Press Statement By DAP Secretary-General And MP For Bagan Lim Guan Eng In Kuala Lumpur On 14.8.2013.

The emergency DAP Central Working Committee (CWC) on Monday night discussed the deteriorating crime situation that is developing into a full-blown crisis in Malaysia with adverse impact not only on personal security but also on tourism and business climate. With a shooting a day since the end of last month, the latest being the cold-blooded murder of a businessman Mohd Lutfi Mansor in a robbery in Dungun, the response by the Home Ministry is disappointing inaction and playing the blame game on the repeal of the Emergency Ordinance(EO).

DAP has decided to act by appointing DAP National Vice-Chair and MP for Seputih Teresa Kok as head of the DAP Crime Action Taskforce(CAT) to seek an increase from the present 10,150( 9%) of total police personnel of 112,583 in the Criminal Investigation Department(CID) to 50% or 56,000 to immediately restore public safety to our streets. There must be a total and complete focus by the police to revert to its statutory duty on fighting crime.

The answer is not a resuscitation of EO-like laws, but overwhelming police omnipresence in the streets and manpower and equipment resources to fight crime. What is so difficult about reallocating police strength from performing non-essential duties, including monitoring and dealing with political opponents of BN, to their core duties of fighting crime?

Home Minister Datuk Seri Ahmad Zahid Hamidi has invited public ridicule with his mathematical acrobatics of an army of 260,000 criminals roaming the streets in Malaysia just because 2,600 detainess were released following the repeal of the EO. However if he sincerely believes his figure of 260,000 criminals on the loose is correct, he should take the urgent step of increasing the number of police personnel in CID from the present 9% to 50%. If 56,000 police personnel in the CID are still insufficient, then Ahmad should seek the help of the Army and United Nations.

The repeal of EO-like laws can not explain why guns are now so readily available until almost every robber in every state in Malaysia is armed with guns. After all the death penalty for possession of firearms or even a single bullet has still not being abolished. If guns can be so readily available when the death penalty is still in force, the repeal of EO is clearly not the cause of rising violent crime. Only police omnipresence can deter criminals and bring down the crime rate.

星期一晚上的行动党中央工作委员会讨论是国内治安不靖的问题已经演变成严重的危机,它的负面影响不只是在个人人身安全,也打击了旅游业及商业环境。自上个月底起,几乎每一天一宗枪案,最近一宗冷血枪杀案涉及龙运一名商人莫哈末鲁迪,内政部长令人失望,他无动于衷,而且将枪击案归咎于紧急法令被废除。

行动党已经决定委任行动党全国副主席兼士布爹区国会议员郭素沁, 成为罪案行动小组主任,以争取将总警员人数11万2583人中负责打击罪案的1万150(9%)名警员增加至50%或5万6000人,立刻恢复街道的公众治安。我们的警察必须把焦点放在打击罪案的法令职位。

问题不在于恢复像紧急法令那样的法律,而是警方应该无所不在,并且拥有充足的人员及设备来打击罪案。重新调配那些执行非必须任务的警员,包括那些监督及对付国阵政敌的警员,让他们回到打击罪案的岗位为什么那么难?

内政部长拿督斯里阿末查希的计算法已经引起众议,在2011年紧急法令被废除后共有2600名罪犯被释放,并导致26万名罪犯在街上游荡。但是,如果他真的相信他的数据是正确的,那就是有26万名罪犯,他应该马上采取紧急措施,把现有9%的刑事调查科警员人数增加至50%。如果5万6000名刑事调查科警员还不够,那么阿末应该向军队与联合国救助。

紧急法令的废除并无法解释为什么枪械如此容易获得,几乎每一个州属的每一个枪匪都是持械匪徒。再说,拥有军火甚至一颗子弹的刑法为死刑的法律还没有废除。如果死刑还没被废除,却那么容易获得枪械,那么紧急法令的废除明显不是罪案上升的原因。唯有让警察无所不在,才能遏止罪犯及减少罪案。
