But I disagree with you repeatedly mentioned to reporter that the retrenchment in Penang is not serious, and VSS is not same as retrenchment, and Penang government do not have the data on VSS! 

Let me share with YAB a real story happened not long ago:

If your employer presented to you say that they are planning to cut the headcount by xx% through VSS. But if the VSS submission percentage is less than this xx%, then the next step will be exercising retrenchment. 

The VSS package is this much, and the retrenchment package is that much (of course the retrenchment package is follow the labour law, pay according to the compensation follow the year of service, which is lower than the VSS package). So what you want to do? Apply for VSS or not apply for it, wait to hope not in the retrenchment list?
 
My previous employer using this tactic to share with the employee, and eventually almost all employees submitted their VSS application (only 2 not submitted VSS)to avoid getting less under the retrenchment scheme. 

Eventually more than 70% of the employee lossing our job few weeks ago! 

So what YAB want to categories this incident?? Clasify this under VSS or Retrenchment? It is looks like VSS, but in reality, it is a retrenchment!</description>
