatan Pendaftaran Negara (JPN). Ini hanya sebahagian kecil kerana Jawatankuasa Pemilihan Khas Parlimen (PSC) tidak meminta Mimos untuk menjalankan kajian secara menyeluruh berhubung daftar pemilih.

DAP bersetuju dengan kenyataan oleh Presiden Majlis Peguam, Lim Chee Wee, apabila beliau menegaskan keperluan untuk memeriksa daftar pemilih, “PSC ditubuhkan untuk ‘nominal nod’ dengan merujuk kepada audit ringkas berhubung daftar pemilih oleh agensi kerajaan MIMOS yang telah dilaksanakan dalam lingkungan parameter yang sangat terhad”. Usaha yang dilakukan oleh MIMOS hanyalah untuk memeriksa alamat yang mempunyai lebih daripada 50 pengundi yang berdaftar dan mengabaikan banyak kawasan yang lebih berpotensi untuk dimanipulasi dan kesilapan yang wujud dalam daftar pemilih.

Yang lebih mengecewakan adalah hakikat bahawa Ketua PSC adalah Maximus Ongkili, di mana partinya sendiri iaitu Parti Bersatu Sabah (PBS) telah kehilangan kuasa di Sabah akibat kemasukan bilangan pengundi yang mengejutkan dalam daftar pemilih termasuk banyak pendatang asing tanpa izin yang telah diberikan IC palsu untuk membolehkan mereka untuk mendaftar dan mengundi.

DAP amat mebantah kegagalan Speaker Dewan Rakyat untuk tidak membenarkan pengenalan laporan minoriti yang mendedahkan beberapa masalah utama dalam daftar pemilih. Kegagalan PSC untuk memasukkan hasil kajian laporan minoriti ke dalam laporan PSC dan sikap Speaker yang memperkenalkan satu dokumen yang berasingan di Parlimen menunjukkan kekurangan komitmen daripada pihak kerajaan untuk menempatkan mekanisme yang bermakna dan langkah-langkah untuk membersihkan daftar pemilih.

Memandangkan kekurangan komitmen untuk memastikan pilihan raya umum akan datang yang bersih dan bebas, DAP menyokong sepenuhnya panggilan Bersih 3.0 untuk berkumpul di Dataran Merdeka pada 28 April 2012 dari jam 2pm hingga 4pm, bagi menyatakan hasrat rakyat untuk mengadakan pilihan raya umum ke-13 yang bersih, bebas dan adil. DAP juga mengulangi sokongan bagi pelaksanaan penuh 8 tuntutan Bersih 2.0 di mana salah satu – penggunaan dakwat kekal- telah ditangani dalam Laporan PSC.

民主行动党支持净选盟3.0的3大诉求：

（一）所有选委会委员必须辞职。
（二）必须在第13届全国大选之前清除选举程序，国会特委会无法解决选举改革的关键问题，如清理选民手册、改革邮寄选票制度、选举罪行、无法遏止贪污、无法自由和公平接近使用媒体，和无法制止龌龊政治。
（三）必须有国际选举观察员到来观察。

选举改革国会特别遴选委员会于4月4日的选举改革报告，显示特委会根本没有诚意解选举改革的根本问题，以确保第13届大选在自由和公平下进行，选举改革报告在未经辩论和没有列入少数报告下直接在国会通过，显示特委会在确保自由和公正选举改革中的失败。

该报告最糟糕的是没有凸显选民手册的种种弊端，选民手册自2008年3月大选后遭滥用，并已被许多组织揭发，如默迪卡民调中心、国家民主与选举健全机构（NIEI）和净选盟。

选民手册的种种问题包括许多选民无法确定是当地居民、同一张身份证却多次注册、1900年前出生的选民仍在选民手册中，包括1853年8月23日出生的黄广梅、男性身份证变成女选民、女性身份却变成男选民、4万2000名无法获得国民登记局确认公民身份的名字。这些问题仅是冰山一角，因为国会特委会并没有交给大马微电子系统研究院（MIMOS）全面检查选民册。

行动党同意法律公会会长林志伟的言论，认为谈到重新审核选民册的必要时，“国会遴选委员会只是以政府旗下的大马微电子系统研究院基准作为参考，其所能做到的作用非常有限。”大马微电子系统研究院只能一次审核他们所登记的50个选民，但忽略了选民册中其他存在的潜在操控弊端与错误。

更让人失望的是遴选委员会主席麦西慕，他所在的沙巴团结党就是因为选民册的选民忽然增加，而几乎输掉半壁江山，当中包括了持有假身份证的非法移民也获得登记及投票。

行动党强烈抗议下议院议长不允许少数报告的动议，这少数报告可是指出了选民册的主要问题。国会遴选委员会无法纳入少数报告的建议及议长对于动议少数报告作为国会文件所表现出的态度，显示政府缺少意愿修正选举机制，同时进一步清查选民册。

既然政府对于洁净选民册及自由与公平选举的意愿也意兴懒散，那么行动党将全力支持2012年4月28日下午2时至4时在独立广场举行的净选盟3.0运动，宣示人民要求干净、自由与公平的第13届大选。行动党再次重申支持较早前净选盟2.0所提出的8大诉求在大选中执行，但遗憾的是，至目前为止国会遴委会只执行了点墨措施而以。

After maintaining a long and inert silence, the Atomic Energy Licensing Board (AELB) has finally issued a statement of clarification to rubbish claims that the Bosch solar panel plant in Batu Kawan, Penang would produce radioactive materials.

In a statement reported by the media yesterday, the AELB pointed out that such plants “do not generally produce or emit radioactive material and so are not subject to the Atomic Energy Licensing Act 1984”.

On March 21, pro-BN blog The Mole had quoted AELB director-general Raja Abdul Aziz Raja Adnan as saying that the Bosch plant “will produce radioactive material” and would therefore need licence from the regulator.

The AELB has now refuted this by saying that “the article in The Mole which refers to the AELB director-general’s statement on the solar panel project in Penang is not so accurate and has caused confusion among some parties”.

The AELB then added that “if the plant does not use or produce any radioactive material, the company does not have to get a licence from AELB to operate.”

This issue has been twisted and politicised by certain pro-BN media and pro-BN politicians especially in Penang in an effort to divert attention away from the BN’s problems, particularly in the Lynas issue.

How can anyone claim that solar energy produces radioactive energy, when any primary student knows it produces electromagnetic and not radioactive energy?

Unfortunately, these irresponsible claims may have done irreparable damage to efforts to attract foreign investments, not to mention tarring the credibility of our scientific institutions, including the AELB as well as violating the sacred principle of truthful reporting.

We regret that it has taken so long for such a basic clarification to emerge from the AELB. This unreasonable delay has caused harm to their reputation as an independent professional body as well as a competent regulatory institution. The AELB must therefore act fast to restore its reputation by lodging a report with the Malaysian Communications and Multimedia Commission (MCMC) against these websites that have deliberately twisted and misrepresented their director-general’s statement.

An MCMC report must be lodged in order to restore the truth, repair the credibility of our scientific institutions and renew the confidence of foreign investors that have now been severely affected by the irresponsible and misleading reports where black has become white and white has become black.

BN’s desperate attempts to undermine the Penang PR state government and my leadership should not come at the cost of adversely affecting the future of our country. There is no point asking for an apology from The Mole as they do not believe in truthful reporting, but the real question is whether the AELB and MCMC is willing uphold their reputation for scientific truth and truthful reporting?

原子能执照局有必要向多媒体委员会投报，以还原真相、重建科学机构的诚信及重夺外资对大马的信心。

经过一段时间的沉默之后，原子能执照局终于发出文告，澄清一些胡说八道的指控，指德国博世集团在槟城峇都交湾的太阳能光板厂房将产生辐射物。

根据昨日媒体报导的该篇文告，原子能执照局指出此类工厂并不会制造或放射任何含辐射物质，所以并没有纳入在1984年原子能执照法令中。

亲国阵部落格The Mole在3月21日引述原子能执照局总监拉惹阿都阿兹拉惹阿南的话，表示博世将会生产辐射物质，因此将需要向该局申请执照。

今天，原子能执照局反驳说，The Mole在文章中所引述其总监针对槟州太阳能光板的谈话 不太正确，并且引起了一些人士的混淆。

原子能执照局也说，“如果有关工厂不会生产任何辐射性物质，有关公司就无需获得原子能执照局的批准。”

这个课题已经被亲国阵媒体和亲国阵政治人物扭曲及政治化，以转移人们对国阵问题的关注视线，特别是莱纳斯课题。就连小学生都知道太阳能光板生产电磁能，而不是辐射电能，怎么还会有人说太阳能生产辐射能？

不幸地是，上述不负责任的声明已经破坏了招商引资的努力，更别说破坏了我国科研机构的公信力，包括原子能执照局，也违背了真实报道的原则。

我们感到遗憾，原子能执照局过了那么久才澄清如此基本的事实。这种无没理由的耽误已经损坏了他们做为一个独立、专业、有能力的立法机构的名誉。原子能执照局必须立刻向马来西亚通讯及多媒体委员会投报上述网站扭曲及错误诠释总监文告的行为，恢复它们的名誉。

原子能执照局有必要向多媒体委员会投报，以还原真相、重建科学机构的诚信及重夺外资对大马的信心。他们的名誉已经遭不负责任、具误导性的报道破坏，是非颠倒。

国阵处心积虑地要破坏槟州民联政府及领导层，它的代价不应该是牺牲国家的未来。叫The Mole道歉也是没有用的，因为他们根本不奉行真实报告。真正的问题是，国家原子能执照局及多媒体委员会是不是愿意维护他们的名誉，捍卫科学真相及真实报道？

Prime Minister Datuk Seri Najib Tun Razak’s criticism of DAP for opting out of the Parliamentary Select Committee (PSC) on the Lynas rare earth plant, saying a solution was needed in the public interest that was above partisan politics is regrettable as it is not based on facts. The DAP and PR has opted out of the PSC principally in the public interest because the DAP did not want to be any part of BN’s attempt to whitewash and delude the public into thinking the Lynas plant is safe.

Datuk Seri Najib should withdraw his earlier remarks on 17 March 2012 published by Bernama to prove his seriousness and sincerity to his latest statement with Mandarin radio station 988 yesterday that the BN government will not allow the Lynas rare earths plant in Gebeng, Kuantan, to operate if scientific evidence proves that it will be harmful to the people’s health and the environment.

Bernama had reported Najib as saying on 17.3.2012 as saying.

The parliamentary select committee(PSC) on the Lynas issue will not decide on the fate of the controversial rare earth plant. Instead, the PSC was part of Putrajaya’s engagement process to ensure the public understood the issues at hand so that we can convince the groups who are still suspicious whether the project is safe or otherwise. He added that he hoped the PSC would raise awareness on the project so that “we can achieve comfort in terms of better public acceptance”.

Going by what the Prime Minister had said on 17.3.2012, the PSC is clearly a sham designed by BN to deliver a “fait accompli” to endorse the Lynas plant and force public acceptance without any due regard for safety, environmental and health concerns. For this reason PR and DAP had refused to participate in the PSC to legitimatize what is essentially wrong and against public interest. By saying then that the PSC would not decide on the fate of Lynas, had reduced the PSC to irrelevance.

For Dato Seri Najib to change his tune to say that the PSC was a “strong basis for us to make a decision” on Lynas is a flip-flop from his 17th March remarks. Clearly this change is the result of PR’s boycott of the PSC. However such a flip-flop only raises more questions whether the Prime Minister is serious and sincere about following through on closing down Lynas in the face of evidence and proof of environmental damage and threats to public health and safety.

To prove his commitment and seriousness, Dato Seri Najib should publicly withdraw his 17th March remarks, order an immediate stop work order on Lynas and declare the BN’s government willingness to pay compensation of at least RM700 million to Lynas spent on building the plant. Any failure to do so will only raise doubts as to the integrity of the PSC headed by Higher Education Minister Datuk Seri Khaled Nordin as nothing more than a mere political tool by BN to legitimatize the illegal or justify the unjustifiable.

Kritikan Perdana Menteri Dato’ Sri Najib Tun Razak terhadap DAP kerana memilih untuk tidak menyertai Jawatankuasa Pilihan Khas Parlimen (PSC) mengenai loji nadir bumi Lynas dengan menyatakan bahawa penyelesaian yang tidak partisan diperlukan demi kepentingan awam adalah dikesali kerana tidak berdasarkan fakta. Keputusan DAP dan PR untuk tidak menyertai PSC adalah semata-mata atas kepentingan awam kerana DAP tidak mahu membantu BN untuk menutup kesalahannya dan menipu rakyat bahawa loji Lynas itu selamat.

Dato’ Sri Najib harus menarik balik kenyataannya pada 17 Mac 2012 yang dilaporkan oleh Bernama untuk menunjukkan keseriusan dan keikhlasan kenyataan terbarunya dalam program radio bahasa Mandarin 988 semalam bahawa Kerajaan BN tidak akan membenarkan loji nadir bumi Lynas di Gebeng, Kuantan, untuk beroperasi sekiranya terdapat bukti saintifik yang menunjukkan bahawa ia berbahaya kepada kesihatan dan alam sekitar.

Bernama telah melaporkan kenyataan Najib pada 17.3.2012 sebagai berkata:
Jawatankuasa pilihan khas (PSC) mengenai Lynas tidak akan membuat keputusan mengenai nasib loji nadir bumi yang berkontroversi itu. Sebaliknya, PSC itu adalah sebahagian daripada proses penglibatan awam supaya rakyat dapat memahami isu-isu berkenaan dan supaya kita boleh meyakinkan kumpulan-kumpulan yang masih sangsi sama ada projek itu selamat atau tidak. Beliau menambah bahawa beliau mengharapkan PSC akan meningkatkan kesedaran mengenai projek itu supaya “kita boleh mencapai keselesaan dari segi penerimaan orang ramai”.

Melihat apa yang dikatakan Perdana Menteri pada 17.3.2012, PSC itu jelas direka oleh BN sebagai fait accompli untuk menghalalkan loji Lynas dan memaksa orang awam menerimanya tanpa mempedulikan soal keselamatan, alam sekitar dan kesihatan. Kerana ini, PR dan DAP enggan menyertai PSC untuk menghalalkan sesuatu yang pada dasarnya salah dan bercanggah dengan kepentingan awam. Dengan mengatakan bahawa PSC itu tidak akan membuat keputusan mengenai nasib Lynas, adalah jelas bahawa PSC itu tidak relevan.
Tindakan Dato’ Sri Najib untuk bertukar nada dengan mengatakan bahawa PSC itu merupakan “dasar kuat untuk membuat keputusan” mengenai Lynas adalah “flip-flop” dan bertentangan kenyataan 17 Mac beliau.

Adalah jelas bahawa perubahan pendirian ini adalah hasil daripada tindakan PR untuk memboikot PSC itu. Namun begitu, “flip-flop” yang berlaku ini menimbulkan soalan sama ada Perdana Menteri serius dan ikhlas untuk menutup Lynas sekiranya bukti bahaya terhadap alam sekitar, kesihatan dan keselamatan awam dapat ditunjukkan.

Untuk membuktikan komitmen dan keseriusannya, Dato’ Sri Najib harus menarik balik secara terbuka kenyataannya pada 17 Mac, memberi arahan henti kerja serta merta kepada Lynas dan mengisytiharkan bahawa Kerajaan BN sanggup membayar pampasan sekurang-kurangnya RM700 juta yang telah dibelanjakan Lynas untuk membina loji tersebut. Sebarang kegagalan untuk melakukan demikian hanya akan menimbulkan keraguan mengenai integriti PSC yang dipimpin Menteri Pengajian Tinggi Datuk Seri Kahled Nordin sebagai alat politik BN untuk menghalalkan yang haram dan mewajarkan yang tidak wajar.

首相拿督斯里纳吉敦拉萨批评行动党选择退出莱纳斯稀土厂国会遴选委员会，并说必须基于公众利益寻求一个超越政党政治的方案，这是令人遗憾的。行动党及民联其它成员党选择不参与上述国会遴选委员会的做法，就是基于公众利益，因为行动党不要成为国阵企图漂白及蛊惑公众、要人民相信莱纳斯厂安全无害的帮凶。

拿督斯里纳吉应该撤回他于2012年3月17日在《马新社》刊登的言论， 以证明他昨天在华语广播电台988的言论是认真及有诚意的，他在988说如果科学证据证明莱纳斯稀土厂对人体及环境有害，国阵政府绝不会让他们在关丹格宾区运作。

《马新社》 于2012年3月17日报道纳吉的谈话如下：

DAP Will Not Participate In A Sham Parliamentary Select Committee(PSC) On Lynas Rare Earth Processing Plant Which Serves To Deliver A “Fait Accompli” By Endorsing The Lynas Plant And Force Public Acceptance Without Due Any Regard For Safety, Environmental And Health Concerns.

DAP will not participate in a sham Parliamentary Select Committee(PSC) on Lynas rare earth processing plant which serves to deliver a “fait accompli” by endorsing the Lynas plant and force public acceptance without any due regard for safety, environmental and health concerns. DAP will propose to the PR Leadership not to allow BN to use our presence in the PSC to legitimatize a Lynas plant, so that PR is not part of any environmental disaster that happens in the future.

Prime Minister Datuk Seri Najib Razak had confirmed that the PSC was a sham in disguise by BN to legitimatize what is essentially wrong and against public interest, by saying that the PSC would not decide on the fate of Lynas. He added that the PSC is merely an engagement process so that the Lynas project can be carried out and would not be opposed by the people or create public fear.

The prime minister hoped that the committee could raise awareness on the project so that “we can achieve comfort in terms of better public acceptance.” In other words, this whole exercise is merely to help the project gain acceptance and to help the BN Government convince Malaysians that there is no threat from the Lynas rare earth plant and its potentially hazardous radioactive waste.

If the PSC cannot decide on the fate of the project, then it is a complete waste of time for us to participate, as it is nothing more than a fait accompli to rubberstamp approval of the RN700 million plant. BN has sacrificed the health and well-being of Malaysians, especially in Kuantan by valuing profits above all in awarding Lynas a 12 year tax holiday.

Malaysians will not be so easily fooled by BN. We demand an answer to the real issue at hand. Until today, there is no certainty over where the radioactive waste will be stored. Initially, the Atomic Energy Licensing Board or AELB has claimed that Lynas Corporation will be required to return any radioactive waste to Australia if it fails to set-up a suitable permanent disposable facility here. That has been rejected by Australia.

Then the AELB says that they may be stored in abandoned tin mines in Sungai Lembing, clearly reinforcing the fact that the wastes will be disposed in Malaysian soil. Clearly for the sake of huge profits earned by the few, BN is willing to gamble not just on our health but also the environmental safety of our future generation.

Penang PR has rejected any Lynas plant or nuclear reactors in Penang as we will not compromise on the safety of Malaysian. DAP will suggest that PR not to participate in the PSC as we should not be used as tools in the BN’s bid to fool the people and to justify the setting up of the Lynas rare earth plant.

Jika PSC tidak dapat menentukan nasib projek tersebut, maka ia adalah sesuatu yang hanya membuang masa untuk kita sertai kerana ia tidak lain dan tidak bukan hanyalah sebagai fait accompli (yang telah ditentukan) untuk meluluskan sahaja loji bernilai RM700 juta itu. Kerajaan BN telah mengorbankan kesihatan dan kesejahteraan rakyat Malaysia, khususnya mereka di Kuantan, dengan mendahulukan keuntungan berbanding nasib rakyat, apabila menganugerahkan Lynas dengan projek tanpa perlu membayar cukai selama 12 tahun.

Rakyat Malaysia tidak akan mudah diperbodohkan oleh BN. Kami menuntut penjelasan terhadap isu yang sebenar. Sehingga hari ini tidak ada jaminan dan ketentuan di mana sisa buangan radioaktif akan dibuang.
Pada mulanya Lembaga Pelesenan Tenaga Atom (AELB) telah mendakwa bahawa Lynas Corporation akan diarahkan supaya menghantar pulang sisa radioaktif ke Australia jika ia gagal mewujudkan kemudahan pembuangan sisa kekal di sini. Ini telah ditolak oleh Australia.

Kemudian AELB mengatakan sisa buangan mungkin disimpan di ladang-ladang bijih timah yang sudah tidak digunakan lagi di Sungai Lembing, di mana ini mengesahkan lagi bahawa sisa-sisa tersebut akan dibuang di bumi Malaysia. Jelas kerana untung besar yang akan hanya dinikmati segelintir manusia, BN sanggup berjudi bukan sahaja dengan kesihatan kita tetapi juga keselamatan alam sekitar untuk generasi kita yang akan datang.

Pakatan Rakyat Pulau Pinang telah menolak sebarang cadangan loji Lynas atau reaktor nuklear di Pulau Pinang kerana kami tidak akan bertolak-ansur dalam soal keselamatan rakyat Malaysia. Relying On The Credibility And Professionalism Of Datuk Seri Liow Tiong Lai To Monitor The Safety of the Lynas Advance Material Plant(LAMP) In Kuantan Is No Different From Trusting Malaysian Authorities To Safely Operate The Nuclear Reactor When A Stadium Can Not Even Be Built Properly Without The Roof Collapsing.

Can we trust Pahang MCA chairman and Health Minister Datuk Seri Liow Tiong Lai to credibly monitor the safe, secure and healthy operations of the Lynas Advance Material Plants(LAMP) in Kuantan when he had shown a complete lack of authority, knowledge and professionalism by first lying and denying that police had fired tear gas and water cannons into the Tung Shin Maternity Hospital during the 9 July 2011 Bersih 2.0 rally. When it was proven that the police had indeed fired tear gas and water cannons into the hospital, Liow was forced to publicly apologise.

However no action was taken against those who tried to cover up and gave a false report. Now Pahang MCA has announced a special committee headed by Liow to monitor operations of the Lynas Advance Material Plants(LAMP) which has been issued by BN Federal government with a two-year temporary operating licence (TOL).

Such issuance of TOL by Malaysia’s Atomic Energy Licensing Board (AELB) for the world largest rare earth refinery plant is a reckless act that puts the safety, health and life of the people in Kuantan at risk when the recommended international safeguards are still being disputed. The public has justifiably zero confidence in the ability of the BN not only to tell the truth but also to monitor safely and professionally.

Instead of addressing these serious issues, Datuk Seri Liow Tiong Lai had decided to set a monitoring committee headed by him to ensure compliance and that LAMP met the conditions stipulated in the TOL. Relying on the credibility and professionalism of Datuk Seri Liow Tiong Lai to monitor the safety of the Lynas Advance Material Plant(LAMP) is no different from trusting Malaysian authorities to safely operate the nuclear reactor when the Kuala Terengganu stadium cannot even be built properly without the roof collapsing

One of the five conditions was for Lynas to provide a detailed plan and location of its proposed Permanent Disposal Facility (PDF) to the AELB within 10 months of the licence issuance. In other words, the AELB and the regulators themselves did not have a clear radioactive waste disposal proposal from Lynas.

Under the TOL, Lynas would have to assume full responsibility for the residue management including returning it to the original source if necessary. But Australia had already stated that it would not accept any of the residue back into the country. So where is the residue going to be returned? Who are the experts in Pahang MCA to monitor Lynas’ operation and to determine whether it is safe or not? Clearly, MCA and BN are willing to sacrifice people’s health for huge profits by the company and other interested parties in allowing the Lynas Rare Earth Plant in Kuantan to commence operations.

Bolehkah kita mempercayai Pengerusi MCA Pahang dan Menteri Kesihatan Datuk Seri Liow Tiong Lai untuk memantau keselamatan dan sekuriti pengendalian Loji Bahan-Bahan Maju Lynas (LAMP) di Kuantan apabila beliau telah menunjukkan sikap tidak endah, tidak profesional dan tidak bertanggungjawab dengan menipu dan menafikan bahawa polis tidak menembak gas pemedih mata dan meriam air ke dalam perkarangan Hospital Bersalin Tung Shin semasa perhimpunan Bersih 2.0 pada 9 Julai 2011? Apabila dibuktikan bahawa polis memang telah menembak gas pemedih mata dan meriam air ke dalam kawasan hospital, barulah Liow terpaksa memohon maaf secara terbuka.

Namun demikian, tidak ada tindakan yang telah diambil ke atas mereka yang cuba menutup isu ini dan memberi laporan palsu. Kini, MCA Pahang telah mengumumkan jawatankuasa khas yang dipengerusikan Liow untuk memantau operasi LAMP yang baru sahaja diberi Lesen Kendali Sementara (TOL) selama 2 tahun oleh Kerajaan Persekutuan BN.

Pemberian TOL oleh Lembaga Perlesenan Tenaga Atom (AELB) Malaysia untuk loji pemprosesan nadir bumi yang terbesar di dunia adalah tindakan yang tidak bertanggungjawab dan membawa risiko kepada keselamatan, kesihatan dan juga nyawa rakyat di Kuantan, terutama sekali apabila dasar-dasar perlindungan antarabangsa masih lagi dipertikaikan. Umum tidak mempunyai keyakinan terhadap keupayaan BN bukan sahaja untuk bercakap benar tetapi juga untuk memantau keselamatan secara profesional.

Daripada menangani isu-isu yang serius, Datuk Seri Liow Tiong Lai telah mengambil keputusan untuk menubuhkan jawatankuasa yang dipengerusikannya untuk memastikan pematuhan LAMP dalam syarat-syarat yang ditetapkan dalam TOL. Mengharapkan kredibiliti dan profesionalisme Datuk Seri Liow Tiong Lai untuk memantau keselamatan LAMP adalah tidak berbeza dengan mempercayai pihak berkuasa Malaysia untuk mengendalikan loji nuklear dengan selamat apabila stadium di Kuala Terengganu pun tidak boleh dibina tanpa keruntuhan bumbung.

Salah satu daripada lima syarat adalah supaya Lynas menyediakan pelan terperinci dan juga lokasi Fasiliti Pembuangan Sisa (PDF) kepada AELB dalam tempoh 10 bulan dari tarikh pemberian lesen. Dalam kata lain, AELB dan pihak pengawal selia sendiri tidak mempunyai cadangan pembuangan sisa radioaktif yang jelas daripada Lynas.

Di bawah TOL, Lynas akan bertanggungjawab penuh atas pengurusan sisa termasuk mengembalikannya kepada sumber asal jika perlu. Tetapi Australia sudah menyatakan bahawa ia tidak akan mengambil balik apa-apa bahan sisa. Jika begitu, ke manakah sisa-sisa itu akan dikembalikan? Siapakah pakar dalam MCA Pahang yang akan memantau operasi Lynas dan mengenalpasti sama ada ianya selamat atau tidak? Adalah jelas bahawa MCA dan BN rela mengorbankan keselamatan rakyat demi keuntungan besar untuk syarikat tersebut dan juga pihak-pihak yang mempunyai kepentingan dengan membenarkan pengendalian loji nadir bumi Lynas di Kuantan.

马来西亚就连所兴建的体育馆顶盖都会坍塌，如果要依赖拿督斯里廖中莱的公信力及专业来监控莱纳斯稀土厂的安全，那等于叫我们相信政府可以安全地操作核反应堆。

我们要怎么相信彭亨马华主席兼卫生部长拿督斯里廖中莱可以监督好莱纳斯稀土厂在关丹的操作符合安全及健康水平？就连他本身在709净选盟2.0大集会后都已经显示本身没有权威、知识及专业能力，他在第一时间说谎及否认警方向同善医院发射催泪弹及水炮。后来，在证明警方的确将催泪弹及水炮射向医院后，廖中莱才被迫公开道歉。

然而， 至今没有任何人对那些企图掩盖真相及发表假报告的人采取行动。现在，彭亨州马华已经宣布成立以廖中莱为首的特别委员会，来监督莱纳斯稀土厂的操作，他们已经获得联邦政府发出的为期两年的临时准证（TOL）。

在国际安全标准还具争议性之际，马来西亚原子能执照局发出临时准证给世界最大的稀土提炼厂是罔顾关丹人民的安全、健康及生命的作法。公众已经不再相信国阵会讲真话，也对他们可以安全、专业的监控毫无信心。

拿督斯里廖中莱竟然无视这个严重的问题，反而决定领导一支监控委员会，以确保莱纳斯遵守临时准证符合条件。马来西亚就连所兴建的体育馆顶盖都会坍塌，如果要依赖拿督斯里廖中莱的公信力及专业来监控莱纳斯稀土厂的安全，那等于叫我们相信政府可以安全地操作核反应堆。

临时准证五大条件之一就是莱纳斯必须在准证发出的10个月内，提供永久废料处置设施的详细计划及地点。换句话说，就连原子能执照局和监管单位自己都还没有接获莱纳斯明确的废料处理计划。

临时执照也规定，莱纳斯需对它们所生产的废料管理负起全责，包括在必要的情况下，将废料运回原产地。但是，澳洲已经说明它们绝不会接受任何运回该国的废料。所以，这些废料何去何从？彭亨州马华有什么专家可以监控莱纳斯的作业、并断定它是否安全？很明显地，马华和国阵愿意为了公司及其它利益相关者的巨大利益，不惜牺牲人民的健康，允许莱纳斯稀土厂在关丹操作。

Instead of focusing on race and religion, perhaps Barisan Nasional should explain why they are allowing the Lynas Rare Earth Plant in Kuantan to be operated; despite all the dangers inherent and even its regulators themselves did not have a clear radioactive waste disposal proposal from Lynas. Among other issues, the Lynas’ waste management plan does not fully disclose the contents of its waste streams.

Two days ago the New York Times (NYT) had also reported that Dutch multinational AkzoNobel, a key contractor, had withdrawn from the project due to the safety concerns. Engineers involved in the project and internal emails showed that AkzoNobel withdrew from supplying the chemicals after it was told that the fibreglass liners would be installed in concrete-walled tanks that have a problem with rising dampness in the floors and cracks in the walls.

Followed by the issue of the conditional TOL, shares in Australian miner Lynas soared yesterday. Clearly, the irresponsible BN government is colluding with the industry interest group at the expense of the health and welfare of the hundreds of thousands of innocent Malaysians.

Last year, the BN government has brought a panel of radiological experts from the IAEA to review the case. However, not only does the panel contain no public health and environmental expert, the IAEA is also seen to be industry-driven, and is expected to rubber-stamp their approval.

Sahabat Alam Malaysia(SAM) has revealed that the Lynas project was fast-tracked for approval by the Pahang State DoE. The DoE received the Preliminary Environmental Impact Assessment(PEIA) on the 21st of January 2008 and approved it in early February. Why is DOE acting with unholy haste to give their approval for such a complex project involving potentially radioactive hazards with a very vague waste management, storage and disposal proposal?

In the light of the nuclear disaster in a highly-advanced country like Japan, the BN government should also abandon their plans to build two nuclear power plants by 2021. Lynas has always insisted the plant, which will handle rare earths imported from Australia, will be safe, but if that is so why did Lynas not build it in Australia? Is it because Lynas is unable to convince Australian environmental and health regulators that radioactive waste would not leak out thus threatening public health and the environment?

If even the Australian authorities are unwilling to face such hazardous risks despite their highly rated safety standards, how can BN be trusted to ensure the safety and health standards of such a dangerous and high risk project like nuclear plant or rare earths refinery plant? BN has a poor abysmal safety record when the BN government cannot even build a stadium without its roof collapsing or the roof of Parliament leaking? Up to now no one knows where or which state the next plant will be sited.

Only a PR ruled state will not take such risks. I have stated clearly that so long as PR rules Penang, there will be no rare earth refinery plant or nuclear power plants. For this reason the people of Pahang as well as other BN states should learn an important lesson that only a PR ruled state can ensure that there is no rare earths refinery or mines or nuclear facilities to threaten their health and safety of their families.

Let your votes decide in the next general elections whether you want a nuclear plant or rare earth refinery plant in the backyard of your home!

Hanya Pakatan Rakyat (PR) Akan Mementingkan Kesihatan Rakyat Dan Keselamatan Awam Daripada Mengejar Keuntungan Dengan Memastikan Bahawa Loji Nadir Bumi Dan Loji Nuklear Tidak Dibina Di Negeri-Negeri PR.

DAP berasa kesal bahawa Kerajaan BN jelas tidak berkomited terhadap pembangunan mapan dan hijau, dan sudi mengorbankan kesihatan rakyat demi keuntungan. Lembaga Perlesenan Tenaga Atom (AELB) Malaysia telah memberi Lesen Kendalian Sementara (TOL) kepada syarikat Australia Lynas Corporation untuk pembinaan loji pemprosesan nadir bumi yang terbesar di dunia di Pahang sekiranya mereka dapat memenuhi lima syarat yang ditetapkan.

Daripada menumpukan sumber dan tenaganya kepada isu-isu perkauman dan agama, adalah lebih baik Barisan Nasional menjelaskan kenapa loji nadir bumi di Kuantan dibenarkan untuk beroperasi, sedangkan projek itu berbahaya dan pihak pengawal selia sendiri tidak menerima cadangan pembuangan sisa radioaktif yang jelas daripada Lynas. Tambahan pula, pelan pembuangan sisa Lynas tidak mendedahkan sepenuhnya kandungan aliran-aliran sisa.

Dua hari lepas, New York Times (NYT) telah melaporkan bahawa syarikat antarabangsa dari Belanda iaitu AkzoNobel, salah satu kontraktor utama, telah menarik diri daripada projek tersebut ekoran kebimbangan keselamatan. Jurutera-jurutera yang terlibat dalam projek serta emel-emel dalaman telah menunjukkan bahawa AkzoNobel telah menarik diri daripada pembekalan resin setelah diberitahu bahawa lapik kaca gentian yang akan dipasang di tangki berdinding konkrit tidak memenuhi standard keselamatan dan piawaian.

Susulan pemberian TOL bersyarat, saham syarikat Lynas telah melonjak semalam. Adalah jelas bahawa Kerajaan BN yang tidak bertanggungjawab ini sedang berpakat dengan pihak-pihak industri sehingga menjejaskan kesihatan dan kesejahteraan beratus-ratus ribu rakyat Malaysia yang tidak bersalah.

Tahun lepas, Kerajaan BN telah membawa masuk sebuah panel pakar radiologi daripada IAEA untuk mengkaji kes ini. Namun demikian, panel tersebut bukan sahaja tidak mengandungi seorang pakar kesihatan awam dan persekitaraan, IAEA itu sendiri dilihat umum sebagai didorong oleh pihak industri, dan dijangka akan meluluskan projek tersebut.

Sahabat Alam Malaysia (SAM) telah mendedahkan bahawa projek Lynas telah mendapat kelulusan “fast-track” oleh Jabatan Persekitaran (DOE) Pahang. DOE telah menerima Penilaian Awal Impak Alam Sekitar (PEIA) pada 21 Januari 2008 dan meluluskannya pada awal bulan Februari. Kenapakah DOE memberi kelulusan dengan begitu tergesa-gesa dalam sebuah projek yang bukan sahaja rumit dan melibatkan sisa-sisa radioaktif yang berbahaya, tetapi juga tidak mempunyai pelan pembuangan dan penyimpanan sisa yang jelas?

Ekoran daripada bencana nuklear yang terjadi di negara maju seperti Jepun, Kerajaan BN harus meninggalkan sahaja rancangan mereka untuk membina dua loji nuklear menjelang 2020. Lynas selalu berkeras mempertahankan loji mereka yang akan memproses nadir bumi yang diimport dari Australia sebagai selamat, tetapi jika memang selamat kenapa tidak bina sahaja loji itu di Australia? Adakah ia kerana Lynas tidak dapat meyakinkan pihak pengawal selia persekitaran dan kesihatan di Australia bahawa loji mereka betul-betul selamat?

Sekiranya pihak berkuasa di Australia tidak sanggup menghadapi risiko yang berbahaya walaupun mereka mempunyai standard keselamatan yang tinggi, bagaimanakah kita boleh yakin bahawa BN akan memastikan standard kesihatan dan keselamatan projek yang berbahaya dan berisiko tinggi ini? BN mempunyai rekod prestasi yang tidak cemerlang apabila stadium yang dibina pun mengalami keruntuhan bumbung dan bangunan Parlimen pula bocor. Sehingga sekarang, tidak sesiapa tahu di mana loji seterusnya akan ditempatkan.

Hanya negeri yang ditadbir PR tidak akan mengambil risiko sedemikian. Saya telah lama menyatakan dengan bahawa selama PR berkuasa di Pulau Pinang, loji pemprosesan nadir bumi atau nuklear tidak akan dibina. Kerana itu, rakyat di Pahang dan juga negeri-negeri BN lain harus tahu bahawa hanya negeri-negeri yang ditadbir PR sahaja yang boleh memastikan tidak ada loji nadir bumi atau nuklear yang akan mengancam kesihatan dan keselamatan keluarga mereka.

Undi anda dalam Pilihan Raya Umum akan datang akan menentukan sama ada anda mahukan loji nuklear atau nadir bumi di kawasan rumah anda!

民主行动党秘书长兼槟州首席部长林冠英于2012年2月3日在吉隆坡发表声明：

唯有民联才会注重人民的健康及公共安全，确保民联州属不会兴建稀土厂或核电厂，而不是盲目地追求利益。

国阵政府已经证明它并不是立志追求绿色与永续发展，而是为了利益愿意牺牲人民的健康，民主行动党对此感到遗憾。马来西亚原子能执照局（AELB）已经发出临时营运执照给澳洲莱纳斯公司，让他们必须遵守五项条件的情况下在彭亨州运作世界最大的稀土提炼厂。

与其不断地玩弄种族与宗教课题，国阵应该解释，为什么他们明知稀土厂存在这么多危险，甚至连管制单位也不知道莱纳斯稀土厂将如何处理辐射性废料，却允许他们在关丹设厂？其它的课题还包括，在莱纳斯的废料管理计划中，它们还未全面公布它们的废料内容。

两天前，《纽约时报》报道，稀土厂的其中一家荷兰化学品公司Akzonobel已经退出上述工程。从参与设厂的工程师的电邮内容发现，他们发现原本要安装玻璃纤维内衬（Fibreglass Liners）的混凝土储存槽出现底部潮湿、外壁出现裂缝的问题。

随着当局发出临时营运执照，澳洲矿商莱纳斯的股价也在昨天上涨。很明显地， 不负责任的国阵与工业利益团体勾结，牺牲成千上万名无辜马来西亚人的健康及福利。

去年，国阵政府请来了国际电子能机构的代表来审查此个案。无论如何，这个代表团并没有公共卫生及环境的专家，而国际电子能机构也被视为工业主导的团体，预料也将会似橡皮图章般给予得批准。

大马自然环境之友揭露，莱纳斯工程是彭亨州环境局加速批准的计划。州环境局在2008年1月21日收到初步环境评估报告，在二月上旬就批准了。这项工程涉及辐射公害、含混不清的废料管理、储存与废弃问题，为什么环境局要如此仓促地批准他们兴建如此复杂的工程？

就连高科技国日本也发生核泄危机，国阵应该放弃在2021兴建两座核电厂的计划。莱纳斯经常强调，他们从澳洲入口的稀土是安全的，如果是真的，那么为何莱纳斯不把提炼厂建在澳洲？还是因为莱纳斯根本无法说服澳洲的环境及卫生管制单位，有关辐射性废料不会泄漏，危害公共卫生及环境？

尽管澳洲政府拥有高级别的安全水平，他们也不愿面对稀土提炼厂的风险，更何况安全设备记录恶劣的国阵？就连体育馆顶盖会倒塌、国会大厦屋顶也会漏水，我们还能相信国阵将确保像核电厂或稀土厂这样危险及高风险的项目，符合公共安全及健康水平吗？直到今天，我们都不知道，下一次会轮到哪一个州属。

唯有民联执政的州属不愿意承担这种风险。我已经说过，只要民联执政槟城，这里就不夫有稀土厂或核电厂。因此，彭亨州以及其它国阵州属的人民都应该要吸取这个重要的教训，那就是只有民联执政的州属才能保障人民的健康与安全，不兴建稀土提炼厂或矿场或核电设施，来伤害人民的健康及安全。

来届大选，就让全民投票决定，你要不要核电厂或稀土厂兴建在你家的后院！

Independent Power Producers or IPPs Should Be Forced To Contribute RM1 Billion Annually To The Renewable Energy(RE) Fund To Develop Solar Energy And Ensure That All Malaysians Can Become Nano-IPPs.

Thank you for inviting me to officiate the opening of the Penang Mini Green Expo themed “Conserving for Tomorrow – Solar Chapter” and Penang Green School Award Presentation Ceremony today. I am pleased to see so many participants with great interest in exploring issues on climate change, carbon reduction and solar energy.

In collaboration with the Penang State Government, the Penang Green Council will be organizing the “Penang Mini Green Expo” on 17 and 18 December 2011 from 11 am to 9 pm. This fair represents the culmination of the hard work by the Penang Green Council (PGC) over the last two and a half months under the able leadership of PGC General Manager Thing Siew Shuen.

The objectives of this educational expo are to introduce the vision and mission of the Penang Green Council that was set up by the Penang State Government in Oct 2011, to create awareness amongst the general public on the importance of utilizing resources in a sustainable way. We also wish to introduce solar power as one of the key sources of renewable energy, and to promote our main exhibition – “Conserving for Tomorrow – Full Chapter” in September 2012.

To transform Penang into an international and intelligent city, we must rebrand Penang as being synonymous with quality, reliability, safety, sustainability and integrity. We must not only be a location of choice for investors and destination of choice for tourists but also a habitat of choice for those residents who desire sustainable living. Sustainable development that allows resources to be utilized today in a manner that will be still be available tomorrow.

In Penang, we have introduced many programs that promotes low carbon lifestyle. The Car-Free Day that just kicked off last Sunday is one of our efforts in reducing carbon emission and a healthy lifestyle. So is increasing the number of public parks. The BEST bus and CAT bus services subsidized by state government have not only helped the travelers but also reducing individual vehicles travelling on the road.

And of course our famous “No Free Plastic Bags and 3R”, the only state in Malaysia to do so that was launched in 2009. Since this green initiative began, we noticed that the volume of disposable waste has reduced by nearly 10%.

In 2007, 696,743 metric tons of waste was disposed off in Penang. The volume of disposed waste was reduced to 645,019 metric tons in 2009 and followed by a further reduction to 639,743 metric tons in 2010. This year, Penang achieved recycling rate at 23.8% which exceeds the target set by the Federal government( 22% ) for 2020. This means we are nine years ahead of time.

It is just not saving the cost of waste management and extending the lifespan of the landfill at Pulau Burung, we also managed to raise the awareness on 3Rs(Reduce, reuse and recycling) among the people.

In this Mini Green Expo, 15 exhibitors comprising government agencies, non-governmental organizations and private sector companies have taken part in this event. Powercom Co. Ltd. from Taiwan will exhibit information on the past, present and future of solar (photovoltaic) energy. Volunteers from University of Science Malaysia will show the carbon output from activities in our daily lives and its contribution to climate change.

One of the main focuses of this Mini Green Expo is solar energy. Since the Federal government implemented Feed-in-Tariff (FiT) beginning 1 December 2011, we need to encourage the utilization of renewable energy. The irradiance or sunlight exposure in Penang is the No.2 highest in Malaysia and we should be take advantange of the feed-in tariff programme to generate solar energy to be sold back to TNB like any IPP.

Unfortunately the Renewable Energy Fund is inadequate as it is only RM 300 million from the 1% levy on consumption of more than 300kwh or electricity bills more than RM 77 per month. Assuming an installed capacity of 3 kW only 2,217 households can benefit. With 1kW installed capacity only 6,651 households benefit. Only 6,651 household throughout Malaysia are qualified and available and only from 2013?

This is grossly insufficient. The Renewable Energy Fund must be increased from the present RM 300 million by at least another RM1 billion. The time has come for Independent Power Producers or IPPs to plough back their billions of ringgit in annual profits and contribute back to society with RM 1 billion annually to the RE Fund to help develop solar and renewable energy as alternative energy sources. After all if IPPs can benefit nearly RM20 billion from gas subsidies what is RM1 billion to allow all Malaysians to use solar energy and become a nano-IPP by selling back solar energy generated to TNB.

Nevertheless, my opinion is that the quota for solar, which accounts for 50MW of the 190 MW or 26% of the entire quota for renewable energy for 2011/2012 is inadequate as the entire quota for solar have been taken up except for some insignificant capacity allocated for individuals. Taking cognisance of the overwhelming response for FIT for solar, I would like to urge SEDA to increase the quota, so that we could expedite the achievement of ‘grid-parity’, thus making renewable energy the way of life.

Today, the state government will also be presenting Penang Green Schools Award to four schools. Congratulations to SMK Dato Onn, SJK(C)True Light , SMK Methodist Girls’ School, SJK(C) Perempuan China which has entered the final stage. I understand that our judges had difficulties in selecting the Excellent Green School this year, because they are equally outstanding. I am sure that all of you must be very impressed with the achievements of the four schools through their presentation this morning. 独立发电厂应被强制每年贡献10亿令吉予再生能源基金以发展太阳能，确保所有大马国民都能成为纳米独立发电厂。

槟州政府在今年10月成立槟州环保促进会，旨在提高市民利用持续资源的重要的认识，并推广太阳能发电。

槟城要转型为国际和智能城市，必须重新定位。我们不仅要成为投资者和游客的首选，但要市民有持续发展的生活态度。

我们推出了许多方案促进低碳生活方式，包括上周日开始的无车日，州政府资助的BEST巴士和免费CAT巴士不仅为游客服务，也减少了公路上的车辆。 我们也是全国唯一执行天天无免费塑胶袋和3R的州属，从2009年开始，我们发现用后即丢的垃圾减少了近10%。

这显然严重不足，再生能源基金至少要增加多10亿令吉，是时候获取巨大利润的独立发电商度每年回馈再生能源基金10亿令吉，帮助太阳能和再生能源的发展。独立发电厂从天然气补贴受益200亿令吉，拨出区区10亿令吉让全马人受惠是应该的。
我认为，太阳能2011/2012年的固打分配，即190兆瓦中只占50兆瓦或26%是不够的，有鉴于FTI计划反应热烈，我促请大马永续能源机构增加配额，使我们能够加快实现“平价电网”

Germany, Spain, Denmark and over 40 other nations have pioneered policies and legislations, more popularly known as the FIT, since 1991, that have proven to promote the fastest, cheapest and widest growth of renewable energy. As FIT are meant for producers of renewable energy or to increase their production of renewable energy, both individuals and businesses will benefit from it.

FIT means additional source of income. The RE industry is estimated to generate at least RM70bil worth of revenue for the private sector and this will translate into tax revenue of at least RM1.76bil for the Government by 2020. In order to attract the RE industry for Penang, the state government is considering some form of land pricing incentives which will be announced early next month.

As for the utility companies, in Malaysia’s case, TNB, it means that there will be lower portfolio generation costs for electricity by using free energy sources in the long-term. I should think that the non-governmental organisations (NGOs) would also be delighted with the implementation of FIT as selling back to the TNB means the electricity
generated by the renewable energy producers will be connected to the national grid, thus does not require additional transmission lines.

Renewable energy today accounts for less than 1% of the power generation in Malaysia. Coal constitutes 40% while gas makes up 55%. It is the aspiration of the Malaysian Government to have renewable energy accounting for 5.5% of the entire energy mix by 2015 and 11% by 2020. The usage of renewable energy will lessen environmental damage from exploration and mining activities for fossil fuel such as oil,
coal and natural gas.

The implementation of FIT is expected to create significant boost in the domestic economy, support environmental sustainability and promotes expediency in reaching ‘grid parity’ for the government. A 1% levy will be imposed on customers of TNB who consume 300 kwh or RM 77 per month to the Renewable Energy(RE) Fund for the purpose of funding the FIT. As Penang contributes nearly RM 20 million to this
fund annually, it is unfair if Penang companies and individuals are unable or do not have the opportunity to benefit at least RM 20 million of these FIT.

SEDA envisions a scenario where anyone can become an IPP though a nano-IPP at that, by becoming a small clean and sustainable energy producer, generating green electricity (as opposed to fossil-fuelled electricity by the big IPPs) and distribution licensee (such as TNB) is obliged to purchase it. What all this means is that if you have a solar photovoltaic (PV) generator at home, you can apply to connect this generator to the grid, and get paid for selling the electricity generated to TNB over the next 21 years.

Solar energy is clean, environmentally friendly and has zero emissions. Solar and renewable energy is sustainable as it fulfills Penang state government’s important requirement that resources used today are still available tomorrow. There is no depletion of natural resources and it is one of the fastest growing energy sources in the world.

The problem is the steps in obtaining a feed-in-approval is not as simple as it seems. Can it be done in 3 simples steps of obtaining quick feed-in approval from the newly-established Sustainable Energy Development Authority Malaysia (Seda Malaysia), sign a renewable energy power purchase agreement (REPPA) with TNB before we install the
solar PV system on your rooftop. We hope today’s session can make it easier for all of us.

If we invest in a solar PV system now, we can expect a payback period of 8-9 years and lock in the premium rates offered for the next 21 years. The longer the sun shines, the more one can “export” electricity to the national grid during daylight hours (when power is urgently needed) and earn income. And I have been informed that Penang
and Kota Kinabalu possesses the best direct sunlight in Malaysia! Is it not true that Penang has it all, not just food, heritage, hills and beaches but longest sunlight too!

On Dec 1 2011, Seda Malaysia invited the public including households, small and not-so-big IPPs (maximum size is 30 MW but only 5 MWp rated capacity for solar PV) to apply and book the amount of green electricity they intended to produce to sell it to the distribution licensee. There are fixed quotas for each of the four renewable energy
sources namely biomass (including solid waste), biogas (including landfill), small hydro and solar PV. There was overwhelming response to solar PV especially for the non-individuals.

What is worrying is that the FIT may not be available to Penangites as approval is given on a first-come-first serve basis. As at Dec 7, Seda reported that the total unfulfilled quota for solar PV is 6,650 kW; 1,650 kW to be commissioned by the first half 2013, 2500 kW, each for second half of 2013 and first half of 2014.

Translating these figures into households, it would mean that about 665 bungalow owners can avail themselves to the remaining capacity (assuming their average capacity is 10 kW). If all of the remaining capacity is taken up by semi-detached owners, the number will increase to 1,330 assuming their installed PV capacity is 5 kW. The figure for
typical link houses, assuming an installed capacity of 3 kW, is 2,217 households. With 1kW installed capacity only 6,651 households benefit. Only 6,651 households throughout Malaysia are qualified and available and only from 2013?

to help develop solar and renewable energy as alternative energy sources. After all if IPPs can benefit nearly RM20 billion from gas subsidies what is RM1 billion to allow all Malaysians to use solar energy and become a nano-IPP by selling back solar energy generated to TNB.

Nevertheless, my opinion is that the quota for solar, which accounts for 50MW of the 190 MW or 26% of the entire quota for renewable energy for 2011/2012 is inadequate as the entire quota for solar have been taken up except for some insignificant capacity allocated for individuals. Taking cognisance of the overwhelming response for FIT for solar, I would like to urge SEDA to increase the quota, so that we could expedite the achievement of ‘grid-parity’, thus making renewable energy the way of life.

A “first-come-first serve” basis for applying for feed-in-tariff (FIT) should be replaced by “fit for all” basis to ensure that all Malaysians that are efficient energy producers benefit to become nano-IPPs according to 1% levy paid and IPPs contribute RM1 billion annually to the Renewable Energy fund.

“First- Come- First Serve” yang merupakan asas untuk memohon Feed- in Tariff (FIT) sepatutnya digantikan dengan “Fit For All” bagi memastikan semua rakyat Malaysia menikmati manfaat menjadi IPP- nano mengikut 1% cukai yang dibayar dan IPP menyumbangkan RM1 bilion setiap tahun untuk dana tenaga yang boleh diperbaharui ini (Renewable Engergy, RE).

Malaysia telah lama melaksanakan Feed- In- Tariff (FIT) sebagai satu cara untuk mengalakkan penjanaan tenaga yang boleh diperbaharui sama ada daripada sumber- sumber seperti solar, hidro, biogas/ tapak pelupusan atau biomas/ sisa pepejal. Untuk masyarakat umum, Feed- In- Tariff (FIT) dibayar setiap kilowatt per jam bagi setiap tenaga elektrik yang dijana oleh sumber yang boleh diperbaharui. Setakat ini, FIT merupakan mekanisme yang paling berjaya untuk merangsang pembangunan pesat tenaga yang boleh diperbaharui.

Sejak tahun 1991, Jerman, Sepanyol, Denmark dan lebih 40 negara lain telah mempelopori dasar- dasar dan undang- undang yang dikenali sebagai FIT ini di mana telah terbukti dalam usaha untuk menggalakkan pertumbuhan yang terpantas, termurah dan paling luas bagi tenaga yang boleh diperbaharui. FIT yang dikenali untuk pengeluar tenaga yang boleh diperbaharui atau untuk meningkatkan pengeluaran tenaga yang boleh diperbaharui, kedua- kedua individu dan perniagaan akan menikmati manfaat daripadanya.

FIT bermaksud peluang untuk menambahkan pendapatan. Industi RE menganggarkan penjanaan sekurang- kurangnya RM70bil untuk sektor swasta dan ini akan diterjemahkan kepada cukai pendapatan sebanyak sekurang- kurangnya RM1.76 bil untuk kerajaan pada tahun 2020. Dalam usaha untuk menarik industi RE ke Pulau Pinang, Kerajaan Negeri sedang menimbangkan beberapa bentuk insentif dalam bentuk harga tanah di mana akan diumumkan awal bulan depan.

Bagi syarikat- syarikat utiliti,TNB seperti di Malaysia, ini bermaksud bahawa akan ada portfolio yang lebih rendah untuk kos penjanaan elektrik dengan menggunakan sumber tenaga bebas untuk jangka masa panjang. Saya merasakan bahawa pertubuhan bukan kerajaan (NGO) akan berasa gembira dengan pelaksanaan FIT ini kerana penjualan kembali kepada TNB bermakna tenaga elektrik yang dijana oleh pengeluar tenaga yang boleh diperbaharui akan disambungkan ke jaringan tempatan dan tidak lagi memerlukan jaringan tambahan.

Tenaga yang boleh diperbaharui hari ini kurang daripada 1% daripada penjanaan kuasa di Malaysia. Arang batu sebanyak 40% manakala gas adalah sebanyak 55%. Ini menjadi sumber aspirasi kerajaan Malaysia untuk mempunyai tenaga yang boleh diperbaharui sekurang- kurangnya 5.5% daripada tenaga keseluruhan menjelang tahun 2011 dan 11% pada tahun 2020. Penggunaan tenaga yang boleh diperbaharui akan mengurangkan kerosakan alam sekitar daripada aktiviti carigali dan perlombongan bahan api fosil seperti minyak, arang batu dan gas asli.

Pelaksaan FIT dijangka akan mewujudkan rangsangan ketara dalam ekonomi domestik, menyokong kemampanan alam sekitar dan menggalakkan kesesuaian dalam mencapai ‘grid parity’ untuk kerajaan. Pungutan cukai sebanyak 1% akan dikenakan ke atas pelanggan- pelanggan TNB yang menggunakan 300 kwh atau RM77 sebulan bagi tujuan pembiayaan FIT. Bagi Pulau Pinang yang menyumbang hampir RM20 juta kepada dana ini setiap tahun, adalah tidak adil jika syarikat- syarikat dan rakyat Pulau Pinang tidak berkesempatan dan tidak berpeluang untuk menikmati faedah- faedah sekurang- kuranya RM20 juta untuk FIT.

SEDA mengimpikan satu senario di mana sesiapa sahaja boleh menjadi IPP walau pada masa itu adalah IPP- nano dengan menjadi pengeluar tenaga kecil yang bersih dan mampan, menjana elektrik hijau (sebagai menentang kepada bekalan elektrik fosil yang didorong oleh IPP besar) dan lesen pengagihan (seperti TNB) adalah wajib untuk membelinya. Semua ini bermaksud bahawa jika anda mempunyai penjana solar photovoltaic (PV) di rumah, anda boleh memohon untuk menyambungkan penjana ini ke jaringan dan mendapat bayaran hasil daripada penjualan tenaga elektrik yang dijana kepada TNB dalam tempoh 21 tahun akan datang.

Tenaga solar adalah bersih, mesra alam dan sifar pemancaran. Tenaga solar dan tenaga yang boleh diperbaharui adalah mampan dan memenuhi kehendak kerajaan negeri Pulau Pinang yang sentiasa memastikan sumber- sumber yang digunakan hari ini masih boleh digunakan untuk esok. Tiada pengurangan sumber semulajadi dan ia adalah salah satu sumber tenaga yang paling pesat berkembang di dunia.

Masalahnya sekarang ialah langkah- langkah untuk mendapatkan kelulusan tidaklah semudah yang dijangka. Bolehkah ia dilakukan dalam 3 langkah mudah untuk mendapatkan kelulusan daripada Pihak Berkuasa Pembangunan Tenaga Lestari (SEDA Malaysia) yang baru ditubuhkan, menandatangani perjanjian pembelian kuasa tenaga boleh diperbaharui (REPPA) dengan TNB sebelum kita memasang sistem solar PV di atas bumbung anda. Kita berharap sesi hari ini boleh memudahkan urusan untuk kita semua.

Jika kita melabur dalam sistem solar PV sekarang, kita boleh menjangkakan tempoh bayaran balik adalah selama 8-9 tahun dan ‘mengunci’ kadar premium yang ditawarkan untuk 21 tahun akan datang. Semakin lama matahari bersinar, lagi lama seseorang itu boleh ‘mengesport’ elektrik ke jaringan tempatan pada waktu siang (apabila kuasa amat diperlukan) dan memperolehi pendapatan. Dan saya dimaklumkan bahawa Pulau Pinang dan Kota Kinabalu memiliki sinaran langsung cahaya matahari terbaik di Malaysia. Pulau Pinang bukan sahaja memiliki makanan, tempat warisan, bukit dan pantai tetapi sinaran matahari juga paling lama.

Pada 1 Disember 2011, SEDA Malaysia menjemput masyarakat termasuk perumahan, IPP kecil dan sederhana ( saiz maksimum ialah 30MV tetapi hanya kapasiti 5MWp diberi untuk solar PV) untuk memohon dan menempah jumlah tenaga elektrik hijau yang mereka perlukan untuk menjualkannya kepada pemegang lesen pengagihan. Terdapat kuota tetap untuk setiap satu daripada sumber tenaga boleh diperbaharui iaitu biomas (termasuk sisa pepejal), biogas (termasuk tapak pelupusan), hidro kecil dan solar PV. Sambutannya begitu hangat terutama kepada non- individu.

Apa yang membimbangkan ialah FIT mungkin tidak tersedia untuk rakyat Pulau Pinang disebabkan kelulusan diberikan mengikut “First-Come – First Serve”. Pada 7 Disember 2011, SEDA melaporkan bahawa jumlah kuota yang tidak dipenuhi untuk solar PV ialah 6650 kW; 1650 kW untuk separuh pertama 2013, 2500 kW untuk separuh kedua dan separuh pertama 2014, masing- masing.

Kalau diterjemahkan angka- angka ini ke dalam isi rumah, ia bermakna bahawa kira- kira 665 pemilik banglo boleh menikmati manfaat daripada baki kapasiti ini. Sekiranya baki kapasiti diambil oleh pemilik rumah berkembar, angka ini akan meningkat kepada 1330 dengan menganggap kapasiti PV yang dipasang adalah 5 kW. Angka bagi rumah teres biasa, dengan andaian kapasiti yang dipasang 3kW ialah 2217. Dengan kapasiti 1kW yang dipasang, hanya 6651 isi rumah memperolehi manfaat daripadanya. Adakah selepas 2013, hanya 6651 isi rumah di Malaysia layak dan bersesuaian untuk menjana tenaga solar?

Secara kasarnya, ia adalah tidak mencukupi. Dana tenaga yang boleh diperbaharui mesti ditingkatkan daripada sekarang RM300 juta kepada sekurang- kurangnya RM1 bilion. Masanya telah tiba untuk Pengeluar Tenaga Bebas (IPP) untuk membajak kembali kepada masyarakat dengan menyumbangkan RM1 bilion setiap tahun kepada dana yang boleh diperbaharui (RE Fund) untuk membantu membangunkan tenaga solar dan tenaga yang boleh diperbaharui sebagai sumber tenaga alternatif. Selepas itu, jika IPP menerima manfaat hampir RM20 bilion daripada gas subsidi, mengapa tidak dengan hanya RM1 bilion untuk membolehkan semua rakyat Malaysia menggunakan tenaga solar dan menjadi nano- IPP dengan menjual kembali tenaga solar yang dijana untuk TNB.

Walau bagaimanapun, pendapat saya adalah bahawa kuota untuk solar yang mencakupi 50MW daripada 190MW atau 26% daripada keseluruhan kuota untuk tenaga boleh diperbaharui untuk 2011/2012 adalah tidak mencukupi untuk keseluruhan kuota solar yang telah diambil kecuali beberapa kapasiti tidak penting yang diperuntukkan untuk individu tersebut. Dengan mengambil kira sambutan yang amat menggalakkan bagi FIT untuk solar, saya ingin menggesa SEDA supaya meningkatkan kuota supaya kita dapat mempercepatkan pencapaian ‘grid- parity’ lantas menjadikan tenaga boleh diperbaharui sebagai cara hidup kita.

电力收购制度（FIT)的“先到先得”制应改为“所有合格者”制，确保所有大马国民从1%被征用费用中和最有效再生能源中获利，独立发电厂应每年贡献10亿令吉予再生能源基金。

马来西亚终于落实电力收购制度（FIT），鼓励太阳能、生物能、沼气和水电技术产电。对于一般民众来说，FIT是再生能源每小时千瓦发电的付费。迄今为止，FIT是刺激再生能源快速发展的最成功机制。

从1991年开始，德国、西班牙、丹麦和超过40个国家已有首创政策和立法，也证明FTI是再生能源最快，最便宜和最广泛发展的制度，进行再生能源的个人或企业能从FTI中获利。

FIT意味额外收入，再生能源估计在2020年至少为私人企业带来700亿令吉的收入，或至少17亿6千万令吉的政府税收。为了吸引槟州再生能源工业，槟州政府考虑在下月初宣布某形式土地价格的激励政策。

在马来西亚公用企业上，国能公司将长期享有降低发电成本的免费能源，我认为非政府组织应该善用FTI制度卖电给国能，所生产的电力将不需要额外的传输线，就能连接到国能电网。

我国目前再生能源占总发电不到1巴仙、煤炭40巴仙，而天然气则占55巴仙。马来西亚政府希望到2015年，再生能源能占总结构的5.5巴仙，而2020年提高至11巴仙，这将减少化石燃料，如石油、煤炭和天然气勘探和开采活动对环境造成的损害。

FIT预计将明显促进国内的经济增长，也支持永续环境和促进政府提倡的“平价电网”。用电超过300千瓦（KW)或每月电费超过77令吉的用户将被征收多1%费用，槟城每年贡献近乎2000万令吉的能源基金，如果槟城的企业或个人用户没有机会从FIT中受惠，这是不公平的。

大马永续能源发展机构（SEDA）设想每人都可以成为独立发电厂，虽然只是纳米独立发电厂，小型但干净和持续能源的生产者，生产绿色电力（非化石燃料发电的大型独立发电厂）和执照经销（如国能）有义务购买电。如果你家有一个太阳光电（PV）发电机，你可以申请将发电机连接到电网，在未来21年内卖电给国能。

如果我们目前投资太阳光电系统，预计能在8至9年回本，并在21年内获得一定的回酬。日光越长，连接到电网的电力和收入就越多。我获知槟城和哥打峇鲁拥有全马最棒的日光！槟城不只是拥有美食、古迹和山水，还有最长的日光！

大马永续能源发展机构在2011年12月1日邀请全民，包括用户、小型的独立发电商（最多30兆瓦，但太阳光电发电量只有5兆瓦）的申请，和预订要卖给执照经销的绿色电力。4个再生能源每年都有固定配额，即是生物质（包括固体废弃物）、沼气（包括垃圾填埋）、小水电和太阳光电发电，当中非个人的太阳光电发电申请回响很大。

令人担忧的是，槟城人可能无法在“先到先得”制度下获批准。根据大马永续能源发展机构于12月7日的说法，太阳能配额还有6650千瓦，分别2013年上半年为1650千瓦，2013年下半年和2014年上半年的额量各为2500千瓦。

若将这些数字转到家庭用户的话，就是说665独立别墅业主可生产余量（假设平均产电10千瓦）；若半独立别墅业主产电的话，假设他们产电5千瓦，将有1330业主获得分配余量；若典型住家用户安装3千瓦太阳光电板的话，那有2217户获得分配产量；安装1千瓦电光板的话有6651住户能受惠，难道从2013年开始，全国只有6651住户有资格和能力安装电光板？

这显然严重不足，再生能源基金至少要从目前的3亿令吉增多10亿令吉，是时候获取巨大利润的独立发电商度每年回馈再生能源基金10亿令吉，帮助太阳能和再生能源的发展。独立发电厂从天然气补贴受益200亿令吉，拨出区区10亿令吉让全马人是应该的，让大家也能成为纳米独立发电厂卖电给国能。

我认为，太阳能2011/2012年的固打分配，即190兆瓦中只占50兆瓦或26巴仙是不够的，有鉴于FTI计划反应热烈，我促请大马永续能源机构增加配额，使我们能够加快实现“平价电网”，让绿色产电成为生活一部份。

“所有合格者”制度应取代“先到先得”制度，确保所有大马国民从1巴仙被征用费用中获利，成为纳米独立发电厂，独立发电厂也应每年贡献10亿令吉予再生能源基金。

Penang aspires to transform Penang into an international city that is a location of choice for investors, a destination of choice for tourists and a habitat of choice for those who desire sustainable living. We need to enable, empower and enrich all stakeholders to practice sustainable development that allows resources to be utilized in a manner that will be still be available tomorrow.

In order to make Penang a green state that is clean and safe, we have established PGC Strategies Sdn. Bhd (Penang Green Council) 3 operational objectives:
(1) To carry out activities, programs to realize the State Government objective of making Penang a “green” State by preserving and conserving the environment; to improve the quality of life with the assistance and co-operation of all stakeholders, related governmental or non-governmental organizations and the private sector corporations.
(2) To be a platform or forum to identify, discuss and undertake projects, surveys, investigations on sustainable development in Penang as well as to carry out and enforce the policies and aspirations of the State Government.

Premis Lee Rubber Co. Pte. Ltd., Jalan Paya Terubung, 11060 Paya Terubung, Pulau Pinang telah beroperasi semenjak tahun 1965. Kilang ini mula dilesenkan oleh Jabatan Alam Sekitar di bawah Seksyen 18(1) Akta Kualiti Alam Sekeliling, 1974 sejak tahun 1979. Premis ini menjalankan operasi mengeluarkan getah SMR dengan kapasiti maksimum pemprosesan sebanyak 140 tan metrik sehari.

Operasi syarikat ini telahpun mendapat perhatian daripada Kerajaan Negeri Pakatan Rakyat sejak mengambil alih pemerintahan pada tahun 2008 berikutan maklum balas dan aduan daripada penduduk tempatan. Kerajaan Negeri telah mengambil pendekatan proaktif bersama dengan ADUN Paya Terubong, YB Yeoh Soon Hin dan ADUN Tanjong Bungah, YB Teh Yee Cheu untuk memastikan operasi kilang ini lebih selaras dengan objektif Kerajaan Negeri PR menjadikan Pulau Pinang sebagai negeri hijau.

垄尾南益橡胶厂将在2012年4月1日关闭

州政府已经收到来自新加坡南益橡胶总公司集团总经理TEO KIM YAN 署名，志期2011年8月4日的信件通知关厂事宜。

垄尾南益橡胶厂从1965开始操作。该厂透过1974年周遭环境品质法令第18(1)条文下，获得环境局的执照，并每天生产140公吨的橡胶。

自从民联政府2008年上台之后，收到当地居民的反应及投诉，开始关注该公司的操作。州政府与当地州议员YB杨顺兴及丹绒武雅州议员YB郑雨周开始采取积极主动的方法以确保该厂的操作能符合民联州政府要把槟城打造成“绿州”的目标。

南益的槟城分区经理Chew Chee Bing先生也已经通知州政府 :

1. 工厂将在2012年4月1日停止操作。
2. 该厂橡胶采购将进行至2012年2月(2012年2月29日)
3. 出口操作将会持续至2012年3月31

对于这项关厂事宜，首长将于本周五在新加坡接见南益公司的集团总经理。

The BN Federal Government of Malaysia should learn from Germany and Penang by banning high risk nuclear energy and rare earth industry to ensure not just green and sustainable growth but also the health and safety of our children. Germany made a historic decision to close down all its nuclear power plants by 2022, despite relying on 23% of its power needs on nuclear energy.

In contrast when Germany is closing down all its power plants, the Malaysian government is intent on building 2 nuclear power plants by 2022. Why is there any necessity to build nuclear power plants to generate more power to be sold to TNB that TNB does not need, when Malaysia enjoys an energy reserve margin that is the highest in the world of 52.6%?

This is the reason why Penang state government had officially written to Energy, Green Technology and Water Minister Datuk Peter Chin Fah Kui that Penang would bar and ban any nuclear plants in Penang. Peter Chin in his reply had agreed that Penang will not be the nuclear site chosen but still chose to justify the necessity of a nuclear power plant elsewhere in Malaysia. Clearly the site of the nuclear power plant will be a BN state since only BN-controlled state will give its approval.

Malaysia should learn from the painful lessons of the Fukushima nuclear power plant in Japan despite the high technological expertise of the Japanese. In contrast, Malaysia has no expertise whatsoever in handling nuclear power. No one has any confidence that Malaysia can handle build and manage nuclear plant safely when it can not build stadiums or bus terminals without the roof collapsing. Even the Parliament roof leaked after a RM100 million renovation.

Further Penang has also opposed any rare earth processing plant such as the one in Kuantan under Lynas Corporation. DAP regrets that BN government has shown that it is not committed to green and sustainable growth but instead is willing to sacrifice people’s health for profits.

World Environment Day is the biggest and most widely celebrated global event for positive environmental action, empowering people to be part of a movement to create a cleaner, greener and brighter outlook for themselves and their future generations.

This year, World Environment Day puts the focus on forests with the theme ‘Forests: Nature at Your Service’, to encourage forest conservation and sustainable consumption for green growth, in support of the UN’s International Year of Forests initiative.

Sahabat Alam Malaysia(SAM) has revealed that the Lynas project was fast-tracked for approval by the Pahang State DoE. The DoE received the Preliminary Environmental Impact Assessment(PEIA) on the 21st of January 2008 and approved it in early February. Why is DOE acting with unholy haste to give their approval for such a complex project involving potentially radioactive hazards with a very vague waste management, storage and disposal proposal?

DAP will support the signature campaign opposed to the rare earth processing plant and proposed construction of two nuclear power plants by 2021. We will also ask all members of Parliament including MPs from BN at the coming Parliamentary meeting on 13 June to sign the petition to show their commitment to build a cleaner, greener and safer Malaysia together.

Kerajaan Persekutuan BN Seharusnya Mengambil Iktibar Dari Jerman Dan Pulau Pinang Menegah Pembinaan Logi Tenaga Nuklear Yang Berisiko Tinggi Serta Industri Nadir Bumi Demi Memastikan Pertumbuhan Berterusan Bukan Sahaja Terhadap Alam Sekitar Yang Hijau Malah Juga Kesihatan Serta Keselamatan Generasi Kita.

Kerajaan Persekutuan BN seharusnya mengambil iktibar dari Jerman dan Pulau Pinang menegah pembinaan logi tenaga nuklear yang berisiko tinggi serta industri nadir bumi demi memastikan pertumbuhan berterusan bukan sahaja terhadap alam sekitar yang hijau malah juga kesihatan serta keselamatan generasi kita. Jerman telah mencatat sejarah apabila mereka mengambil keputusan untuk menutup semua logi janakuasa nuklear menjelang 2022, walaupun mereka bergantung kepada 23% sumber tenaga nuklear.

Ketika Jerman membuat keputusan untuk menutup semua logi janakuasa nuklear, Kerajaan Malaysia pula tekad untuk membina dua buah logi janakuasa nuklear menjelang tahun 2022. Kenapa logi janakuasa nuklear tersebut perlu dibina untuk menghasilkan lebih banyak sumber tenaga untuk dijual kepada TNB sedangkan TNB tidak memerlukannya, ketika Malaysia kini mempunyai margin penggunaan tenaga yang tertinggi di dunia iaitu 52.6%?

Inilah alasannya Kerajaan Negeri Pulau Pinang telah menulis surat rasmi kepada Menteri di Kementerian Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin Fah Kui menyatakan bahawa Pulau Pinang menegah dan membantah pembinaan logi janakuasa nuklear di Pulau Pinang. Peter Chin dalam maklum balasnya telah bersetuju bahawa Pulau Pinang tidak akan dijadikan pusat logi janakuasa nuklear tetapi mereka (Kementerian) masih akan memilih tapak lain yang bersesuaian di Malaysia untuk membangunkan logi janakusa tersebut. Jelas sekali bahawa BN akan menjadikan negeri-negeri di bawah pentadbiran BN sebagai tapak pembinaan memandangkan BN pasti mendapat kelulusan.

Malaysia seharusnya mengambil iktibar dari pengalaman yang terjadi ke atas logi janakuasa nuklear Fukushima, walaupun Jepun memiliki kepakaran yang tinggi dalam bidang tersebut. Berbanding Malaysia yang tidak mempunyai kepakaran dalam mengendalikan tenaga nuklear. Tidak ada sesiapapun yang yakin bahawa Malaysia mampu mengendalikan serta menguruskan logi janakuasa nuklear apabila pembinaan stadium dan terminal bas tanpa bumbung runtuh. Malah bumbung di Parlimen juga bocor walaupun selepas pengubahsuaian yang menelan belanja RM100 juta.

Di samping itu, Pulau Pinang juga menentang pembinaan tapak pemprosesan nadir bumi seperti yang ada di Kuantan di bawah Lynas Corporation. DAP kesal dengan Kerajaan BN yang tidak komited dalam memelihara dan memulihara alam sekitar yang berterusan sebaliknya mengorbankan kesihatan masyarakat demi keuntungan.

Hari Alam Sekitar Sedunia merupaka hari yang ulung dan disambut serata dunia untuk meraikan tindakan positif memelihara alam, memberi peluang kepada masyarakat untuk menjadi sebahagian dari tindakan ini untuk membina pandangan masyarakat ke arah yang lebih bersih, lebih hijau dan lebih gemilang bukan sahaja untuk diri sendiri malah untuk generasi masa hadapan.
Tahun ini, Hari Alam Sekitar Sedunia menfokuskan pada perhutanan dengan bertemakan “Forest: Nature at Your Service”, untuk menggalakkan pemuliharaan hutan dan penjagaan yang berterusan ke arah penghijauan, untuk menyokong inisiatif Tahun Pengantarabangsaan Hutan, Pertubuhan Bangsa-bangsa Bersatu (UN).

Sahabat Alam Malaysia (SAM) telah mendedahkan bahawa projek Lynas telah diluluskan oleh Jabatan Alam Sekitar (JAS) Negeri Pahang. JAS telah menerima ‘Preliminary Environmental Impact Assessment’ (PEIA) iaitu Kajian Pengenalan Kesan Persekitaran pada 21 Januari 2008 dan diluluskan awal Februari tahun yang sama. Mengapa JAS bertindak melulu dengan memberi kelulusan untuk sesebuah projek yang rumit serta berpotensi melibatkan kesan radioaktif dengan pengurusan sisa yang tidak jelas, cadangan simpanan dan pelupusan?

DAP akan menyokong kempen menandatangangi tentangan terhadap kilang pemprosesan nadir bumi dan pembinaan dua logi janakuasa nuklear yang dicadangkan menjelang 2021. Kami juga akan meminta semua ahli Parlimen termasuk Ahli Parlimen dari BN untuk menandatangani petisyen tersebut pada 13 Jun ini menunjukkan komitmen mereka untuk sama-sama membina negara Malaysia yang lebih bersih, lebih hijau dan lebih selamat.

正当德国要关闭核电厂时， 马来西亚政府却要在2022年兴建两座核电厂。马来西亚已经享有全世界最高的电供储备量达52.6%，为什么要兴建核电厂来卖给国能？

这就是为什么槟州政府已经致函能源的、绿色工艺及水源部长拿督陈华贵，我们已经表明槟城将禁止任何核电计划。陈华贵在回函中也同意槟城不会被选为核电厂兴建地址，但是他还是说有必要在国内其它地方兴建核电厂。很明显地，核电厂将建在国阵州属，因为唯有国阵掌权的州属才会批准兴建核电厂。

马来西亚应该汲取日本福岛核电厂的惨痛经验，尽管日本拥有高科技专才。相反的，马来西亚没有处理核能的专家。没有人相信马来西亚政府可以安全地处理核电厂的兴建与管理，因为它连一座体育馆或巴士总站的屋顶都会坍塌。就连国会花了1亿令吉修复天花板还是会漏水。

此外，槟城也反对兴建任何像关丹莱纳斯公司那样的稀土厂。国阵政府已经显示它不是追求绿色与永续发展，而是为了利益愿意牺牲人民的健康。

大马自然环境之友揭露，莱纳斯工程是彭亨州环境局加速批准的计划。州环境局在2008年1月21日收到初步环境评估报告，在二月上旬就批准了。这项工程涉及辐射公害、含混不清的废料管理、储存与废弃，为什么环境局要如此邪恶仓促地批准他们兴建如此复杂的工程？

行动党支持反对稀土厂和建议在2021年兴建两座核电厂的签名运动。我们也会在6月13日国会复会时，叫全体国会议员（包括国阵国会议员）签署，让展示他们打造更清洁、更绿意及更安全的马来西亚的决心。

In a filing to the Hong Kong Stock Exchange dated April 18, CVM Minerals Limited announced it had entered into a memorandum of understanding (MoU) with the Perak State Development Corporation (PSDC) to carry out the project in Bukit Merah, Ipoh.

The Hong Kong company, through its local subsidiary CVM Metal Recycle Sdn Bhd, has applied to the state’s land and mineral office for a licence to explore the area, covering 250 hectares, for rare earths.

Bukit Merah is the site of Malaysia’s last rare earths plant 20 years ago, which is still undergoing a massive RM300 million clean-up. Once the licence is granted, CVM Minerals and PKNP would enter into an agreement setting out the terms and conditions of their participation in the project. According to the proposed joint-venture, CVM Minerals would be the major shareholder while PKNP would control 135,300,000 shares of CVM Minerals, approximately 4.73 percent of the entire issued share capital.

Environmentalists have raised questions over radioactive waste being produced and stored at Lynas’s Gebeng plant, fearing a repeat of the Japanese-owned Mitsubishi Chemical’s Asian Rare Earth (ARE) plant, which has been linked to eight cases of leukaemia, seven resulting in death. Recently the Federal government had announced a one-month review of the nearly completed Australian-owned Lynas rare-earth refinery in Pahang following health and safety concerns.

Not just the people of Perak but many Malaysians oppose this short-sighted decision.
Clearly BN in its pursuit for blind profits is willing to put aside environmental concerns and place the health and safety of the people at risk. The people of Perak must quickly restore the PR government of Dato Seri Mohammad Nizar Jamaluddin to prevent this rare earth mines from operating in Perak.

First it is Pahang and now Perak, rare earths plants spring up unhindered without proper and full consultation with the people of its possible high risk impact.

Only PR-ruled states have taken a firm and uncompromising stand against rare-earth refineries and mines. PR states like Penang have even gone a step further by writing to the Federal Government opposing any proposed nuclear energy facility to be located in the state.

The Penang state government had written to Dato Sri Peter Chin Minister of Energy, Green Technology and Water, on 21 March 2011 opposing the building of a nuclear plant in Malaysia. The Penang state government had also affirmed the ban on any such facility in Penang.

In the light of the nuclear disaster in a highly-advanced country like Japan, the BN government should not proceed. How can BN be trusted to ensure the safety and health standards of such a dangerous and high risk project like nuclear plant, when the BN government can not build a stadium without its roof collapsing or the roof of Parliament leaking?

In his reply to me on 20 April 2011 Dato Sri Peter Chin said that it was unlikely that any such nuclear facility would be built in Penang due to the high population density. However he stated the BN government’s determination to proceed with the building of the nuclear plants by 2020 elsewhere in Malaysia.

The people of Penang can sleep safely and be assured of their children’s health as long as PR is in power. Unfortunately for those living in BN states, they will likely have a nuclear plant by 2020. Clearly BN is willing to gamble with the people’s health and safety.

Only a PR ruled state like Penang is not willing to take such risks. For this reason the people of Perak and Pahang as well as other BN states should learn an important lesson that only a PR ruled state can ensure that there is no rare earths refinery or mines or nuclear facilities to threaten their health and safety of their families.

Hanya Pakatan Rakyat (PR) yang akan menjamin kepentingan kesihatan dan keselamatan rakyat dengan memastikan tiada kemudahan loji nuklear atau perlombongan nadir bumi (rare earth) di Pulau Pinang

Hanya Pakatan Rakyat (PR) adalah satu- satunya yang akan mengutamakan kesihatan rakyat dan kepentingan umum dari mengejar keuntungan syarikat dengan memastikan tiada kemudahan nuklear mahupun projek pemprosesan nadir bumi (rare earths) di Pulau Pinang. Sangat mengejutkan apabila kerajaan negeri Perak secara senyap telah bersetuju dengan sebuah syarikat di Hong Kong untuk membenarkan projek pelombongan nadir bumi dibina di negeri itu sedangkan kemarahan orang ramai masih timbul ke atas kontroversi pembinaan Kilang Lynas di Gebeng, Pahang.

Dalam laporannya kepada Bursa Saham Hong Kong bertarik 18 Mei, CVM Minerals Limited telah mengumumkan bahawa satu memorandum persefahaman (MoU) telah ditandatangi bersama dengan Perbadanan Kemajuan Negeri Perak (PKNP) bagi melaksanakan projek tersebut di Bukit Merah, Ipoh.

Syarikat Hong Kong tersebut melalui anak syarikat tempatan, CVM Metal Recycle Sdn Bhd telah memohon lesen kepada Pejabat Tanah dan Galian Negeri bagi membolehkan mereka meneroka kawasan yang dijangka meliputi 250 hektar bagi melombong nadir bumi.

Bukit Merah juga merupakan kawasan bagi loji nadir bumi di Malaysia 20 tahun lalu, yang masih berhadapan dengan kerja-kerja pelupusan sisa radioaktif yang berjumlah RM300 juta. Sebaik memperolehi lesen, CVM Mineral dan PKNP akan menandatangani perjanjian bagi menetapkan terma dan syarikat dalam melaksanakan projek tersebut. Aktivis alam sekitar telah menimbulkan kebimbangan akan sisa radioaktif yang bakal dikeluarkan dan disimpan di kompleks loji pemprosesan Lynas di Gebeng dengan merujuk kepada nasib yang menimpa Asian Rare Earth Milk yang dikaitkan dengan lapan kes leukimia termasuk tujuh kematian. Baru- baru ini kerajaan Persekutuan telah mengumumkan bahawa laporan lengkap sebulan dari Lynas hampir siap dan diikuti dengan peraturan dan langkah- langkah keselamatan.

Bukan hanya rakyat Perak malah seluruh rakyat Malaysia menentang keputusan yang pendek fikiran ini.

Jelas Barisan Nasional (BN) terlalu mengejar keuntungan sehingga buta dalam mengutamakan masalah lingkungan hidup, keselamatan dan kesihatan yang terpaksa ditanggung oleh rakyat. Rakyat Perak harus bangkit semula bagi mengembalikan kerajaan PR di bawah pimpinan Dato Seri Mohammad Nizar Jamaluddin bagi mengelakkan projek pelombongan nadir bumi terus beroperasi di Perak.

Pada mulanya Pahang dan sekarang Perak. Pelombongan nadir bumi ini sememangnya tidak boleh dipandang ringan tanpa mengadakan rundingan yang sewajajarnya kerana risiko yang bakal ditanggung amat tinggi.

Hanya negeri diperintah Pakatan Rakyat (PR) yang mengambil sikap tegas dan tanpa berkrompomi menentang pemprosesan dan pelombongan nadir bumi ini. Pakatan Rakyat seperti Pulau Pinang telah berlengah telah bertindak lebih maju dengan terlebih dahulu menulis surat kepada Kerajaan Persekutuan umtuk menentang setiap kemudahan loji nuklear untuk ditempatkan di negeri ini.

Kerajaan negeri Pulau Pinang telah menulis surat kepada Menteri Tenaga, Teknologi Hijau dan Air,Dato’ Sri Peter Chin pada 21 Mac 2011 sebagai bantahan terhadap pembangunan kilang nuklear di Malaysia. Kerajaan negeri Pulau Pinang juga turut menyatakan pendirian kerajaan negeri untuk tidak membenarkan sebarang kemudahan seperti itu di Pulau Pinang.

Selepas berlakunya bencana nuklear di negara secanggih Jepun, kerajaan BN seharusnya menghentikan projek tersebut. Bagaimana BN boleh memastikan tiada risiko berbahaya sejurus pembinaan loji nuklear kepada kesihatan dan keselamatan awam ketika kerajaan BN tidak boleh membina bumbung stadium tanpa runtuh dan memastikan atap Parlimen tidak bocor?

Melalui surat yang dibalas kepasa saya pada 20 April 2011, Dato Peter Chin mengatakan bahawa adalah mustahil untuk membina loji nuklear di Pulau Pinang kerana kepadatan penduduknya yang tinggi. Namun tekad kerajaan BN adalah untuk meneruskan pembangunan loji nuklear menjelang 2020 di kawasan lain di Malaysia.

Rakyat Pulau Pinang boleh tidur dengan aman dan yakin tentang keselamatan anak- anak mereka selagi PR memerintah. Malangnya kepada mereka yang tinggal di negeri- negeri di bawah pemerintahan BN kerana negeri tersebut berkemungkinan mempunyai loji nuklear menjelang tahun 2020. Jelas BN telah memperjudikan kesihatan dan keselamatan rakyat.

Hanya negeri Pakatan Rakyat (PR) seperti Pulau Pinang tidak sanggup menanggung risiko tersebut. Atas alasan ini jugalah rakyat Perak, Pahang serta negeri- negeri BN lain harus belajar bahawa hanya kerajaan pemerintahan PR dapat memastikan bahawa projek pemprosesan nadir bumi serta sebarang pembinaan loji nuklear dibina yang boleh mengancam kesihatan dan keselamatan keluarga mereka.

香港南亚矿业有限公司（CVM Minerals Limited）在4月18日向香港股票交易所呈报，它与霹州政府旗下的霹雳州发展机构（PKNP）已签署一项备忘录，一起在该州怡保红泥山展开“勘探及开采稀土及其他潜在矿产”的计划。

这家香港公司通过的子公司南亚金属循坏有限公司（CVM Metal Recycle Sdn Bhd）在2011年4月18日已针对该计划，向霹州土地及矿物局呈交稀土勘探执照申请，涉及的土地面积约250公顷。

环保分子已经针对彭亨州格宾的莱纳稀土厂所辐射性废料的产生及储存问题提出疑问，他们都担心日本亚洲稀土厂事件重演，当时共发生8宗血癌病案，七人死亡。最近联邦政府也宣布，重新用一个月的时间检讨澳洲莱纳稀土提炼厂，这项计划引发公众对健康及安全的忧虑。

不只是霹雳州人民，很多国人也反对这项短视的计划。很明显地，国阵盲目地追求利益，甚至愿意把环境问题放一旁，让人民陷入健康及安全危机。霹雳州人民必须赶快让拿督斯里尼查领导的民联政府回朝，以阻止霹雳州稀土采矿的营运。

首先是彭亨，现在是霹雳，稀土厂在没有进行针对其高风险影响，适当及全面的公众咨询下， 一座又一座地冒出来。

唯有民联州属采取了坚定的、不妥协的立场，反对稀土提炼及采矿。民联州属如槟州甚至已经写信给联邦政府，表明我们反对任何在州内兴建核电厂设施的计划。

槟州政府已经在2011年3月21日致函能源、绿色工艺及水源部长拿督斯里陈华贵， 反对在大马兴建核电厂。槟州政府也表明我们禁止州内兴建有关设施。

有鉴于像日本这样先进的国家也发生核灾，国阵政府就不应该进行。当国阵所兴建的体育馆顶盖也会倒塌、国会大厦屋顶也会漏水，我们还能相信国阵会确保像核电厂这样危险及高风险的计划，能达到安全及健康水平吗？

拿督斯里陈华贵在2011年4月20日的回函中提到，由于槟州人口密度高，核电厂不可能建在槟州。无论如何，他表明了国阵政府立志在2020年在马来西亚其它地方建好核电厂。

只要民联还执政，槟州人民可以安心地睡觉， 孩子的健康也会受保障。不幸的是那些住在国阵州属的人民，2020年核电厂可能会在这些州属兴建起来。很显然地，国阵竟然拿人民的健康和安全当赌注。

唯有民联执政的州属如槟城不愿意承担这种风险。因此，霹雳州、彭亨州以及其它国阵州属的人民都应该要吸取这个重要的教训，那就是只有民联执政的州属才能保障人民的健康与安全，不兴建稀土提炼厂或矿场或核电设施。
