Tan Sri Muhyiddin Yassin And Datuk Ahmad Maslan Should Stop Using The Chinese And Christians As Soft Targets By Creating Enmity And Hatred Against Innocent Minority Malaysians Just To Frighten The Malays To Return Back To UMNO</strong>.</p>
<p>UMNO Deputy President Tan Sri Muhyiddin Yassin and UMNO Information chief Datuk Ahmad Maslan is embarking on a dangerous game of lies against minority Malaysians as a clear and present threats to frighten the Malays and justify why the Malays must return back UMNO. Both UMNO leaders must stop using the Christians and the Chinese as soft targets to create enmity and hatred against these innocent Malaysians.<br />

Tan Sri Muhyiddin Yassin was reported as exploiting the race card when he urged Umno to defend the Malay race, culture and institutions from the opposition Pakatan Rakyat (PR) and labelled DAP as an anti-Islam and anti-Malay force. DAP challenges Muhyiddin to show proof of his allegations and that DAP’s agenda is form a republic. This is seditious and  a blatant lie!</p>
<p>Has Muhyiddin and UMNO run out of ideas that when scandals are exposed within government, then this expose by DAP is an attack on the Malays, never mind that the Malays that have also lost out on financial scandals? Is Muhyiddin racist approach of being a Malay first, and Malaysian second sufficient to ignore principles of democracy, integrity, accountability and transparency?</p>
<p>DAP believes that a majority of Malaysians comprising both Malays and non-Malays rejects this implication that a racial approach justifies lies and financial scandals, such the cows and condos scandal involving an UMNO Minister or makes irrelevant the 2010 Auditor-General criticism of RM 3.7 billion over-expenditure in government departments. </p>
<p>DAP has never been anti-Malay or anti-Islam. The increase in funding for Islamic affairs in Penang and renewal of funding for religious schools that was terminated by UMNO is proof that DAP respect Islam and is fair to all. The Penang state government has not evicted a single Malay kampong house. The only Malay kampong house torn down in Penang is by an UMNO-led koperasi, whose Chairman was also a former UMNO State Assemblyman. </p>
<p>It makes political sense for UMNO to be anti-Chinese, anti-Indian or anti-Christians but it is political suicide for any political party to be anti-Malay or anti-Islam. DAP does not believe in political suicide but is committed towards national reconciliation and collaboration. </p>
<p>Where is the moderate approach promised by the Prime Minister’s 1 Malaysia when UMNO Information chief Datuk Ahmad Maslan can threaten Malays with losing their rights because the the Chinese community was slowly gaining control of the country’s politics and economy or that DAP does not even respect the royal institution by refusing  royal titles of Datukship. </p>
<p>DAP leaders have never pursued royal titles of Datukships. Does that makes us disrespectful of royal institutions just because we do not behave like BN leaders in lusting after titles? If so, then is the late Deputy Prime Minister Tun Ghafar Baba also disrespectful because he refused to accept royal titles too when he was in active politics.</p>
<p>How can the Chinese community be slowly gaining control of the country’s politics and economy when the number of Chinese in government service is declining? And the Chinese no longer control the main economic sectors of banking, insurance, automobile, construction, communications and transport. </p>
<p>Ahmad even lied that the DAP are “agents of Christianisation” because Ronnie Liu, Xavier, Elizabeth, Teresa Kok are Selangor State EXCO members. Despite numerous investigations, the authorities have admitted that there is no process of Christianisation by DAP. Are Christians not qualified to be an EXCO member just because he or she is a Christian? And Ronnie Liu is not even a Christian.</p>
<p>For Ahmad to single out the Chinese and the Christians as threats to Malays is no different from what Hitler did in Nazi Germany to frighten Germans to support his rule as an absolute dictator. Innocent minorities suffered in Germany under Hitler. It is morally repugnant that UMNO is willing to see innocent minorities of Chinese and Christians suffer from such lies so that UMNO can get back the support of Malays. </p>
<p>This climate of fear, enmity and hatred by UMNO is not only against 1 Malaysia but destroys national unity and racial harmony. We know what Hitler did to Germany. Malaysians must stand together in the next general elections and not allow UMNO to do the same to Malaysia.</p>

Tan Sri Muhyiddin Yassin dan Datuk Ahmad Maslan Harus Berhenti Menggunakan Kaum Cina Dan Penganut Kristian Sebagai Sasaran Mudah Untuk Mencetuskan Kebencian Dan Permusuhan Terhadap Rakyat Minoriti Yang Tidak Bersalah Hanya Untuk Menakutkan Orang Melayu Supaya Kembali Ke Pangkuan UMNO.</strong> </p>
<p>Timbalan Presiden UMNO Tan Sri Muhyiddin Yassin dan Ketua Penerangan UMNO Datuk Ahmad Maslan sedang bermain dengan api dengan memangsakan kaum-kaum minoriti di Malaysia sebagai ancaman untuk menakutkan orang Melayu supaya kembali ke pangkuan UMNO. Kedua-dua pemimpin UMNO ini harus berhenti menggunakan kaum Cina dan penganut Kristian sebagai sasaran mudah untuk mencetuskan kebencian dan permusuhan terhadap rakyat Malaysia yang tidak bersalah.</p>
<p>Mengikut laporan, Tan Sri Muhyiddin Yassin telah menggunakan isu perkauman untuk meniup semangat ahli-ahli UMNO untuk mempertahankan bangsa, budaya dan institusi negara daripada Pakatan Rakyat (PR), di samping memfitnahkan DAP sebagai anti-Islam dan anti-Melayu. DAP mencabar Muhyiddin untuk membuktikan dakwaannya bahawa agenda DAP adalah untuk membentukkan sebuah negara republik. Ini adalah hasutan dan penipuan semata-mata!</p>
<p>Adakah Muhyiddin dan UMNO sudah ketandusan idea sampai apa-apa skandal kerajaan yang dibongkarkan  DAP akan dianggap sebagai serangan terhadap kaum Melayu? Bukankah wang awam yang terbabit dalam skandal-skandal kewangan itu kepunyaan orang Melayu juga? Adakah cukup dengan pendekatan Muhyiddin yang mengaku dirinya Melayu dahulu dan rakyat Malaysia kemudian, sampai prinsip-prinsip demokrasi, integriti, amanah dan ketelusan semuanya boleh diabaikan begitu sahaja?</p>
<p>DAP percaya bahawa majoriti rakyat Malaysia, sama ada Melayu atau bukan Melayu, akan menolak hujah yang mewajarkan penipuan dan skandal kewangan atas nama perkauman, seperti dalam skandal lembu dan kondo mewah seorang Menteri UMNO, ataupun pendedahan Laporan Ketua Audit Negara 2010 tentang terlebihan belanja oleh jabatan-jabatan kerajaan sebanyak RM3.7 bilion.</p>
<p>DAP tidak pernah mengambil pendirian anti-Melayu atau anti-Islam. Kenaikan berkali-kali ganda peruntukan untuk hal-ehwal agama Islam di Pulau Pinang serta penerusan peruntukan untuk sekolah-sekolah agama yang telah ditamatkan oleh UMNO menjadi bukti bahawa DAP menghormati Islam dan adil kepada semua. Kerajaan Negeri Pulau Pinang tidak pernah mengusir walaupun sebuah rumah kampung Melayu. Satu-satunya rumah kampung Melayu yang pernah dirobohkan di Pulau Pinang telah diroboh oleh pemaju-kaitan-UMNO yang dipengerusikan seorang bekas ADUN UMNO.</p>
<p>Mungkin menjadi strategi politik yang berkesan bagi UMNO untuk mengambil pendirian anti-Cina, anti-India atau anti-Kristian, tetapi hanya parti yang ingin membunuh diri sahaja yang akan mengambil pendirian anti-Melayu atau anti-Islam. DAP tidak ingin membunuh diri tetapi komited ke arah perdamaian kebangsaan dan kerjasama antara semua.</p>
<p>Di manakah pendekatan sederhana yang dijanjikan konsep 1Malaysia Perdana Menteri, apabila Ketua Penerangan UMNO sendiri boleh mengugut Melayu dengan mengatakan bahawa mereka akan kehilangan hak kerana kononnya masyarakat Cina makin bertambah kuasa dari segi politik dan ekonomi, atau dengan mengatakan bahawa DAP tidak menghormati institusi raja kerana enggan menerima pingat atau darjah kebesaran yang membawa gelaran-gelaran seperti Datuk?</p>
<p>Pemimpin-pemimpin DAP tidak pernah mengejar gelaran-gelaran seperti Datuk, bukan macam pemimpin-pemimpin BN yang terhegeh-hegeh mengejarnya. Adakah ini bermakna kami tidak menghormati institusi Raja? Jika begitu, adakah mantan Timbalan Perdana Menteri Tun Ghafar Baba juga seorang yang tidak menghormati institusi raja kerana allahyarham juga enggan menerima apa-apa gelaran semasa aktif berpolitik?</p>
<p>Tambahan pula, bagaimana masyarakat Cina boleh bertambah kuasa dari segi politik dan ekonomi apabila bilangan penjawat awam yang berbangsa Cina makin menurun? Di samping itu, masyarakat Cina sudah tidak lagi menguasai sektor-sektor ekonomi seperti perbankan, insuran, industri automobil, pembinaan, komunikasi dan pengangkutan.</p>
<p>Ahmad juga telah menyindir DAP sebagai “agen Kristian” kerana Ronnie Liu, Xavier, Elizabeth, Teresa Kok merupakan EXCO Kerajaan Negeri Selangor. Setelah disiasat berulang kali, pihak berkuasa sudah pun mengakui bahawa tidak ada berlaku sebarang penyebaran agama Kristian oleh DAP. Adakah seseorang itu tidak berlayak untuk menjadi ahli EXCO kerana beliau itu seorang penganut Kristian? Tambahan pula, Ronnie Liu bukan seorang penganut Kristian.</p>
<p>Tindakan Ahmad untuk mensasarkan kaum Cina dan penganut Kristian sebagai ancaman kepada orang Melayu adalah perbuatan yang tidak berbeza dengan taktik ketakutan yang digunakan oleh Hilter pada zaman Nazi di negara Jerman untuk mengekalkan kuasa mutlaknya sebagai diktator. Minoriti yang tidak bersalah di negara Jerman telah mengalami penderitaan di bawah pemerintahan Hitler. Adalah tidak berperi kemanusiaan bagi UMNO untuk menggunakan penipuan dan fitnah yang serupa hanya untuk memenangi sokongan Melayu.</p>
<p>Iklim ketakutan, permusuhan dan kebencian yang digalakkan UMNO bukan sahaja bertentangan dengan 1Malaysia malah membinasakan perpaduan negara dan keharmonian kaum. Kita semua tahu kerosakan yang telah dibawa oleh Hitler kepada negara Jerman. Oleh itu, rakyat Malaysia hendaklah bersatu dalam pilihan raya umum yang akan datang untuk menghalang UMNO daripada melakukan kerosakan yang sama kepada negara Malaysia.</p>

<p>丹斯里慕尤丁及拿督阿末马斯兰应该停止利用华族及基督教徒为软目标，以对这些无辜的少数马来西亚人制造敌意及仇恨，以吓唬马来人重回巫统的怀抱。</p>
<p>巫统署理主席丹斯里慕尤丁及巫统全国宣传局主任拿督阿末马斯兰应正在玩弄着一场针对少数马来西亚人的危险撒谎游戏，以威胁及吓唬马来人需重回巫统怀抱，并合法化为何马来人需重回巫统。这两名巫统领袖应该停止利用华族及基督教徒为软目标，以对这些无辜的马来西亚人制造敌意及仇恨。</p>
<p>根据报导，丹斯里慕尤丁利用种族牌，呼吁巫统从民联的手中，捍卫马来民族、文化及权益，并把民主行动党标签成反伊斯兰教及反马来人。行动党挑战慕尤丁，为他指行动党的议程是要成立一个共和国的指控示出证据。这根本就是煽动及天大的谎言！</p>
<p>难道慕尤丁及巫统在政府面对众多舞弊丑闻的当儿，已经江郎才尽？如果说这是行动党揭露政府丑闻就是攻击马来人的话，难道就不担心马来人也在这场丑闻中输掉了吗？难道慕尤丁的马来人优先、马来西亚人其次的种族主义思维，已足以忽视民主、廉政、问责及透明度？</p>
<p>行动党相信大部分的马来西亚人，不管是马来人或非马来人，都会拒绝以种族主义方式合理化谎言及财务丑闻，就如涉及巫统部长的养牛公寓丑闻，或者是2010年度总稽查司报告批评政府部门超支37亿令吉一事。</p>
<p>民主行动党从未反马来人及反伊斯兰。在槟城，我们每年增加给宗教用途的拨款，以及重新发放巫统早前中断掉的宗教学校拨款，证明了行动党是一个尊重伊斯兰教、对全民公平的政党。槟城州政府从未拆除任何一个马来柑榜屋。槟城唯一被拆毁的马来人房子，是被巫统主导的合作社所拆除，而其主席也是一名前州议员。</p>
<p>巫统反华人、反印度人及反基督教是政治常识，但反马来人或反伊斯兰教对一个政党而言就是一场政治自杀行为。行动党不相信政治自杀，但致力于民族和解及合作。</p>
<p>当巫统全国宣传主任拿督阿末马斯兰以“华社已慢慢地控制国家的政治及经济”，或是行动党拒绝受封拿督勋衔，是不尊重王室的行为，来恐吓马来人会失去权益的当儿，首相在“一个马来西亚”标语中所承诺的中庸去了哪里？</p>
<p>行动党从来不追求王室发出的拿督等勋衔。难道只因我们没有像国阵领袖一样垂涎这些头衔，就指我们不尊重王室？如果这个指责可以成立的话，那我们的前副首相敦嘉华峇峇是否也一样须被套上不尊重王室的罪名？因为他活跃于政治时，也一样拒绝受封赐。</p>
<p>同样的，当政府机构的华裔公务员人数直线下降的当儿，华社如何慢慢地控制国家的政治及经济呢？目前，华人已不再控制经济主要支柱的金融界、保险界、汽车领域、建筑领域、通讯领域及交通领域了。</p>
<p>阿末甚至撒谎指行动党是“基督化的代理”，因为刘天球、Xavier、黄洁冰及郭素沁等皆为雪州行政议员。尽管多次调查，但当局也承认行动党并没有涉及任何的基督传教活动。难道基督教徒因为他（她）本身是基督教徒，就没有资格当行政议员吗？再说，刘天球根本不是一个基督教徒。</p>
<p>阿末将华人或基督教徒标签成对马来人的威胁之举，与当年希特勒在德国纳粹展开的恐吓德国人，以逼使德国人接受他的条规、让他成为绝对的独裁者之举没有分别。在德国，无辜的德国人在希特勒领导下受苦。 巫统为了夺回马来人的支持，情愿看着无辜的少数华人及基督教徒在这类谎言下受害。这在道德上是令人反感的。</p>
<p>这种由巫统所制造的恐惧、敌意和仇恨的气氛，不只是毁了“一个马来西亚”的标语，也毁了我们的国家团结及种族和谐。我们知道希特勒对德国做了什么。马来西亚人应该在下届大选齐心站起来，别让巫统以同样的手法对待马来西亚。</p>

			<content:encoded><![CDATA[<p>Ucapan Setiausaha-Agung DAP Dan Ahli Parlimen Bagan Lim Guan Eng Semasa Menentang Rang Undang-undang Perhimpunan Aman di Dewan Rakyat Pada 29.11.2011.</p>
<p><strong>Menentang Rang Undang-undang Perhimpunan “Haram” Yang Akan Mengharamkan Hak Berhimpun, Memberikan Kuasa Mutlak Kepada Polis Yang Memihak Kepada BN Untuk Membenarkannya Atau Tidak Dan Menghakis Lagi Hak Asasi Manusia Di Malaysia.<br />
</strong><br />
Tuan yang dipertua,</p>
<p>Di ambang Hari Malaysia yang ke-48 pada 15 September 2011, YAB Perdana Menteri telah mengumumkan bahawa Kerajaan akan mengkaji semula Seksyen 27 Akta Polis untuk menyelaraskannya dengan Artikel 10 Perlembagaan Persekutuan yang menjamin kebebasan rakyat untuk “berhimpun secara aman dan dengan tidak bersenjata”, dan supaya mematuhi norma-norma antarabangsa.</p>
<p>Malangnya, tidak disangka bahawa negara-negara “antarabangsa” yang dirujuk beliau merupakan negara-negara Zimbabwe dan Myanmar.<br />
<span id="more-1853"></span><br />
Namun sekarang, nampaknya negara Myanmar pun sudah menjadi sebuah negara demokratik yang lebih bebas jika dibandingkan dengan Malaysia. Rang Undang-Undang yang baru diluluskan oleh Parlimen Myanmar hanya memerlukan pemberitahuan awal kepada pihak polis selama 5 hari, manakala Rang Undang-Undang yang dibentangkan dalam Dewan yang mulia ini memerlukan pemberitahuan yang jauh lagi awal. </p>
<p>Sungguhpun YAB Perdana Menteri mengumumkan pindaan akan dibuat agar notis pemberitahuan dipendekkan daripada 30 hari kepada 10 hari, ia jauh lebih panjang daripada apa yang diamalkan daripada sebuah negara berkuku besi seperti Myanmar. Adakah Malaysia kini lebih teruk daripada Myanmar?</p>
<p>Ini jelas membuktikan bahawa Program Transformasi Politik yang diuar-uarkan adalah satu penipuan semata-mata. Dalam ucapannya tempoh hari, YAB Perdana Menteri telah menyatakan bahawa Rang Undang-Undang ini akan menjamin hak rakyat untuk berhimpun  secara aman dan tanpa bersenjata, tetapi hakikatnya Rang Undang-Undang ini adalah satu cubaan untuk meningkatkan kawalan dan larangan ke atas hak rakyat untuk berhimpun secara aman.</p>
<p>Jelas juga bahawa Rang Undang-Undang yang dicadangkan ini telah mengambil petikan-petikan yang berbunyi merdu daripada undang-undang negara demokratik lain seperti Queensland dan United Kingdom, dan telah memutar-belitkannya kepada alat untuk menindas rakyat. Saya ingin bertanyakan samada Rang Undang-undang ini diciplak daripada model Queensland Peaceful Assembly Act 1992 dan sekiranya ia mengapa tidak mengikuti keseluruhannya yang berteraskan hak asasi manusia. Sebaliknya yang baik tidak diikuti iaitu Rang Undang-undang ini telah ambil yang keruh, buang yang jernih pula.</p>
<p>Dalam versi Queensland, hanya notis 5 hari diperlukan di bawah seksyen 10 di mana ia dianggap diluluskan sekiranya tidak ada perintah mahkamah yang menghalang/mengharamkannya seperti berikut:-</p>
<p>Approval of public assembly<br />
(1) A public assembly is taken to have been approved for the purposes of section 7(c) if, after the giving of the assembly notice for the assembly—<br />
(a) the required notice of permission for the assembly has been given to the organiser of the assembly; or<br />
(b) if the assembly notice was given not less than 5 business days before the day on which the assembly is held—a Magistrates Court has not made an order under section 12 refusing to authorise the holding of the assembly; or<br />
(c) if the assembly notice was given less than 5 business days before the day on which the assembly is held—a Magistrates Court has made an order under section 14 authorising the holding of the assembly.<br />
(2) The required notice of permission for a public assembly is—<br />
(a) a notice by the Commissioner stating that the Commissioner does not oppose the holding of the assembly; and<br />
(b) if the assembly notice was given to a local authority—a notice by the local authority stating that the authority does not oppose the holding of the assembly; and<br />
(c) if the place of assembly is a place for the time being open to or used by the public by the express or implied consent of the owner or occupier or on payment of money—a notice by the owner or occupier of the place consenting to the holding of the assembly.<br />
(3) A notice mentioned in subsection (2) must be in writing.</p>
<p>Tuan yang dipertua, biarkan saya mengulas.</p>
<p>Pertama sekali, saya ingin menyentuh tentang salah satu kehendak atau keperluan dalam Rang Undang-Undang ini yang telah menjana pelbagai kontroversi. Keperluan untuk memberi pemberitahuan awal kepada pihak polis jelas bertujuan untuk menangguhkan perhimpunan selama mungkin supaya tujuan perhimpunan akan menjadi lapuk. Ini adalah satu muslihat yang kotor, dan sekarang Kerajaan pun terpaksa membuat “go-astern” untuk mengkaji semula tempoh pemberitahuan. Walau pun dikurangkan kepada 10 hari, ia tetap 10 hari terlalu lama.</p>
<p>Di UK dan Queensland, langsung tidak ada kewajipan untuk memberi pemberitahuan awal kepada pihak polis, melainkan dalam keadaan tertentu. Di UK, pemberitahuan 6 hari awal hanya diperlukan apabila perarakan awam akan diadakan, iaitu untuk tujuan mengurus dan menyenggarakan aliran trafik. Di Queensland, pemberitahuan 5 hari bekerja hanya diperlukan apabila perhimpunan itu memerlukan imuniti daripada kesalahan menghalang laluan awam di bawah Akta Trafik.</p>
<p>Bagi Rang Undang-Undang yang sedang dicadangkan dalam Dewan yang mulia ini pula, pemberitahuan diperlukan bagi semua perhimpunan awam kecuali di sesuatu tempat perhimpunan yang ditetapkan oleh Menteri atau jika jatuh di bawah Jadual Ketiga.</p>
<p>Definisi tempat awam pula termasuk apa-apa kawasan yang terbuka kepada umum seperti hotel, restoran atau dewan kuliah, dan kegagalan untuk memberi pemberitahuan awal akan mengakibatkan denda maksima RM10,000. Lagipun kegagalan untuk bersurai akan dikenakan denda maksima RM20,000. Denda dua kali ini RM10,000 dan RM20,000 adalah lebih berat berbanding dengan hukuman perhimpunan haram sebelum ini sekali sahaja sebanyak maksima RM10,000/-.</p>
<p>Kedua, definisi perhimpunan yang digunakan adalah terlalu lebar sampai pelbagai acara yang biasa juga termasuk sebagai sesuatu perhimpunan dalam konteks Rang Undang-Undang ini. Oleh kerana itu, Jadual Ketiga terpaksa ditambah untuk menjelaskan jenis-jenis perhimpunan awam yang dibenarkan tanpa pemberitahuan kepada pihak polis.</p>
<p>Namun begitu, skop Jadual Ketiga ini jelas mempunyai pelbagai kekurangan. Sebagai contoh, perhimpunan keluarga dibenarkan tetapi bagaimana dengan perhimpunan sekumpulan sahabat? Perhimpunan perkahwinan dibenarkan tetapi bagaimana pula dengan majlis harijadi yang tidak ternyata dalam Jadual Ketiga?</p>
<p>Mengikut Rang Undang-Undang yang dibentangkan ini, pemberitahuan 10 hari perlu diberi kepada pihak polis jika sesiapa ingin mengadakan majlis ulangtahun perkahwinan atau majlis harijadi di sebuah tempat awam seperti hotel atau restoran, kecuali jika tempat perhimpunan itu telah ditetapkan oleh Menteri.</p>
<p>Tambahan pula, Menteri mempunyai kuasa tanpa batasan untuk meminda Jadual Ketiga dan untuk menetapkan atau menarik balik tetapan yang diberi kepada sesuatu tempat. Apakah yang akan berlaku jika Menteri secara tiba-tiba membuat keputusan bahawa majlis keluarga juga tidak boleh diadakan tanpa pemberitahuan kepada pihak polis? Bagaimana jika Menteri memutus untuk menarik balik ketetapan sesuatu hotel sebagai tempat perhimpunan yang sah? Kuasa arbitrari yang terletak di tangan Menteri ini adalah tidak wajar sama sekali dan akan mengakibatkan banyak masalah.</p>
<p>Ketiga, Rang Undang-Undang ini memberi pihak polis kuasa untuk mengenakan pelbagai sekatan dan syarat ke atas tarikh, masa dan tempoh sesuatu perhimpunan, tempat perhimpunan, kaedah perhimpunan, kelakuan para peserta perhimpunan, atau apa-apa perkara lain yang difikirkan perlu atau sesuai. Dalam erti kata lain, pihak polis akan mempunyai kuasa untuk memutuskan bila, berapa lama, mana, siapa yang mengambil bahagian dan juga isi kandungan sesuatu ceramah. Jelas Rang Undang-Undang ini bukan digubal untuk menggalakkan kebebasan untuk berhimpun, tetapi sebaliknya menjadikan rakyat sebagai boneka polis. </p>
<p>Rekod polis yang memihak kepada BN dan menentang PR tidak menimbulkan keyakinan orangramai. Perhimpunan ganas oleh BN atau pro-BN dibiarkan tanpa sebarang tindakan manakala perhimpunan aman yang dianggap pro-PR ataupun anti-BN dikenakan tindakan ganas.</p>
<p>Lihatlah perhimpunan aman Bersih yang dikutuk kuat seluruh dunia. Bandingkanlah dengan perhimpunan ganas oleh UMNO di Komtar dan tengah-tengah Jambatan Pulau Pinang pada 1 Julai 2011 yang dihadiri oleh Senator Ezam Mohd Nor. </p>
<p>Dalam perhimpunan ganas itu, Ezam bukan sahaja mahu menggulingkan kerajaan negeri saya tanpa menunggu pilihanraya tetapi para demonstrasi telah menghentikan trafik di tengah Jambatan Pulau Pinang yang menyebabkan kesesakan trafik sepanjang 10km. Lagi teruk dua wartawan yang meliputi demonstrasi dipukul. Sehingga sekarang mereka serta samseng yang pukul wartawan tidak diambil tindakan.</p>
<p>Bolehkah polis dipercayai bertindak adil dan bebas. Sungguhpun hampir setiap minggu ada protes jalanraya di Pulau Pinang oleh mereka yang pro-BN hak demonstrasi secara aman haruslah disokong. Tetapi tindakan keras harus diambil ke atas mereka yang mengganas ataupun mahu mengancam dengan menghantarkan keranda. Mana negeri yang akan membenarkan Mat Rempit pun demonstrasi sampai Mat Rempit pun boleh “diescort” polis buat demonstrasi menggelarkan saya “rasis” kerana tidak sediakan “racing track” Mat Rempit. Kalau di negeri BN pula, Mat Rempit yang cuba buat demonstrasi akan ditahan polis dengan serta-merta.</p>
<p>Keempat, terdapat larangan mutlak ke atas semua perhimpunan yang diadakan dalam lingkungan 50 meter daripada tempat-tempat larangan yang disenaraikan dalam Jadual Pertama. Tempat-tempat larangan ini termasuk stesyen minyak, hospital, balai bomba, lapangan terbang, landasan keretapi, terminal pengangkutan awam darat, pelabuhan, terusan, limbungan, dermaga, jeti, jambatan, marina, tempat ibadat, tadika dan sekolah. Saya ingin menegaskan di sini bahawa larangan mutlak ke atas tempat-tempat larangan ini tidak boleh ditarik balik dengan apa-apa pemberitahuan, permit atau pengecualian daripada Menteri, dan pelanggaran larangan ini akan mengakibatkan denda RM10,000.</p>
<p>Larangan mutlak ke atas tempat-tempat larangan ini juga  bermakna bahawa semua perhimpunan sekolah adalah haram kerana berlaku di dalam tempat larangan. Ini juga bermakna segala perhimpunan atau acara sukan di Stadium Merdeka adalah haram kerana berada dalam lingkungan 50 meter dari SMK Victoria. Ini juga bermakna segala mesyuarat yang berlaku di dalam Badan Peguam Malaysia adalah haram kerana berada dalam linkungan 50 meter daripada sebuah jambatan. </p>
<p>Ini juga bermakna apa-apa perhimpunan yang berlaku di Persiaran Gurney atau Padang Kota di Pulau Pinang, termasuk “Sudut Pidato”, adalah haram kerana berada dalam linkungan 50 meter daripada laut antara Pulau Pinang dan Butterworth, iaitu had yang diwartakan sebagai Pelabuhan Pulau Pinang. Ini juga bermakna jika rumah seseorang itu berada di sebelah stesyen minyak, orang itu tidak boleh mengadakan kenduri atau rumah terbuka, melainkan beliau tidak kisah didenda RM20,000.</p>
<p>Hujah kelima saya berkenaan dengan larangan mutlak ke atas protes jalanan. Adakah Kerajaan begitu takut dengan Perhimpunan Bersih 2.0 pada 9 Julai yang lalu sampai mereka sanggup melakukan apa sahaja untuk menghindari daripada berlakunya perhimpunan sedemikian?</p>
<p>Tidak ada mana-mana negara demokratik dalam dunia ini yang melarang sama sekali protes jalanan. Namun di Malaysia, sesiapa yang mengambil bahagian dalam protes jalanan akan didenda RM10,000. Ataupun kemungkinan ini merupakan salah satu cara untuk mengurangkan hutang Kerajaan yang kian mendadak, kerana jika kesemua 50,000 peserta Bersih 2.0 dikenakan denda RM10,000, Kerajaan akan mengumpul sebanyak RM500 juta. Tidak cukupkah dengan GST yang ingin diperkenalkan, sampai orang yang hendak berhimpun pun terpaksa dikenakan cukai?</p>
<p>Kenapa Kerajaan begitu gentar dengan rakyat? Adakah Kerajaan ingat bahawa pada tahun 1946, beribu-ribu rakyat Melayu telah mengambil bahagian dalam perhimpunan gergasi di seluruh Malaya untuk menentang gagasan Malayan Union? Jika Rang Undang-Undang ini berkuatkuasa pada tahun 1946, perhimpunan anti-Malayan Union sudah tidak mungkin dapat berlaku dan UMNO tidak mungkin akan dibentukkan. Sememangnya UMNO ini mudah lupa.</p>
<p>Tuan yang dipertua,<br />
DAP dan PR menentang Rang Undang-undang Perhimpunan “Haram” yang akan mengharamkan hak berhimpun, memberikan kuasa mutlak kepada polis yang memihak kepada BN untuk membenarkannya atau tidak dan menghakis lagi hak asasi manusia di Malaysia. Jangan cemarkan imej negara Malaysia dengan meluluskan Rang Undang-undang ini. Rang Undang-Undang ini tidak boleh diselamatkan dengan apa-apa pembetulan atau pindaan, dan harus ditarik balik dengan serta merta dan digubal semula.</p>

<p>民主行动党秘书长及峇眼区国会议员林冠英于2011年11月29日在国会下议院反对和平集会法的演讲。</p>
<p><strong>反对将集会自由权利视为非法的“非法”和平集会法。这项法案赋予偏邦国阵的警察批准与否的绝对权力，这项法案也再次侵蚀大马的人权。<br />
</strong></p>
<p>回溯2011年9月15第48届马来西亚日前夕，首相宣布政府将重新检讨警察法令第27条以符合联邦宪法第10章所确保人民能在“不携带武器下和集会自由，并且根据国际集会惯例。” </p>
<p>很不幸的，让人难以预料所谓的“国际”，参考的竟然是津巴布韦及缅甸诸国。</p>
<p>然而，目前纵观缅甸局势，该国的民主进展似乎比马来西亚更自由了。缅甸国会刚通过的法案，集会只需5天前通s知警方即可，可是我们这肃穆的国会殿堂所提成的和平集会法案却要求离集会非常早的日子就必须通知警方。</p>
<p>虽然首相已经宣布向警方发出集会通知将从30天缩短至10天，但仍然还是比世人所知的缅甸铁幕政权所要求的还要长。难道马来西亚现在比缅甸还糟糕?</p>
<p>很明显的，喧嚣高唱的所谓政治转型计划只是一个骗局。首相较早前说明这项法案是赋予人民享有在不携带武器下和平集会的自由，但是这项法案的真正目的反而是提高限制及阻止人民应享有的集会自由。</p>
<p>明显的国阵正选择性沿用一些民主国家如昆士兰及英国的和平集会法，偷龙转凤来对付我们的人民。我要问和平集会法是不是抄袭1992年昆士兰和平集会法的模式，如果是的话，那为何没有完整抄足其真正强调是人权?相反的我们的和平集会法却好的不学，学坏的，弃清流以取浊溪。</p>
<p>在昆士兰的版本中，集会通知在第10条文中列明只需5天，而且只要没有法庭发出庭令阻止及视为非法，不然一旦通知将被视为已批准如下：<br />
公众集会批准<br />
(1)一旦发出集会通知，公众集会将在第7(c)条文下被当作已经批准：<br />
(a)集会准证已经发出给主办集会者，或——<br />
(b) 若该集会通知在超过集会5天前发出，同时地庭没有行使第12条问的命令拒绝赋予该集会的权利，或——<br />
 (c) 若集会通知在少于集会5天前通知，同时地庭行使第14条文命令赋予主办集会的权利。<br />
 (2) 要求的集会准证如下—<br />
(a) 专员须发出的准证，注明专员不反对该集会，及——<br />
(b)若向地方当局发出集会通知，则地方当局须发出准证，注明地方当局不反对该集会，及——<br />
(c)若集会地点是暂时性；或用以公众表达用途；或地点拥有者或占有者所默许；或付费使用，需要地点拥有者及占有者的集会批准准证。<br />
(3)第(2)子条文下所指的准证，皆须以书面形式发出。</p>
<p>议长请容许我解释，</p>
<p>首先，我要触及该法案内引起争议的必要性及必需性。必需尽早向警方发出集会通知，很明显是要尽可能拖延集会举行，让集会目的失去时效性。这是个肮脏的欺骗手段，如今政府终于踩煞车，重新检讨要求发出集会通知的时间。如今，虽然递减至10天，但是10天还是太长了。</p>
<p>除非有特定情况，在英国或昆士兰根本不必向警方发出集会通知。在英国，当公众游行，只需要在6天前发出集会通知，目的只是要准备管理及疏导游行时的交通。同样的，在昆士兰只是为了避免触犯阻挡公共交通的法令，所以须在5天前发出集会通知。</p>
<p>在我们这个尊崇的国会殿堂所正在提呈的这项法案，却要求所有公众集会必须发出集会通知，除了部长所指定的地点，或是如图表(3)所列明的地方。</p>
<p>公众地方的定义包括了酒店、餐厅或人民讲堂，在这些地方集会若没尽早发出集会通知，将会最高罚款1万令吉，若还不取消解散集会将罚款2万令吉。这1万令吉与2万令吉的双重罚款，比之前的非法集会的一次性最高1万令吉的法款逞罚还来得重。</p>
<p>第二，集会的定义实在太广泛了，连许多普通的事件都属于这个和平集会法案的范围内。因此被逼增加第三附表，以说明各种无需知会警方的和平集会种类。</p>
<p>虽然如此，这个第三附表的范围很明显地存在多项不足之处。比如，家庭集会是被允许的，但是一群好友的集会又作何解？婚姻的集会也是被允许，但是不被列入第三附表的生日会应如何？</p>
<p>根据被提呈的法案，若有任何人欲在公共场合如酒店或餐厅，举行结婚周年庆或者是生日会，须在10天前知会警方，除非有关的集会地点是由部长所决定的。</p>
<p>再说，在第三附表下，部长拥有不受限制的权力以修改第三附表，以及决定或收回已经给予某一地方的批准。试问，要是部长突然间决定家庭餐会也不准在没有知会警方的情况下举行，那该怎么办？或者是部长决定收回某家酒店作为合法集会地点的决定时，应该怎么样？部长手中特有的专断权力是不适当的，也会引起很多问题的。</p>
<p>第三，这项法案赋予警方权力，以施加各种限制及条件在集会的日期、时间、集会期限、集会地点、集会的方式、参与集会者的行为举止，或者是任何被答为需要或适当的事件。换句话说，警方有权力决定集会在什么时候举行、多久、谁会参与，以及某个演讲会的内容。很明显的，这个和平集会法案不是修定来鼓励自由集会，反之，把人民变成了警察的傀儡。</p>
<p>警方倾向国阵、反民联的记录，也引起了民众对这项法案的信心动摇。警方纵容国阵或亲国阵者的暴力集会，从未对这些人采取任何行动；反观，亲民联或反国阵的和平集会，却遭警方以暴力行动对待。</p>
<p>看看那被全球关注的“净选盟2.0”和平集会，以及2011年7月1日由巫统在光大及槟城大桥中央的暴力集会相比就有比较，而巫统的上议员依占也出现在有关的暴力集会中。</p>
<p>在那场暴力集会中，依占不只是扬言称不需要等到大选就可以推翻我所领导的槟城州政府，参与示威者更在大桥的中央，截停车辆，引发了长达10公里的车龙。更糟糕的是，两名负责采访的记者被示威者殴打。截至目前为止，那些涉及者及殴打记者的流氓依然逍遥法外，没有被采取任何的行动。</p>
<p>我们还可以相信我们的警方是会公平及自由地执行任务吗？在槟城，虽然几乎每个星期都有由亲国阵者主导的街头示威，但我们应支持捍卫和平示威的权力。不过，对于那些暴力示威者，以及送棺材以恐吓者的行为，则需要采取严厉的行动对付。在马来西亚有哪一个州属允许飙车党示威，到连飙车党都能够获得警车开路护送的？这些飙车党点名称我是种族主义者（rasis），只因为我没有为他们准备一条飙车跑道（racing track）。换作是在国阵执政的州属，这些试图要示威的飙车党会立刻被警方扣留了。</p>
<p>第四，当局禁止在附表一的禁区50公尺范围内集会。这些地点包括油站、医院、消防局、机场、<br />
火车轨道、陆路交通中心、港口、水坝、集水区、滤水站、发电站、码头、桥梁、海港、宗教场所、幼稚园及学校。我在此强调，这些禁区的禁令是不能够被收回、也不会从部长处获得准证及豁免权，一旦违例，则须面对1万令吉的罚款、</p>
<p>这些禁止集会地点的禁令意味着，全部在学校举行的集会都是非法的，因为地点是在禁区内。这也意味着在独立广场举行的一切集会及运动会也是非法的，因不它是在维多利亚中学（SMK Victoria）的50公尺范围内。这项禁令也表示，所有在马来西亚律师公会召开的会议都是非法的，因为它是在一座桥的50公尺范围内。</p>
<p>同样的，这也意味着任何在新关仔角或旧关仔角的集会，包括在民联州政府设立的言论广场所举行的一切集会都是非法的，只因它位于槟岛及北海海港的50公尺范围内，也就是槟城港口在宪报上的权限。这也表示，若某人的屋子在油站的隔壁的话，那这个人就不可以在他的家里举办任何形式的门户开放或宴会，除非他不介意被罚2万令吉。</p>
<p>我的第五个要点是有关游行集会的禁令。政府是不是怕了2011年7月9日的净选盟2.0游行，而不择手段避免类似的集会重演？</p>
<p>世界上没有一个民主国家是禁止游行集会的。但是在马来西亚，任何一名参与游行集会者将会被罚款1万令吉。也许，这是政府欲减轻国家债务的良策？若以参与净选盟2.0游行的5万人次、每人罚款1万令吉的话，那么政府就可以筹获5亿令吉基金了。难道我们的服务税还缴不够吗？竟然连集会也被逼缴税。</p>
<p>为什么政府这么惧怕人民？政府是不是忆起在1946年时，成千马来人在整个马来亚参与反马来联邦的集会？如果这项法案是在1946年生效的话，那么反马来联邦集会就不可能发生，而巫统就不可能诞生了。这个事实，巫统却这么健忘。</p>
<p>民主行动党及民联反对“非法和平集会法案”，因为它禁止集会的权利、赋予警方过多的权力以倾向国阵，进一步削夺马来西亚的人权。请不要通过这项法案来污染了马来西亚的国家形象。这个法案是不可能通过任何的修正或更改来挽救，并且应该被收回及重新制定。</p>

<p>BN should stop destroying Malaysia’s financial reputation with irresponsible statements like freezing the assets of those deemed risky to the nation’s security because they participate in Bersih rallies calling for clean and fair elections as well as receive funding from non-profit foreign NGOs. Bersih had clarified that money the group received from two US organisations — the National Democratic Institute (NDI) and Open Society Institute (OSI) — were for other projects unrelated to the July 9 march.</p>
<p>DAP strongly condemns Deputy Finance Minister Datuk Awang Adek Hussin’s irresponsible statement that Bank Negara Malaysia (BNM) can freeze the assets of those believed to be participating in activities if the police recommend so. Such actions are detrimental to Malaysia’s efforts to establish itself as a safe haven for capital and investments. </p>
<p>Datuk Awang is the same person who announced that the Federal government had approved sports betting licenses in time for the 2010 World Cup. BN was  embarrassed and forced to withdraw the sports betting licenses after the Penang state government announced the ban on sports betting, thereby destroying UMNO’s arguments that of gambling is part of Chinese culture. </p>
<p>If assets can be frozen just for participating in a peaceful assembly or for receiving funds from non-profit foreign NGOs, then many innocent Malaysians and organisations will be unfairly victimised. Using this as a political weapon against opponents of BN would be a gross abuse of the provisions within the Anti-Money Laundering and Counter-Terrorism Financing Act allowed for the central bank to not only bar access to such funds but also trace both deposits and withdrawals of the offending accounts.</p>
<p>Would others involved in “illegal assemblies” like UMNO Youth chief Khairy Jamaluddin have their assets frozen? Why then were these provisions not applied against those suspected of corruption of accumulating extraordinary wealth beyond their means? For instance no such action was taken against those suspected of secretly taking out RM 888 billion in illicit money over a 9 year period. </p>
<p>BN government only has itself to blame for the negative image overseas, portrayed by the international news media for its harsh crackdown on the peaceful protest Bersih. So ridiculous was the crackdown that wearing yellow was sufficient cause for arrest. And yet Queen Elizabeth received the Prime Minister Datuk Seri Najib Tun Razak in a bright yellow dress two days ago in London. </p>
<p>The Bersih protest calling for clean and fair elections descended into chaos when the police fired tear gas and water cannons to disperse protestors. The documented beatings and recorded brutal treatment on video tape was completely unprovoked and put Malaysia on the same international platform as the repressive Arab regimes in the Middle-East.</p>
<p>The BN government should clean up Malaysia’s image by owning up its mistakes such as firing tear gas into Tung Shin Hospitals, insulting the Hindus and the Indian community by calling the revocation of Bersih Datuk S. Ambiga’s citizenship, detaining Datuk A. Samad Said because his poems is considered a weapon and apologising for the brutal crackdown. </p>
<p>It is good that Najib has admitted that the rally attracted 15,000 demonstrators and not the 5-6,000 demonstrators claimed by police. However this is not enough as more needs to be done such as withdrawing charges and releasing immediately all those arrested such as the PSM 6 including MP of Sungai Siput Dr Jeyakumar, for Bersih related activities.  </p>
<p>The Bersih rally was a paradigm shift or a transformational event that attracted all Malaysians. In many of the Bersih stories told by ordinary Malaysians marching on 9 July, many amongst the 30,000 crowd was so outraged by the repression of the police as well as moved by the solidarity and support shown by other Malaysians that they felt part of the nation called Malaysia. Finally every one felt 1Malaysia regardless of race or religion or even political affiliation, whether one is rich or poor, male or female, old or young.  </p>
<p>Even Marina Mahathir defiantly marched. Everyone marched because they wanted to be “Bersih!”.</p>

<p>The 13th General Elections will be decided by the economy, the choice between the economy for the people Vs the cronies. The Malaysian economy is not even as Tony Pua puts it, a tiger that has lost its roar. It is more like a cat that has even lost its meow.</p>
<p>The next elections will be fought by who can best deliver policies and solutions to those who suffer most. The bottom 60 per cent of the rakyat has an average household income of less than RM3,000 a month, while the bottom 40 percent lives on less than RM1,500 a month.</p>
<p>While commodity and food prices have increased alarmingly in recent times, real income, especially for the lower strata, has stagnated. This has resulted in a dire situation whereby the bottom 40 per cent of our population earns only 14.3 per cent of the total income while the top 20 per cent shares 50 per cent of the total income. In addition, household debts in Malaysia are now 77% of our GDP, which makes us the second highest in Asia after Japan.</p>
<p>What is sorely required are policies and actions that will directly affect those in the bottom 60 per cent especially those living on less with average household income than RM1,500 per month. These are the Malaysians who really need help. DAP remains strongly committed to minimum wage and to economic solutions that are sustainable, especially environmental friendly. We must ensure that resources utilised today must be available tomorrow.</p>

<p>国阵应该停止破坏马来西亚的经济名誉，勿再发表“任何人因参与净选盟集会，以及接受外国非政府组织捐款的人士，若被证实涉及威胁国家安全的活动，国家银行可冻结有关人士的银行户头”这种言论。净选盟已经澄清，他们从两个美国组织即国民民主研究院（National Democratic Institute）及开发社会研究院(Open Society Institute)接受的捐款，是用在其它活动，与709集会游行毫无关系。</p>
<p>民主行动党强烈谴责财政部副部长拿督阿旺阿迪发表不负责任的言论，他说，一旦证明有关人士参与上述活动而警方劝告，国家银行可以冻结他们的资产。这种言论对于标榜本身为“资本与投资天堂”的马来西亚是具破坏性的。</p>
<p>拿督阿旺就是在2010年世界杯期间，宣布联邦政府已经批准赌球执照的那位部长。在槟州政府宣布禁止赌球活动后，当时国阵被迫尴尬地撤回赌球执照，因此，这也反驳了巫统指“赌博是华人文化”的言论。</p>
<p>如果纯粹因为参与和平集会或接受外国非政府组织的捐款就被冻结资产，很多无辜的马来西亚人与组织将不公平地受牵连。国阵利用这种政治武器来对付异己，将严重滥用反洗黑钱及反恐怖主义资助法令，它不只允许国家银行阻止这类资金流入，也可以追踪有关账户的存款人与提款人。</p>
<p>其它像巫青团团长凯里那样涉及“非法集会”的人士是不是也会遭冻结财产？为什么有关当局不用这个法令对付那些累积财富多于应得收入、涉及贪污的人士？例如：当局至今还没有针对过去9年流出国外的8880亿令吉非法资金采取任何行动。</p>
<p>对于我们国际形象受损、被国际媒体描述为粗暴镇压净选盟和平集会者，国阵政府只能怪自己。镇压行动最离谱的一点是，穿黄衣也足以成为被逮捕的理由。最讽刺的是，两天前，英女皇还在伦敦身穿黄衣接待首相纳吉。</p>
<p>净选盟集会旨在争取干净及公平的选举，它在警方开始以催泪弹及水炮解散示威者时，升级变成混乱。录像记录皆证明警方是无缘无故殴打群众及发动暴力攻击，它令马来西亚登上与中东阿拉伯极政国家同等级的国际平台。</p>
<p>国阵政府应该勇于认错，承认自己发射摧泪弹进入同善医院、通过要求褫夺拿督安美嘉的公民权污辱印度社群、扣留诗人沙末沙益视其诗歌为武器，针对本身的镇压行动道歉，挽回马来西亚的形象。</p>
<p>纳吉承认约有1万5000名人士参与示威，而不是警方所说的5、6千人，这是一件好事。但是，这还不足够，他还必须马止释放那些还被扣留的人士、并撤销对他们的控状，例如社会主义党六人包括和丰区国会议员再也古玛，以及与净选盟活动有关的人士。</p>
<p>净选盟集会是一项范例的转型或是具变革意义的活动，它吸引了全体马来西亚人。这场3万人集会的参与者所述说的“709净选盟小故事”中，很多人都对警方的暴行感到非常生气，他们也对其他马来西亚人的互助互爱感到非常感动，也感觉到自己是马来西亚的一分子。最后，每个人都终于感觉到“一个马来西亚”，不分种族、宗教、政治背景，也不管它他们贫富与否、也不论男女老幼。</p>

<p>Saya telah mengemukakan permohonan kepada Tan Sri Haji Ismail bin Haji Omar  untuk melawat YB Dr Micheal Jeyakumar pada 12 Julai 2011, beliau membalas surat pada 13 Julai 2011 dan memberitahu bahawa YB Dr Micheal Jeyakumar telah pun keluar daripada Institut Jantung Negara pada 13 Julai 2011 jam 2.30 petang.   </p>

<p>在信中，总警长也说，警方允许我们在2011年7月15日早上11时前往武吉阿曼全国警察总部探望再也古玛医生。但是，警方只限三名国会议员探访。  </p>

<p>Ordinary peace-loving Malaysians are fed up and repulsed by the uncivilized demands of Datuk Ibrahim Ali and Malacca Chief Minister Datuk Seri Ali Rustam for the revocation of Bersih Chairperson Datuk Ambiga Sreenevasan’s citizenship.</p>
<p>Ali Rustam’s statement, saying that it was “better to just lose one person than to lose a lot of lives” is a thinly veiled threat and utterly irresponsible as an elected Chief Minister.Such uncouth remarks are uncalled for and not only unjustifiable but also unconstitutional with racist and seditious intent.</p>
<p>Article 9 of the Federal Constitution states that: “No citizen shall be banished or excluded from the Federation”, whereas Article 25 provides for the revocation of citizenship only for naturalised citizens, i.e. “(1) The Federal Government may by order deprive of his citizenship any person who is a citizen by registration under Article 16A or 17 or a citizen by naturalisation if satisfied – (a) that he has shown himself by act or speech to be disloyal or disaffected towards the Federation”.</p>
<p>In other words, no Malaysian whose parents are also Malaysians can have their citizenship revoked unless they themselves renounce it. This shows that there is no basis for such a demand by both Ibrahim Ali and Ali Rustam.<br />
The DAP therefore condemns such insidious rhetoric, which is both seditious and racist. Why is it that such demands are only made against non-Malays and never upon Malays?</p>
<p>Just like those before them who have vilified other non-Malays as pendatang, likening Indians to beggars and Chinese women to prostitutes, these venomous remarks appear to be directed to Datuk Ambiga because she is of Indian ethnicity. </p>
<p>\We call upon the Home Minister Datuk Seri Hishamuddin Tun Hussein to initiate firm action upon Ibrahim Ali and Ali Rustam for their seditious and racially inflammatory remarks.</p>
<p>Furthermore, we also call upon Prime Minster Dato’ Sri Najib Tun Razak to display commitment to his 1Malaysia slogan by demanding the resignation of Ali Rustam as the Chief Minister of Malacca. Such remarks made by Ali Rustam are irresponsible and unbecoming of his stature.</p>
<p>If Hishamuddin and Najib fail to take action, it will mean that they and the rest of UMNO are in acquiescence. After all, silence implies approval.</p>
<p>In this case, it is not just UMNO who are responsible but also all the other BN component parties who have stood by without saying a word. If they cannot even utter a word of protest and demand action to be taken against such hateful remarks against their fellow Malaysians, then they are irrelevant and ineffective.</p>
<p>All peace-loving and true Malaysians are fed-up with unending racial shenanigans of UMNO and its mouthpieces. We demand that action be taken in these most vicious remarks, which are not only a personal insult to Datuk Ambiga, but also an insult against all Malaysians in general and the Indian community in particular.</p>

<p>Rakyat Malaysia biasa yang cintakan keamanan sudah bosan dan menangkis permintaan yang tidak bertamadun oleh Datuk Ibrahim Ali dan Ketua Menteri Melaka, Datuk Seri Ali Rustam yang mahu kewarganegaraan Pengerusi Bersih, Datuk Ambiga Sreenevasan dibatalkan.</p>
<p>Kenyataan Ali Rustam yang berbunyi “adalah lebih baik kehilangan seorang daripada kehilangan banyak nyawa” merupakan ancaman berselindung secara halus dan benar- benar tidak bertanggungjawab sebagai Ketua Menteri yang dipilih.</p>
<p>Kenyataan biadap sedemikian masih belum disiasat dan bukan sahaja tidak wajar tetapi juga tidak berpelembagaan dengan bersifat perkauman dan menghasut. </p>
<p>Perkara 9 Perlembagaan Persekutuan menyatakan bahawa: “Tiada seorang pun warganegara boleh dibuang negeri atau dikecualikan daripada Persekutuan”, sedangkan Perkara 25 menyediakan peruntukan bagi pembatalan kewarganegaraan hanya untuk mereka yang mempunyai kerakyatan tetap. Iaitu 1) Kerajaan Persekutuan melalui perintah boleh melucutkan kewarganegaraan mana- mana individu yang mempunyai kewarganegaraan melalui pendaftaran di bawah Artikel 16A atau 17 atau warganegara tetap jika berpuas hati- (a) bahawa dia telah menunjukkan dirinya melalui perbuatan atau percakapan yang menunjukkan dia tidak setia atau tidak berpuas hati dengan Persekutuan”.</p>
<p>Dalam erti kata lain, tiada rakyat Malaysia yang ibu bapanya juga rakyat Malaysia boleh dibatalkan kewarganegaraan melainkan mereka sendiri membuangnya. Ini menunjukkan bahawa tidak ada asas bagi permohonan oleh kedua dua Ibrahim Ali dan Ali Rustam. </p>
<p>Atas sebab itulah, DAP mengutuk perbuatan retorik yang berbahaya di mana berbau hasutan dan perkauman. Mengapa tuntutan ini hanya dibuat terhadap orang bukan Melayu dan tidak pernah berlaku kepada Melayu?</p>
<p>Sama seperti orang- orang bukan Melayu yang sebelum ini yang telah dicerca sebagai pendatang, menyamakan India seperti pengemis dan wanita cina sebagai pelacur, ternyata kenyataan- kenyataan berbisa ini ditujukan kepada Datuk Ambiga disebabkan dia adalah dari keturunan India. </p>
<p>Kami menyeru Menteri Dalam Negeri, Datuk Seri Hishamuddin Tun Hussein untuk mengambil tindakan tegas ke atas Ibrahim Ali dan Ali Rustam atas kata- kata berunsur hasutan dan perkauman ini.</p>
<p>Selain itu, kami juga menyeru Perdana Menteri Dato&#8217; Sri Najib Tun Razak supaya menunjukkan komitmen terhadap slogan 1 Malaysia dengan menuntut agar Ali Rustam digugurkan sebagai Ketua Menteri Melaka. Kenyataan- kenyataan oleh Ali Rustam ternyata tidak bertanggungjawab dan tidak berpatutan dengan jawatannya.</p>
<p>Jika Hishamuddin dan Najib gagal untuk mengambil tindakan, ini bermakna mereka dan ahli UMNO yang lain juga bersetuju dengan kenyataan tersebut. Diam tanpa setuju.</p>
<p>Dalam kes ini, bukan UMNO sahaja tidak bertanggungjawab tetapi semua parti komponen BN lain yang berdiam diri juga turut tidak bertanggungjawab. Jika mereka tidak menyebut perkataan bantahan dan menuntut agar tindakan terhadap kenyataan berbau kebencian ini diambil terhadap rakyat Malaysia, ini bermakna mereka juga tidak relevan dan berkesan. </p>
<p>Semua rakyat Malaysia yang cintakan keamanan sudah bosan dengan penipuan dan perkauman yang tiada kesudahan oleh UMNO dan konco- konconya. Kami menuntut agar tindakan diambil terhadap kenyataan berbau zalim, yang bukan sahaja menghina peribadi Datuk Ambiga tetapi juga satu penghinaan kepada semua rakyat Malaysia secara am dan masyarakat India khususnya.</p>

<p>民主行动党秘书长兼巴眼区国会议员林冠英于2011年7月11日在吉隆坡发表声明：</p>
<p>拿督依布拉欣及马六甲州首长拿督斯里阿里鲁斯丹不文明地要求褫夺净选盟主席安美嘉的公民权，令普通爱好和平的老百姓感到厌恶及排斥。</p>
<p>阿里鲁斯丹在文告中说，“宁可牺牲一个人，也不要让更多人丧命”，身为一名首长，这简直是恐吓的托辞，完全不负责任。<br />
上述粗糙的言论是不合宜的，它不是不合理，也因含种族与毁谤成份，违背宪法精神。</p>
<p>《联邦宪法》第9条阐明：“没有任何公民可以被放逐或排挤在联邦之外。”，第25条文阐明公民权禠夺只可用于入藉公民。例如（1）联邦政府只可以在下列情况下，褫夺一个在第16A条文或第17条文下登记入藉的公民权- （a）他通过行为或演说表示对联邦的不忠及叛离。</p>
<p>换句话说，没有一名父母为马来西亚人的马来西亚人，其公民权可以被禠夺，除非他们自己放弃。这证明依不拉欣阿里和阿里鲁斯旦的要求是没有根据的。</p>
<p>行动党谴责这种阴险理论，这是具煽动性及种族主义的。为什么他们只针对非马来人提出这种要求？却从来没有针对马来人？</p>
<p>就好像那些已经污辱非马来人为“外来者”、将印度人比喻为乞丐、将华裔妇女形空为妓女，这些恶意言论直接指向拿督安美嘉，看来因为她是印度人。</p>
<p>我们促请内政部长拿督斯里希山慕丁马上对依布拉欣阿里和阿里鲁斯旦的煽动性及种族性言论采取行动。</p>
<p>此外，我们也促请首相拿督斯里纳吉将“一个马来西亚”口号付诸行动，叫阿里鲁斯旦辞去马六甲首席部长一职。他的言论是不负责任的，也与他的身份不相称。</p>
<p>如果希山慕丁和纳吉还不采取行动，这意味着他们与其他巫统人士都是同谋。别忘了，沉默意味着认同。</p>
<p>这种情况下，不只是巫统需要负责任，其它在一旁观望、不发一语的国阵成员党也有责任。如果他们对这种套用在国民身上的仇恨性言论一句抗议也没有、也不要求有关人士被对付，那证明他们已经不重要、无效率。</p>
<p>普通爱好和平的老百姓对巫统及其喉舌连续不断发表种族性言论感到厌恶。我们要求有关当局马上对上述恶毒的言论采取行动，他们不只对拿督安美嘉进行人身攻击，也污辱了全体马来西亚民众，特别是印度社群。</p>

			<content:encoded><![CDATA[<p>8 Jul 2011- The Greek philosopher Plato said that “we can forgive a child who is afraid of the dark; the real tragedy of life is when men are afraid of the light”. </p>
<p>It would appear that in Malaysia, there are men holding offices of high power who are inexplicably petrified by the prospect of a group of Malaysians who intend to exercise their basic human rights to gather peacefully to highlight the need to address what they see as electoral flaws. I wish to reiterate DAP’s position of supporting peaceful demonstrations and condemning violent demonstrations. </p>
<p>The act of placing a restriction order on 91 individuals, by barring them from assembling and disallowing them entry into certain spots in Kuala Lumpur this Saturday, is ridiculous and exposes an irrational fear on the part of Home Minister Hishamuddin Tun Hussein Onn and the police.<br />

We agree that conflict and violent demonstrations should be avoided, but from the beginning the Bersih 2.0 rally has always been intended to be a peaceful gathering. There is absolutely no element of violence, despite the painstaking efforts by the Police and the Government to portray it that way. </p>
<p>In fact, the Bersih 2.0 rally was given royal ratification when the Yang di-Pertuan Agong himself deemed fit to grant an audience to Bersih Chairperson  Datuk Ambiga Sreenevasan, and to give royal consent to a stadium gathering in any stadium that the Bersih organisers choose. </p>
<p>The Prime Minister himself had advised Bersih to use a stadium, but today we find that his Cabinet Colleagues, in particular the Home Minister, does not understand this simple language. Not only are they not allowing Bersih to use any stadium in the Klang Valley, they have now issued a restriction order on 91 individuals including all Bersih leaders. This is notwithstanding the arbitrary arrests of 193 people over the last few weeks including the 6 from PSM being charged under the Internal Security Act (ISA) 1960! </p>
<p>What is happening to our country when even our leaders are treated as strangers in our own land? </p>
<p>The list of restricted individuals includes not just Bersih leaders Datuk S Ambiga and  Parliamentary Opposition Leader Anwar Ibrahim, Mentri Besar of Kelantan Nik Aziz, DAP leader Lim Kit Siang and Selangor State EXCO member Teresa Kok, PAS President Datuk Seri Abdul Hadi Awang and PAS Deputy President Mat Sabu and  other PR leaders. How can so many elected leaders of our country be treated as if they are insidious elements? </p>
<p>Let us not forget that the former Bar Council President Datuk Ambiga Sreenevasan was given the Secretary of State’s Award for International Women of Courage by Hillary Clinton and Michelle Obama. The leaders of the world treat her as a courageous woman, yet in Malaysia she is vilified so severely as a public enemy that UMNO leaders ask for her citizenship to be revoked. </p>
<p>Indeed  Plato is correct to say that truly it is a tragic day in Malaysia when grown men like Home Minister Hishamuddin have succumbed to a bewildering fear of the light. Or are the police and Hishamuddin still a child who is afraid of the dark and not yet grown men? </p>

<p>Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang dan Setiausaha Agung DAP, YAB Lim Guan Eng pada 8 Julai 2011 di Kuala Lumpur: </p>
<p>Ahli falsafah Yunani Plato berkata bahawa “kita boleh memaafkan kanak-kanak yang ketakutan ketika gelap; tragedi hidup yang sebenar ialah apabila manusia takutkan cahaya”. </p>
<p>Ia akan muncul di Malaysia, di mana lelaki yang memegang jawatan tinggi takut untuk berdepan dengan sekumpulan rakyat Malaysia yang berhasrat untuk memperjuangkan hak- hak asasi mereka untuk berhimpun secara aman bagi menyuarakan pendapat dalam menangani permasalahan seperti kelemahan pilihan raya. Saya ingin mengulangi pendirian DAP dalam menyokong demonstrasi secara aman dan mengutuk demonstrasi ganas. </p>
<p>Perbuatan mengeluarkan perintah sekatan ke atas 91 individu, dengan menghalang mereka daripada berhimpun dan tidak membenarkan mereka memasuki kawasan- kawasan tertentu di Kuala Lumpur pada Sabtu ini adalah tidak masuk akal dan mendedahkan ketakutan yang tidak rasional kepada Menteri Dalam Negeri, Hishamuddin Tun Hussein dan pihak polis. </p>
<p>Kami bersetuju bahawa konflik dan demonstrasi ganas harus dielakkan tetapi dari peringkat awal, perhimpunan Bersih 2.0 adalah merupakan perhimpunan aman. Sememangnya tidak ada unsur keganasan, walaupun pelbagai usaha dilakukan oleh pihak polis dan kerajaan yang menggambarkan sebaliknya. </p>
<p>Malah, perhimpunan Bersih 2.0 telah mendapat perkenan diraja apabila Yang di- Pertuan Agong sendiri menimbang tempat yang sesuai untuk orang ramai kepada Pengerusi Bersih, Datuk Ambiga Sreenevasan dan memberikan persetujuan diraja untuk mengadakan perhimpuan di mana-mana stadium yang penganjur Bersih inginkan. </p>
<p>Perdana Menteri sendiri telah menasihatkan Bersih untuk menggunakan stadium, tetapi, pada hari ini kita dapati bahawa barisan Kabinet khususnya Menteri Dalam Negeri tidak memahami arahan mudah ini. Bukan sahaja mereka tidak membenarkan Bersih untuk menggunakan mana-mana stadium di Lembah Klang, malah, mereka kini telah mengeluarkan perintah sekatan ke atas 91 individu termasuk semua pemimpin Bersih. Ini tidak termasuk penahanan sewenang-wenangnya 193 orang sejak beberapa minggu lepas termasuk 6 dari PSM di bawah Akta Keselamatan Dalam Negeri (ISA) 1960! </p>
<p>Apa yang telah berlaku di negara kita apabila pemimpin kita dianggap seperti orang asing di tanah kita sendiri? </p>
<p>Senarai individu yang dihalang bukan sahaja pemimpin Bersih, Datuk S.Ambiga tetapi juga Ketua Pembangkang Parlimen, Anwar Ibrahim, Menteri Besar Kelantan, Nik Aziz, pemimpin DAP Lim Kit Siang dan Ahli EXCO Negeri Selangor, Teresa KOK, Presiden PAS Datuk Seri Abdul Hadi Awang dan Timbalan Presiden PAS Mat Sabu dan pemimpin- pemimpin PR yang lain. Bagaimana begitu ramai pemimpin yang telah dipilih di negara ini ditahan kerana kononnya mempunyai elemen-elemen bahaya? </p>
<p>Jangan kita pernah lupa bahawa bekas Presiden Majlis Peguam Negara Datuk Ambiga Sreenevasan telah dikurniakan Anugerah Keberanian Wanita Antarabangsa oleh Setiausaha Amerika Syarikat, Hillary Clinton dan Michelle Obama. Pemimpin- pemimpin dunia mengangkatnya sebagai wanita yang berani tetapi di Malaysia, beliau dicerca sebegitu teruk dan dianggap sebagai musuh awam di mana pemimpin-pemimpin UMNO mendesak agar kerakyatan beliau dibatalkan. </p>

<p>槟州首席部长兼民主行动党秘书长林冠英于2011年7月8日在吉隆坡发表声明： </p>
<p>古希腊哲学家柏拉图曾经说过“孩子害怕黑暗，情有可原；人生真正的悲剧，是成人害怕光明。” </p>
<p>看来在马来西亚，一些位高权重的人，已经因一群要行使公民权利、和平集会的马来西亚人而感到莫明地害怕，这批人只是要让人注意我国选举制度的缺点。我要重申，民主行动党支持和平集会，并谴责暴力示威。 </p>
<p>有关当局申请禁令，禁止91名人士在本星期六进入吉隆坡一些特点地区参与集会，这是非常荒唐的，也揭发了内政部长希山慕丁及警方已经害怕得失去理性。 </p>
<p>我们同意必须避免冲突及暴力示威 ，但是净选盟从一开始，都只要进行和平集会。尽管警方和国阵政府千方百计地抹黑这场集会，但是净选盟绝无暴力意图。 </p>
<p>事实上，当最高元首认为接见净选盟主席拿督安美嘉是妥当的、并御准集会主办单位选择在任何体育馆进行集会时，这也表示净选盟2.0已经获得皇室认同。 </p>
<p>首相自己也曾经建议净选盟使用体育馆，但是今天我们发现他的内阁同僚，特别是内政部长连这样简单的话也听不懂。他们不只不让净选盟使用巴生谷的任何体育馆，他们甚至发出禁令给91人包括净选盟领袖。尽管当局已经在上个星期强行逮捕了193人，包括用1960年内安法令提控社会主义党6人。 </p>
<p>我们的国家发生了什么事？我们的领袖为何像陌生人那样被对待？ </p>
<p>受禁令影响的人士不只是净选盟领袖拿督安美嘉、国会反对党领袖安华、吉兰丹州务大臣聂阿兹、行动党国会领袖林吉祥和雪州国会议员郭素沁、回教党主席拿督斯里阿迪阿旺、回教党署理主席末沙布及其它民联领袖。为什么那么多的民选议员如此被对待，好像他们是邪恶分子？ </p>
<p>别忘了前律师公会主席拿督安美嘉曾经荣获美国国务卿设立的“国际妇女勇气奖”，上述奖项是由希拉里克林顿及米歇尔奥巴马颁发的。世界领袖已经视她为一个勇敢的女性，但是在马来西亚她却严重被诋诽为国家的公敌，巫统领袖甚至要求褫夺她的公民权。 </p>
<p>柏拉图说得没错，当像内政部长希山慕丁那样的成人竟然害怕光明时，这是马来西亚的悲剧。又或者警方和希山慕丁都还只是怕黑的小孩，还没有长大成人？ </p>

<p><span id="more-1643"></span>Does Home Minister Datuk Seri Hishammuddin Hussein dare to ban Perkasa as he has banned Bersih or arrest UMNO’s Senator Ezam Mohamad and UMNO Youth head Khairy Jamaluddin just as the police has arrested Sungai Siput MP Dr Michael Jeyakumar Devaraj under the Emergency Ordinance to prove that the police does not practice double-standards or favouritism?  </p>
<p>DAP questions Hishammuddin insistence that the authorities will act fairly in stopping all gatherings despite only outlawing electoral reforms group Bersih, when no action was taken against UMNO and Perkasa for organising a violent demonstration in Penang on 1.7.2011. Why has Hishamuddin also  not arrested Ezam under the Emergency Ordinance for his threats that there is no need to wait for general elections and he wanted to do more protests to force me to step down as Chief Minister earlier? </p>
<p>The Penang Chinese Journalists and Photographers Association (Pewaju) has condemned the unprovoked attacks on a journalist, a photographer and a videographer by the protestors during violent and illegal rallies in George Town downtown and on Penang Bridge. Pewaju questioned why the police did not enforce the law and failed to take preventive measures to stop the demonstration before hand when they already knew about it a day earlier. </p>
<p>Question also arises on why the police have been so tough to clamp down on the Bersih 2.0 rally which is yet to take place, while being incompetent in halting an illegal rally by Umno and Perkasa that actually took place. What is shocking is Pewaju’s statement that the attacks on the journalists took place right before the police eyes, but the law enforcers were hapless, helpless and hopeless to stop the assault. The ineptness of the police raised a question on their integrity, competency and credibility to protect ordinary Malaysians. </p>
<p>DAP supports peaceful demonstrations but condemns violent demonstrations. The failure by the police to act against the violent demonstration by UMNO and Perkasa only shows that there is clear double-standards and favouritism. </p>
<p>Jeyakumar was unjustly arrested under the Emergency Ordinance with 5 other PSM members despite the government’s failure to produce any proof that he was waging war against the King and country. Allegations of spreading communism is ridiculous when Malaysia enjoys close relations with Communist countries like Cuba, China and Vietnam. </p>
<p>Should not then Khairy Jamaluddin be also arrested and charged for trying to revive communism by setting up a permanent secretariat on October 12 2009 to strengthen ties between Barisan Nasional Youth and the Communist Youth League of China (CYL). Barisan Youth chairman Khairy Jamaluddin had said that the permanent secretariat would facilitate continuous bilateral programmes to promote a stronger bond between the two entities. </p>
<p>Clearly the BN government is only victimising Bersih supporters who are arrested in the past week and its secretariat raided on Wednesday, when they have not organised any demonstration whilst UMNO and Perkasa demonstrations are allowed to proceed unpunished.   These unjust actions will only sully Malaysia’s international image and its record of not practicing what it preaches on respecting basic human rights. </p>

<p>DAP mempersoal desakan Hishammuddin bahawa pihak berkuasa akan bertindak adil dalam menghentikan semua perhimpunan walaupun hanya mengaharamkan kumpulan reformasi pilihanraya Bersih, apabila tiada tindakan diambil terhadap UMNO dan Perkasa yang menganjurkan demonstrasi ganas di Pulau Pinang pada 1 Julai 2011. Mengapakah Hishammuddin tidak menahan Ezam di bawah Ordinan Darurat atas ancaman beliau bahawa tidak perlu tunggu pilihanraya umum dan beliau mahu mengadakan lebih banyak bantahan bagi memaksa saya untuk meletak jawatan sebagai Ketua Menteri? </p>
<p>Pertubuhan Wartawan dan Jurugambar Akhbar Cina Pulau Pinang (Pewaju) telah mengutuk sekeras-kerasnya serangan ke atas salah seorang wartawan, jurugambar dan juruvideo oleh penunjuk perasaan semasa perhimpunan ganas dan haram yang diadakan di pusat Bandar George Town dan di atas Jambatan Pulau Pinang. Pewaju mempersoalkan kenapa pihak polis tidak mengambil tindakan undang-undang dan gagal mengambil langkah-langkah pencegahan bagi menghentikan demonstrasi walhal mereka telah maklum akan hal tersebut sehari sebelumnya. </p>
<p>Persoalan juga timbul kenapa pihak polis begitu berwaspada dalam mengetatkan kawalan di perhimpunan Bersih 2.0, yang belum berlaku, dan tidak cekap dalam menghentikan perhimpunan haram oleh Umno dan Perkasa yang telahpun berlaku. Apa yang mengejutkan adalah kenyataan Pewaju bahawa serangan ke atas wartawan tersebut berlaku di hadapan mata pihak polis, tetapi malangnya penguatkuasaan undang-undang tidak berdaya dan tiada harapan untuk menghentikan serangan tersebut. Ketidakcekapan pihak polis dipersoalkan di mana integriti, kecekapan dan kreadibiliti mereka untuk melindungi rakyat Malaysia menjadi persoalan. </p>
<p>DAP menyokong demonstrasi aman tetapi mengutuk sekeras-kerasnya demonstrasi ganas. Kegagalan pihak polis untuk bertindak ke atas demonstrasi ganas oleh UMNO dan Perkasa, menberi tanggapan bahawa jelas terdapat ‘double-standard’ dan pilih kasih.   </p>
<p>Penangkapan Jeyakumar dan lima ahli PSM yang lain di bawah Ordinan Darurat adalah tidak adil kerana kegagalan untuk mengemukakan sebarang bukti bahawa dia telah melancarkan perang terhadap Yang Di-Pertuan Agong dan negara. Tuduhan menyebarkan fahaman komunis adalah tidak masuk akal apabila Malaysia sememangnya telah lama mengadakan hubungan akrab dengan negara-negara komunis seperti Cuba, China dan Vietnam. </p>
<p>Jika tidak mahu Khairy Jamaluddin ditahan dan didakwa kerana cuba menghidupkan semula fahaman komunis dengan penubuhan sebuah jawatankuasa tetap pada 12 Oktober 2009 untuk mengukuhkan hubungan antara Pemuda Barisan Nasional dan Liga Belia Komunis China (Communist Youth League of China). Ketua Pemuda Barisan, Khairy Jamaluddin berkata sekretariat tetap adalah untuk memudahkan hubungan dua hala yang berterusan dan menggalakkan ikatan yang lebih kukuh antara kedua-dua entiti. </p>
<p>Jelas sekali, penyokong Bersih yang ditahan minggu lalu dan serbuan sekretariat pada Rabu lalu hanya dijadikan mangsa Kerajaan BN, apabila mereka tidak menganjurkan sebarang demonstrasi walhal demonstrasi UMNO dan Perkasa dibenarkan berlangsung tanpa sebarang hukuman. Tindakan ini adalah tidak adil dan hanya mencemari imej Malaysia di mata dunia dan rekod kerana tidak mengamalkan apa yang dipegang dalam menghormati hak asasi kemanusiaan. </p>

<p>行动党质疑希山慕丁坚持当局将会一视同仁地阻止所有的集会，虽然他目前只是打压要求选举改革的净选盟，却不对付在2011年7月1日主办暴力集会的巫统和土著权威组织。当依占威胁说不必等到全国大选也可以利用发动更多示威来叫我下台、卸下首长一职时，为什么希山慕丁不以紧急法令逮捕他？ </p>
<p>槟城中文报记者与摄影记者协会已经公开谴责示威人士在乔治市及槟城大桥进行暴力的非法集会时，无缘无故攻击一名记者、一名摄影记者以及一名录影记者。上述协会质问警方虽然在前一天已经知道这场集会，为何没有执法、也没有采取预防措施阻止有关示威？ </p>
<p>上述协会也问，为什么警方严格打压还没有发生的净选盟2.0大集会，却没有能力阻止巫统和土著权威组织真正举行的非法集会？最让人惊讶的是，上述协会的文告指出，记者遭袭击事件发生在警察面前，但是执法者却不阻止有关攻击行为，让人感到不幸、无助及绝望。警方的无动于衷不禁让人怀疑他们在保护国民安全方面的的廉正、能力及公信力。 </p>
<p>行动党支持和平示威，但是我们谴责暴力示威。警方没有对付巫统和土著权威组织发起的暴力示威，一再证明警方实施双重标准和偏袒一方。 </p>
<p>再也古玛以及另外五名社会主义党党员在紧急法令不公平地遭扣留，尽管政府也拿不出证据证明他要向元首和国家宣战。马来西亚正与共产国家如古巴、中国和越南建立紧密关系，有关当局指控他们宣扬共产主义是非常离谱的。 </p>
<p>凯里加玛鲁丁在2009年10月12日成立永久秘书处以加强巫青团与中共青年团的联系，他是不是也应该在复辟共产主义的罪名下被逮捕与提控？国阵青年团团长凯里加玛鲁丁曾经说过，上述永久秘书处将促进双边交流，以加强两个团体的联系。 </p>
<p>很明显地，国阵政府只是在加害过去一个星期被捕的净选盟支持者以及星期三遭搜查的秘书处，当时他们都还没有举办任何示威，但是，巫统与土著权威的示威却被允许并且不受对付。如此不公平的做法只会破坏马来西亚的国际形象，并让我国留下“不尊重基本人权”的污点。 </p>

			<content:encoded><![CDATA[<p>Despite falling short of the effort to deny BN its 2/3 majority, PR did creditably by doubling opposition seats to 16. The popular vote of BN also fell from 63% in 2006 state general elections to 55%. Unfortunately one of the injustice of constituency delineation leaves the opposition at an unfair disadvantange is that despite BN winning only 55% of the popular vote, BN could still win 77% of the seats.</p>
<p>This unfair victory of BN winning 77% of the seats despite getting only 55% of the popular vote is one of the key reasons why Tan Sri Abdul Taib Mahmud refuses to step down. However the nervousness of Taib at this reduced victory can be seen when he had to get himself sworn in as Chief Minister at near midnight. Why get sworn in in such great haste in the dark and stormy night and not wait a few days later to do it properly in broad daylight?</p>
<p>Is Taib afraid that Putrajaya will intervene and prevent Taib from taking charge of Petra Jaya?<br />
<span id="more-1443"></span><br />
The onus is now on Prime Minister Datuk Seri Najib Tun Razak to deliver 3 basic demands from the people of Sarawak:-<br />
•        get Taib to resign;<br />
•        increase oil royalties of 5% to 20% annually or RM1.5 billion to RM6 billion per year; and<br />
•        improve basic infrastructure of water, electricity and roads to reduce poverty in Sarawak which is amongst the poorest states in Malaysia. </p>
<p>Should the Prime Minister fail to deliver these 3 basic demands, then Sarawakians need not wait 5 years for the next state elections but can make their unhappiness clear at the national general elections expected within a year. </p>
<p>There is no racial divide in the support for PR and DAP. BN wants to cover up and distract attention from the real message of the voters for change, end Taib’s rule and corruption as well as promote good governance. DAP could only double our seats from 6 to 12 because we obtained the support from all ethnic groups, including non-Chinese, in the urban areas. If there is a divide, it is a urban-rural divide that PR and DAP has to bridge if there is to be a change of government in Sarawak.</p>
<p>DAP will work with Pakatan Rakyat(PR) to launch a 5-year plan to change the state government  to return Sarawak to Sarawakians based on 3 main operational thrusts as follows:-<br />
1.     Preparing for government by monitoring and proposing policies in the State Assembly with the establishment of the first shadow Cabinet in Sarawak’s history that addresses all the portfolios.<br />
2.     Winning over the rural voters with programs and direct engagement whether Chinese, Ibans, Bidayuh, Melanau/Malay or bumiputeras by adopting the model followed by Kiduorng ADUN Chiu Chiu Sing who obtained 64% of non-Chinese support;<br />
3.     Multiplying the recruiting of new supporters so that DAP can establish a wide support network. </p>
<p>The time has come for change. Our future has been stolen, we can not allow our children’s future to be stolen also. Only if the people of Sarawak in both the urban and rural areas stand up together for Sarawak, then only can the future for our children be protected. </p>
<p>Let us stand up together so that Sarawak can step out into the international stage and realise its full potential by marrying Sarawak’s abundant natural resources with the talented human resource.</p>

<p>民主行动党秘书长兼巴眼区国会议会林冠英于2011年5月3日在美里行动党感谢宴上发表声明：</p>
<p>民主行动党将会与民联发起一个5年计划，通过3个主要工作重点，让砂州改朝换代，还政予民。</p>
<p>尽管民联无法在砂州选举中否决国阵的三分之二多数议席，民联在砂州也取得不错的成绩，议席增加至16席。而国阵的多数票也从2006年州选的63%，减少到55%。不幸的是，不公正的选区划分对在野党不利，尽管国阵只获得55%的支持票， 但是，他们却还是掌控77%的议席。</p>
<p>这项不公平的胜利，让国阵得以用55%的选票控制77%的议席，正是丹斯里泰益玛目不下台的主因。但是，泰益还是因这种胜利被削弱而感到紧张，否则他不会连夜宣誓就任首长。为什么如此匆匆忙忙地在三更半夜、狂风暴雨的时候宣誓？而不要等过几天、在大白天正式地宣誓？</p>
<p>难道泰益担心布城会干预，并阻止他接管伯特拉再也？</p>
<p>现在，责任落在首相拿督斯里纳吉的身上，他必须向砂州人民交代三个基本要求：</p>
<p>•        促泰益辞职;<br />
•        让石油税从每年5%增加到20% 或每年15亿令吉增加到60亿令吉，及<br />
•        改善水供、电供、道路等基本设备，别再让砂州成为全马最贫穷的州属之一。 </p>
<p>如果首相办不到上述三件事，那么砂州人民不用再等另外五年的州选，他们可以在可能一年内举行的全国大选，尽情地表达他们的不满。</p>
<p>人民对民联和行动党的支持是不分种族的。国阵试图掩盖事实及转移视线，漠视选民求变、终结泰益及贪污、要求良好施政的真正讯息。唯有各族选民包括乡区非华裔的支持，才能让行动党的议席从6席增加到12席。如果真的有分化，那是城乡的分化，这是民联和行动党若要在砂州改朝换代所必须缝合的。</p>
<p>民主行动党将会与民联发起一个5年计划，通过3个主要工作重点，将砂州改朝换代，还政予民：<br />
1.     成立砂州历史上第一个包含各职位的影子内阁，监督和提出政策，准备做政府。<br />
2.     采纳基杜隆区州议员周政新的工作模式，通过各项活动及直接接触，争取乡区选民的支持，不论是华人、伊班人、比达友人、马兰诺/马来人或土著，周政新在州选中获得64%非华裔选民的支持。<br />
3.     在招募新晋支持者时更多元化，拓展行动党的联络支持网。<br />

			<content:encoded><![CDATA[<p>MCA President Datuk Seri Dr Chua Soi Lek and MCA should be condemned for their reckless and desperate racial politics that has given UMNO the opportunity to up the racial ante and deepen racial polarisation in Malaysia. If the Chinese community submit to UMNO’s and Chua’s threats and vote for MCA for fear of losing Chinese representation in government, the winning MCA elected representatives will not be beholden o the people but beholden to UMNO.</p>
<p>What is the point then of electing wakil rakyat’s who neither listen to the people nor do the people’s work but will only listen to UMNO and do UMNO’s dirty work of corruption and abuse of power. What hope is there for Malaysians, if BN, UMNO and MCA are allowed to continue to steal our children’s future?</p>
<p>Clearly Chua is now the historical culprit because his reckless political gamble to claw back lost political support has assisted UMNO top leaders to demonise the Chinese community. Chua’s political gamble has also resulted in UMNO top leaders jumping in with the twin racist strategy of threatening the Chinese community with losing representation in government whilst inviting PAS to join UMNO in BN to form a grand coalition of racist and extremist Malays.<br />
<span id="more-1433"></span><br />
The invitation of Prime Minister Datuk Seri Najib Tun Razak to PAS to join BN is not only a betrayal of 1 Malaysia but also a naked attempt to cling on to power by pitting Malays against non-Malays. By also threatening the Chinese community with losing representation in government, UMNO has indicated that MCA’s representation is decided by UMNO regardless of their performance. After all whether MCA wins or lsoes big in general elections, MCA still retain the same 4 minor Ministerial posts. </p>
<p>Chua should not to be a sore loser by playing into UMNO’s racial politics but instead respect the verdict of the Sarawak people, calling for change with an end to Taib’s Rule and corruption as well as implementing good governance. No amount of threats or fear can hide the fact that BN lost support with the popular vote going downby 8% from 63% in the 2006 general elections to 55% on April 16 because the people had enough of corruption,poor governance and Taib’s misrule. </p>
<p>Instead of addressing the real message for hope and change by Sarawakians from all races, Chua had tried to distract or cover up the real causes by suggesting that SUPP should withdraw from the state Cabinet following SUPP losses in 13 of the 19 seats in the recent Sarawak state election. However Chua could not respond when challenged why he did not practice what he preached by directing MCA Ministers to withdraw from Cabinet or that the sole MCA State EXCO member withdraw from Perak and Negeri Sembilan State EXCOs.</p>
<p>Instead of directing MCA Ministers or the State EXCOs to withdraw now, Chua is threatening to do so if MCA loses at the next general elections. What is the point of just withdrawing from Cabinet when you do not withdraw from BN? Voters are voting against BN as this is the symbol and not MCA’s symbol when contesting in elections. If Chua is sincere, he should direct MCA to withdraw now and also announce that MCA would withdraw from BN if it loses again in the next general elections. </p>
<p>Otherwise this is another desperate and dishonest tactic of fear to intimidate and frighten the voters. Such a tactic goes against the basic tenets of democracy of the freedom to choose without fear of favour. Unfortunately this has also deepened racial polarisation by giving UMNO the opportunity to show that they are ultra-Malay defenders by inviting PAS to join UMNO in BN. </p>

<p>如果华社屈服于巫统和蔡细历的威胁，因害怕失去政府华裔代表而投选马华， 中选的马华代议士将不会遵从人民，而是遵从巫统。  </p>
<p>马华总会长拿督斯里蔡细历和马华必须被谴责，他们不计后果地诉诸种族政治，给巫统一个机会，以种族牌为赌注、加深马来西亚的种族两极化。如果华社屈服于巫统和蔡细历的威胁，因害怕失去政府华裔代表而投选马华， 中选的马华代议士将不会遵从人民，而是遵从巫统。</p>
<p>如果选中一个不听人民的话、不做人民的事，只听巫统的话、和巫统同流合污贪污、滥权的代议士有什么用？如果国阵、巫统和马华被纵容继续窍取我们孩子的未来，那么马来西亚人民还有什么希望可言？ </p>
<p>很明显地，蔡细历是历史罪人，因为他不顾一切的孤注一掷，以挽回选票，已经助长巫统最高领袖继续妖魔化华社。蔡细历的政治赌注已经导致巫统最高领袖采用两个种族策略，一边威胁华社会失去政府代表，一边邀请回教党加入国阵巫统，以形成一个庞大的马来种族主义、极端主义联盟。 </p>
<p>首相拿督斯里纳吉邀请回教党加入国阵，不只背叛了一个马来西亚，也赤裸裸地展现他企图利用马来人与非马来人之间的竞争来保住政权。巫统威胁华社将失去华裔代表，显示不论马华的表现如何，马华的代表性最终由巫统决定。 毕竟无论马华在来届大选是赢是输，马华还是可以保有四个次要的部长职位。 </p>
<p>蔡细历不应该如此沮丧，玩起巫统的种族政治，反而应该尊重砂州人民要改变及终结泰益统治及贪污、同时要求实施良好施政的选择。无论国阵怎样威胁或害怕，事实上，国阵在4月16日获得55%的选票，得票率比2006年的63%下跌了8%，那是因为人民受够了贪污、不良施政及泰益的罪恶统治。</p>
<p>蔡细历不但没有回应砂州各族人民求希望、求变的心声，反而还想转移视线、掩盖事情的原因，并建议人联党退出州内阁，因为人联党在砂州选举竞选19席，输了 13个议席。不过，当他被挑战为什么没有身体力行，指示马华退出内阁，以及霹雳和森美兰两州的行政议员辞职？他却答不出 来。 </p>
<p>他不但没有叫现有的马华部长或行政议员辞职，反而是威胁如果马华下届大选惨败才这么做。如果只是退出内阁而没有退出国阵，这有什么意思？选民投选的是国阵，而不是马华的标志。如果蔡细历真的有诚意，他应该指示马华现在就退出内阁，然后宣布来届大选如果再输，马华将退出国阵。 </p>
<p>否则，这只是一招不择手段、不诚实的恐吓招术来吓唬选民。这种手段违背民主基本的自由原则，即无畏无惧的选择自由。不幸的是，这也加深了种族两极化，让巫统有一个机会 ，通过邀请回教党加入巫统和国阵，来展示他们才是马来人极端主义的捍卫者。 </p>

Let us not steal our children’s future but give them hope, teach them love and build their confidence that they can be as good as they want and not be inferior or left behind merely on account of the colour of their skin. </strong></p>
<p>Deputy Prime Minister Tan Sri Muhyiddin Yassin should read in full my 2011 Penang Easter Message and not be misled by lies spread by an UMNO blog run by an UMNO leader. I enclose herewith the relevant excerpt of my Easter Message:-<br />

“&#8230;We need to change.  Change for the better.  To change is difficult but not to change is fatal. We need a change of mindset of treating every Malaysian as facing common problems and aspirations. We must celebrate our differences and our diversity. </p>
<p>We should move away from the mindtrap of fear based on hate, racism, extremism. We should not be taught to fear diversity. We should not be brainwashed with Hitlerian ideas that one is superior to another merely because of the colour of our skin. </p>
<p>We must have the courage to change. </p>
<p>Malaysians are ready to embrace change; change for the better. Malaysians no longer want to live under a situation where freedom is curtailed, human rights infringed, and abuse of power, corruption and mismanagement are rampant.</p>
<p>In the recent Sarawak state election, Sarawakians have decided that enough is enough. Sarawakians want good governance, end to corrupton, empowered by democracy, equal opportunity and justice for all.</p>
<p>Just as Easter signifies a renewal of life, Faith, hope and love can drive home a victory against ignorance, fear and oppression.”(end of message)</p>
<p>Is it wrong to oppose Hitler or Hilterian areas of racial supremacy or dominance? I challenge any BN politician to state where in the Malaysian Federal Constitution supports or permits racial supremacy or dominance. </p>
<p>DAP and the PR state government opposes any form of racial supremacy or dominance, whether it is Chinese supremacy, Indian supremacy or Malay supremacy. We only believe in the supremacy of the rakyat and the people. </p>
<p>I reiterate that we should give our children hope, teach them love and build their confidence that they can be as good as they want and not be inferior or left behind merely on account of the colour of their skin. </p>
<p>Malaysians despair when some politicians tell our children that they can never be good enough, that they need special rights and favours to survive just because of the colour of their skin. How do we build up a child’s confidence if we instil this sense of inferiority that they need special assistance, especially when this special assistance never comes? </p>
<p>Malaysian parents are also anguished that no matter how well their child performs, he will never be chosen and rewarded on account of the colour of their skin. How do you explain to your little girl why she can not get a place into a premier institution even though she scores good results? </p>
<p>There is nothing so cruel as to steal a child’s future. There is nothing so soul-destroying as to deny a child the opportunity to realise his or her full potential. </p>
<p>I believe that every Malaysian child whether Malay, Chinese and Indian, Iban or Kadazan can be the best and compete against the world. We must encourage everyone to strive the hardest and do their best. Then only can our country progress.</p>
<p>Have we not learnt our lessons for failing to harness our human talents and tapping their expertise? Do we want to see more Malaysians migrating as more than 2 million have done so since 1957? Increasingly more and more professional Malays are leaving.</p>
<p>Look at the success of Singapore in surpassing Malaysia for the first time in 2010 as the 3rd largest economy in ASEAN after Indonesia and Thailand. Despite having no resources, Singapoare GDP this year as grown to US$210 billion compared to Malaysia’s US$205 billion. </p>
<p>Malaysia is 478 times the size of the republic and its population, at 27 million, 5 times larger than its tiny neighbour’s 4.8 million. Can Malaysia catch up when Singapore’s GDP per capita was US$36,537 (up from US$512 in 1965) compared with Malaysia’s US$ 6,975 (US$ 335 in 1965)? </p>
<p>We can if we start building human talent and retaining them. We must give hope that our children can live better than their parents. Let us inspire hope by stressing on performance not privilege, expertise not entitlement and integrity not corruption. </p>
<p>Let us be bonded by our common aspirations for justice, freedom, truth, democracy and social welfare for the weak and poor. Let us build a future for our children to live in a cleaner, greener and smarter Malaysia.<br />

			<content:encoded><![CDATA[<p>MCA President Chua Soi Lek would claw back MCA’s lost electoral support if he is can pluck up 10% of his bravery in fighting DAP to fight BN’s cronyism, and corruption as well as UMNO’s racist policies such as 1Melayu, 1Bumi. DAP does not see Chua’s enthusiasm or courage in fighting corruption, cronyism or racist policies of 1Melayu,1 bumi in the same emotional manner as he fights DAP with self-contradictory slogans of ‘Chinese should not be fighting Chinese’.</p>
<p>By also claiming that the DAP’s participation in election and victories against MCA will result in reduced Chinese representation in the Government, Chua Soi Lek has revealed that his party is unable to comprehend the basic nature of democracy. Not only that, he is also disrespecting the right of voters to choose the best representative for themselves, regardless of race.</p>
<p>The DAP rejects the philosophy of race-based politics, and strongly believes that elections should not be racialised. Unlike the MCA, the DAP believes that elections empower voters to exercise their democratic rights to choose representatives based on the principles of justice, truth, freedom and good governance. Elections is about democracy not about race; it is about choosing the best candidate who can best serve and represent voters not about race; it is about whose policies promotes justice, freedom and truth not about race.<br />
<span id="more-1419"></span><br />
It is a fact that the DAP does not only field Chinese candidates. We have the highest number of Indian elected representatives from any party in the country, even more than the MIC. We have also fielded candidates of every culture and creed, because the topmost priority for us when it comes to candidate selection is character, qualification and principles, not race.</p>
<p>By Chua’s perverted logic of elections as “Chinese should not fight Chinese”, MCA should not be fielding any candidates in Penang because as he knows, the Chief Minister of Penang is a Chinese. Based on his logic, since Chinese should not fight Chinese, then MCA should not contest against DAP’s Chinese candidates. When I challenged Chua Soi Lek to practice what he preaches by applying the same logic of “Chinese should not be fighting Chinese” on himself and MCA, Chua claims that DAP wants a monopoly of power.</p>
<p>However, DAP has never used the “Chinese should not fight Chinese” card against MCA because we believe we are all Malaysians who should see problems as Malaysian problems common to all and not as a Chinese or a Malay problem.</p>
<p>As for calling the SUPP to withdraw from the Sarawak State Government because their Chinese candidates suffered huge losses, former MCA President Datuk Ong Tee Keat has exposed Chua’s double-standards by asking why Chua fails to use his power as MCA President, to order MCA Ministers to withdraw from Cabinet or direct its sole assemblyman in Negri Sembilan and Perak to withdraw from the respective State Exco. To-date Chua has not dared to respond to Ong. </p>
<p>Chua should conserve his energies to oppose crony projects such as the nearly RM37 billion MRT projects without open tender. Or even the latest 1Malaysia free email which was supposed to be free but yet not free as the government has to pay 50 cents for each email sent. Chua should also energetically question the RM52 billion bumi shares share scandal and the RM888 billion of illicit or corruption money illegally siphoned off from Malaysia over 9 years.</p>
<p>Better still Chua should focus his party’s full energies to insist that Deputy Prime Minister Tan Sri Muhyiddin Yassin withdraw support and condemns the 1 Melayu 1 bumi movement propagated by UMNO’s paper Utusan Malaysia, as contrary to 1 Malaysia. Or does Chua only dare to attack the DAP but not UMNO’s top leaders when UMNO leaders are wrong for following racial and extremist policies?<br />

			<content:encoded><![CDATA[<p><strong>Chua Soi Lek Labelled As Crazy By His Own MCA Branch In Penang: -Urban Voters In Sarawak Voted For PR And DAP not On Race But Because They Wanted Good Governance, An End To Widespread Corruption And Taib Mahmud’s Misrule.</strong></p>
<p>Urban voters in Sarawak voted for PR and DAP not on race but because they wanted good governance, an end to widespread corruption and Sarawak Chief Minister Tan Sri Taib Mahmud’s misrule. DAP would not have won the four seats of Kidurong, Meradong, Batu Kawah and Dudong without strong Iban support as these seats have either slightly more than 50% of Chinese voters or even slightly more than 50% of Iban voters. </p>
<p><span id="more-1406"></span>Numbers do not lie. It is a statistical fact DAP would not have won 12 seats by relying solely on Chinese support. The demographic make up of voters require substantial if not a majority of Iban voter support to win 12 seats. That is why the desperate attempt by BN to racialise the Sarawak general election results, is an act of denial by BN who has refused to accept and account for their losses.</p>
<p>PR and DAP admit that whilst urban voters swund their support to PR and DAP, however rural voters regardless of race whether Chinese or non-Chinese generally stayed with BN, albeit with reduced majorities.</p>
<p>PR through our performance in the PR ruled states in Penang and Selangor have shown we can deliver both good governance and end corruption. Ibans voters in the urban areas responded to these issues because of PR good performance in government. For instance for the first time in history, Penang recorded a string of No. 1&#8242;s:-</p>
<p>1. Top in investments in Malaysia attracting RM12.2 billion investments or 26% of the overall investments in Malaysia. Penang&#8217;s FDI (Foreign Direct Investment) contribution is even higher at 36% of Malaysia&#8217;s FDI despite having only 6% of the nation&#8217;s population. </p>
<p>2. Praised by the National Auditor-General for being the state with the best financial management in 2008 to 2009.</p>
<p>3. Top in Malaysia in reducing the crime index for 2010 by 27%. </p>
<p>4. Pioneer and leading state in green initiatives moving towards becoming the first green state in Malaysia. </p>
<p>5. Only state in Malaysia to be praised by Transparency International for fighting corruption through the state government&#8217;s open tenders and CAT governance based on Competency, Accountability and Transparency. </p>
<p>6. Top in medical tourism with 60% revenue in Malaysia.</p>
<p>7. The first state to wipe out hard-core poverty by ensuring that every family&#8217;s income is at least RM 500 a month and giving out RM 100 annually to senior citizens above 60 years old.</p>
<p>8. The highest increase of air travelers (30%) amongst all Malaysian airports in 2010. </p>
<p>9. Lowest unemployment rate and is actively sourcing for skilled workers.</p>
<p>10.Upholds basic human rights through enacting the Freedom of Information (FOI) Act and setting up Speaker&#8217;s Square at the Esplanade, the first in Malaysia which gives not just freedom of speech but also freedom after speech. </p>
<p>11. Foremost in protecting, preserving and promoting heritage conservation in Malaysia through the UNESCO World Heritage City of George Town. </p>
<p>12. Ranked as the most livable city in Malaysia. </p>
<p>MCA President Datuk Dr Chua Soi Lek has tried to bring this racialisation of Malaysian politics a step further by asking SUPP to withdraw from the state cabinet in protest at the loss of Chinese support. This is comical in that Chua did not practice what he preach when he did not instruct MCA Ministers to withdraw from Cabinet or the sole MCA assemblyman in Perak and Negeri Sembilan to withdraw from the respective State EXCOs. </p>
<p>Instead Chua had tried to blame his predecessor Datuk Seri Ong Tee Keat for refusing to withdraw MCA from Cabinet. Even a MCA branch in Penang, Taman Sri Nibong headed by MCA Bayan Baru Deputy Divison Chair condemned Chua’s idea as crazy – see below：</p>

<p>In the first instant what right he has to interfere with the functioning of SUPP. SUPP is not MCA although it may have a large membership of Chinese, It was definitely wrong for CSL to advise the President of SUPP George Chan not to accept the cabinet post should he be offered by the back door. George Chan has lost in the recent State Election.</p>
<p>To make matters worse, when he responded to the Lim Guan Eng of the DAP for not acted the same what he had advocated by not asking single MCA YB in the State to leave the State cabinet. He conveniently absorbed himself that he was not the MCA President then when the decision for those single YB to accept State cabinet post.</p>
<p>Such a reply was rather ridiculous. At that time he was the MCA Deputy President, and why did he not expound this preposition?</p>
<p>I am sure he did not have this idea yet.</p>
<p>What I see, CSL is getting himself entangled in this defeatist attitude which will definitely make the Chinese the loser if the situation in the coming general election causes him to walk the talk which he proudly declared he would do so.</p>
<p>Mind you his Deputy, LTL category said, SUPP is the barometer of the MCA. Now that the result of the SUPP has shown us, I am sure MCA is prepared to take the rap.</p>
<p>Remember at one time in the history of the country MCA had withdrawn from the cabinet and the Chinese had no representative at all. What happened then, I need not elaborate.</p>

Christians regardless of skin colour have prayed for peace and prosperity. Christians have also prayed for wisdom and compassion in our leaders. Most important of all Christians pray for truth to guide Malaysians in our daily affairs.</p>
<p>All religions celebrate these common values of truth, unity in diversity, freedom of choice and peace. We must seek truth from facts and not allow sentiments to be ruled by blind emotion. </p>
<p>Those fanning racial sentiments by accusing DAP of playing racial politics should cease immediately. The results of the 2011 Sarawak Election have proven that the desire and movement for change is not confined to one community alone but spread across the various communities of Sarawak.<br />

The Pakatan Rakyat’s success, and the DAP’s in particular, would not have been possible without the increase in support from all communities in Sarawak. This is especially evident in semi-rural seats such as Kidurong, Piasau, Batu Kawah and Meradong, all of which were won by the DAP. Even PKR’s narrow loss in Senadin exemplifies this point. For a clearer perspective, refer to the table below.</p>

<p>As Prof Bridget Welsh has stated in her detailed analysis of the election results, increase in Opposition gains is most obvious in mixed constituencies and semi-rural areas. In addition, it would appear that in many areas, the Opposition swing is even more obvious in non-Chinese communities, as the following table illustrates.</p>

<p>However, it is important to note that the swing is not uniform across the state. There are pockets in which the BN managed to achieve swings in their favour. This applies to Chinese-majority seats as well, such as Bawang Assan, in which our candidate lost by an increased margin compared to 2006. This is to be expected in a state as large as Sarawak, and where the divide between Chinese and non-Chinese but more between rural and urban. </p>
<p>Factors such as access to information, local issues and candidate choice played key roles as well. The BN was able to mitigate their losses by replacing many unwanted incumbents with new faces. However, as the results have shown, there was not enough effort put in. Many of the old guard were shown the exit, most notably Deputy Chief Minister Tan Sri Dr George Chan.</p>
<p>Prof Bridget’s hypothesis is supported by Dr Ong Kian Ming’s analysis, which shows that 23 non-Muslim Bumiputra-majority seats experienced an increase in support for the Opposition. Again, while this pattern did not propagate itself across the board, the level of shift is enough to concur with Prof Bridget’s view that the Ibans, Bidayuhs and in particular the Orang Ulus, have indeed moved towards Pakatan Rakyat.</p>
<p>In addition, it would also appear that our Pakatan Rakyat coalition managed to increase gains in 13 Malay/Melanau-majority seats, as compared to gains in 8 seats for the BN. According to Dr Ong, this would not have been possible without an increase in Bumiputra support for the Opposition.</p>
<p>In other words, if there is any generalisation of the Sarawak general elections is to be done it should not be based on demographic trends based on race but geographical trends based on location. PR won more votes or more seats because PR won the urban votes regardless whether they were Chinese, Dayak or Bidayuh. BN managed to retain their seats because they still retained or did not lose sufficient rural support whether they were Chinese, Dayak or Bidayuh.</p>
<p>Hence, those trying to twist the result into a racial issue are acting irresponsibly. What is crystal clear is that the voter rejection of Barisan Nasional has less to do with racial considerations but more to do with the issues afflicting them. Sarawakians have declared in a loud voice that they have had enough of Chief Minister Tan Sri Abdul Taib Mahmud and his brand of monopolistic politics. They have rejected his brother-in-law George Chan and by voting in 15 Pakatan Rakyat assemblymen, they have sent a clear signal that Taib must leave immediately.</p>
<p>The results also mean that Sarawak is no longer BN’s ‘fixed deposit’. The shift in voting pattern not only in urban areas, but also in semi-rural and rural areas such as Ba’kelalan and Krian is proof that there is widespread discontentment with the BN Government.</p>
<p>The rakyat of Sarawak are tired of the widespread abuse of power, corruption, cronyism and lack of infrastructural development while the political elite manage to accumulate massive wealth for themselves. If Taib Mahmud still does not go now, then the swing towards PR will be more pronounced in the coming parliamentary general elections.</p>

<p>如果要概括砂州选举，那不应该以人口统计、也不是以种族为根基，而是地域性的地理趋势。</p>
<p>这是纪念耶稣基督被钉死在十字架上以及复活的神圣日子，也是一个重订基督徒对真理、希望及博爱的誓约的场合。不论什么肤色的基督徒都祷告世界和平及昌盛。基督徒也祈祷我们的领袖拥有智慧及怜悯之心。最重要的是，基督徒祈祷全民每天都得到真理的指引。</p>
<p>所有的宗教所提倡普世价值观：真理、多元团结、选择的自由及和平。我们必须找出真相，不要让感情被盲目的情绪凌驾。</p>
<p>那些指责民主行动党玩弄种族情绪的煽动性种族情绪应该马上停止。2011年砂州选举成绩已经证明不只一个社群渴望求变及要改变，而是整个砂州各个社群的共同愿望。</p>
<p>要不是砂州各个社群的支持率上升，民联，特别是行动党不可能取得成功。特别是在半城乡区如基杜弄、卑尔骚、石角及马拉端，这些都是行动党胜出的议席。就连公正党在史纳汀区微差败阵也可以证明这一点。下表可以说明：</p>

<p>但是，我们要注意，反风并没有在全砂吹起，国阵依然在一些地区保住支持度。这种情况也出现在华裔人口多数地区，例如：巴旺阿山，我们的候选人比2006年输得更多。这种情况在砂拉越这样大的州属是正常的，存在着华人区或非华人区的分割，而更多的是乡区和城区的分割。</p>
<p>其它因素如资讯的获得、地方议题及候选人的选择也扮演重要角色。 国阵以新面孔来取代许多已经被人民厌弃的议员，从而减轻了他们的失败程度。但是，也有很多老将落马，最明显就是砂州副首长丹斯里陈康南。</p>
<p>Bridget教授的假设获得王建明博士的分析支持, 他指出有23个非回教土著多数的议席对在野党的支持度增加。同样地，这种情况也不能一概而论，但是这种反风已经与Bridget教授的看法一致，后者认为伊班人、比达友人及Orang Ulus的支持率已经转向民联。</p>
<p>同样的，民联也在13年马来人/马拉诺占多数的选区获得更高的支持度，国阵只在8个议席的支持率增加。王建明博士指出，如果不是因为土著对在野党的支持率增加，上述情况根本不可能发生。</p>

<p>因此，那些企图将砂州选举成绩变成种族课题的人士是不负责任的。很显然地，选民唾弃国阵，并不是因为种族考量，而是因为那些影响他们的议题。砂州人民已经大声地表达出他们受够了砂州首长丹斯里阿都泰益玛目及他的垄断政治。他们也拒绝了泰益的妹夫陈康南，因此他们投选了15名民联代议士，他们已经发出明确的讯息，那就是泰益必须马上下台。</p>
<p>选举成绩证明砂州已经不再是国阵的“定期存款”。投票趋势的改变不只发生在城市地区，也同样发生在半城乡区及乡区，例如：峇加拉兰及克瑞案区，这些都证明人民普遍上不满国阵政府。</p>
<p>砂州人民已经厌倦国阵政府滥权、腐败、朋党及基建不完善，但是政治精英却不停地为本身积累财富的局面。如果泰益玛目现在还不下台，那么人民肯定将会在来届的全国大选更加明确地表态支持民联。</p>
