Even though many goodies where announced during yesterday’s Budget 2013 speech by Prime Minister Najib Tun Razak, this budget has failed the Malaysian people by not addressing three crucial areas which are necessary to guarantee the long term well-being of our country and its people – namely fiscal prudence, economic sustainability and cost of living increases.
Firstly, even though the budget deficit is projected to come down from 4.5% in 2012 to a ‘mere’ 4.0% in 2013, this figure masks the poor track record of the BN government in sticking to its spending plans. For example, total expenditure for Budget 2012 was announced at RM232.8b in last’s year’s budget speech. But in this year’s Economic Report 2012 / 2013, total expenditure for 2012 is projected to total up to RM252.4b. This is almost RM20b more than the projected expenditure announced last year.

Speech by DAP Secretary-General and MP for Bagan Lim Guan Eng During The Perak DAP State Annual Convention In Ipoh On 23.9.2012.
Malaysians Would Choose A Change To A New Government That Delivers On Economic Performance, Prosperity For All And Reversing The Brain Drain And Reject An Unchanged Government That Exploits Race And Religious Extremist Sentiments To Hide Its Corruption And Cronyism.
DAP challenges Prime Minister Najib Abdul Razak to prove how BN has delivered real change and progress for the better on fighting corruption, mastering technology and innovation as well as reversing the brain drain to retain human talent. There is no point in Najib talking about real, systematic, organised and planned change when he does not walk the talk.

Press Statement by DAP Secretary-General and MP for Bagan Lim Guan Eng in Kuala Lumpur on 19.9.2012.
Double Standards And Selective Prosecution By BN Again As Many Companies That Have Committed More Serious Financial Irregularities Are Not Given The Same Attention As That Given To Suaram And Clearly An Act Of Political Revenge To Distract Attention From The Alleged Scorpene and National Feedlot Corporation or Cows And Condos Scandals.
The recent onslaught against Suaram continued when Domestic Trade, Co-operatives and Consumerism Minister Datuk Seri Ismail Sabri said that human rights advocacy group Suaram would soon face prosecution for its “confusing” and “misleading financial accounts”. According to press reports, the Companies Commission of Malaysia (CCM) is supposed to have made a recommendation yesterday to the Attorney-General’s office to press charges against Suara Inisiatif Sdn Bhd, a company linked to Suaram, for unexplained financial irregularities.

Some newspapers highlighted Talent Corporations’s success in getting 30% of 130 Malaysian specialist doctors in Taiwan to consider and think about coming home in 3 years. How can Talent Corporation regard as a success when not a single specialist doctor in Taiwan has confirmed 100% their return home immediately but are only willing to consider and think about coming home in 3 years time?
Clearly Malaysia’s failure in reversing the brain drain and getting them to come home plays a huge part in Malaysia’s drop in the Global Competitiveness Index 2012-2013 to 25th spot from 21st last year. Malaysia needs to focus on the 3 critical success factors of upgrading technological readiness especially in internet connectivity, improving public safety by containing crime escalation and building human capital formation to arrest the decline in Malaysia’s global competitiveness.

Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan Lim Guan Eng di Kuala Lumpur pada 16.9.2012
DAP Mengecam Dan Menolak Filem Anti-Islam Yang Menghina Agama Dan Kepercayaan Masyarakat Islam.

Press Statement By DAP Secretary-General And Member Of Parliament For Bagan Lim Guan Eng In Kuala Lumpur On 16.9.2012.
The 13th General Elections Should Be A Contest Of Whose Ideas And Policies Would Benefit The Success Of A High-Income Economy And Ensure The Survival Of All Malaysians To Compete Globally Not About The Survival Of The Malays Nor About The Survival Of The Non-Malays.
DAP expresses deep disappointment that Prime Minister Datuk Seri Najib Razak has adopted Perkasa’s extremist approach by declaring to Pekan UMNO members that the 13th general election is not an ordinary election but one that will determine the survival of the Malays. Najib has rejected the politics of moderation and inclusion as well as abandoned his own 1Malaysia philosophy in preference for an exlusive and racial approach.
The 13th general elections should be a contest of ideas and policies that benefits the successful transiton into a high-income economy and ensure the survival of all Malaysians to compete globally. It is not about the survival of the Malays nor about the survival of the non-Malays exclusively but the survival of all Malaysians.

DAP Malaysia Day Message By DAP Secretary-General And Member Of Parliament For Bagan Lim Guan Eng In Kuala Lumpur, Kuching and Kota Kinabalu On 15.9.2012.
Reclaiming Sabah And Sarawak’s Status In The Federal Constitution As Equal Partners With Peninsular Malaysia With Emphasis On 5 Critical Areas Of Political And Socio-Economic Development.
On 16.9.1963, both Sabah and Sarawak joined Peninsular Malaysia as equal partners to form Malaysia under the Federal Constitution. 49 years later, Sabah and Sarawak has emerged as unequal partners as compared with Peninsular Malaysia. This has caused widespread resentment and even disillusionment that Sabahans and Sarawakians have gone backwards and lost out in almost every aspect as compared to Peninsular Malaysia.

DAP is shocked by Home Minister Datuk Seri Hishamudin Tun Hussein Onn’s refusal to guarantee security for PR in the Home Ministry’s Hari Raya Aidilfitri Open House at Putrajaya yesterday. Such refusal by the Home Minister is akin to a refusal to warn of stern action against those resorting to criminal acts of violence against the personal safety and property of PR leaders and members. Is Hishamudin providing not only just legal immunity from prosecution but also sanctioning such wrongful acts?
By refusing to either guarantee PR leaders’ security, Hishamuddin is sending a wrong message against those involved in violent attacks on the PKR’s nationwide Merdeka Rakyat bus tour. Will we see more of such violent attacks not just against PKR but also PR? This question of public security is critical following the systematic and organised attacks against DAP in Penang yesterday where the DAP Penang headquarters and 3 DAP State Assemblymen service centers, Datuk Keramat ADUN Jagdeep Singh, Pulau Tikus ADUN Koay Teng Hai and mine, were attacked with red paint.

The Election Commission(SPR) is neither neutral nor independent but a biased tool of BN by parroting BN’s attacks on Selangor PR state government’s decision to hold separate state elections from the 13th general elections. Election Commission deputy chairman Datuk Wan Ahmad Wan Omar claims that holding a separate state election from the 13th general election will not only be costly, but will also disrupt classes and put teachers in disarray ignores the fact that no such objections were made by EC when Sabah and Sarawak held separate elections.
Is the EC questioning the competence and professionalism of the police when Wan Ahmad claims that a separate state election would also put public order at risk as the police would have to be redeployed to maintain security due to different campaigning periods? Such claims is not only dismissive of the police but also humiliating for the country if our security forces are unable to maintain security during the polling period. Is the EC then going to suggest that the Malaysian government apply for United Nations troop monitors to maintain security during the polling period?

Speech By Penang Chief Minister and DAP Secretary-General Lim Guan Eng At The DAP Pahang State Annual Convention In Raub On 9.9.2012.
Pahang must punish BN for breakin gits promises of building an independent Chinese school in Kuantan, protecting the people’s health in the Lynas Rare Earth Plant in Kuantan and the use of cyanide by the Raub Australian Gold Mining Sdn Bhd(RAGM) in Bukit Koman before the general elections.
In Johor the Pengerang Integrated Petroleum Complex (PIPC) project is causing grave problems to the villagers, including eight old Chinese cemeteries. In Pahang, the problem is even more acute as a result of a powerful BN that has become arrogant and forgot to listen to the people.

The Penang State EXCO at is meeting on 7.9.2012 has decided a Special EXCO Committee on Cheap Land Sales of at least 4,000 acres of State Land by the previous state government. Penang State EXCO member for Local Government and Traffic Management will head this special EXCO committee and all government departments especially Land Office, the two local governments and Penang Development Corporation are directed to give full co-operation to Chow.
Cheap land sales or even land given for free by BN government came into focus when BN highlighted the PR state government’s sale by open competitive tender of the 1.1 acre piece of land in Taman Manggis for a private hospital project to promote medical tourism in Penang. Not just BN but Gerakan has lost all honour and credibility when BN Penang Chairman Teng Chang Yeow can not prove his claims that four of my EXCO members, my political secretary and myself had personal interest in the hospital project. And why did BN never announced to the press until now that the 1.1 acre piece was reserved for public housing in 2003 nor build from 2003-8, especially when the so-called public housing project was also not marked in the layout plans?

The Atomic Energy Licensing Board (AELB) announcement of a temporary operating licence (TOL) by Lynas (Malaysia) Sdn Bhd, effective for a two-year period from Sept 3 this year, shows that the only alternative left to close down the Lynas plant is to replace BN. The AELB’s assurances that Lynas had made a commitment to remove from Malaysia the Water Leach Purification residue arising from the Lynas Advanced Materials Plant (Lamp) project, is an empty meaningless one when Lynas has refused to state where or which country the residue would be going to.
Further such removal of toxic or radioactive residue contravenes international covenants of its removal from one country to another, such as the Basel Convention, unless it is returned to its source. Returning to its source is impossible when Australia has declared that it would not accept back the rare earth residue mined from Western Australia. Where then would Lynas to find a country willing to accept millions of tonnes of its waste unless of course it is the the backyard of the homes of BN Ministers?

As I have explained the sale by open tender of the 1.1 acre Taman Manggis Land Sales, BN Chairman Teng Chang Yeow should explain the cheap sale of over 2,000 acres of state land but also why 1,600 acres of reclaimed land off Butterworth were given free to Rayston Consortium(Butterworth) Sdn Bhd or Rayston when he was part of the previous BN government. BN has clearly run out of political capital when it resorted to not only attacking members of my family but also even my landlady.
BN had lodged reports with the Malaysian Anti-Corruption Commission claiming that I had actually owned the house I was renting. Now they turn around and admit my landlady owned the house but she has a share in the Taman Manggis land. First, my landlady did not bid for the land. She is also not part of any company bidding from the land.
