The spate of kidnappings of tourists and Malaysians in Sabah has highlighted the failure of the police to deliver on their statutory duty to combat crime and ensure the safety and security of Malaysia. Even Tourism Minister Datuk Seri Nazri Aziz complained that the recent kidnapping cases in Sabah have had more impact on the tourism industry than the disappearance of the MH370 jetliner in March.

Travel advisories issued by countries such as the United States, Britain and Germany against Malaysia. This appears to confirm the Unisys Security Index 2014 Report that listed Malaysia as No.2 spot amongst 12 countries which are most worried about their security. Only the drug-ridden country of Mexico is considered more dangerous than Malaysia.

The Unisys Security Index is a global study conducted to gauge the attitudes and perceptions of consumers on a wide-range of security-related issues. Such issues were classified into four types namely, national security, financial security, internet security and personal security.

The polls conducted nationally on 946 people from 14 to 27 March, found a staggering jump in overall security index in Malaysia from 160 points in 2008 to 198 points this year, landing the country at second place, just next to Mexico (203) where drug cartels and organised crime is prolific. Unisys says that the global average score at 143, anything exceeding 150 is considered “seriously concerned”.

The police should stop being politicised and being used as a weapon against the political opponents of BN. PR leaders are not criminals but exercising our democratic right to bring about peaceful change of government through general elections. A drop in Crime index is only a statistical number that would count for nothing if the people do not feel safe from crime.

DAP urges the police to evaluate the 2014 Unisys Security Index and take remedial steps immediately. The police should not be in denial that the crime situation is improving when there are so many people who become victims of crime. The most effective measure is to increase to at least 50% of the 114,000 member police force to directly fighting crime from the present number of less than 20%.

美国、英国及德国都已经对旅游马来西亚的游客发出旅游劝告。这确认了2014年优利系统安全指数,在12年治安最令人担忧的国家中排名第2名。马来西亚的危险程度只是比贩毒猖獗的国家墨西哥好一点。

优利系统安全指数是一个全球的研究,研究消费人对国家安全相关问题的态度及印象。这些课题被成四类:国家安全、金融安全、网络安全及个人安全。

警方应该停止政治化及被国阵利用来对付政敌的工具。民联领袖不是犯罪,我们只是在行使自己的民主权利,通过全国大选和平地进行改朝换代。罪案指数的下跌只是统计数字,如果人民根本都不感觉安全,那也是无济于事。

行动党促请警方评估2014年优利系统安全指数,并马上采取补救措施。警方不应该继续否认,在很多人都是罪案受害者的情况下,还自以为罪案情况已经改进。最有效的措施是让总数11万4000名警员中的50%直接参与打击罪案,而不是目前少过20%。
